This tender implies no obligation on the NSLC to accept this bid or any bid submitted and has the right to cancel this tender if required. 15.The NSLC reserves the right to cancel the awarded contract with 30 days written notice if required. 16.All contracts resulting from this tender will be governed under the laws of Nova Scotia. 17.Tenders shall cover the execution of the whole of the work described in the specifications. 18.The NSLC reserves the right to contact bidders for the purpose of clarifying information included in the proposal prior to making a final decision or recommendation. 19.The successful Bidder shall enter into an agreement using NSLC Work Order or C.C.D.C. Document 2. within three (3) days of the opening of the tender to be supplied by the Bidder unless otherwise agreed upon. The security deposit herein called for shall be forfeited should the Contractor fail to sign the contract within three (3) days. 20.If work is either directly or indirectly delayed or stopped for a period which in the opinion of the NSLC, acting reasonably, is likely to continue so as to substantially prevent, hinder or delay the timely completion of the contract and such delay or stoppage is caused; a. by fire, flood, elements of nature or acts of God; b. by acts of war, terrorism, riots, civil disorders or reasonable apprehension of such; c. by labour disputes, strikes, or lock outs; d. under an order of any court, or other public authority, through no act or fault of the contractor or anyone employed by him/her; or e. by other similar cause beyond the reasonable control of either party (but not including financial difficulties or insolvency; and such delay could not have been prevented by reasonable precautions and could not be circumvented by the non-performing party through the use of alternate sources, work around plans or other means, either party may, upon providing three days’ notice to the other, terminate the contract. In such case, the contractor may recover from the Corporation payment for all work executed and reasonable profit for that work. 21.The Bidder shall include in his shall act as sub-contractors for subject to the approval of the contractors after the signing received from the NSLC. tender a list of all firms which it is intended portions of the work. The certified cheque or bond of the successful bidder shall be returned upon receipt of the satisfactory Performance Bond and Labour and Materials Payment Bond as specified hereinafter in Clause 28, unless certified cheque or bid bond is retained as performance bond. For this reason, tenders will not be accepted by fax or email. 23.Insurance shall be placed by the Contractor in accordance with the General Conditions. 24.The contractor and all Sub-contractors shall pay fair wages, and shall pay rates of wages and allowances to the various classes of labour not less favorable than those prevailing in the area where the work is being performed. The Contractor shall comply with all laws and regulations in any way affecting those engaged or employed upon or in the conduct of the Works. The Contractor shall protect and save harmless the Owner from and against all claims or demands arising out of or based on the violation of any such laws or regulations. 25.The percentage of holdback on all payments shall be 10 percent for lien purposes. The NSLC reserves the right to withhold additional holdback amounts for work not completed as required in the bid documents. 26.Expected completion date will be set by the signage contractor in discussion with the General Contractor unless otherwise agreed upon. 27.The Contractor shall indicate on his tender form that he has based his prices on the specifications and all addenda issued during this course of tendering. He shall also assure himself that he has, in his possession at the time of tendering, all addenda that have been issued. 28.For projects greater than $100,000 in value, the Contractor will be required to furnish a Labour and Material Payment Bond (50%) and/or Performance Bond (50%) which will total 100% of the Contract amount. These securities will cover the faithful performance of the contract, including all warranty claims after the final payment, and the payment of all obligations arising under the Contract, in such a form as the NSLC may prescribe and with such sureties as they may approve. All costs in the tender price, and these Bonds are to be maintained for a period of six (6) months beyond date of substantial completion. For projects less than $100,000.00, a cash security of 10% may be retained as a Performance Bond. For contractors who cannot obtain bonding, the owner, at his discretion, may request an additional cash security of 10% of the contract amount. This performance security of 10% will then be released progressively as the contract reaches completion. A warranty security of 2 1/2% will be retained for 45 days after substantial completion. 29.The Contractor must provide a Statutory Declaration, properly notarized stating that there are no Mechanics Liens registered against the job and that all accounts have been paid in full, before certifying final payment including holdback monies. 30.Product i. Where a Bid Document stipulates a particular product, alternatives may be considered by the Owner, noting that the Owner has a set standard in place for this work. Please complete the details in the space provided on the Bid Form that follows; alternates will not be accepted post tender unless otherwise agreed upon. ii. When a request in writing to substitute a product is made to the Consultant, the Owner may approve the substitution as an equal and will issue instructions in an addendum to the bidders. Written requests for alternatives must be submitted at least three (3) days before tender closing and must include all data necessary to prove equivalency of proposed product to meet the requirements of the specified product including, but not limited to, product descriptions, performance criteria, test data, installation instructions, standards’ certification and sample guarantee/warranty forms. iii. Where bidders choose to submit alternatives to products and methods specified, the description of such alternatives shall be entered on the Tender Form in the space provided. Please ensure you state the costs associated to these alternatives. You may submit as an option costing as well as the original costing for products we are seeking in this RFP. This will provide us with the comparative pricing. iv. In submission of alternatives the bidders shall include in their tender, allowances for changes required in the work to accommodate such alternatives. Later claims by the bidders for an addition to the Contract Price because of changes in the work necessitated by use of alternatives shall not be considered. 31.Tenders must include the cost of all Permits and fees. 32.The NSLC will require, prior to issue of a Certificate of Total Completion, a Certificate of Release issued by the Workmen's Compensation Board: .1 Prior to issue of a Certificate of Total Completion, the Contractor must: .1 .2 Have a Certificate of Recognition issued jointly by the Workers’ Compensation Board of Nova Scotia (WCB) and an occupational health and safety organization approved by the WCB; or Be in the process of qualifying for the Certificate of Recognition from an occupational health and safety organization approved by the WCB. .3 Before work on the project commences, the contracted party must have had the sponsoring occupational health and safety organization submit a Letter of Good Standing to the NSLC Representative. .4 Before work on the project commences, the contracted party must ensure that all of its employees who will be working on the project have received appropriate training and are competent to perform the work required. .5 Provide coordination with the NSLC to ensure safety for NSLC employees and customers. 33.The Contractor will not be allowed to begin work on this project until advised. All work to be coordinated with the General Contractor on site, such award not made yet. 34.Vendors must submit proof, prior to contract award, of their Certificate of Recognition issued jointly by the Nova Scotia Construction Safety Association and the Province of Nova Scotia Department of Labour, or a valid Letter of Good Standing from an occupational health and safety organization approved by Nova Scotia Transportation and Public Works indicating the Contractor is in the process of qualifying for the Certificate of Recognition. Failure to supply this certificate will result in automatic disqualification of the tender submission. 35.The NSLC reserves the right at any time to ensure the work is being completed to its standards as provided in the documents, and may request quality assurance reviews for this purpose from consultants or other signage companies. 36.The NSLC reserves the right not to award to ay bidder based on past performance with the NSLC. 37.Pricing to remain in effect for thirty (30) days from time of award. 38.Contractors are to provide a written warranty on all materials and workmanship for a minimum one (1) year period from the date of contract completion. 39.Bid Evaluation Criteria Compliance with the Bid Documents Pass / Fail Price 80 % Schedule 20 % 100% NOVA SCOTIA LIQUOR CORPORATION BID FORM NSLC REF NO: CN-64-I-14 COOL ZONE SIGNAGE COOL ZONE SIGNAGE at the NSLC North Sydney Retail Store, as per tender specifications. To manufacture and install printed graphic panels, custom frames, printed vinyl roller blinds, cut vinyl window graphics and laser-cut letters….all pursuant to the specifications outlined in the attached drawings. B. The NSLC will provide the successful signage contractor(s) with “original” graphic and vector files. It will be the responsibility of the successful contractor to verify all site dimensions, to identify any obstructions not previously outlined and to resize all graphic files to fit site or product dimensions. C. The successful contractor will provide to the NSLC or its Project Manager, a complete set of shop drawings that outline the manufacturing process being used, all appropriate dimensions and include all graphic layouts and designs. Contractor supplied shop drawings must be submitted to the NSLC within 7 business days from the contract award. D. Permits (where and if required) are the responsibility of the successful contractor and copies must be submitted to the NSLC Project Manager upon request. Installation (fastening) of the copper and stainless valance sections for this Beer Taste Guide are part of this tender 2451-14 Door and Window Graphics Produce and install one (1) set of second-surface applied etch vinyl graphics to doors and sidelight windows at CoolZone entrance 2451-77 Stainless and Copper applied Valance Text Fabricate and install multiple sets of laser-cut acrylic letters incorporating first-surface applied vinyl, all as per supplied vector files. 2451-33 Beer Taste Guide Drawings 2451-44 2451-55 2451-66 2451-22 2451-15 SPECIFICATIONS: 1. Cheers of the World Dimensional Graphic Display Reference Drawings 2451-11, 2451-44 1.1. Manufacture Display sign as per supplied drawings. 1.2. Front panel to be 3mm Aluminum Composite Material (ACM) and produced as per the supplied drawings. 1.3. Composite panels are to be secured as per drawings with all fabrication completed at the contractor’s production facility. One panel seam is permitted and it must be tight, smooth and without gaps. On-site assembly will not be permitted. 1.4. Display graphics are fabricated using 6mm “black” laser-cut acrylic and finished with 1st surface applied 2mil cast vinyl as specified in the drawings. 1.5. Laser-cut acrylic letters will be fastened to the ACM using automotive grade double-sided tape (e.g. 3M Automotive Acrylic Plus). 1.6. The completed and fully assembled display will be installed above the main entry doors as detailed. Any wall obstructions prohibiting this specific installation location must be noted on the contractor supplied shop drawings and be immediately brought to the attention of the NSLC. 1.7. Sign is to be securely anchored to the insulated wall material as detailed in the attached drawings. Special attention should be made to the sign’s location due to a lighting obstruction on site. 2. Perimeter Graphic Panels with Custom Moldings Reference Drawings 2451-12, 2451-55 2.1. Manufacture six (6) graphic panels and frames as per supplied drawings, specifications and print files. 2.2. Contractor is responsible to setup supplied graphic files for their brand of “direct printer” and to colour-manage the supplied artwork to ensure all printed colours match the hard copy sample provided with the files. 2.3. Graphics are direct UV printed on the matte side of factory-finished white 3mm ACM. Printed and laminated vinyl graphics are not considered an accepted alternate for this application. 2.4. Each panel will be displayed inside a custom molding incorporating beveled edges and mitered corners as detailed. All exposed edges are sanded smooth (to remove any fabrication markings) before assembly. 2.5. Panels are fastened to the insulated walls using the two-part “cleat” system as detailed. Any wall obstruction requiring either a location or possible fastening change must be identified during the contractor’s site check and be noted on their submitted shop drawings. Where an obstruction does exist, the contractor will recommend to the NSLC Project Manager, the most reasonable solution to correct or remedy the situation and note such solutions within their shop drawings 2.6. Side panel installation locations are directly above the NSLC’s perimeter shelving. Contractors should be aware that either a scissor-lift or other such safety device may be required for this installation. Individuals will not be permitted to either stand on or temporally relocate any shelving to facilitate a standard ladder-assisted installation. 3. Roller Blinds with Graphics Reference Drawings 2451-13, 2451-66 3.1. Remove all existing roller blind assemblies from site and deliver to NSLC Head Office for reuse. 3.2. Supply five (5) new 8’ blind assembly units (Atlantic Venetian Blinds @902-468-7263) and to apply an aluminum 5” front panel to the face of each unit. Prime and paint the exterior of each unit using Matthews Paint MP52234 (Warm Copper Metallic) following the manufacturer’s guidelines and specifications. 3.3. Setup and properly scale NSLC’s graphic images files for printing. Colour correct the printed output to match the hard copy version supplied. 3.4. Solvent-print graphic panels (1 panel per blind) using the specified vinyl material, trimmed as specified including side hems, and a dowel pocket at the bottom. 3.5. Fabricate custom angle brackets and high-density foam spacers (2 sets of each per blind) and attach all components to the existing pallet racking as outlined. 3.6. Positional “chain stops” must be added to each blind assembly to ensure banner material stops 12” from the top and will not be permitted to open lower beyond the top of the middle rail. Contractor to ensure that all blinds, when opened, are all at the same height and hang level. 3.7. Two (2) of the five blinds must roll up and down and fit around an existing pair of condensate pipes. Blinds must be cut on site to meet this site condition however the pocket dowel is not to be cut and will remain a one-piece unit. 4. Beer Taste Guide Graphic Panel and Copper Valance Text Reference Drawings 2451-14, 2451-15, 2451-22 4.1. Manufacture the ‘Beer Taste Guide’ display and cut letters for application to the copper valance located above the guide. 4.2. Setup the supplied graphic print file and colour-manage all artwork to match the hard copy sample provided. 4.3. Graphics are UV printed directly to the matte factory finish side of white 3mm ACM. Printed vinyl is not considered an accepted alternate for this application. 4.4. Fabricate aluminum angle frame with welded mitered corners and vertical supports. Secure printed panels to the angle aluminum face using the chemical adhesive specified. All assembly work must be completed prior to installation as panel must be installed as a 1-piece constructed item. The perimeter aluminum frame and all mounting clips are to be primed and then painted (spray applied) black. Mechanical fasteners securing the frame to mounting clips must be painted to match frame colour. ACM and aluminum frame must be flush and square. 4.5. Upper valance (Copper) lettering is laser cut from 6mm black acrylic and 1st surface applied 2mil cast vinyl as specified. 4.6. Copper and stainless valances will be supplied by the NSLC. Installation of both valances form part of this scope. Check attached drawings for proposed fastening details and not selected process in contractor supplied shop drawings 4.7. Cleaning both the copper and stainless valances to remove all fingerprints is part of this scope. 5. Door/Window Graphics Reference Drawing 2451-77 5.1. Site measure visible openings of both windows and doors at Cool Zone entrance. 5.2. Prepare supplied vector graphics to fit glazing panels as referenced in drawing. 5.3. Plotter-cut etch material and install on second surface (Cold side of glazing) 6. Valance Lettering on Stainless Streel Perimeter Valances Reference Drawing 2451-33 6.1. Manufacture Product Identification Valance Text as per supplied drawings. 6.2. All lettering to be laser cut 6mm black acrylic and finished with 1st surface 2mil vinyl as specified. 6.3. Install letters to stainless steel valances following an NSLC supplied ‘Visio File’ layout provided to the contractor by the NSLC. Positioning layout shown on drawing is for “reference only”. 6.4. Final cleaning of the entire shelving valance is part of this scope. GENERAL COMMENTS A. Bidders are responsible to acquaint themselves with all site conditions and possible safety issues before submitting their bids. B. This NSLC retail location will remain open during the CoolZone renovation. Construction site safety will be under the direction of NSLC’s General Contractor and work must be completed in such a manner as to comply with the General Contractor’s site safety policy. C. Sign Contractors should make themselves aware of possible graphic panel installation difficulties over the perimeter shelving areas. D. Tenders must include labour, materials, permits (if required), travel, shop drawings, site-supervision & coordination with the NSLC and any of its reviewing agents and any deficiency related work associated with the timely completion of this project.
