ABOUT US
Carbon County School District No. 2 was created in
1972 through the consolidation of school districts in
the eastern half of Carbon County, Wyoming.
The district encompasses 4,000 square miles in
southeastern Wyoming with the eastern border less
than 100 miles from Cheyenne and the southern
border beginning at the Colorado/Wyoming state
line. Interstate 80 and the Union Pacific railroad
bisects the district.
Schools are located in the communities of Elk
Mountain, Encampment, Hanna, Medicine Bow, and
Saratoga. The District Administration Central Office
is located in Saratoga, which is the largest of the five
communities.

BUDGET
INDUSTRY & RECREATION
Citizens, staff, and students in the three
main attendance centers take pride in
their modern and well-kept school
facilities, which are the center of much
that takes place within the communities.
The financial condition of the district remains
strong, despite decreasing enrollment, with an
annual general fund operating budget of
$10,000,000. To maintain financial health, the
expenses are monitored closely to make certain
the district remains within revenues as described
by the Wyoming finance model.
Ranching, logging, mining, and tourism are the
main industries in Carbon County School
District No. 2. The area abounds in outdoor
recreational offerings.

the superintendent, business manager,

custodians, aides, cooks, and bus drivers.

Fishing abounds with nationally acclaimed
trout fishing streams and lakes. There is
exceptional deer, elk, and antelope hunting,
as well as mountain lion, bear, and bird
hunting within the district.
During the winter, there is a wide variety of
activities to choose from, such as
snowmobiling, ice fishing, and cross country
skiing. Excellent downhill skiing can be
enjoyed nearby.
The Encampment River flows through
Encampment and offers excellent floating
opportunities, as well as public access points.
The Grand Encampment Museum pays tribute
to the copper mining boom, as well as the
ranching and timber heritage of the Valley.
Hanna has an excellent recreation center with
a swimming pool, two gyms, a weight room,
and other recreational activities.
Golfing and swimming is readily available in
Saratoga during the summer months. Saratoga
also has a natural outdoor mineral hot spring
to enjoy year round.
HANNA-ELK MOUNTAIN-MEDICINE BOW
JR/SR HIGH SCHOOL

Hanna-Elk Mountain-Medicine Bow Jr/Sr High School (HEM) serves students enrolled in grades 7-12. Current
enrollment for 2014-2015 is 81. HEM Jr/Sr/ High School serves the 3 historic communities of Hanna, Elk
Mountain, and Medicine Bow. All 3 communities are rural in nature and value providing a quality education
for their students.
HEM Jr/Sr High School is part of the Carbon County School District #2, with District Offices located in
Saratoga. The District sprawls over an area the size of Connecticut and serves approximately 645 students.
HEM Jr/Sr High School is 1 of 3 secondary schools in CCSD#2 – the others being Saratoga Middle/High
School and Encampment School. Outdoor activities abound with hunting, fishing, skiing, hiking, off-road,
rafting, and snowmobiling all available for fun. The North Platte, Encampment, and Medicine Bow Rivers
draw varied wildlife to the area – along with the Snowy Mountains and the Sierra Madre Range and the
Medicine Bow National Forest. Few areas can match the scenic beauty and openness of Carbon County.
The three communities served by HEM Jr/Sr High School:

As the supply of coal in the
now ghost town of Carbon
began to play out The Union

to the north and found an
excellent seam. This was the
beginning of the town of
Hanna. As the town was being

built in 1889, workmen and
miners lived in tents. One of the first permanent buildings erected was this two -room schoolhouse. As a matter
of fact, the school stood empty that first year as Hanna had no children. Gradually both rooms filled and
additions were added until there were four rooms and two halls. Each room had a potbellied stove and a water
bucket, with one dipper shared by all the class. The school population continued to grow and the primary grades
were moved to the First Aid Hall, now the Hanna Basin Museum.
During these years, students attended school for eight years and then graduated in an impressive ceremony. By
1917, the school board realized that a high school was needed and a new building necessary. Opening in
September of 1918, the “Stone School” accommodated the lower grades on the ground floor and the new high
school in a small assembly room and three classrooms on the second floor. The first senior class of 1920 chose
the school colors of orange and blue.
Various buildings have occupied what is now the elementary site. The present gymnasium/auditorium dates
from 1946. The classrooms and the library of today were constructed in 1950, when elementary and high school
students moved in to share “the new school.” After the closing of the mines in 1954, this building seemed ample
for years to come, but the coal boom beginning in the late 1970s brought a new, younger population to Hanna.
In 1980 the high school, today HEM, opened south of town. The historic elementary school, remodeled and
modernized, remained at the original mid-town site.
Hanna is home to HEM Jr/Sr High School. It is approximately 39 miles from the District Office in Saratoga, 40
miles from Rawlins, and 71 miles from Laramie.
ELK MOUNTAIN
Lying in the shadow of its 11,156-foot namesake, the settlement
of Elk Mountain is a quiet community snuggled on the banks of
the Medicine Bow River, with cottonwood lined streets and
rustic looking buildings. Much of the historical significance of
Elk Mountain, Wyoming
the Elk Mountain area lies in the development of a
transportation network linking the east and west coasts. The
Medicine Bow River crossing was used by the John C. Fremont expedition of 1843. On August 2nd of that year,
Fremont’s party camped in the proximity of the “Medicine Butte”, an early name for Elk Mountain. The river
would become a major crossing for immigrants and stage travelers.
Elk Mountain is located approximately 44 miles from the Carbon County School District #2 Administration
Office, located in Saratoga. It is approximately 15 miles from HEM Jr/Sr High School, 56 miles from Rawlins,
the County Seat, and 57 miles from Laramie, home to the University of Wyoming.
MEDICINE BOW
Historically, Medicine Bow was a tie town for the Union Pacific Railroad.
Ties for the railroad were made there and then floated down the Medicine
Bow River to their destination for expansion of the railroad line. A pumping
station was also built there to provide water for the steam locomotives as
they continued across Wyoming.

On June 26, 1909 Medicine Bow became an incorporated town in Wyoming.
It became a major shipping point for cattle, horses, and sheep. Coal for the
trains was also supplied from early coal
mines in the area.
It was in 1885 when a man by the name of Owen Wister would get off the
train, break into the local grocery store, spend his first night in Medicine
Bow sleeping on the counter of that store, and be awakened by the owner the
next morning. Wister used Medicine Bow in 1902 as the locale in his famous
western story, The Virginian. Medicine Bow became a famous location and
the old store was designated as a Literary Landmark in 1981. (Kenda

Medicine Bow is located approximately 60 miles from the District Office in
Saratoga, 21 miles from HEM Jr/Sr High School, 58 miles from Rawlins, and
57 miles from Laramie.

TERMS OF EMPLOYMENT:
The Principal shall, under normal circumstances, be elected by the Board no
later than the regular meeting in March. Principals shall be elected upon the
recommendation of the Superintendent. Contract days, salary, and fringe
benefits will be as per the current adopted salary and fringe benefit package.

JOB GOAL:
To administer his/her school in a professional and outstanding manner according
to the philosophy, objectives, and policies of the Board so that the maximum
positive impact on the education of the children can be realized.
ESSENTIAL JOB FUNCTIONS:
I.
Leadership Functions
1.
Provides a “pursuit of excellence” leadership quality to both faculty and students,
which in turn inspires them to contribute their best efforts toward student
academic achievement.
2.
Visits classrooms regularly to observe, assist, and document the work of the
teachers.
3.
Evaluates and makes written recommendations on the performance and reemployment of all teachers to the Superintendent by April 15.
All certified staff shall have no fewer than two written observation reports each
school year.
Further, each principal shall be held responsible for the recommendation of any
teacher whose evaluation reports have shown the teacher to be ineffective and
whose ineffectiveness has not been substantially improved. The Principal shall
be accountable for any teacher whose weakness shall be discovered subsequent
to April 15, which has not been reported in the standard evaluation process.
4.
Is responsible for the evaluation of all programs within his/her school; referring to
the Superintendent, or his designee, for approval of all course offerings, textbook
adoptions, standardized test adoptions, and other instructional matters.
5.
Is expected to take the initiative for curriculum development in his/her school;
however, these efforts must be referred to, and approved and directed by the
Superintendent, or his designee.

Is responsible for staff involvement in the development of curriculum and
emphasizes K-12 correlation of programs.

Is responsible for community involvement in developing educational programs for
his/her school.

Is the leader for the school’s NCA evaluation process and serves as the
motivation for it.

Is responsible for the appropriate involvement of students in determining rules
that directly affect their education and conduct.
10.
Is responsible to develop class schedules so as to meet the educational needs of
the students and to assure the accreditation of the school, referring such
schedule to the Superintendent, or his designee, for final approval.
11.
Makes recommendation to the Superintendent concerning staffing needs,
including job assignments and/or the transfer of teachers.
12.
Is responsible to coordinate school programs, events and activities so as to
assure that they do not detract from, nor diminish the academic endeavors of the
school.
13.
Designates and informs staff, or person in charge, when he/she is absent.
Operating Functions
1.
Is responsible for keeping, or seeing that they are kept; academic achievement
records, standardized test records, attendance records, cumulative records, and
transcript records for each student; making regular and appropriate reports to
parents and/or the student; constantly assuring the confidentiality and safety of
such records.
2.
Is responsible for maintaining discipline in the school and at all school functions,
serving as the designated attendance officer for the school to carry out the
provisions in State Statute 21-4-103.
3.
Assists in the preparation and management of the school budget.
4.
Is responsible for making proper requisitions for supplies, equipment, and
facilities; establishing priorities for economic operation of his/her areas of
responsibility and screening for the most effective educational use of funds.
5.
Is responsible for the operation of the plant so far as his/her school is concerned,
including the assignment of duties and the evaluation of performances of
custodians, cafeteria help, clerical help, aides and all other classified personnel.
6.
Is responsible for keeping permanent, accurate and comprehensive inventories
of all materials and equipment within his/her school.
7.
From time to time, makes needed recommendations for the facilities under
his/her jurisdiction to the Superintendent.

Is responsible for all student accounts and any other money that may be
collected within his/her school.
9.
Aids in the public relations affecting his/her school, except that no projected
changes may be released to any new media until such changes have been
formally approved by the Board, and such releases approved by the
Superintendent.
10.
Is responsible for making and presenting to the Superintendent for approval an
annual review of building emergency evacuation procedures.
11.
Is responsible for the disaster procedure instructions for his/her school, which
shall be appropriately placed throughout the school.
12.
Is responsible for one fire drill per month; and for sending to the Superintendent’s
Office a report as to the time, date, and length of time taken to evacuate the
building or buildings.
13.
Is knowledgeable of and implements Board policies and administrative directives.
14.
Prepares a set of rules and regulations for the administration of the building
(school) for which he/she is responsible.
15.
Serves as the attendance officer for his/her school(s) to carry out the provisions
in State Statute 21-4-103.

Superintendent and the Board.
