Hampshire Constabulary
announced what it called a “reshape” of New Forest policing on
Wednesday as it continues to make
savings in the face of a £25m cut in
government funding.
One of the most significant measures being taken will be to reduce
the number of safer neighbourhood
officers from 31 to 22. Instead, the
force is looking to recruit another
nine Police Community Support
Officers (PCSOs).
Response and patrol officers are
also set to operate as one team
based at Lyndhurst police station
while answering the district’s most
serious emergency calls.
The force claimed the changes would enable it to deliver the
required savings while maintaining
its current standards of service to
the community.
But the news was greeted with
frustration by the Hampshire Police
Federation which represents rank
and file officers. Chairman John
Apter told the ‘A&T’ continued
cutbacks could result in neighbourhood police officers becoming “an
endangered species”.
“Neighbourhood policing is a critical part of how we police in this
country and for that to work we
know that PCSOs and fully warranted police officers working side by
side is a good mix,” said Mr Apter.
“However, the police and crime
commissioner has made a decision
to fully protect PCSO numbers
while at the same time allowing
mother-of-five Pennie Davis, who
was found stabbed to death in a
field at Beaulieu, is due to get
underway next week.
The two men and a woman will
appear at Winchester Crown Court
on Monday.
Justin Robertson (36), of no fixed
abode, stands accused of her murder, which he has denied.
Samantha Maclean (28), of Beech
Crescent, Hythe, has denied conspiracy to murder.
Benjamin Carr (22), of Edward
Road, Shirley, also faces a charge of
conspiracy to murder. He has not
yet entered a plea to the matter,
but at a pre-trial hearing his barrister David Emanuel indicated Carr
would deny the charge.

Despite acknowledging PCSOs
were a “valuable addition to the
policing family”, Mr Apter warned
regular officers were now being
made to see them as replacements.
“This is wrong for both the police
and the public,” he continued. “The
pain of the cuts must be felt by
everybody.
“There is a real risk that police
officers will become an endangered
species in neighbourhood policing,
and this is something that must not
be allowed to happen.”
New Milton town councillor Goff
Beck expressed fears that people
across the New Forest would suffer
from the changes, especially those
living in the north of the district.
Coun. Beck, who sits on the
Hampshire Police and Crime Panel,
was also astonished to hear of the
cut in officer numbers. This came
after assurances to the contrary
from police and crime commissioner Simon Hayes when he applied for
a 1.99% increase in the force’s share
of the council tax for 2015/16.
“What concerns me is that in seeking a 1.99% increase, Simon Hayes
stated he would maintain frontline policing including safer neighbourhood teams,” Coun. Beck
told the’A&T’. “Now, this document informs us that neighbourhood policing will be decreased by
nine officers.
“The document also states the
force intends to have local people
working with the PCSOs, but
Hampshire County Council has only
recently, in December last year,
axed its ACSOs which equated to
about eight in each quadrant.”

scene and a post-mortem examination later found she had suffered
multiple stab wounds.
Pennie, who worked at Sainsbury’s
in Hampton Lane, Blackfield, had
only recently moved her horses to
the Beaulieu site and was widely
known by her former surname Lambert until she married Pete in May
last year.
She had previously worked at Morrisons in New Milton and Totton.
Her children, Sophie (20), Alex
(19), Georga (18), Daniel (14) and
Josef (13), along with Pete, released
a tribute following her death, which
read: “We had no idea how many
lives she had touched, as we have
been overwhelmed by love and support. Despite this, the void in our
hearts only continues to grow.”
Much of the first day of the trial,
which is expected to last four to five
weeks, will comprise jury selection
and legal argument.

response team is being centralised
to one area. I can see it makes sense
from an economical point of view,

NSPCC called over
child’s treatment in
Asda superstore
The National Society for the Prevention of Cruelty to Children
(NSPCC) received calls on Monday
from members of the public who
had been at the Asda store in Maynard Road. NSPCC then alerted
Hampshire Police.
Reports suggested a woman had
manhandled a baby in the McDonald’s restaurant within the shop.
One woman appealed on social
networking site Facebook for anyone who saw the incident or knew
who the woman was to notify police.

suspicion of rape after a

woman was allegedly attacked
in an alleyway at Lymington.
Police responded to reports the
20-year-old alleged victim was targeted as she walked along the alleyway off Harvester Way, near its
junction with Marsh Lane, in the
early hours of Sunday morning.
An investigation was launched,
and the scene was cordoned off as
forensic officers searched for clues.
On Monday police said a 27-yearold New Milton man had been
arrested on suspicion of rape. He
was bailed the following day until
April 27th.
Officers are still urging people to
come forward if they saw or heard
any suspicious activity around
the time the attack was said to
have taken place between 12.30am
and 3.20am.

“vibrant” and “larger than

life” Ringwood mother who
died after suffering an epileptic
seizure have spoken of their
devastation.
Judy David (42), known widely
as Ziggie was discovered dead at
her home in Poulner, Ringwood, on
Wednesday in last week. She had
developed epilepsy a number of
years ago after suffering a traumatic
head injury and was cared for by her
two sons, Darnell (10) and Malakai
(5) who she is pictured with.
The brave youngsters would call
an ambulance and their grandmother Tina when their mother
suffered a seizure, and knew how
to put her in the recovery position.
Tina told the ‘A&T’: “I miss her.
She was larger than life, vibrant,
you couldn’t go anywhere without
people knowing her. She was loud
and proud, she had one massive
personality. She was a spark.”
Ziggie was born in Derby on
November 21st 1972, and when the
family moved to Sway she joined
Highcliffe School.
With a natural flare for music, Ziggie was always dancing and could
pick up an instrument and learn to
play it within minutes. She played
the clarinet, piano, organ and harmonica, and had a particular love of
reggae music and Jamaican culture
that extended throughout her life.
After leaving school she began
working in the kitchen at the Il
Palio Italian restaurant in Brockenhurst, and later became a care
worker for people with learning disabilities at the Ravenhurst centre
in Milford – where Tina also worked
for 30 years.
She loved the job and being
around people, and was known for
her big personality and fun spirit.
Ziggie enjoyed regular visits to
London where she would spend all
night dancing to reggae music. She
also visited Jamaica many times,

Bus stop plans will swallow
up parking spaces say traders

YMINGTON traders are
furious over plans to offset
the loss of the town’s bus station
with two stops in the High Street
– which could result in the loss of
20 parking spaces.
Hampshire County Council is
understood to be planning to put
in a stop outside the Tesco store
and another across the road outside
Osbornes menswear shop.
As previously reported in the
‘A&T’, the bus depot off the High
Street will be closed and sold
off by June.
Deputy mayor Coun. Anne Corbridge told the town council’s latest policy and resources committee
meeting the move would result in
the loss of around 10 parking spaces
on either side of the road.
She said she had been approached
by shopkeepers who were very
upset about the proposals.
“This crazy idea cannot be supported,” she said. “There is really no
requirement for further bus stops in
the High Street.
“The one outside Peacocks and
opposite is adequate; the pavement
is wide here and the adjacent shops

The 22-year-old was reportedly
dragged into a silver Vauxhall Astra
around 7.30 pm on Friday February
20th, outside the One Stop store in
Hunt Road.
The vehicle was said to have been
driven off in the direction of the A35
and travelled through Somerford
Estate, Christchurch town centre
and along Druitt Road.
The alleged victim, who was from
London, was found about three
hours later in Christchurch and
required hospital treatment for
what were described as “a number
of serious injuries”.
Dorset Police confirmed on
Monday they had apprehended a
23-year-old from London on suspicion of kidnap and grievous bodily
harm with intent. He was subsequently released on police bail to
return in early April.
DI Stewart Dipple said: “This was
a very serious incident that led to
the victim suffering serious injuries,
which are thankfully not thought to
be life-threatening.
“I would like to reassure residents
that offences such as these are very
unusual in Dorset. It was an isolated incident and the victim and
offenders are known to each other.”
Police have put out a description
of three men they want to talk to in
relation to the incident.
The driver was described as black,
6ft 1in tall, with two silver front
teeth. He wore a dark blue cap,
a black puffer jacket, blue jeans
and trainers, and had a Jamaicansounding accent.

2ins tall, stocky build, with a roughlooking full beard and was wearing
