RE-INVEST 2015, India's first Renewable Energy Global Investors' Meet and
Expo, organised by the MNRE in New Delhi recently, concluded on a high note,
with promise from those in the sector, not only in India, but globally as well.
Prime Minister Narendra Modi who inaugurated the event, described India's
thrust towards RE production as an effort to ensure universal energy access for
India's poor. India, he added, is also working towards evolving a consortium of
about 50 countries that have abundant solar. “This will aim to pool research and
technological advancements in the field of solar energy, to improve its
accessibility to the poorest of the poor, and in the remotest of locations.”
While Uwe Beckmeyer, Deputy Minister, Federal Ministry of Economics &
Energy, Federal Republic of Germany said that his country wants stronger
partnership with India in the RE sector, Baroness Sandip Verma, Minister of
Energy & Climate Change, UK, stated that her country will support India in
framework, financing and firms.

Hope reigns for RE in India (Contd...)
On the occasion, Prime Minister gave away awards to 12 states for their contribution in the field of RE. Moreover, 27
companies including NTPC & SBI, handed over their Green Energy Commitment Certificates to the PM.
On what led to conducting the event, Piyush Goyal, Minister of State (IC) for Coal, Power and New & Renewable energy, said it
aimed at showcasing the RE potential of India to the world, attracting investments and establishing India as the manufacturing
hub for renewable, for research and innovation.
Outlining plans for the future, he revealed that a long term roadmap will be drawn to achieve the targets of RE and there will be
a monthly working session with various states so that the developers and states can work in partnership. Also, “there will be a
six monthly personal review to ensure that the policies are actually implemented on the ground. The MNRE will work actively in
identifying the infrastructure requirements and de-bottling them, so that the manufacturers in India can successfully take their
plans forward.”
Furthermore, there were huge takeaways for the industry. Apart from 14 banks and financial institutions, 8 PSUs and private
manufacturers, 15 private sector companies gave their Green Energy Commitments to ministers, proposals worth 2, 66, 000
MW were also received during the conference, which was attended by 2,800 delegates from 42 countries.

Management Development Programme on Smart Electric Grid for 24x7 Power
The Energy Research Institute (TERI) in association with ISGF will be organising a Management Development Programme (MDP)
on ‘Smart Electric Grid for 24x7 Power: Development and Deployment’. This program will be part of the TERI curriculum and
organised on a quarterly basis. The first workshop under this programme will be held from 19-21 March 2015 at TERI RETREAT,

India Releases Draft Standard for Smart Meters
The Bureau of Indian Standard (BIS) recently released a draft standard on smart meters. This will be in wide circulation till Match 13, 2015 to
gather comments from various stakeholders across the globe. This Standard, the first of its kind, includes smart meter architectures,
metrology requirements, load switch requirements, data exchange protocol requirements, communication requirements, tests and test

Punjab Issued Draft Net Metering Policy
Punjab State Electricity Regulatory Commission (PNERC) issued draft "Grid Interactive Rooftop Solar Photo Voltaic Systems based on Net
Metering Regulations, 2015". Targets envisaged in this draft are: The maximum capacity of rooftop solar system shall not exceed 80% of the
sanctioned load (kW) or contract demand of the consumer (in kVA). Provided that the maximum installed capacity shall not be less than 1
kWp and shall not exceed 1MWp (AC side) for a single eligible consumer. The cumulative capacity of rooftop solar system to be allowed to a
particular distribution transformer shall not exceed 30% of the rated capacity of the distribution transformer. Draft policy is open for public

City of Chandigarh likely to get Time of Day Tariff
Draft regulated by Joint Electricity Regulatory Commission for Goa and Union Territories, peak tariff will be 20%-30% higher than normal and
off-peak 15%-20% lower than normal if the system is implemented. The UT engineering wing has appointed a consultant for designing the
framework. The control period will be from April 1, 2015, till March 31, 2018. Under the new system, slabs will be time-based and have
different tariffs, unlike the current method where slabs are based on units used by the consumer. "There will most probably be three slabs,
normal, peak and off-peak. Normal hour slab will be time of day when normal units are used, peak hour will be time when maximum load will

Minnesota utilities offer low price EV charging for off-peak hours
Three investor-owned utilities in Minnesota have begun to file off-peak electric rates for plug-in vehicle charging, as required by a state law
passed last year. Xcel Energy's proposed off-peak rate would allow customers to charge vehicles for 3.3 cents/KWh from 9 p.m. to 9 a.m.
during the week and all weekend, more than a 40% discount to residential service. Minnesota's state law also directed the utilities to offer an

Pacific Gas and Electric Gives "Green Option" to its Customers
Pacific Gas and Electric (PG&E) has announced a new program in which customers can pay an estimated $0.02 to $0.03 per kwh extra to
guarantee their electricity is sourced from solar energy. The Program, which it describes as a “green option” or “community solar, will offer
options of 50% solar or 100% solar, with the premium proportionally applied to the bills of the customers who opt to participate. PG&E's
current power mix provides approximately 25% of customers' electricity sourced from renewables and it must be 33% by 2020 as required

First Energy Storage Standards Being Developed
A working group worked under U.S Department of Energy and two of its labs, Pacific Northwest National Laboratory and Sandia National
Laboratories, to develop the protocol. This protocol was initially released in October 2012 and was revised in June 2014. The International
Electrotechnical Commission (IEC) and National Electrical Manufacturers Association are now using the protocol as a starting point to draft the
first international and US Standards

Legislation Issued By Greece Government To Facilitate Net Metering
Net-metering scheme in Greece is applicable only to solar PV systems and refers to all photovoltaic installations that aim for selfconsumption, thus expands to both rooftop and ground-mounted systems. The upper limit for net-metering PV installations in Greece's
mainland grid is set at 20 kW. However, in cases where the required load exceeds 20 kW, the new law allows for net-metering for
installations that exceed the 20 kW limit and reach up to half the power consumption of the consumer. In this case, net-metering systems can

Telecom Commission approves INR 370 million per MHz as
the base price for 3G auction
The Telecom Commission (TC) recently approved a base price
of INR 370 billion per MHz for auctioning spectrum in the 2100
MHz range to be used for 3G services. If vacated by defence
services, additional 15 MHz will be auctioned. The Ministry of
Defence may be given a similar amount in the 1900 MHz band.
The government plans to generate Rs 80,000 crores to Rs
100,000 crores by auctioning spectrum in the 2100MHz, 800
MHz, 900 MHz and 1800 MHz frequency bands. Read more:

Eaton to deploy Africa's largest microgrid
Eaton, a power management company, recently announced
that it will be providing electrical engineering services and
power distribution equipment for the construction of a 5 MW
solar microgrid in Africa. The microgrid, which will be the largest
self-sufficient solar microgrid in Africa, has battery storage and
is expected to supply reliable and predictable power to meet
the off-grid community's energy demand. Read more:

Infosys to invest $250 million in India to support Indian
start-ups
Infosys, a global leader in consulting, technology, outsourcing
and next-generation services, recently announced the creation
of the 'Innovate in India' fund. As part of the fund, Infosys will
invest $250 million for promoting new Indian companies which
would develop next generation solutions and technologies such
as artificial intelligence, automation, pervasive connectedness.

Cyan Technology wins order for Smart Grid pilot in India
Cyan Technology, an integrated system and software design
company delivering wireless mesh solutions, recently won an
order by Enzen Global Solutions Pvt Ltd worth $1.5 million for
supplying its 865 MHz RF mesh communications network
(including communication modules, data concentrator units and
head end software), a meter data acquisition system and 21824
smart meters. Cyan will manage the entire supply chain using
local meter manufacturers and will provide facility management
services for a period of 2 years post-deployment. Read more:

UN advises India to enhance solar portfolio
The United Nations has advised India to promote generation of
electricity via renewable energy sources for mitigating climate
change and its consequences. Solar generation will be the key
in this initiative. Recently the Government of India announced

that a capacity addition of 180 GW will be undertaken. This
includes 100 GW of solar, 60 GW of wind and 20 GW of other
sources. In addition, a program to replace halogen lamps with LED

HARMON acquires Symphony Teleca and Red Bend Software
for boosting IoT business
HARMAN International Industries recently acquired Symphony
Teleca and Red Blend Software for $780 million and $170 million
respectively to strengthen its IoT business. Symphony Teleca, a
California-based companywould provide software engineering and
integration services for helping businesses design and develop
products and technologies. Israel-based Red Bend Software would
provide software management technology for connected devices,

Landis+Gyr to offer advanced grid analytics as a SaaS
Landis+Gyr, a leader in energy management solutions, recently
announced the addition of advanced grid analytics to its Software
as a Service (SaaS) solutions that would enable utilities to access a
variety of useful analytical tools. This would offer visualisation,
planning and grid management capabilities using near real-time

Itron launches LTE smart metering solution
Itron recently released its 4G LTE solution for smart metering that
provides broad coverage, low latency and network longevity. This
is a part of Itron's OpenWay smart grid solution that provides
utilities an option to select any combination of cellular and RF
mesh technology, all under the same network management
system. Itron believes that the low latency of the 4GLTE network
would also be useful for SCADA/distribution automation
applications or for using smart meters as grid sensors to monitor

BMW and PG&E to do a DR pilot using V2G
BMW and Pacific Gas and Electric (PG&E) will together
demonstrate the ability of EV to supply power to the grid by
demonstrating an 18-month pilot. As part of the pilot, BMW will
create a large energy storage unit in California using Lithium-ion
batteries along with enlisting upto 100 customers of its BMW 13
EV to take part in the pilot. For curbing the electricity demand,
PG&E would send an alert to BMW indicating how much load to
cut and for how long. BMW would then communicate with its EVs
directing to halt the charging for the duration for the DR event.

KCP&L to install 1000 EV stations in Missouri
Kansas City Power & Light (KCP&L)will install and operate over
1000 EV charging stations in Missouri. The charging equipment will
be manufactured by ChargePoint and PCP&L will offer free
charging for the first two years. Nissan will partner with PG&E to
supply EVs and help install 15 charging stations in the initial phase

DoE study on EV reveals major communication errors
The Department of Energy, USA, recently published a report that
highlighted major interoperability issues involving residential smart
meters and the ZigBee communication modules installed at EV
charging stations. A reliability of about 50% was reported and this
was attributed to poor ZigBee radio signal quality, problems with
power supply circuits in the EV ser vice equipment
communications module and environmental interference. Access

ISGF is pleased to announce the Smart Utilities Group (SUG) is a voluntary forum for utilities to share their experiences and learn

Smart Grid Pilots: CESC Mysore gets Cyan's smart metering technology
In 2013, India's Ministry of Power announced that 14 smart grid pilot projects had been shortlisted for funding. The pilot projects, to be deployed in
different distribution companies, were allocated funding in the XIIth Five Year Plan which runs through to 2017.A key element of these smart grid
projects is the deployment and evaluation of smart metering technology, which enables the measurement and control of energy consumption.
One of the smart grid pilot projects being implemented is at Chamundeshwari Electricity Supply Corporation Limited (CESC), Mysore, Karnataka.
CESC is a public utility responsible for distribution of power to 1.5 million plusdomestic customers across 5 districts of Karnataka: Chamarajanagar,
Mandya, Hassan, Kodagu and Mysore. Part of the requirement at CESC was to implement an AMI solution designed to reduce the costs of meter
reading and aggregate technical and commercial losses, as well as to improve peak load and power outage management.
AMI supports the reduction of losses by enabling the utility to accurately read every meter, bill customers regularly, and ensure payment collection.
This provides the utility with enhanced revenue assurance and allows them to support ongoing infrastructure improvements as well as electrification
programs. In addition, it enables the distribution company to implement demand response to avoid load shedding, which is disruptive to business and
consumers. Another challenge for utilities is tampering, which can also be addressed by deploying smart meters fitted with a relay. If the meter
detects a tamper, a message is immediately sent to the utility allowing them to take action - for example disconnecting the supply until the issue is
investigated.
Smart meters also allow consumers to manage their energy consumption more effectively. Utilities can incentivise customers to use appliances that
require a peak load during off-peak hours with Time of Use tariffs. This can support energy efficiency, which both saves consumers money and helps
to ensure uninterrupted power for all.
A consortium led by Enzen Global Solutions Pvt Ltd (Enzen) won the bid to implement the smart grid pilot at CESC. Enzen is a global energy and
environment company providing high-end solutions to the energy and utilities industries. Cyan bring in the smart metering elements and act as
Enzen's end-to-end solution provider.
The CyLec Advanced Metering Infrastructure Solution proposed for AMI at CESC will use 865 MHz RF mesh communication network (including RF
modules, data concentrator units and head end software), a Meter Data Acquisition System and 21,824 smart meters.
Cyan is an integrated system design company based in Cambridge, UK. It has been working in India for more than 6 years. During this time it has built
a local sales and technical team as well as local manufacturing facilities through Tier 1 contract equipment manufacturers. In addition, it has
established a smart metering partner eco-system with meter manufacturers, system integrators and utilities to provide market-leading smart metering
technology developed for the Indian market. Cyan's experience in the Indian market, including successful deployment of nine pilot projects, has given
them a comprehensive understanding of this emerging market and the challenges of the energy sector.
The communication platform enables the measurement and control of energy consumption for the metering and lighting markets, helping to reduce
energy losses. It is based on a sub-Ghz wireless mesh network (865MHz in India) that is claimed to be most effective in dense urban areas.
