123rd ANNUAL GENERAL MEETING

123rd ANNUAL GENERAL MEETING
Wednesday, FEBRUARY 25th
to
Friday, FEBRUARY 27th, 2015
Deerhurst Resort
Huntsville, Ontario
INVITATION FROM THE CHAIR
Later in the afternoon on Wednesday, the AOLS Council will lead the
first session of the Open Forum, with the second session being held
on Friday. Due to the high degree of interest in last year’s AOLS
Panel’s concurrent sessions, this year we have replaced it with a
Plenary session being led by Council. This will be an excellent
opportunity to discuss issues of interest with Council.
Wednesday evening will continue the tradition of the Veterans’
Dinner and the Welcoming Party. The Welcoming Party will be held
in the exhibits hall. This year, the exhibits hall will include lounge
areas and an area for vendor presentations.
It is my privilege to welcome you to the 123rd Annual General
Meeting of the Association of Ontario Land Surveyors in Huntsville,
Ontario.
The theme of this year’s meeting is “Building Our Geospatial Future”.
The theme is a reflection on the propulsion of our profession into a
world that is progressively more technology enabled and
encompasses so much more than the traditional boundary survey. It
also speaks to the need for our profession to be involved in building
our own future in this progressive industry.
This year’s AGM is shaping up to be better than ever! Several
changes have been implemented into this year’s agenda. For the
first time the meeting will start on Wednesday morning with the
Opening Ceremonies beginning at 9am. This will be followed by
commission reports and a special announcement by the Insurance
Advisory Committee.
On Wednesday afternoon, we will have the privilege of listening to
our keynote speaker, James Boxall, Director of the GISciences
Centre at Dalhousie University. James has published and presented
widely on topics such as security, surveillance, health and climate
change, and geospatial data policy, and has also been involved in
several national organizations and projects related to geospatial
information and technology. He will provide some valuable insight on
the future of our profession.
Thursday is our educational day. We have several educational
sessions planned which vary in duration this year. These include
presentations on Avoiding Complaints and Insurance Claims, along
with presentations by esri Canada and Leica Geosystems Limited.
Don’t forget to attend the Convocation Lunch and support our newly
commissioned surveyors!
Thursday evening will for the first time include the President’s Dinner
and Dance, replacing the traditional President’s Luncheon, which
was previously held on Friday. The role of the AOLS President is a
very important, as well as time-consuming, and volunteer position. I
encourage everyone to attend this dinner event to show their
gratitude and support for our current President, Dasha Page, and to
welcome our new President, Travis Hartwick. Awards and Citations
will be presented during this event.
The program on Friday morning will include our business meeting,
and the second session of the Open Forum, again led by Council,
followed by the closing ceremonies.
I would like to remind you that your attendance at most of the events
counts towards your Continuing Professional Development. Please
see the Schedule of Events below for details on CPD hours and
categories.
I look forward to seeing you there.

KEYNOTE SPEAKER
1:00-1:45 pm
Keynote Speaker - James Boxall, Director, GISciences Centre
Dalhousie University
James Boxall is the Director of the Dalhousie
GISciences Centre. He has traveled and
worked on spatial information projects around
the world. His work has included projects in
Vietnam, Mexico, and most parts of Canada
and the U.S. He was a member of the Review
Panel for the National Science Foundation
Alexandria Digital Geospatial Library at the
University of California, Santa Barbara. He has also been closely
involved with local projects such as the HRM Sea Level Rise Report,
The Lahave River Protection Project, and numerous health related
work associated with access to services. He is on the review board
for several journals and published widely in his field on topics from
policy and law, to surveillance and climate change, health and
education. He teaches geography and spatial information
management at Dalhousie and holds appointments in the Faculties
of Science, Management, and Architecture and Planning. He has
been President of three National and Regional associations related
to geography and has served on many academic and government
boards, including the Geomatics Association of Nova Scotia, the
Coastal and Ocean Information Network (COINAtlantic) and the
GeoConnections (Federal program with Ministerial Appointment). In
his spare time he has helped organize many local and national
conferences, given numerous public lectures, and continues to work
towards improving geography and geomatics in public schools. For
his contributions, James was named a Fellow of the Royal
Geographical Society with the Institute of British Geographers, as
well as elected to the College of Fellows of the Royal Canadian
Geographical Society.
PRESENTATION: Innovation in Geomatics Services for
the Consumer: If “Walmart Law” is here, can “Costco
Surveys” be far behind?
1:45-2:30 pm
Land Surveyors are rightfully concerned about their future.
Questions about their role and the identity of their product or service
may all be symptoms of other changes taking place in society. Using
the recent development of legal services being made available in a
“big box” store chain, this presentation will explore the extent to
which similarities and differences may apply to surveying services.
This leads to a consideration of how professional services are
marketed so as to require them to become “commoditized”. The
specifics of how some services in law are being transformed will be
contrasted with the opportunities for other professional sectors –
including geomatics. What is it about a professional service as a
commodity that rewards the professional service provider with a fee?
Moreover, what is it about a retracement survey plan as a graphic
display of an opinion that would reward the land surveyor with a fee?
As the lines between service delivery and “free” data access get
even more blurred in the mind of the public, what innovations are
called for? Are cadastral surveyors immune from revisiting their
traditional platforms of professional service delivery as other
professions try to re-invent themselves? Rather than finding a single
answer, this presentation invites an engagement in a process of
change – one that has already become apparent to many land
surveyors in Ontario. It will conclude with a summary of items for
further possible action.
Izaak de Rijcke qualified as an Ontario Land
Surveyor in 1978. He was called to the Bar in
Ontario in 1983, and became a Certified
Specialist in Real Estate Law in 2010. That year
he also obtained the LL.M. degree from Osgoode
Hall Law School. His private practices in law and
cadastral surveying have focused on land title
and boundary issues for land owners, municipalities, conservation
authorities and government. He has taught the survey law courses at
University of Toronto and is presently an Adjunct Professor in the
Graduate Program in Earth & Space Science Engineering at York
University where he continues to teach survey law using a blend of
classroom and distance education methods. Recently, he was an
Adjunct Professor at Osgoode Hall Law School where he taught first
year Property. He is editor of the journal Geomatica and the free
monthly e-newsletter called The Boundary Point. Izaak is a regular
presenter of CPD for surveyors, lawyers and geomatics
professionals through Four Point Learning across Canada and can
be reached at [email protected].

CONCURRENT LEARNING SESSIONS
10:15-11:00 am and 11:15 am - 12:00 pm
1. GIS and the Importance of Information
Presented by Barry Costello, esri Canada
The Ontario geomatics industry is the authority for the creation,
management and provision of spatial information in the province.
Following a superb mid-day meal, the bus will make two stops for
your choice of afternoon activities.
The first will be in downtown Huntsville where the small town shops
and boutiques offer many locally made items as well as specialty gift
A recent article in IT World Canada quotes a Cisco Systems survey
indicating that 40% of organizations believe inaccessibility and
inability to interpret data is their biggest hurdle to achieving
actionable insights from data. Location is a key ingredient in adding
intelligence to data. “We have lots of data and not enough
information.” That was a quote from a systems solutions manager in
the Ministry of Transportation.
Location analytics is the phrase used to add location to create
information out of data.
This paper starts with showcasing a couple of surprising examples of
how spatial data is used in business and government. Using these
examples there will be an exploration of the importance of getting the
spatial data right and the role of the surveyor and the geomatics
professional in that process.
2. How to Use GPS

CPD Hours
Please note that CPD hours for attending the AGM will not be automatically added to your CPD record. Each

page 2 of this package for indication of how many hours various parts of the AGM qualify for, and in which categories.
After attending the AGM, please submit your CPD hours through our online CPD tracking system.
