From the Town Manager
Dear Reader:
I would like to extend my thanks to everyone for their calm and patience in dealing
with this winter’s historic snowstorms. Chief Paul MacDonald, the head of the Town of
Barnstable’s Emergency Response Team, reported that there were a lot of people who
heeded the warnings that were made in advance of the weather. A lot of credit goes
to those who have worked throughout the storms. The Police Department was able to
utilize the Marine & Environmental Affairs Division pick up trucks for more reliable
transportation. Our Highway Division which was manned 24/7 during the storms
working hard to keep roads passable. The use of the Reverse 911, DPW’s Storm Alerts
on the Town’s website as well as our Facebook updates were extremely helpful. We
continue to look for new ways to keep our citizens informed about things that are
important to them.
The budgeting process continues. This process actually starts in the early fall, but this is
when we finalize our needs. Our Senior Staff has submitted budget requests. We’ll
keep performing at a high level and continue keeping a close eye on our
spending. We will start with the Capital budget in early spring and then move on to
the Operating budget.
The calendar says that we will be “springing forward” on March 8th and the first day of
Spring is March 20th. I don’t know about you, but I am ready to give Spring a hearty
welcome!

TOWN CLERK REMINDERS FOR MARCH…
As I write this article we are awaiting the delivery of the census forms. So hopefully by the time
you see this you will have received and returned your form! Here are a few reminders from your
Town Clerk’s office:
 It is never too late to turn in your census form – remember if you have moved or
anyone has moved in or out of the household – we need the current address where
you or they are residing.
 Returning your census form to us assures your information for voting is current.
 The 2015 Town Election is scheduled for November 3rd. The Town Council positions in
the ODD numbered precincts (1, 3, 5, 7, 9, 11, and 13) will be running for a four year
term. The other offices to be elected will be three School Committee seats, two
Housing Authority seats and the Town Collector. Remember your vote is your voice!
 Dog licenses for 2015 will be ready for sale the 6th of May. HOWEVER, if you don’t
have a 2014 license you need to get it now...you cannot skip a year. Once your
dog is 6 months old you need to get it licensed.
 Fuel storage tank annual registrations will be going out in March to those who have
an existing storage license.

BARNSTABLE LAUNCHES MTSS
What is MTSS? Multi-Tiered System of Supports (MTSS) is a term used to describe an evidence-based
model of schooling that uses data-based problem-solving to integrate academic and behavioral
instruction and intervention. The integrated instruction and intervention is delivered to students in
varying intensities (multiple tiers) based on student need. “Need-driven” decision-making seeks to
ensure that district resources reach the appropriate students at the appropriate levels to accelerate
the performance of ALL students to achieve and/or exceed proficiency.
The academic and non-academic core components of MTSS are:
 high-quality core curriculum and instruction implemented with fidelity
 research-based academic interventions and assessment practices
 research-based behavioral interventions and supports
 universal screening and progress-monitoring
 collaboration and communication between educators and parents
Dr. Jane Jezard, Director of Special Education, applied for and Barnstable received over $200,000
worth of professional development for teachers and leaders, mentoring for principals, and strategic
consulting services funded by the Tower Foundation. The District MTSS Team, School-based MTSS
Teams, the BPS Leadership Team, and Staff have been working with a consultant since September.
Principals are focusing on a student-centered schedule which allows for 90 minute blocks of reading
and math in the elementary schools.
A comprehensive intervention support system allows teachers and administrators to identify students
early so they can provide them appropriate research-based interventions to help them succeed.
The FY’16 Budget reflects an addition of 4.4 FTEs that allow teachers at the elementary level
common planning time, special subject area common time, to utilize student data, and address
individual student needs.
Why MTSS? According to Judy Elliott, Chief Academic Officer for the Los Angeles Unified School
District and Advisory Council member for RTI Action Network, “a Multi-Tiered Framework
systematically guides the development of a well-integrated and seamless system of instruction,
intervention and support in the areas of academics, behavior, social-emotional, and attendance
that is matched to student need and directed by student outcome data from multiple measures.”
Barnstable Public Schools is invested in a plan for improving student outcomes through full
implementation of MTSS.

Weights and Measures Week March 1-7
To commemorate John Adams signing the first United States Weights and Measures law on
March 2, 1799 the National Conference on Weights and Measures celebrates Weights and
Measures Week from March 1st to March 7th each year. The 2015 theme is Weights and
Measures: On the Path to Tomorrow.
Ron Hayes, Chairman of the National Conference on Weights and Measures explains that
“during the 110 year history of the NCWM, we have seen a number of advancements from
mechanical devices to highly sophisticated software-based weighing and measuring
instruments and now apps used on smart phones”.
Closer to home, Barnstable Weights and Measures has seen some advancement in our
jurisdiction with the use of your smart phone to receive a discount at gas stations, to pay for
your items at a retail store, receive coupons or look up a business using a special scanner bar
code that you can download on your phone. We have seen tablets replace customary
registers at some retail locations, and many apps that can be tailored for your shopping habits.
Certainly the buyer must always beware of any purchases, make sure you witness the
transactions and look at your receipts hard copy or E-receipt to ensure the proper transaction
took place. New technology will enhance our busy lives but we still need to be diligent as these
devices are coming into the marketplace faster than they can be monitored.
Weights and Measures Week serves as a reminder of the great value society receives for a
minimal investment in weights and measures inspection programs. The regulatory presence
costs a person less than a $1.00 per year according to the national Conference of Weights and
Measures. The customer can realize the full return on that investment in a single trip to the
market or gas station.
A Note From the Town Collector:
Just a friendly reminder that the third quarter real estate taxes were due back on February 2nd;
however, due to the fact that we had two unbearable snowstorms and the Town Hall was
closed for two (2) days, I agreed to allow payments to be made on or before February 6th. The
fourth quarter of the FY2015 real estate will be due on May 1st.
The first and largest commitment of 2015 Motor Vehicle Excise Tax bills were issued on February
17, 2015 and will be due on March 19, 2015. Once again, I would like to remind you that once
a bill is issued, you must pay the bill or the bill must be abated as no bill just goes away. Please
don’t get caught up in paying additional fees and jeopardizing your driver’s license! There are
also a few 2014 Motor Vehicle Excise Tax bills being issued at the same time, which are delayed
commitments from the Registry of Motor Vehicles.
The third quarter commitment of Utility Billing (sewer bills) was issued on February 24, 2015 and
will be due on March 26, 2015.

The Town of Barnstable has over 40 boards, committees, and
commissions with approximately 291 seats. Our citizen
participation is exemplary and the Town Council appreciates
each and every member who serves. When a member moves on,
opportunities for new members become available.

News from the Hyannis Youth and Community Center
The Hyannis Youth & Community Center continues to be a busy
place throughout the winter months! With high school hockey and basketball seasons in full
swing, pickleball every Monday and Wednesday with extended hours from 7:30-11:30AM,
various other programs like free yoga on Tuesdays 8-9AM, toddler classes, skating lessons,
business meetings and other events -- the place is bustling with traffic and activity throughout
the day. There is truly something for everyone in the whole family to enjoy at the HYCC!
HYCC MEMBERSHIP -- It's a great time to renew your HYCC Membership or join! For just $20/yr
Barnstable residents have access to the 1/12 mile walking track (open every day from
7am-9pm except June 16-21 when the entire facility will be closed to accommodate the
space needs for the US Figure Skating Theatre On Ice Competition hosted by Yarmouth Ice
Club); scheduled open gym times in the wood-floor gymnasium that boasts six hoops and two
volleyball courts; the game room and computer lab; and the benefit of having a place to

AARP Driver Refresher Program, The Life You Save May Be Your Own

Cars have changed. So have traffic rules, driving conditions and the roads you drive on every
day. Some drivers age 50 plus have never looked back since they received their first driver's
license, but even the most experienced drivers benefit from brushing up on their skills. Take this
class if you would like to stay accident free. Be updated on current rules of the road, defensive
driving techniques, how to operate your vehicle safely in today's increasingly
challenging driving environment. Fee should be paid to instructor on day of class
- $15 for AARP members $20 for non-members.

Olde Barnstable Fairgrounds and Hyannis Golf Course are
two great facilities that are owned and operated by the
Town of Barnstable.
They are two unique and different designs that will challenge the advance golfer, or welcome
the beginner, with four sets of tees to make golf fun for all.

Healthy Aging & Wellness Program
Cape Cod Hospital’s Outpatient Rehabilitation Department will offer a 6-week Senior Healthy
Aging and Wellness class beginning Tuesday, March 17. Classes will meet on Tuesdays and
Thursdays from 9:30 – 10:30 a.m. at the Hyannis Youth & Community Center, 141 Basset Lane,
Hyannis. The cost is $84 per person for the twelve sessions. Participants must be members of the
Hyannis Youth & Community Center. Membership can be easily arranged if needed.
Pre-screenings are required and will take place on March 10 and 12. Call 508-771-9600 for
more information and to register.
The Cape Cod Healthcare Healthy Aging and Wellness program is designed to educate and
guide you to better fitness and overall health. Classes will be led by a Certified Athletic Trainer.
Each class will begin with wellness education, followed by a guided warm-up, a self-paced
walking session and a guided cool-down and stretch. Your instructor will track your progress
throughout the course using before and after screenings, providing you with measurable results
of your improving health.

Seeking Artists to Participate in the 2015 Hyannis HyArts Artist
Shanty Program, Hyannis Harbor
Call to artists for the 2015 season! Some openings-Limited space
available. The Town of Barnstable is seeking artists and artisans
interested in selling their artwork in the artist shanties located on
Hyannis Harbor, in the HyArts Cultural District. All artwork will be
juried.
The artist shanties are open weekends mid-May through mid-June,
then seven days a week through the end of September. Each
season the shanties host new and returning artists creating and
selling work in many forms including jewelry, photography, painting,
wood carving, fiber arts, mosaics, ceramics,
tapestry and literary arts too!

The Hyannis HyArts Cultural District, Barnstable Village Cultural District and
ArtsBarnstable.com is pleased to support Lenore Lyons, Director of Arts Education,
Cotuit Center for the Arts and The Key Idea™ .
We lock and unlock important things. The Key Idea™ invites Cape Codders and
visitors to create a piece of key inspired art and writing that will become part of a large-scale
community art exhibit at Cotuit Center for the Arts in Oct 2015. This multigenerational project
explores what is important at different stages of life though the metaphor of a key. People of
all ages can participate by selecting a key, then creating a piece of art with a written
explanation of what the key might open, start or do, alternatively what the key might secure or
close. Keys are objects that recall vivid memories and inspire powerful concepts.
Events will be planned throughout the year to encourage participation by people of all
ages – everyone is creative with a story to tell. Or maybe you have some keys that you no
longer need...please donate them to inspire others.

WOMEN'S HOCKEY EAST CHAMPIONSHIP TOURNAMENT
The 13th Annual Women’s Hockey East Championship Tournament welcomes
the top four teams in the conference, the weekend of March 7th and 8th, as
they compete for the Bertagna Trophy and a guaranteed spot in the National
Championship Tournament!
Tickets are now available at the HYCC downstairs at the Skate Sharpening/
Rental Booth. General Admission is $10/day (two games at 1:30 and 4:30PM on
March 7th and one Championship Game at 1:30PM on March 8th).
“On behalf of the Town of Barnstable, I am excited to welcome the Women’s
Hockey East Tournament to the Hyannis Youth & Community Center for the
fourth year in a row!” said Town Manager Tom Lynch.
The participating Div. I college teams will be announced on Sunday, March 1st.
