Prime Minister on Thursday asserted
that the National Audit Court’s 201213 Report helped in the evolution of
an efficient and effective mechanism
addressing issues of non-compliance.
Chairing the Executive Committee,
the deputy prime minister also
highlighted the role of the Ministry
of Follow up Affairs in addressing
cases relating to non-compliances
including mishandling of public
funds.
Shaikh Mohammed noted that
the work carried out by the Executive
Committee and the Ministry had
led to a significant reduction in the
number of cases, going by the latest
NAC Report for the year 2013-14.
Presenting the details of the latest
NAC report to Shaikh Mohammed,
Minister of Follow up Affairs
Mohammed Al Mutawa made a
presentation comparing the latest
report with the previous one.
The presentation revealed 462
cases highlighted in the previous
report had now dropped to 346 or
25 per cent. There were 25 cases,
which qualified a transfer to Public
Prosecution but they dropped to 5,
an 80 per cent fall.

The presentation also revealed
25 cases, which required internal
investigation witnessed a 100 per
cent drop. The previous NAC report
had recorded 33 cases that required
legal measures, which, however, now
dropped to 7 - a 79 per cent fall.
It was also explained, of the 346
cases of non-compliance, 334 cases
(97 per cent), identified by the NAC,
needed administrative measures
for procedural violations while 12
violations (3 per cent) demanded
legal measures and procedures.
Shaikh Mohammed noted that
the Executive Committee enhanced
the principles of transparency and
impartiality in line with the directives
of Prime Minister, HRH Prince
Khalifa bin Salman Al Khalifa
He also highlighted the significant
role played by Crown Prince,
Deputy Supreme Commander and
First Deputy Prime Minister, HRH
Prince Salman bin Hamad Al Khalifa
in following up on the Executive
Committee’s work.

and a teacher, as both of them attended the
rehearsals and overlooked the violation. They
will be referred to Civil Service Bureau’s
disciplinary council,” it said. “The three
members of the jury were suspended for ten
days for not stopping the violation and their
failure to report it to the Ministry.”
“A written undertaking stating not to repeat
such acts was signed by the student in the video
and his parent,” the statement added.

‘blind’ investigation.

from his apartment block in
Hoora, who allegedly tried to
rape an Asian woman.
It was like any other
afternoon when a young
woman in Hoora returned
home to her flat to prepare
a meal for herself and her
husband, who was on his way.
But, unknown to the lady,

she was followed by a man
who forced his way into the
apartment as she opened the
door.
And before she could realize
the situation, the man had
locked the door behind him
and had thrown the woman on
the bed and started removing
her clothes.
The husband, who reached
the spot, force-opened the door
on hearing loud screams and
pounced on the accused. A
brief scuffle ensued after which
the physically stronger intruder
managed to escape.
The hysterical wife calmed
down after a while when she
picked up the courage to go to
the local police station along
with her husband to file a
complaint.

Ahsan, an expat from Pakistan,
who had spent almost BD1600 to
reach here, said he came here on
a free visa, as he had no other
choice. He said he did not cross the
border to Bahrain; he came on a
valid visa issued by the competent
authority so the government should
understand they are not the culprits
- they are the victims.
Imtiaz Ali another expat from
Pakistan told DT News that he paid
BD1200 for a two-year visa. But
after six months, the Commercial
Registration (CR) of his sponsor got
cancelled and since then he became
an illegal worker.
“Government
says
don’t
pay for visa but we’ve our own
compulsions,” he said adding,
“We’ve our ground realities which
they can’t understand.”
“If there are better opportunities
in our country, why should we come
here, leaving behind our children?”

The Kingdom had committed
to change the kafala (sponsorship)
system in 2009 by the LMRA
establishment but things have not
changed still. Under the new law,
migrants are sponsored by LMRA
and can change from one employer
to another without employers’

Human Rights Watch (HRW) stated
“authorities do little to enforce
compliance” with “employers who
withhold wages and passports from
migrant employees accountable,
practices (which) are illegal under
Bahraini law.”
Given to the statement of the
then Labour Minister who had
likened the system to slavery, the
government needs to understand
that the kafala system will remain
active in one form or other until the
authority of issuing visas remains in
the hands of employers. Everywhere
in the world it is the governments
that issue visas. Why not in Bahrain?
The sponsorship system practised
by GCC nations is considered as
the major cause for abuse of poor
migrant workers’ rights.
The fate of free visa workers
is still looming large in the air.
There are a plenty of workers whose

to determine conditions of entry
and stay in their territories, they
also have an obligation to respect,
protect and fulfil the human

state of affairs for workers to who find

selling such visas to poor unsuspecting people, who never fully recover from the huge debts they incur. They
should be treated with respect and dignity but again and unfortunately,
until the laws are changed they will always be deemed as illegal or undocumented migrants.
Some of course do get the opportunity of legalizing their status even after
arriving on a free visa and we hope they system can be monitored and regularized that eventually this awful practice will be completely eliminated.”

Musical
W
hen the musical that taught us “Do-Re-Mi…”
turned 50 this week, there was much celebration
in the world of entertainment.
Good music, we know, was widely-prevalent in
the Hollywood productions of the 50s and 60s, but
the success that ‘The Sound of Music’ saw, remains
unmatched. Very few movies have made as lasting an
impact as this one did.
Among the last two generations, I am sure, at some
point of their lives, many parents would have beamed
with pride – or recall their parents beaming with pride
– as they watched their children shyly perform ‘Do-ReMe’ to some living room audiences.
We don’t know if Salzburg’s hills are alive with the
sound of music now, but in our minds, the movie will
remain among a few of our favourite things.
We may not know how to solve a problem like
Maria, but we know that this guitar-wielding, musicloving postulant at the Nonnberg Abbey had had that
confidence in confidence alone.
The film - based on the true story of Maria Von
Trapp – not only gave us a beautiful tour of the green
vales and hills of Austria and Swiss Alps, but also
showed us the struggles of a wannabe nun caught in
a moral dilemma – whether to choose the love of this
world, or the glory of the other.
To choose between the widowed Captain - with
seven children - and her long-time decision to become
a nun, must have been very tough.
Interestingly, however, in her memoir called ‘The
Story of the Trapp Family Singers’ the real Maria Von
Trapp whose role Julie Andrews played, said this: “I
really and truly was not in love. I liked him but didn’t
love him. However, I loved the children, so in a way I
really married the children. I learned to love him more
than I have ever loved before or after.”
Released on March 2, 1965 – and shot for a little
over $8 million – the film is today third on the list of
Hollywood blockbusters, with a staggering $1.2 billion
in ticket sales, when adjusted for inflation. That is an
estimate from Fortune Magazine.
I believe, however, that the real worth of this movie
can never ever be effectively quantified.
For example, the city of Salzburg in the last fifty years
has grown into a major tourist destination in Austria,
mainly due to ‘The Sound of Music’. Can we estimate
the employment it must have generated in the tourism
industry there?
Also, millions of long-playing records, cassette tapes,
VHS tapes, CDs and DVDs of this movie and its music
must have been sold in the last half-century. Can we
estimate the collective worth?
Those spirit-uplifting melodies and those eyesoothing locales – not to mention the powerful
historical backdrop of the Third Reich – have definitely
contributed to increased knowledge and mental wellbeing of those who watched and listened? Can we ever
estimate that special feel-good factor?
This fifty year old movie still delights and excites
children and families in ways that current movies
cannot.
No wonder, a restored version of ‘The Sound of
Music’ is being planned for a re-release in more than
500 U.S. theatres in April.
So, the movie-makers should know. The movie’s
time is not done yet. And they cannot say: “So Long,
Farewell, Auf Wiedersehen, Goodbye!

• It increases app launches by 88 percent

Where you may have seen it:
• Coupon site RetailMeNot uses geofencing to deliver
push notifications to consumers near shopping malls,

Which should I use?
Ask yourself a couple of questions: Do you actively acquire
customers’ cell phone numbers? Do you already have an app,
and if not, does it make sense to the overall business to build
one?
Still on the fence? Then give push a try. Push notifications
allow user segmentation based on in-app behavior, which can
triple your conversion rates and, down the line, inspire brand
loyalty. It can sync to devices beyond smartphones and tablets,
something beyond the capabilities of SMS. Or you could be
extra savvy and use both: 43 percent of consumers are more
likely to purchase when SMS and push are both pieces of a wellcoordinated marketing campaign. As long as you’re engaging
with your customers in a positive way, you’ve made the right

A lot of people get the flu
every year and many of them
do exactly that: they search
for relevant information, and
share their misery with the
rest of us. The consequence is
remarkable: a description of
their symptoms, time-stamped
and perhaps even geo-tagged,
is online. Which means that
the Internet has a rather
detailed picture of the health
of the population, coming
from digital sources, through
all of our connected devices,
including
smartphones.
Digital epidemiology has the
potential to be a powerful boon
for traditional epidemiology.
Researchers have already
started to develop methods
and strategies for using this
to support infectious disease
monitoring and surveillance
or understand attitudes and
concerns about infectious
diseases. But much more
needs to be done to integrate
digital epidemiology with
existing practices, and to
address ethical concerns about
privacy. By 2020, there will be
6.1 billion smartphone users,
so it is high time to get serious
about digital epidemiology.
Video game offers entertaining
new treatment for ‘lazy eye’
V
ideo game developer Ubisoft and a partner firm announced
Tuesday the first therapeutic use of a video game to treat
amblyopia, also known as “lazy eye,” which afflicts
mostly children.
Amblyopia afflicts an estimated three
percent of children worldwide and if left
untreated is a leading cause of blindness
in adults. The ocular disorder involves
decreased vision in one eye as the result
of a turned eye or because one eye is
more powerful than the other.
Traditional treatments, including
patching of the sighted eye, often
fail because of social stigmas and long
treatment times leading to poor compliance
and a high relapse.
The video game, called “Dig Rush,” uses both eyes binocularly
to train the brain in order to improve visual acuity, instead of
training just the weak eye.
A physician simply adjusts the game’s settings, using different
contrast levels of red and blue that can be seen through stereoscopic
glasses, to allow both eyes to see the gameplay unfolding. The
game is awaiting regulatory approval.

from other industrialized

was already being called

babies were between 4
and 11 months old when

had an egg allergy, severe
eczema, or both putting
them at high risk of a
peanut allergy down the
road. Eating peanuts in
the future could set off an

Dum Laga Ke Haisha: nostalgic but flawed

um Laga Ke Haisha is an
unlikely
quasi-original
offering from the stable that in
recent past has made sincere efforts
to defy the conventional notions of
love.
This film might further the cause
of breaking away from the bastion
but it reeks of predictability. Sharat
Kataria pulls off a quaint-yet-flawed
film. Set in circa 1995 in Haridwar,
he carefully refrains from creating a
staple, syrupy affair. The film’s first
hour sails smoothly sans hiccups,
but the second half can be faulted for
unspooling tediously.
The movie erects a plot whose
on-the-face nostalgia factor is almost
jarring. Its rustic setting, bustling
by-lanes and old-world charm does
an overt job of selling the VCR era.
There’s even a desperately-included
fight sequence where the couple
aggressively play 90s songs.
Such scenes might crack you up,
but the crackling effect is wiped
out as the film moves towards a
predictable climax featuring Kumar
Sanu, a steady fixture since the
first scene. It’s the only thing that
makes its ‘loser’ hero look good and
is a contrived culmination of the
romance we never find blooming.

The actors, however, deliver
redeeming performances. For a
debutante, Pednekar is surprisingly
confident. Khurrana, is the best he
has been since his launch venture.
Sanjay Mishra and Seema Pahwa are
at the top of their game.
But in the end, it isn’t extraordinary,
failing to rise above the idea that a fat
girl needs some schmuck to complete
her life. Undeniably, the smarts are
visible in its original thinking but it
doesn’t translate into a satiating
viewing experience.

Aoshima to deal with mice
that plagued fishermen’s
boats, the cats stayed on and multiplied.
The cats are
not too picky,
surviving on
the rice balls,
energy bars
or potatoes
they cadge off
tourists. In the

More than 120 cats swarm
the island with only a handful
of humans for company mostly pensioners who didn’t
join the waves of migrants
seeking work in the cities
on mainland Japan after the
Second World War.
Aoshima, a 30-minute
ferry ride off the coast of
Ehime prefecture, had been
home to 900 people in 1945.
The only sign of human
activity now is the boatload
of day-trippers from the
mainland, visiting what is
locally known as Cat Island.
With no restaurants,
cars, shops or kiosks selling
snacks, Aoshima is no tourist
haven. But cat lovers are not
complaining.
“There is a ton of cats here,
then there was this sort of cat
witch who came out to feed
the cats which was quite fun,”
said 27-year-old Makiko
Yamasaki. “So I’d want to
come again.”
The allure of cats is not
surprising in a country
that gave the world Hello
Kitty, a cartoon character
considered the epitome of
cuteness.
Cat cafes have long been
popular in Tokyo, catering
to fans who can’t keep the
animals at home because of
strict housing regulations
that often forbid pets.
The cats of Aoshima are
not too picky, surviving on
the rice balls, energy bars
or potatoes they cadge off
tourists. In the absence of
natural predators, they roam
the island without fear.
Not all the residents are
admirers, though.
One
elderly
woman
shooed the animals away
with a stick when they dug
up her back garden. Locals
are trying to keep the feline
population in check - at least
10 cats have been neutered.

too kindly to the tourists
either. They don’t mind
them coming, but want to
be left in peace.
“If people coming to
the island find the cats
healing, then I think it’s a
good thing,’ said 65-yearold Hidenori Kamimoto,
who ekes out a living as a
fisherman.”
“I just hope that it’s done
in a way that doesn’t become
a burden on the people who
live here.”

I cannot bring myself to eat white soggy bread. With that in mind,
I took a little culinary artistic license and used Madeira loaf, which
adds sweetness.
IngredIents:
1) vanilla pod, seeds only (or a few drops of vanilla extract)
175g/6oz soft light brown sugar, port or a blackcurrant liqueur, 2 tsp
ground cinnamon, 2 tsp ground ginger, 1kg/2lb 4oz fresh summer
berries (such as a mixture of raspberries, blueberries, blackberries
and redcurrants), stalks removed, 2 Madeira loaf cakes, small handful
of fresh mint leaves, for decoration, 125ml/4oz double cream,
100g/3½oz dark chocolate (or a mix of dark and milk if preferred),
finely chopped, 3 tbsp just-boiled water, 1 vanilla pod, seeds only (or
a few drops of vanilla extract), 175g/6oz soft light brown sugar, 2 tbsp
dark rum, port or a blackcurrant liqueur, 2 tsp ground cinnamon, 2 tsp
ground ginger, 1kg/2lb 4oz fresh summer berries (such as a mixture
of raspberries, blueberries, blackberries and redcurrants), stalks
removed, 2 Madeira loaf cakes, small handful of fresh mint leaves, for
decoration, 125ml/4oz double cream, 100g/3½oz dark chocolate (or
a mix of dark and milk if preferred), finely chopped, 3 tbsp just-boiled
water
PrePArAtIOn
Put the sugar in a large pan with 100ml/3½fl oz water, place over a
medium heat and stir until the sugar dissolves. Stir in the vanilla seeds
(or extract) and then turn up the heat and let it bubble away for 3-4
minutes to make a thin syrup. Turn down the heat to low and stir in the
cinnamon and ginger.
Set aside 250g/9oz of the berries for decoration and place about a
quarter of the remainder in a separate bowl. Add all the remaining
berries to the pan, stirring them gently through. Leave to cook for two
minutes, or until the fruit is soft but still holding its shape. Remove
from the heat and leave to cool for 20 minutes. The sauce should now
be syrupy, a deep-browny, red colour and very glossy.
Meanwhile, line a 900g/2lb loaf tin with a double layer of cling film,
leaving any excess hanging over the edge. Slice each Madeira cake into
eight 2cm/¾in slices.
Stir the reserved quarter of berries gently into the cooled sauce. Tip the
mixture into a large sieve placed over a medium bowl. Leave for two
minutes to allow the syrup to drain through but do not press as you
don’t want the fruit to become mushy. Sit the sieve on the pan so you
can use the fruity syrup you have in the bowl for now.
Dip a slice of Madeira cake into the syrup, flip it over and then allow
excess syrup to drip off. Place it against one of the long sides of the loaf
tin. Continue to dip the slices in the syrup and use 3-4 slices along each
side of the tin to cover. Place one on each end and then 2-3 slices along
the bottom, breaking up to fit, if necessary. Reserve the remaining
slices for the top.
Tip the berries from the sieve into the cake lined loaf tin, spreading
them evenly. Add any syrup in the pan to the remaining syrup in the
bowl and dip the remaining Madeira slices to coat as before. Press the
slices on top of the berries to completely cover. Reserve any remaining
syrup and store it covered in the fridge for use later.
Cover the loaf with the excess cling film and place a small baking tray
or a long plate on top. If you have room in your fridge, you can weigh
the tray down with a couple of cans of food or something similar to
help compress the fruit. Place in the fridge for about six hours, or
overnight, until set firm.
About 10 minutes before serving, make the chocolate sauce. Put the
cream in a medium pan over a medium heat and keep a close eye on
it, remove just before it comes to the boil. Break the chocolate into
the cream and leave to melt for five minutes before gently stirring
together. Stir in the hot water to give a smooth, pourable consistency.
Pour into a serving jug and keep warm.
Open out the cling film on the Madeira cake, turn a serving plate
upside down on top of the loaf and turn both over. Remove the tin
and peel off the cling film to reveal the pudding. Brush all over with
the reserved syrup and decorate the top with the reserved berries and
mint leaves. Serve at once with the chocolate sauce. The loaf can be cut
into eight slices using a long sharp knife.

Bahrain Rugby Football Club in
Saar from 9am with around 120
matches scheduled throughout

A total of 30 teams will be in
action over the weekend split
into two competitions, one
being the main competition and
the other being for social teams.
Aside from Bahrain, last
year’s champions Dubai ‘A’ who
defeated Dubai ‘B’ 11-8 in the
final hosted by Bahrain, will be
two of the seven Dubai teams
represented, while third placed
Abu Dhabi ‘A’ who narrowly
defeated Bahrain last year by
one goal 8-7 in the third place
play-off will be one of five teams
from the UAE capital.
Other teams in the fray are
four from Doha, three from
Saudi Arabia, two each from
Kuwait and Al Ain and one
from Fujairah.
This edition of the championships is the biggest so far in
the history of the event.
As part of the preparations for the championships,
Bahrain brought out four top
Netball coaches and umpires
from England and conducted
an intensive five-day ‘Boot
Camp’ for Bahrain’s teams for
an eighth year involving netball
skills and umpiring, those participating were Gilly Salter, Sue
Wainwright and Gina Pearce
who were all here last year and
Jean Davies.
Adding to the professionalism of the championship are
12 top umpires from the UK,
up from seven last year who
will officiate the matches being
played on five courts.
The second day of competition tomorrow will see the
knockout matches starting from
8.45am and concluding around
3pm followed by a prize awarding ceremony.
Also over the weekend,
organisers will be raising cash
for Carly Taylor who was a
highly talented and integral
member of Hucclecote Netball
Club in England when she suffered a horrendous accident in
which she broke three vertebrae
in her neck leaving her para-
lysed from the shoulders down.
She
played
in
the
Bahrain Inter-Gulf Netball
Championships
in
an
Invitational Cup in Bahrain in
2009 and is held in high regard
in her rehabilitation.
Chair for the third year of the
organising committee and 10th
year as a player is Helen Stewart
who said, “We are hopeful of
improving on last year’s fourth
place and this year apart from
our A, B and C teams, we are
also fielding a veterans team for
the first time and two youth
sides and a record 30 teams
from around the region.”

manager for the championships said, “It is a great honour for Bahrain to hold the
event for the second consecutive year and I would
like to thank DHL, Alba and
Al Osra for their support of
the event, though it will be
strange that Mel Goosen who
has played in every tourna-
ment since 1996 when she
was 14 years of age will be
coaching this time instead of
playing!”

The incident took place on Tuesday afternoon
at the Murdoch Oval in Perth where India were

Coetzer hits Scotland’s
first WC century

to make a World Cup century on Thursday in the game.
Coetzer reached the
landmark in style with a
huge six, his second
of the innings at
Saxton Oval.
He
was
eventually out
for a personal
best 156 while
anchoring
Scotland’s
record World
Cup total of
318 for eight.
It was the
30-year-old
Coetzer’s
second ODI
c e n t u r y
following his
ton
against
Afghanistan in
2013.
“The guys at
the other end were
scoring and that took the
pressure off me,” Coetzer
said, adding he took “a calculated risk by hitting a six to go to a
hundred.”
Since playing in the World Cup for the first time in 1999, it has
taken Scotland 16 years and 12 matches to have a batsman score a
century and for the team to post a total in excess of 300.

Fiorentina win
over Juventus
Milan
iorentina have put themselves in
pole position to reach the Coppa
Italia final after securing a 2-1 win
away at Juventus on Thursday
evening’s semi-final first leg at the
Juventus Arena.
The hosts began on the front foot
as Arturo Vidal launched into a
series of forays towards the Viola’s
final third, but the Chilean wasn’t
able to find the target.
Despite Juve’s early dominance,
Fiorentina countered through

Joaquin, whose cross towards the far
post was nodded just wide by Jasmin
Kurtic.
In the 11th minute, the visitors
took the lead in spectacular fashion,
Mohamed Salah surging down the
right flank before driving inside,
holding off a challenge and smashing
a shot high into the net.
Juve appeared shell
shocked at first,
but they managed
to regroup and,
midway through
the first half,SImone Pepe’s cross
from
the right fell to Fernando
Llorente, who glanced
a header home off the
base of the far post.
Both
sides
continued to push
forward in what
proved to be an
exciting, openended affair, but
neither was able to
edge into the lead
come the half-
time whistle.
Four minutes after the restart,
Micah Richards’s low drive from
the right forced goalkeeper Marco
Storari to push the ball behind for
a corner.
Fiorentina continued to turn the
screw and were effectively gifted
the lead just before the hour as
Claudio Marchisio conceded
possession on the edge of his
own area, which allowed Salah
to bear down on goal and stroke
the ball home.
The beleaguered hosts set about
trying to find a way back into the
game for the second time, and for
a while they were banging on the
Viola door through Carlos Tevez
and Paul Pogba.
By the latter stages of the
match, both sides were
launching forward at
every opportunity, but
Fiorentina were able to
hold out and secure the
win.
