REQUEST FOR PROPOSAL
Summary and Background
The Westside Community School District (“Westside” or “the District”), an independent public
school district located in Omaha, Nebraska, is currently accepting proposals to enter into a
contract with a qualified provider to offer professional development on Boys Town Well
Managed Schools Training for Westside staff. The District requests a “train the trainer” model
implemented once a year over three years to train a total of 15 staff members.
Proposal Guidelines
Proposals are due by Friday, March 13, 2015 at 2:00 PM. Proposals received after the deadline
will be returned to the sender. All proposals must be signed by an official agent or representative
of the organization submitting the proposal. Proposals may be electronically submitted to
[email protected]. All costs included in proposals must be itemized and explained.
Selection of a proposal, if any, does not constitute a binding contract. The District reserves the
right to negotiate contract terms and conditions with the winning bidder. Contractual terms and
conditions including, but not limited to, scope, budget, schedule, early termination, and other
necessary items pertaining to the project, must be set forth in writing and mutually agreed upon
by the parties in order for a contract to be formed.
Project Purpose and Description
This training will meet goals defined in the district’s Elementary and Secondary School
Counseling program (“the program”). The program is funded by a three year United States
Department of Education grant (“the grant”). Five staff members will be trained each year as
part of a “train the trainer” model. The Well Managed Schools training workshop involves the
key components of the Boys Town Education Model®, a school based intervention program that
provides positive behavior support to students to support success.
Request for Proposal and Project Timeline
Proposals are due by Friday, March 13, 2015 at 2:00 PM . Review of proposals will take place
the week following and the chosen proposal, if any, will be announced by Friday, March 20,
2015.
The training will take place in 2015, 2016 and 2017.
Budget
The grant specifies that reimbursement for the requested training shall not exceed a cost of
$2400 per person, per training. Proposed cost of the services will be an evaluation factor.
Evaluation Criteria
A contract for professional development services shall be awarded on the basis of the successful
vendor’s demonstrated competence and qualifications. The District shall negotiate with the
highest qualified firm for the required services. If a contract cannot be negotiated with the
highest qualified firm the District shall negotiate with the next highest qualified firm.
The District’s Selection Committee will make its determination of the most qualified firm based
on the following criteria. Firms may be expected to provide documentation and/or samples of
successfully completed work that addresses their experience relative to the selection criteria.
1. Ability to work within a grant-mandated budget of $2400 per person, per workshop.
2. Professional background and caliber of previous experience of each professional person
assigned to this work, with a focus on training in the Well Managed Schools Workshop.
Selection Committee
The review committee will consist of the following individuals:
1. Assistant Superintendent, Curriculum and Instruction
2. Director of Special Services
3. ESSC Grant Project Director
Proposal Requirements
Proposers should include the following as part of their proposal:
1. Front cover to include the Prime Consultant, sub-consultants (if applicable), and title of
project/service
2. A letter of interest not to exceed two (2) pages.
3. Qualifications of Firm: Please include firm and staff information, including resumes of
professional staff, including number of years your firm has provided professional
development in Well Managed Schools training.
