FOREWARD BY USF PRESIDENT
Dr. Donald Rukare
2014 was a seminal year for swimming in Uganda. The Uganda
Swimming Federation (USF) hosted for the first time ever the
epic CANA Zone 3 and 4 Swimming Championships in Kampala.
The event attracted 11 countries and over 300 swimmers. The
event allowed Uganda swimmers and fans to be exposed to an
international event and swimmers from East and Southern Africa.
In another first, USF was invited to make a presentation at the
3rd FINA World Aquatic Convention in Doha Qatar. This we believe
is a strong testament to the positive developments in Ugandan
Swimming.
We are also pleased to see the increase in the number of
swimming clubs. 2014 saw the number grow from about 3 clubs to
over 7 active clubs and over 24 schools. It is clear that swimming
is becoming more and more popular and with more swimmers in
the pool. We also able to participate in regional events in Nairobi
where Seals Swim Club and Dolphin Swim Clubs registered very
impressive results. In addition we had swimmers take part in the
African Youth Games in Gaborone and Commonwealth Games in Glasgow.
Building the capacity of our sports administrators remains a strategic area of focus. Several of our
administrators participating in various training programs within Uganda organized by FINA and the Uganda
Olympic Committee as well as international programs outside Uganda.
I would like to take this opportunity to appreciate most sincerely the support we recived especially in
respect of hosting the CANA Zone 3 and 4 Championships. I thank the Nabagerka Foundation, Meera Group
of Companies, Kampala Parents, Mulwana Group of Companies. RAK Ceramics. Orange Telecom, GOTV.
GEMS International Schools, Sir Apollo Kaggwa, Maya and friends from International School in Uganda and
UMEME Limited for the generous support. I cannot forget Excel Insurance Company that has stood by us in
hosting the Excel Independence Swimming Championships for 13 years running.
I would like to commend my colleagues on the executive committee for their unwavering commitment to
the development of swimming in Uganda. The team spirt and teamship are truly exceptional and humbling.
Look we forward to an even better 2015 as we prepare for to host CANA Zone 3 , participate in the FINA
World Championship in Kazan Russia and RIO Olympics 2016.

Executive Summary
Uganda Swimming Federation (USF) in 2014 run a calendar with national, regional and international
sporting activities highlighted in this report. The executive committee remains firmly committed to taking
swimming in Uganda to greater heights. The 2014 annual report provides a comprehensive account of the
key activities undertaken, major milestones achieved, challenges faced and the planned activities for 2015.
The report provides an account of the activities of the USF which include major national events run,
international championships attended including FINA activities. An update on the various development
programs run is given and well as the major constraints faced during 2014.
The report concludes by looking ahead to 2015 which is going to see team USF take part in the All
African Games Congo Brazzaville, Youth Commonwealth Games in Samoa and the FINA World Swimming
Championship in Kazan Russia. The USF executive committee going forward in 2015 will strive to ensure
that it operates on a firm platform that places the swimmers at the core of what we do. The Uganda Swimming Federation

The overall strategy proposed by USF that is to be adopted over the next five years is as follows:
“To strengthen and develop the program management and resource mobilization capacities of USF, in order
to enhance implementation and long-term sustainability of USF programs in Uganda”

Strategic Objectives:
The strategy is made up of six strategic objectives which when put together present the operational
components of the above strategy. The strategic objectives and the high-level (key) interventions / activities
that are to be implemented are presented below:

5.1. Strategic objective 1: Athletes preparation and participation
Prepare for the (A) Youth Olympics Games 2014 Nanjing China (B) Continental Games i.e. All Africa
Games 2015, Youth African Games 2014 (C) Commonwealth Games Glasgow 2014 and RIO Olympic
Games 2016. Hold year-round sports and competitive events
Mobilize resources for equipment, official kit, facilities
5.2. Strategic objective 2: Coaches and Officials development
Technical courses for coaches and officials
Olympic and other scholarships for coaches and officials
5.3. Strategic objective 3: Promotion of aquatic sports
Introduce atleast two new disciplines over the 5 years i.e. water polo and open water swimming
Promote acquaitc sport, especially swimming across the country

Conduct sport administrators courses for USF executive committee and officials from affiliated
clubs.

Undertake an organizational assessment and develop an appropriate organogram for the Secretariat
and respective job descriptions
Undertake recruitment for human resources with respect to the new organogram
Develop internal operational policies (Financial, People/Human Resources, Resource mobilization
/ fundraising, Technical sports policy, Board Constitution, etc.)
Develop a Marketing and Promotion strategy – to include public relations and communications
policies and structures
Provide training to USF Secretariat staff and the executive committee for strengthened operations
Secure a permanent home for the USF including a national aquatic centre.
5.6 Strategic objective 6: Achieve financial sustainability for USF
operations and program activities
Develop a fully costed budget for the 5 year strategic plan, and annual operational plans (20152020)
Develop concept documents and proposals on a consistent basis for submission to potential
funders (Note: this would have to take into consideration the funding cycles for different sponsors)
Secure funding for program management and administrative activities
Develop a fundraising strategy and action plan (in-kind vs. financial support, customized pitches
to individuals, corporates etc; use of social media, etc). To include income sustainability program
(merchandizing: T-shirts)
Lobby Government Ministries and Parliament with the intention of securing long-term sustainable
funding within annual budgets

1.Introduction
In 2014 the Uganda Swimming Federation (USF) run an active calendar of activities. In the course of the
swim year, USF was able to carry out several activities, attain several milestones but was also confronted
by challenges as well which we continued to address head on in bid to overcome them in time. This
report therefore highlights the key achievements, milestones in 2014 together with the challenges met.

2. KEY ACTIVITIES in 2014
Over the past year the following are the key activities that the USF has undertaken:

Uganda Swimming Federation (USF) Executive Committee
meetings
The USF Executive Committee held monthly meetings every first Monday of the month throughout the
year. The meetings acted as a critical forum to discuss matters pertaining to running the affairs of USF.

Compliance with National Council of Sports Regulations 2014

International events
USF held its Annual General Meeting (AGM) on 15th February 2014. During this meeting the key activities
of 2013 were highlighted, the 2014 budget and calendar presented for approval together with the audited
accounts for 2014. During the year several national events were held. These included four national time trials, and the
Independence Excel Gala. The events continued to attract more swimmers and we intend to build on that
going forward. 2014 witnessed more schools/clubs (30) and over 600 hundred swimmers taking part in
USF event notably the Excel Gala. It is evident that the interest in swimming is growing as is the number of
swimmers.
The Minister of Education and Sports passed the National Council of Sports Regulations which required all
national federations to apply for registration and affiliation to NCS. To this end USF held an Extra Ordinary
General Assembly in July in order to comply with the requirement under the regulations. USF submitted its
application for registration and affiliation and is awaiting an official response from NCS.
i.
CANA Zone 3 and 4 Championship
USF for the first time in Uganda hosted the CANA Zone 3 and 4 Championship from 24-27 April 2014. We had
11 countries participating, Angola, Burundi, Kenya, Malawi, Mauritius, Rwanda, Tanzania, Seychelles, South
Africa, Zambia and Uganda. The event attracted about 250 swimmers and who took part in four days of
great swimming. The event created a lot of buzz around swimming due to the great media coverage it got.
We hope to leverage this to further develop swimming in the country. The final results were:

Ben, Jace Nadioo (President South Africa Swimming, CANA Zone IV President and Shaun Adriense (CANA
zone IV Secretary), technical officials from Kenya, Rwanda and Tanzania provided excellent support and we
thank them.. We lot learnt and there is no doubt that swimming will never be the same in Uganda going

FINA Activities
The FINA Extra Ordinary Congress, FINA Aquatic World Convention, Youth Development Program, FINA
Gold Coaches Clinic and FINA World Swimming Championships ( 25 m) were held in Doha Qatar from
29 November to 8 December 2014. Uganda. Uganda was represented by 9 delegates attending the
respective events. They comprised of:

FINA Extra Ordinary Congress 29th November 2014
The FINA Extra Ordinary Congress was held on 29th November 2014. 154 of 207 National Swimming
Federations attended the congress constituting a quorum. The SG of the Qatar Olympic Committee/chair
of the Organizing committee welcomed all the delegates to Doha. He noted that Qatar was committed to
promoting sports and will be hosting over 35 major sports events from now until the 2022 Football World
Cup.During the congress a number of amendments to the general and swimming rules were approved. The main areas include validation of FINA board of ethics, anti doping code and introduction of men events
in synchronized swimming. The President also encouraged members to adopt swimming for life programs
as one way of prompting swimming for a healthy life style. He noted that Swimming was within the top
Olympic sports and he thanked the hosts of Qatar for the great hospitality.
3rd FINA Word Aquatic Convention
FINA President opened the 3rd FINA World Aquatic Convention recognizing that the convention provided a
unique platform to share experiences and network. FINA Executive Director revealed that FINA had rolled
out the 2014-2017 calendar to ensure that there was a coherent and harmonized calendar.
USF was requested to make a presentation at the Convention and was the only African Swimming Federation
to do so. The USF President Dr. Donald Rukare made a presentation on the development of swimming: the
long winding road which was well received.
The key messages from the very engaging convention could be summed up as thus;

FINA Gold Coaches Clinic 30 November – 2 December 2014
The FINA Gold Coaches Clinic was held parallel to the FINA Convention. Muazfuru Muwanguzi attended on
behalf of USF. The clinic provided a forum for leading elite coaches to share their experiences on how to
coach a winning athlete.

FINA Gala Awards
The first ever FINA Gala awards were held on 1 December 2014 at which leading aquatic sporting
personalities were recognized. Chad Le Cos from SA won the overall best male swimmer award while
Katinra Houzzu of Hungary won best overall female swimmer.
FINA Youth Program 2- 8 December 2014
The hosts Qatar hosted three delegates from USF to attend the Doha Youth program. Kimberley Hind
Mbabazi, Jethro Ssengonzi and Nana Nakkidu represented USF at this forum. The team attended a number
of events including the FINA World Swimming Championships, lectures and swimming coaching lessons
as a pathway to motivate them to swimming excellence. Dr. Rukare US President attended some of the
lectures and swim coach sessions at the Aspire Center.
FINA World Swimming Championships 3- 8 December 2014
USF entered 3 swimmers and I coach for the FINA World Swimming Championship. Arnold Kisulo-team
captain, Elisha Ekirikubunzia , Jamila Lunkuse and Abed Ddamulira as coach. Unfortunately due to an ankle
injury Jamila Lunkuse pulled out of the event. The swimmers put up a commendable performance with the
following times:

Appointment of Dr. Donald Rukare USF President to FINA
Bureau
The FINA Bureau in its meeting 27-28 November 2014 appointed Dr. Donald Rukare USF President, CANA
Vice President to the FINA Bureau. He is one of the representatives of Africa on the Bureau. This is the
first time a Ugandan has been on the FINA Bureau. He subsequently attended a bureau meeting on 3
December 2014 in which the bureau considered bids for the 2020 FINA World Swimming Championships
which were awarded Hangzhou China.

CANA Zone 3 meeting
During the FINA events in Doha, a CANA Zone 3 meeting was held and attended by Kenya, Tanzania, Ethiopia,
Rwanda, Burundi and Djibouti on 5th December 2014. It was agreed that there was need to energize the
activities within the zone. It was further agreed that we put in place a calendar of activities from 2015
going forward, a strategic plan and constitution. Dr. Donald Rukare Cana Zone 3 President will lead and
coordinate this. Uganda proposed to hold a CANA zone 3 championships in 2015. The dates will be agreed
though we are looking at in the last quarter of 2015.

Dr. Aya Nakitanda (USF former Olympian swimmer and medical focal point) and Dr Nana Jacqueline
enrolled for a reputable online medical course supported by the International Olympic Committee and the
World Athletes Foundation. They are expected to complete in 2015.
Ms. Lillian Mugisha, USF executive committee member and focal person for officials is in the final stages
of completed her Master’s program in sports management at the University of Nairobi. We wish her all
the best in her academic journey. Ms. Mugisha and Mr. Tonnie Kasujja were admitted to the reputable the
coaching program at Leipzig University and left for Germany for 5 months.
Three member of the executive committee, Peter Mugisha. Max Kanyerezi and William Buyondo attended
the IOC/UOC Sports Administrators course held at the UOC in 2014. We intend to have more members of
the executive committee and clubs attend these educative courses.
Dr. Donald Rukare, USF President is undertaking an IOC Executive Masters in Sports Management (MEMOS
XVIII) at the University of Louvain and is expected to complete in 2015.

I.
Forging partnerships
Over the year USF continued to forge relationships with the Uganda Olympic Committee, National Council
of Sports, Ministry of Education and Sports and Special Olympics Uganda.
USF also maintained regular contact with its corporate sponsors who include, GEMS International, MTN
Uganda, DHL, Sadolin Paints, Excel Insurance, Kabira International School, Madavani Group. USF intends
to build on this based and has already contacted the Uganda Tourism Board to explore possible areas of
cooperation. USF has also contacted the Japanese Olympic Committee, Japanese Embassy and Chinese
Embassy to discussed collaboration initiatives. These will be followed up in 2015.
Uganda Swimming Federation in conjunction with the Uganda Lifesavers Association and Swim Safe Uganda
run water safety programs in 2014 and intends to build on this in 2015. Swim Safe Uganda hosted a one
week lifesaving skills clinic in Uganda.
3. Affiliation fees for 2014
The Federation has paid up it 2014 affiliation fees to UOC, CANA and FINA. We have no outstanding dues
with our affiliate bodies. National Council of Sports has also affiliated USF. USF is therefore a fully paid up
member and in good standing with all attendant bodies.
International events
USF will host CANA zone 3 2015. We expect Kenya, Tanzania, Burundi , Rwanda and Sudan to attend this
event in December 2015. The event will provided a useful platform for our swimmers to bench mark
themselves against their regional peers.
4. CONSTRAINTS FACED
2014 was not without its challenges for USF. These included:
Lack of resources impacts on scope of activities. So far a few companies, clubs, executive committee
officials and a few well wishes have funded the activities.
Lack of an office, national pool and Chief Executive Officer.
Still urban based need to spread out activities
Clubs and individuals have not paid annual subscription fees.
Several clubs have not had active calendar.
Officiating and lack of an electronic timing system
Some clubs/schools are not part of USF activities
In 2015 we hope to be able to address these constraints in order to effectively run USF related activities.

5. WAY FORWARD
Set up a National Aquatic Center committee.
Revise the USF a strategic plan which is linked to the FINA development plan, UOC strategic plan
and national sports policy ( yet to come into force).
Develop a fundraising strategy
Develop new program areas i.e. diving and long-distance swimming.
Further develop and promote linkages with key stakeholders such as GEMS International School,
Uganda Tourism Board Crown Beverages (Pepsi Cola Uganda), KCB, Centenary Rural Bank and
Mukwano Industries.
Develop a strategy to engage clubs more and reach out to new clubs/schools
Run water safety and learn to swim programs.
Roll out the 2015 calendar (attached).
6.CONCLUSION
The USF continues to strive to take swimming to higher levels in Uganda. I would like to thank my colleagues
on the executive committee and the members of the various committees for their tireless efforts over the
last year. I would also like to take this opportunity to thank all our stakeholders, swimmers, clubs, schools,
parents, coaches, media and our corporate sponsors. I believe together we can contribute to the further
advancement of swimming and aquatic sport in Uganda.
