Instructions to Physically Disabled Candidates : All Qualified Lower Loco-motor Disabled /
PWD (PH) Category Candidates of PGM-CET 2015 are advised to get themselves examined
before Preference Form Filling Process at All India Institute of Physical Medicine and
Rehabilitation, Haji Ali park, K. Khadye Marg, Mahalaxmi, Mumbai 400 034 and to obtain
disability (PH) certificate in advance . Candidates, who have attended this Medical Board, should
remain present alongwith the disability certificate issued by aforesaid institute on respective days of
counseling, at respective Centre Where he/she have appeared for PGM-CET-2015 examination, for
Preference Form filling process. Those who have obtained disability certificate for All India Quota
PG admission 2015 from either:
i) All India Institute of Physical Medicine and Rehabilitaion, Mumbai OR
ii) Vardhaman Mahavir Medical College & Safadarjang Hospital, Ansari Nagar, New Delhi OR
iii) Institute of Post Graduate Medical & Research, Kolkata OR
iv) Madras Medical College, Chennai, Institution, can produce the same disability certificate at the
time of Preference Form filling process. It is mandatory to bring disability certificate issued by
aforesaid anyone institution.

3. CERTIFICATES / DOCUMENTS:
At the centre candidates must bring all the relevant documents in original and one
set of attested photocopies of the same for scrutiny. They should bring Black ball

specified in the Government Resolution No. CBC-10/2008/CR-697 VJNT-1,
dated 24th June, 2013 valid upto 31/3/2015.
(a) AIPMT selection letter / letter from Dean/Principal stating that the
candidate was admitted for MBBS under 15% quota from All India Entrance
Examination.
(b) Domicile Certificate of Maharashtra State by virtue of residence, in case of
Candidates who were Domicile of Maharashtra State at the time of MBBS
admission and were admitted under 15% AIPMT quota in a medical
college/institution situated outside Maharashtra State and who have obtained
their degree from a University situated outside the State of Maharashtra.
For Persons with Disability (PWD) Candidates - Disability Certificate, as per
Annexure - D of PGM CET 2015 Information Brochure, issued by All India
Institute of Physical Medicine and Rehabilitation, Haji Ali park, K. Khadye
Marg, Mahalaxmi, Mumbai 400 034.
Bond release Certificate from DMER, Mumbai or proof of penalty amount paid
to Dean. (as per rule no 8.11 of PGM CET 2015 Brochure)
Note : 1) Category candidates who do not have Caste Validity Certificate / fresh court
order for PG admission regarding Caste Validity, at the time of preference
form filling, will be considered as Open merit candidates subject to fulfilling
eligibility.

2) DT (VJ), NT-1, NT-2, NT-3, OBC category candidates who do not have NonCreamy Layer (valid up to 31/03/2015) at the time of preference form filling
will be considered as Open merit candidates subject to fulfilling eligibility.
3) Such category candidate without validity and / or NCL, who are considered
as Open merit candidate will be issued preference form, if his/her SML
Number is within the SML numbers of Open candidates called for
Preference Form filling. In case his / her SML number is below the number
of Open candidates called for counselling, then he/she will not be eligible for
issue of preference form.
4) Applicants belonging to SBC: The persons belonging to Special Backward
Class (SBC) are to be considered as OBC candidates and such candidates
will be required to produce Non-Creamy Layer Certificate.
4. Orientation: Candidates will assemble in respective medical colleges as per the
programme. They will be given orientation about the process. Counseling for
Preference form filling will be done. The candidate must be present in person.
Proxy will not be allowed. Candidates reporting to wrong centre will not be issued
preference form.
5. Preference Form information brochure: This Preference form information
brochure is made available to candidates on DMER web site i.e www.dmer.org. It
contains relevant information about the process, State Merit List No. of last admitted
candidate for MD/MS/Diploma courses for the academic year 2015-2016, subject &
college codes, and specimen copy of Preference form for practice. Candidates
should read the information brochure of Preference system carefully and should
bring the downloaded copy of the same for counseling.
6. Scrutiny Form: Scrutiny form will be issued to the candidates. Candidates should
fill in required information. They should arrange documents in order as per list given
on scrutiny form i.e. one set of originals and another set of attested photocopies.
7. Verification of Documents: Candidates will be called by State Merit List number.
They should submit scrutiny form with a set of attested photocopies and show the
originals. The documents will be verified by scrutiny officer & eligibility will be
endorsed on the scrutiny form. Candidates should not submit original documents.
8. Subject & College codes: The subject & college code is a four digit number
specific for each subject & college combination. There are such 478 codes.
Candidate can fill minimum 1 preference and maximum 330 preferences only. It is not
compulsory to fill all 330 preferences.
9. Subject & College code numbers are specific. Code No. represents a particular

10. Subject & College codes are given to courses existing in these colleges. For some
of these codes the seat(s) may not be available for PGM-CET-2015 Quota during
round 1. In the subsequent rounds some seats may become available. Therefore,
candidates who desire to opt for these seats can exercise the preference in
the preference form for these seats considering eventuality of availability of
such seats in subsequent round(s).
Seat surrendered from all India quota will be filled as per merit and these seats will
retain their original character. (Please refer rule no 7.2 of PGM CET 2015
information brochure) Seat reverted back from in-service quota and physically
Handicapped Quota will be filled as per the rules of the state quota.

11. Seat distribution chart: The seat distribution of state quota seats (excluding inservice seats) for PGM CET 2015 is already made available on DMER website i.e
www.dmer.org, contains distribution of available seats. The candidates should
bring downloaded printout of the same for counseling. The seats reserved for
person with disability (PWD) candidates have been shown in the chart. The collegewise, subject-wise and category-wise distribution is also available on website. It
should be noted that category candidates are eligible and can avail open merit seats
by virtue of merit. Category seats, if at all remain unclaimed by a particular category
candidate are made available to other categories & to open category candidates as
per inter-se category round procedure. Seat distribution chart is subject to change
as per instructions of MCI / Transfer of PG Teacher / availability of surrendered
seats from All India Quota, etc.
12. All the Course are affiliated to The Maharashtra University Health Sciences, Nashik
except Post graduate Courses of Tata Memorial Hospital are affiliated to Homi
Bhabha National Institute (HBNI) Mumbai (Deemed University).
13. a. Person with disability (PWD): As per Govt. letter No.MED-1006 /CR-72 /06 /
Edu-2, dated 07/3/2006, three (3%) percent of the total available Post-graduate
seats at Government / Corporation Medical Colleges are reserved for the
Physically Handicapped candidates.
1) As per Postgraduate Medical Education Regulation 2000 and Amendment
Notification No. MCI.18(1)/2008-Med./54470 Dated 25th March 2009 following
is the criteria for reservation under Physically Handicapped Category
“1(a). 3% seats of the annual sanctioned intake capacity shall be filled up by
candidates with locomotory disability of lower limbs between 50% to 70%.
Provided that in case any seat in this 3% quota remains unfilled on
account of unavailability of candidates with locomotory disability of lower
limbs between 50% to 70% then any such unfilled seat in this 3% quota
shall be filled up by persons with locomotory disability of lower limbs
between 40% to 50% - before they are included in the annual sanctioned
seats of State Quota.
Provided further that this entire exercise shall be completed by each
medical college/institution as per the statutory time schedule for
admissions and in no case any admission will be made in the
Postgraduate Medical course after 31st of May”
2) The Candidate with a disability more than 70% will not be eligible for admission
to Health Sciences (Post Graduate) Courses. No other disability shall be
allowed as per the MCI regulations. However, such a candidate will be required
to undergo medical examination by a Special Medical Board constituted for this
purpose by the Competent Authority. The Medical Board after ascertaining
his/her disability must be satisfied that the candidate is physically fit to undergo
the course despite his/her disability.
3) Candidate is required to submit the proof of his/her disability by way of a
certificate (issued in year 2015) in prescribed proforma from the Director of All
India Institute of Physical Medicine and Rehabilitation, Haji Ali, Mumbai;
(as per Prescribed Proforma) at the time of verification of documents during
Preference form filling process. Those who have obtained disability certificate for All
India Quota PG admission 2015 from either:
i) All India Institute of Physical Medicine and Rehabilitaion, Mumbai OR
ii) Vardhaman Mahavir Medical College & Safadarjang Hospital, Ansari Nagar,
New Delhi OR
iii) Institute of Post Graduate Medical & Research, Kolkata OR
iv) Madras Medical College, Chennai, Institution, can produce the same disability
certificate at the time of Preference Form filling process. It is mandatory to bring
disability certificate issued by aforesaid anyone institution.

13b.
Constitutional reservation in all the Government, Municipal Corporation and
Government aided medical Institutions constitutional reservation will be as per
PGM-CET 2015 Information Brochure Annexure C.
Constitutional reservation in private professional educational institutions will be
as per the Maharashtra Govt. Gazette notification No. PGM-1006/3207/CR362/06/EDU-2 dated 8th January, 2007. It directs that the seats to be reserved
for the candidates belonging to the reserved category to the said courses shall
be twenty five percent (25%) of the sanctioned intake.
14. Preference form: Preprinted Preference form will be issued to eligible candidates
after document verification. The candidate should verify the relevant information of
his Roll Number, State Merit List Number, Category Merit Number, PGM CET 2015
Marks etc. Preference form should be handled carefully and should not be folded,
stapled or spoilt in any way.
15. Candidate will be issued only ONE Preference Form. Duplicate / another
Preference form will not be issued.
16. In case the candidate is not eligible for admission according to rules, the Preference
form will not be issued or cancelled if already issued.
17. Candidates remaining absent for the process of preference from filling will not be
issued preference form after the programme is over.
18. Candidate should read all instructions before filling the preference form. Candidate
should note carefully the subject & college codes. Candidate must first fill the
specimen copy of preference form given in the brochure with pencil for practice.
Once the candidate is satisfied with his / her choices filled on specimen copy of
preference form, then he should start filling the actual preference form using black
ball point pen.
19. Candidate should write his most preferred subject and college code as preference
no. 1 followed by his next choice as preference no.2 and so on. While filling the
subject and college codes, number should be written in boxes, one digit in each box
(4 digit number - 4 boxes). As the form will be scanned by Computer, candidate
should write the codes with black ball point pen and with neat, legible, clear
handwriting.
20. Candidate must be very careful while filling the preference form. Candidate can fill
minimum one preference or any desired number of preferences or maximum 330
preferences. The same code should not be filled more than once. In case the
candidate fills the same code more than once, higher preference will be considered
and subsequent repeated preference(s) will be ignored. If the candidate fills wrong
code number that preference will not be considered.
21. If a candidate does not give preference for a particular code (Govt. / Corporation /
Private); then it means that he / she is not interested / desiring to take that PG seat.
Candidate should note that there will be no change / addition / deletion in his / her
list of preferences at later date / stage (not applicable for final round by personal
appearance).
22. The candidate should submit his / her duly filled Preference form at the specified
counter. Candidate shall inform regarding any correction if required at the counter.
23. Data Response Sheet & Verification: The preference form will be scanned and
data response sheet in duplicate will be generated and will be given to the
candidate for checking. Candidate should verify that the data i.e. SML No. Name,
Category etc. and his preferences and subject college codes have been correctly
printed. After verification the candidate can report discrepancy if any in the data and
it will be duly corrected. If the candidate does not report any discrepancy, it will be
presumed that the data entered against his / her name is correct and subsequently
corrections will not be made at later date.
Then the candidate should sign the data response sheet.
24. Candidate should note that after verification by the candidate, the preferences
exercised by the candidate shall be final and irrevocable. Thereafter there can not
be any change in the preferences. This final data shall be used in the entire

selection process for admission to Medical Postgraduate courses (except for final
round by personal appearance)
25. If a candidate gets selected for a particular PG course, then the candidate is
required to join that course as per the procedure. In case he / she does not join the
course, he / she will not be eligible for subsequent admission process of PGM-CET2015.
26. For filling of vacant seats after first round, same preferences will be considered for
subsequent computerized rounds and no separate preference form will be required
to be filled by the candidate (except for final round by personal appearance).
27. Fees :a) i) The fees for Government and Municipal Corporation Medical Colleges, as
below as per GR. No. AMC-1007/628/CR.148/07/Edu-02 Mantralaya Dated
1st March, 2012 (subject to revision by the Govt. / appropriate authorities):

*
As per information from these two asterisked private colleges, the students
admitted to these private medical Colleges will have to sign a Bond for one year
service with Bank guarantee of Rs 15,00,000/- (Rs. Fifteen Lacs Only) for PG
Degree course & Rs. 7,50,000/- (Rs. Seven Lacs fifty Thousand only) for PG
Diploma course. If the student will not serve for one year after completion of
his/her course, Bank Guarantee will be invoked.
28. Final round (By Personal Counseling):
A) There shall be a final round for allotment of seats remaining vacant after
completion of the earlier rounds of allotment of seats by way of preference
forms. This final round of allotment of seats shall be conducted by way of
personal counseling instead of allotment on the basis of preference forms.
On account of allotment of seats in this final round of admission, no fresh
vacancies consequent upon allotments made in this round will be created. This
is principally because this final round of allotment is meant to fill in (as far as
possible all) available vacant seats without creating a new or fresh vacant seat
on account of such allotment.
At this round, eligible candidates will appear personally (Proxy will not be
permitted), seeking allotment of seats of their choice. The personal counselling
for such allotment will be held strictly in the order of merit. Each candidate will
be offered all seats that have remain vacant and are available for allotment, only
at the time of his/her turn of counselling i.e. State Merit List position.
B) Eligibility for the personal counselling round will be as follows:
The following candidates are Eligible for Personal Counseling round
I. All PGM-CET-2015 candidates who have filled the online preference form
and to whom a seat has not been allotted in the previous round(s) of
admission.
II. All such candidates to whom though a seat was allotted in the previous
round(s) and though such candidates joined the college accordingly by
completing necessary formalities under these Rules, did not submit the
Status Retention Forms on or before the date/s prescribed by the
Competent Authority.
III. All such candidates to whom though a seat was allotted in the All India
Postgraduate admission process in a College situated in Maharashtra, but
voluntarily surrendered the seat by giving an application before the
prescribed date and the said seat is added to the State quota.
IV. All such candidates to whom a seat is allotted through PGM CET 2015 in
the previous computerized round(s) and joined the college, but resigned
the seat will be eligible for personal counseling round.
It is made clear that no other candidate shall be held eligible for this round of
admission.
C) Following candidates are Not Eligible for the personal counselling round:I. All PGM-CET-2015 candidates who have not filled the Preference Form.
II. All PGM-CET-2015 candidates to whom a seat has been allotted in 1st
round but have not joined the allotted college.
III. All the candidates to whom a seat has been allotted in the 1st round and
who have joined the college accordingly and have further submitted Status
Retention Forms by the prescribed date will be removed out of
consideration for the remaining admission process.
IV. PGM-CET-2015 candidate who have been allotted a seat thorough All
India Postgraduate quota in Medical Colleges in Maharashtra and joined
the College and have not surrendered the seat to the State quota by
giving an application before the prescribed date.

D) The preferences given by all the candidates who are eligible for being considered
for allotment of seats in this round by way of preference forms submitted in this
admission process will stand cancelled and the allotment shall be made in this
round without reference to such preferences on the basis of choice made on the
spot by the candidate at the time of personal appearance counseling.
E) All the candidates to whom the seats will be allotted in accordance with the choice
and available seats at his/her merit position at the time of personal counseling,
during the course of this round will be required to join the concerned college and
complete all necessary formalities requisite for taking admission accordingly within
the prescribed time.
F) Allotment of seat once made in this personal counseling round, shall not be
changed and/or cancelled at any count whatsoever. Therefore, while giving
the choice on the spot at the time of this personal counseling round, the
candidates must consider the available seats thoroughly and opt for a seat
which they must join once allotted.
It is made hereby clear that in case such a candidate does not join the
concerned College and/or fails to comply with the necessary formalities of the
admission within the prescribed time, such a candidate shall not be eligible
for appearing at immediately next two succeeding PGM-CET conducted for
grant of admissions to post-graduate courses in the State of Maharashtra i.e.
PGM CET 2016 & 2017 and will have to pay Rs.10,00,000/- as penalty for lapse
of post graduation medical seat.
G) Final round by personal appearance will be held only in Mumbai.
29. Penalty & Bond:
29.1a) Candidate who has joined for postgraduate course should complete Junior
residency tenure, failing which he/she will be required to pay Rs.10,00,000/(Rupees Ten Lacs Only) (i.e. for non completion of Junior residency tenure).
However, this is not applicable to the candidates of PGM-CET-2015 resigning
the PG admission before prescribed date. (Please refer rule no 19.1 a of PGM
CET 2015 Information Brochure)
29.1b) Any candidate responsible for lapse of post graduate medical seat will have to
pay Additional penalty of Rs 10,00,000/- (Rupees Ten Lacs Only) as stated in
18.2 and 19.1(b) Any such candidate will not be eligible for appearing at
succeeding two PGM-CET i.e. PGM-CET 2015 & 2016 as per 13.7.
29.2 As per Government Resolution (G.R. No. MED 1010/CR-184/10/Ed-2 dated 28th
May 2010 and any G.R issued in this regard from time to time), candidates joined
against the seats of Government/Municipal Corporation colleges for admission to
Post graduation Courses either through All India Post Graduate quota or through
PGM CET 2014 will be required to sign a bond to serve the Government of
Maharashtra or local self government or Defence services for a period of one
year, failing which he/she will be required to pay Rs.50,00,000/- (Rupees fifty
lacs only) for the default. (Please refer rule no 19.2 of PGM CET 2014

29.3 As per information from MVPM's Dr. Vasantrao Pawar Medical College Hospital
& Research Centre, Nashik & N.K.P Salve Institute of Medical Sciences & Lata
Mangeshkar Hospital, Nagpur private colleges, the students admitted to these
private medical Colleges will have to sign a Bond for one year service with Bank
guarantee of Rs 15,00,000/- (Rs. Fifteen Lacs Only) for PG Degree course & Rs.
7,50,000/- (Rs. Seven Lacs fifty Thousand only) for PG Diploma course. If the
student will not serve for one year after completion of his/her course, Bank
Guarantee will be invoked.
Note : In this process of preference form filling and subsequent round/s (If any),
admissions to those post graduate courses will be done which are
recognized/permitted/Not recognized by Medical Council of India. Hence
the candidates are instructed to fill the preferences for all such courses
accordingly, if they desired so. However in case of not recognized course
the candidate will have to submit an under taking in the prescribed format
at the time of admission to respective college / Institute.

PGM-CET 2015
SELECTION PROCESS
1.
The collected data will be centrally processed for the selection of candidates for
MD/MS/Diploma courses.
2. The selection will be done as per merit (SML no.), category and on the
basis of Preferences given by candidates in the Preference form.
3. The list of candidates selected for MD/MS/Diploma courses shall be displayed
at the website of DMER i.e. www.dmer.org.
4. The selection list will be declared by 30/03/2015. It will be displayed on the
website of DMER i.e. www.dmer.org. List of selected candidates will be sent to
all concerned colleges. Candidate should report and pay the fees and submit
original certificates at respective colleges from 30/03/2015 to 10/04/2015. No
separate selection letter will be issued to candidates.
5. If the candidate does not report by aforesaid specified date, then his / her
selection automatically stands cancelled and he / she will not be eligible for
subsequent process.
6. The academic term of Medical Postgraduate courses shall start from 2nd May,
2015. and residency program will also start from 2nd May 2015.
7. Process for filling vacant seats: After first round, the vacant seats and seats
surrendered from All India Quota, if any will be filled in. For these seats the
selected as well as not selected candidates who have filled the Preference form
are eligible. For this process PGM-CET-2015 merit list of eligible candidates will
be operated from SML number 1 onwards. The candidate getting selected in
round one will be considered for betterment in the subsequent selection
process. The betterment herein means the higher Preference exercised by the
candidate. The shift in such betterment shall be compulsory and mandatory
except for those who have filled 'Status Retention Form.' Such a candidate
who has filled Status Retention form will not be considered for any subsequent
rounds of selection process. The last date for filling of Status Retention Form
will be notified in the notification of the selection round. However those
candidates opting for betterment will have to collect original certificates and
admissible refund of fees as per procedure from previous college and join the
new course and college within stipulated joining period.
8. Candidate who has confirmed his/her admission may cancel it by submitting an
application to the concerned Dean.
9. Candidates may resign before prescribed dates which will be notified in due
course of time to be eligible for PGM-CET-2016. However such a candidate is
eligible for subsequent admission process (PGM-CET-2015) for the final round
by personal appearance.
10. Candidates canceling his/her admission after prescribed date resulting in lapse
of a seat will not be eligible for the PGM-CET-2016 & PGM-CET-2017.
11. The procedure for refund of fees shall be as under.
a) On or before prescribed date Rs. 1500/- to be deducted from the tuition fees
and rest to be refunded.
b) After prescribed date
No refund

Cut-off date of admission process for Medical Postgraduate courses is 31st
May, 2015.
