FAMILY ADVOCACY PROGRAMS
Child abuse is more than bruises and broken bones.
While physical abuse might be the most visible sign, other types of abuse, such as
emotional abuse or child neglect, also leave deep, long lasting scars. Dr. Sharon
Cooper, MD. (COL, USA Ret) will speak to the Fort Jackson Community on this
extremely important topic as part of our observance of National Child Abuse
Prevention Month. Targeted for School Principals and staff Social Workers,
Medical and Legal personnel, Chaplains and Law Enforcement, the training is
also open to the Fort Jackson Community and all are encouraged to attend.

Family Advocacy Skills Training (F.A.S. T.) Support
Child Safety Awareness (Child Abuse) Initial Training: Open to active duty, retired service
personnel, DoD civilians and qualified Family members. This two hour initial training workshop
provides information on how to recognize, identify and report child abuse. It is a requirement for law
enforcement, legal, chaplains, CYSS employees/volunteers, teachers and other installation
personnel whose employment requires contact with children. A certificate of attendance is provided
upon completion. The class is offered the 1st Monday of each month, 1700-1900 hrs at the FAP
Classroom, 5614 Hood Street room 10. Please register at (803) 751-6325.
Healthy Relationships: Open to active duty, retired service personnel, DoD civilians and qualified
Family members. Healthy Relationships is an interactive discussion-based class, designed to
encourage positive, emotionally healthy relationships. Topics discussed will include open
communication, dealing with conflict, self-esteem, roles of independence and respect and how to
recognize, grow and maintain healthy relationships. Your relationship with intimate partners, Family
members, and friends is worth the time to attend the Healthy Relationships class. The class is
offered the 1st Tuesday of each month from 1100-1200 at the FAP Classroom, 5614 Hood Street

Stress Management: Open to active duty, retired service personnel, DoD civilians and qualified
Family members. This workshop is designed to raise awareness to the significance of stress related
problems. It focuses on identifying and managing stressors, and learning to relax. Participants
identify personal stressors and discuss ways to eliminate/reduce the effects. The class is offered on
the 1st Thursday of each month, 1100-1200 hrs, at Family Advocacy’s Classroom 10, Bldg 5614,
Hood Street and a certificate of attendance is awarded upon completion. To register, call 803-7516325.
Baby Basics: This class offers expectant parents training/information in preparation for the routine
care of their newborn baby. Topics include handling, bathing, diapering, feeding and safety
concerns. The class is conducted on the 2nd Thursday of each month, 1000-1200 hrs at FAP
Classroom 10 in bldg 5614 on Hood Street. Open to active duty, retired service personnel, DoD
civilians and qualified Family members expecting or who have a newborn up to six weeks old. Child

Anger Management: Open to active duty, retired service personnel, DoD civilians and Family
members, this workshop is designed to help participants learn to identify anger triggers and how to
control their responses. The class focuses on identifying and managing anger triggers, anger
intensity, and consequences of inappropriate, uncontrolled anger expressions. The class is offered
on the 3rd Thursday of each month, 1100-1200 hrs, at Family Advocacy’s Classroom 10, Bldg 561.

‘Frozen Food Month’ brings commissary savings
Great savings on frozen food items highlighted by specially decorated frozen food departments can
mean only one thing for commissary shoppers. It’s March — frozen food month! “Our customers love
Frozen Food Month,” said Tracie Russ, DeCA’s sales director. “They have good reasons to stock up
on frozen foods and other items because of the great prices and exciting promotions going on
throughout their commissary.” The annual NCAA basketball tournament is also bouncing around
commissaries during March in the form of super savings and giveaways. It’s all made possible by
DeCA’s industry partners – vendors, suppliers and brokers – offering discounts beyond everyday

More items added to Commissary Value Brand
With nearly 100 items recently added to the Commissary Value Brand program, military patrons will
have even more opportunities to save, according to the Defense Commissary Agency’s senior
enlisted advisor to the director. “We recommend that patrons continue to monitor the orange ‘Value’
signs in the stores because they will see a larger offering of products,” said Air Force Command
Chief Master Sgt. Stuart M. Allison. Since the middle of February, new products added to the
program include several cheeses, condiments, canned and powdered milk, canned soup, dry pasta,
honey, rice, laundry bleach and paper towels. With the influx of new items, the Value Brand mix will
boast nearly 400 products such as frozen vegetables, pizza and entrees; pet foods; health and
beauty care; cereals; cleaning supplies; soft drinks; coffee; canned fruit, soup and fish; disposable
lunch and storage bags; condiments and more. The average savings for Value Brand is about 42
percent when compared to national brands and 25 percent against the store brand and private label
items found in commercial retail stores. Patrons looking for these items will see orange “Value” tags.

Please do not miss a scheduled appointment. No-show appointments result in a loss of resources
and prevent other patients from accessing medical care. To cancel your appointment any time log

For Specialty Care appointments patients may also call the clinic to cancel the appointment during
normal duty hours. Cancelling appointments in advance will allow better access to the FHC/IMC and

on the nature of the call, the patient’s provider or one of the provider’s healthcare team members will

Sometimes it’s hard to know when to seek medical help for urgent health problems. Having access
to a trusted medical professional at a moment’s notice is invaluable. The new TRICARE Nurse Advice
Line (NAL) does just that. All TRICARE beneficiaries in the continental United States, Alaska and
Hawaii can get health advice by calling the NAL, toll-free and 24/7. The NAL number is 1-800TRICARE (874-2273).
The NAL is a team of registered nurses who answer urgent healthcare questions. They give
beneficiaries professional medical advice to help decide whether self-care is the best option, or they
should see a healthcare provider. They will recommend if it’s ok to wait for care, or if beneficiaries
should seek urgent or emergency care. There is always a live person on the line to answer health
questions.
The NAL has pediatric nurses to answer children’s health questions. If follow-up to the child’s care is
needed or requested, the NAL will call back to check on them a few hours later. The NAL can also
help beneficiaries find the closest medical care if they need it.
When beneficiaries call the NAL, a representative checks their eligibility in the Defense Enrollment
and Eligibility Reporting System (DEERS). Beneficiaries with an urgent health care concern or
question speak to a registered nurse who asks the beneficiary a series of standard questions to
recommend the next steps and give them best advice possible.
Beneficiaries can still call their PCM or clinic for medical advice and appointments. The NAL is a new
and easy option for beneficiaries to access care quickly at any time. To access the NAL dial 1-800TRICARE (874-2273) and select option 1.

The Army Provider Level Satisfaction Survey, (APLSS) survey mailed to a patient home after an
outpatient visit at any military hospital. This survey serves as a tool for the facility to know how to
better serve our patients. For our beneficiaries convenience, the survey can be answered via e-mail,
telephonically, or simply by mailing the survey in.
Moncrief Army Community Hospital takes the APLSS feedback very seriously and the results are

Q: Are you familiar with what the TRICARE Mail Order Pharmacy (TMOP)?
A: TMOP is a mail order pharmacy where beneficiaries can receive any prescriptions by mail that
they can get by coming to the pharmacy. If you take medications regularly to treat conditions (such
as high blood pressure or asthma), you can benefit from home delivery.

Q: How does one enroll in TMOP?
A: You can log on to the web site http//www.express-scripts.com/TRICARE and use the “Make the
Switch to Home Delivery” feature or call 1-877-363-1433. You can review the maintenance
medications you’re currently filling at network pharmacies, and then ask Express Scripts to switch
them to Home Delivery. It’s that easy.
Q: What is the best time to pick up a prescription at the main Pharmacy so that I don't have to wait
that long?
A: Mondays, Fridays and Saturday mornings are the best times to pick up a prescription quickly.
During the hours of 1000 and 1400 is busiest throughout the week.

Department of Defense Education Activity Attendance Policy
The Department of Defense Education Activity (DoDEA) has implemented a system-wide attendance policy
for students in DoDEA schools throughout the world. The policy has specific guidance on attendance,
absences and identifies support services for students at-risk for not fulfilling the grade or course requirements.
Below are a few of the highlights of the policy:
•All students are required to attend school for 180 instructional days per school year.
•Academic penalties will not be imposed for excused absences.
•Whenever a student needs to be out for more than five days, the teacher will provide a Student Educational
Monitoring Plan to lessen the impact of a student missing instruction in class.
Excused absences can include:
◦Personal illness
◦Medical, dental or mental health appointment
◦Serious illness in the student’s immediate family
◦A death in the student’s immediate family or of a relative
◦Religious holiday
◦Emergency conditions such as fire, flood, or storm
◦Unique family circumstances warranting absence and coordinated with school administration.
◦College visits that cannot be scheduled on non-school days
◦Reasonable amounts of time surrounding deployments and reintegration providing missed
schoolwork is obtained in advance and completed upon return.
The policy establishes a balance between the need for military families to spend
following deployment, while emphasizing the importance of education.

Changes in 11th Grade State Testing
This year marks the beginning of important changes in state testing for all juniors in South Carolina. These
students will take a college and career readiness assessment and WorkKeys, which measures essential
workforce skills. There are three parts of the assessment: Applied Mathematics, Reading for Information and
Locating Information. Depending upon the minimum score received on all three assessments, a student may
earn one of four National Career Readiness Certificates: Platinum, Gold, Silver or Bronze. These certificates
can help students find summer and part-time jobs, as well as immediately open doors for careers after high
school.

High School Exit Exam (HSAP) Elimination
Act 155 (H. 3919) passed by the General Assembly and signed into law by Governor Nikki R. Haley on April
14, 2014, eliminates the requirement for students to take the High School Assessment Program (HSAP).
Beginning with the graduating class of 2015, students are no longer required to meet the exit examination
requirement to earn a South Carolina high school diploma. In addition, a person who is no longer enrolled in a
public school and who previously failed to receive a high school diploma or was denied graduation solely for
failing to meet the exit exam requirements may petition the local school board to determine the student’s
eligibility to receive a high school diploma.

SOUTH CAROLINA MEDICATION POLICY CHANGE
New South Carolina Vaccination Regulation
A new South Carolina immunization regulation requires all seventh-graders in South Carolina to have booster
shots for tetanus, diphtheria, and whooping cough. DHEC is putting on free vaccine clinics in the coming
weeks to make it easier for parents to get the Tdap booster. All seventh-graders need proof of the Tdap booster
before beginning school this August. For more information, please call DHEC at 803.785.2698.
Over-the-Counter Medications
Over-the-counter medications will no longer be administered at school without a written medical order
(prescription). South Carolina laws require school nurses to have a medical order from a health care provider
for all medications administered to students. For more information, please call the school nurse.
Military Interstate Children’s Compact Commission
The Military Interstate Children’s Compact Commission (MIC3) oversees the implementation of the Interstate
Compact on Educational Opportunities for Military Children. All fifty (50) States are now members of the
compact. The purpose of the compact is to ease some of the transition issues faced by military students as they
move from state to state and district to district. For more information on the interstate compact and the Military

THE FEDERAL IMPACT AID PROGRAM
Many local school districts across the United States include within their boundaries parcels of land owned by
the Federal Government or land which has been removed from the local tax rolls by the Federal Government.
Since Federal property is exempt from local property taxes, sometimes these school districts are operating with
less local revenue than is available to other school districts.
Since 1950, Congress has provided financial assistance to these local school districts through the Impact Aid
Program. Impact Aid was designed to assist local school districts that have lost property tax revenue due to the
presence of tax-exempt Federal property, or that have experienced increased expenditures due to the
enrollment of federally connected children, including children living on Indian lands. The Impact Aid law
(now Title VIII of the Elementary and Secondary Education Act of 1965 (ESEA)) provides assistance to local
school districts with concentrations of children residing on Indian lands, military bases, low-rent housing
properties, or other Federal properties and, to a lesser extent, concentrations of children who have parents in
the uniformed services or employed on eligible Federal properties who do not live on Federal property.
How do school districts use Impact Aid?
Most Impact Aid funds, except for the additional payments for children with disabilities and construction
payments, are considered general aid to the recipient school districts; these districts may use the funds in
whatever manner they choose in accordance with their local and State requirements. Most recipients use these
funds for current expenditures, but recipients may use the funds for other purposes such as capital
expenditures. Some Impact Aid funds must be used for specific purposes. All payments are distributed by wire
transfer directly to the bank accounts of school districts.
School districts use Impact Aid for a wide variety of expenses, including the salaries of teachers and teacher
aides; purchasing textbooks, computers, and other equipment; after-school programs and remedial tutoring;
advanced placement classes; and special enrichment programs. Payments for Children with Disabilities must
be used for the extra costs of educating these children.

CHOOSING A SCHOOL….WHAT SHOULD I LOOK FOR?
Choosing a school is a very important decision that parents must make for their children. In our local area,
your child’s school placement is determined by zoning. If there is a school that you are considering, your
residence must be in an area zoned for that particular school. For example, if you are living on post, your
child(ren) will attend on post schools. If living on the installation, children in grades 7 and 8th are zoned for
Dent Middle School and students in grades 9th through 12 are zoned for Richland Northeast High. If you are

Introduction to Computer Class: This course is for the complete beginner and is the perfect starting point to
help you with a personal computer. You will learn basic skills such as how to use a mouse and navigate
around the desktop. From the first class, you will have your hands on the keyboard and have plenty of time to
practice and build your confidence. Class limited to 10 persons.
Introduction to Computers II: This class is for persons who have completed the Introduction to Computer
Class and would like to further their training. This class addresses your special concerns and builds your
confidence and skills.

Annual Proof of Residency: Richland Two verifies the addresses of all K-12 students annually. All
kindergartners and students new to the district must provide three (3) verifying documents of residency.
Students currently enrolled must provide one (1) verifying document. Acceptable proof includes: a current
electric bill, land line phone bill, water bill, cable/satellite bill, completely executed rental lease or real estate

Richland Two Charter High School: Richland Two Charter High School has opened its doors to rising juniors
and seniors. Their aim is to provide these students with 21st century skills while earning their high school
diploma in a flexible learning environment. Students will take classes via the Richland Two Virtual School to
earn credits toward their diploma and will also be provided with internship opportunities. The nature of the
virtual school will allow students to take their classes at any time of the day or night, wherever they have
access to an internet connection. The facility is located at 750 Old Clemson Road and will be open between
the hours of 8 A.M. to 8 P.M. It will be staffed at all times with certified teachers, a guidance counselor, and
other qualified staff to assist students with their school work and their internship opportunities. Free tutoring
in reading and math is available.

SOAR is a free website providing students and parents with resources to:
1) Identify academic strengths and weaknesses in math and reading.

There is a program for all military connected students. This is the site for students at which they can register
for free tutoring service provided by the Army FREE!!! The cost occurs to the Army when the tutoring service
is provided.

For students to get their own password, they need to go to http://myarmonesource/cyss_tutor and follow the
directions. They will be asked for garrison name, email address, and gender. They then will be given a specific
password, sent to their e-mail address, only for him or herself. The garrison will be credited with a census
count for each student who logs on and then the count will continue throughout the year.
