Family Advocacy Skills Training (F.A.S. T.) Support
Stress Management: Offered on the 2nd Thursday of each month, 1100-1200, at Family Advocacy’s
Classroom 10, Bldg 5614, this class focuses on identifying and managing stressors, and learning to
relax. A certificate of attendance is awarded upon completion. To register, call 803-751-6325.
Anger Management: This class addresses identifying and managing anger triggers, anger intensity,
and consequences of inappropriate, uncontrolled anger expressions. The class is offered on the 3rd
Thursday of each month, 1100-1200, at Family Advocacy’s Classroom 10, Bldg 5614, and a class
certificate is provided. Register at 803-751-6325.
Majestic Connections: Based on the principals of ScreamFree marriage, Majestic Connections
addresses the concepts of looking inward and at one's own issues in an effort to reestablish harmony
and balance in marital relationships while at the same time maintaining a calm, peaceful and loving
environment. Offered twice annually, in the first and second quarters, the training consists of four two
hour sessions conducted on the first through the fourth Tuesdays of the designated month form 17001900 hours. Please contact the Family Advocacy Program at 751-6325 for specific dates, location
and registration. Seating will be limited.

Becoming the "Cool" Parent Your Kids Need: Offered twice annually in the third and fourth
quarters, this training uses the ScreamFree parenting principals to help parents focus on themselves
and learn to control their own emotional responses in order to relate with others (their children in
particular) in a calm, cool and connected way. A total of four consecutive two hour sessions will be
conducted beginning on the first Tuesday of the designated month. Please contact the Family
Advocacy Program at 751-6325 for specific dates, location and registration. Seating will be limited.

Budgeting, Banking & Checkbook Maintenance: Thursday, 23 October (1130 – 1245 hours) at
the Education Center, room B206. Are you interested in organizing and improving your personal
finances, but not certain where to start? If so, this class is for you. Take the first steps to financial
stability and join ACS Financial Readiness for a class on successful budgeting, understanding
banks/credit union systems and how to better manage your accounts with them. RSVP with ACS at

Personal Financial Readiness for First Term Soldiers: Wednesday, 19 November (0830 – 1630
hours) at the Education Center, room B206. This is a mandatory class for all first term junior
enlisted Soldiers (E1-E4) where Fort Jackson is their first permanent duty station. The class covers
areas such as Payroll Systems & Military Pay Issues; Understanding the Leave and Earnings
Statement (LES); Principles of Personal Finance, Planning and Budgeting, Banking and Checking
Accounts, using Credit Wisely, Getting Insurance, Making Large Purchases (such as car buying),
Consumer Scams and Getting Help, and the Thrift Savings Plan (TSP).
Financial Planning for Initial Permanent Change of Station (PCS) Move: Thursday, 20
November (0900-1030 hours) at the Education Center, room B206. A mandatory class for all
junior enlisted soldiers (E1-E4) preparing to PCS for the first time. This class covers costs,
allowances, and entitlements associated with a PCS move. First termers must take this class no
later than 90 days before out-processing Fort Jackson. Spouses are encouraged to attend.

The Financial Readiness Program (FRP) at Army Community Services (ACS) combines services
offered by the Consumer Affairs and Financial Assistance Program (CAFAP) and Army Emergency
Relief (AER). We offer a wide range of services to assist active duty and retired military, their ID card
Family members and Department of the Army civilian employees with their financial affairs. Our goal
is to help you save money, live within your means, and invest for the future. We want to help Soldiers
and Families prevent financial difficulties before they arise. Financial readiness is an integral part of
mission readiness.

RELOCATION
The Post Newcomer Orientation is being held on the 1st Thursdays at the NCO Club, 5700 Lee Road
and will include attendance at BCT Graduation. Starting time is 0745. A representative of the
Command Group will open the orientation with a personal welcome. Spouses are strongly
encouraged to attend. Childcare should be coordinated ahead of time by contacting CYSS at
751-4875 for registration/child orientation information. Children must be registered and a reservation
must be made with CYSS prior to childcare services being provided. Parents are required to inform
the ACS staff upon sign-in at the newcomer orientation if childcare is utilized. A 50% off meal coupon

For millions of people each year, the flu can bring a fever, cough, sore throat, runny nose, muscle
aches, chills, and miserable days spent in bed instead of work or at school. CDC recommends that
everyone 6 months and older get a yearly flu vaccine from your doctor, local health clinic and flu
clinics in your community.
The best way to prevent the flu is to get a flu vaccine. The vaccine is a safe way to protect yourself
from the flu and its potentially serious complications.
Tricare retail network pharmacies to administer seasonal influenza at no cost to the beneficiary will
remain in effect for the 2014-2015 influenza season. Beneficiaries who receive the influenza
vaccination from non-military facilities provide immunization data to MACH shot immunization team
on the 6th floor, POC SSG Harmon @803-751-4669 on the next duty following vaccination.

How to Access TBAM? Beneficiary users must log into www.tricareonline.com using either their

No-Shows/Cancellations
Please do not miss a scheduled appointment. No-show appointments result in a loss of resources
and prevent other patients from accessing medical care. To cancel your appointment any time log
onto www.tricareonline.com or alternatively call 751-CARE (2273) during regular business hours. For
Specialty Care appointments patients may also call the clinic to cancel the appointment during normal
duty hours. Cancelling appointments in advance will allow better access to the FHC/IMC and reduce
the utilization of the Urgent Care Clinic for non-urgent visits.
Telephone Consultations (TCONs)
Patients may leave a TCON for their primary care provider by calling 751-2273 (CARE). Depending
on the nature of the call, the patient’s provider or one of the provider’s healthcare team members will
contact the patient within three business days. Patients are asked to provide an accurate phone
number when they call.

Sometimes it’s hard to know when to seek medical help for urgent health problems. Having access to
a trusted medical professional at a moment’s notice is invaluable. The new TRICARE Nurse Advice
Line (NAL) does just that. All TRICARE beneficiaries in the continental United States, Alaska and
Hawaii can get health advice by calling the NAL, toll-free and 24/7. The NAL number is 1-800TRICARE (874-2273).
The NAL is a team of registered nurses who answer urgent healthcare questions. They give
beneficiaries professional medical advice to help decide whether self-care is the best option, or they
should see a healthcare provider. They will recommend if it’s ok to wait for care, or if beneficiaries
should seek urgent or emergency care. There is always a live person on the line to answer health
questions.
The NAL has pediatric nurses to answer children’s health questions. If follow-up to the child’s care is
needed or requested, the NAL will call back to check on them a few hours later. The NAL can also
help beneficiaries find the closest medical care if they need it.

When beneficiaries call the NAL, a representative checks their eligibility in the Defense Enrollment
and Eligibility Reporting System (DEERS). Beneficiaries with an urgent health care concern or
question speak to a registered nurse who asks the beneficiary a series of standard questions to
recommend the next steps and give them best advice possible.
Beneficiaries can still call their PCM or clinic for medical advice and appointments. The NAL is a new
and easy option for beneficiaries to access care quickly at any time. To access the NAL dial 1-800TRICARE (874-2273) and select option 1.

The Army Provider Level Satisfaction Survey, (APLSS) survey mailed to a patient home after an
outpatient visit at any military hospital. This survey serves as a tool for the facility to know how to
better serve our patients. For our beneficiaries convenience, the survey can be answered via e-mail,
telephonically, or simply by mailing the survey in.
Moncrief Army Community Hospital takes the APLSS feedback very seriously and the results are
viewed at all command levels. It is important that our patients fill out the surveys. Our facility can

TMOP – TRICARE MAIL ORDER PHARMACY and Moncrief Pharmacy News
Q: Are you familiar with what the TRICARE Mail Order Pharmacy (TMOP)?
A: TMOP is a mail order pharmacy where beneficiaries can receive any prescriptions by mail that
they can get by coming to the pharmacy. If you take medications regularly to treat conditions (such
as high blood pressure or asthma), you can benefit from home delivery.

A: All eligible uniformed services health system beneficiaries.
Q: What are the benefits of using home delivery?
A: Save money and time by ordering up to a 90-day supply of your medication. Register for it online,
by phone or mail and your prescriptions are delivered directly to you with free standard shipping.
Q: How does one enroll in TMOP?
A: You can log on to the web site http//www.express-scripts.com/TRICARE and use the “Make the
Switch to Home Delivery” feature or call 1-877-363-1433. You can review the maintenance
medications you’re currently filling at network pharmacies, and then ask Express Scripts to switch
them to Home Delivery. It’s that easy.
Q: What is the best time to pick up a prescription at the main Pharmacy so that I don't have to wait
that long?
A: Mondays, Fridays and Saturday mornings are the best times to pick up a prescription quickly.
During the hours of 1000 and 1400 is busiest throughout the week.

Department of Defense Education Activity Attendance Policy
The Department of Defense Education Activity (DoDEA) has implemented a system-wide attendance policy for
students in DoDEA schools throughout the world. The policy has specific guidance on attendance, absences and
identifies support services for students at-risk for not fulfilling the grade or course requirements.
Below are a few of the highlights of the policy:
•All students are required to attend school for 180 instructional days per school year.
•Academic penalties will not be imposed for excused absences.
•Whenever a student needs to be out for more than five days, the teacher will provide a Student Educational
Monitoring Plan to lessen the impact of a student missing instruction in class.
Excused absences can include:
◦Personal illness
◦Medical, dental or mental health appointment
◦Serious illness in the student’s immediate family
◦A death in the student’s immediate family or of a relative
◦Religious holiday
◦Emergency conditions such as fire, flood, or storm
◦Unique family circumstances warranting absence and coordinated with school administration.
◦College visits that cannot be scheduled on non-school days
◦Reasonable amounts of time surrounding deployments and reintegration providing missed schoolwork is
obtained in advance and completed upon return.
The policy establishes a balance between the need for military families to spend time together following
deployment, while emphasizing the importance of education.
SOUTH CAROLINA MEDICATION POLICY CHANGE
New South Carolina Vaccination Regulation
A new South Carolina immunization regulation requires all seventh-graders in South Carolina to have booster
shots for tetanus, diphtheria, and whooping cough. DHEC is putting on free vaccine clinics in the coming weeks
to make it easier for parents to get the Tdap booster. All seventh-graders need proof of the Tdap booster before
beginning school this August. For more information, please call DHEC at 803.785.2698.
Over-the-Counter Medications
Over-the-counter medications will no longer be administered at school without a written medical order
(prescription). South Carolina laws require school nurses to have a medical order from a health care provider for
all medications administered to students. For more information, please call the school nurse.
Military Interstate Children’s Compact Commission

The Military Interstate Children’s Compact Commission (MIC3) oversees the implementation of the Interstate
Compact on Educational Opportunities for Military Children. All fifty (50) States are now members of the
compact. The purpose of the compact is to ease some of the transition issues faced by military students as they
move from state to state and district to district. For more information on the interstate compact and the Military

THE FEDERAL IMPACT AID PROGRAM
Many local school districts across the United States include within their boundaries parcels of land owned by
the Federal Government or land which has been removed from the local tax rolls by the Federal Government.
Since Federal property is exempt from local property taxes, sometimes these school districts are operating with
less local revenue than is available to other school districts.
Since 1950, Congress has provided financial assistance to these local school districts through the Impact Aid
Program. Impact Aid was designed to assist local school districts that have lost property tax revenue due to the
presence of tax-exempt Federal property, or that have experienced increased expenditures due to the enrollment
of federally connected children, including children living on Indian lands. The Impact Aid law (now Title VIII
of the Elementary and Secondary Education Act of 1965 (ESEA)) provides assistance to local school districts
with concentrations of children residing on Indian lands, military bases, low-rent housing properties, or other
Federal properties and, to a lesser extent, concentrations of children who have parents in the uniformed services
or employed on eligible Federal properties who do not live on Federal property.
How do school districts use Impact Aid?
Most Impact Aid funds, except for the additional payments for children with disabilities and construction
payments, are considered general aid to the recipient school districts; these districts may use the funds in
whatever manner they choose in accordance with their local and State requirements. Most recipients use these
funds for current expenditures, but recipients may use the funds for other purposes such as capital expenditures.
Some Impact Aid funds must be used for specific purposes. All payments are distributed by wire transfer
directly to the bank accounts of school districts.
School districts use Impact Aid for a wide variety of expenses, including the salaries of teachers and teacher
aides; purchasing textbooks, computers, and other equipment; after-school programs and remedial tutoring;
advanced placement classes; and special enrichment programs. Payments for Children with Disabilities must be
used for the extra costs of educating these children.

CHOOSING A SCHOOL….WHAT SHOULD I LOOK FOR?
Choosing a school is a very important decision that parents must make for their children. In our local area, your
child’s school placement is determined by zoning. If there is a school that you are considering, your residence
must be in an area zoned for that particular school. For example, if you are living on post, your child(ren) will
attend on post schools. If living on the installation, children in grades 7 and 8th are zoned for Dent Middle

HSAP remediation, WorkKeys, English as a Second Language and Adult Basic Education. Applicants enroll at

Introduction to Computer Class: This course is for the complete beginner and is the perfect starting point to
help you with a personal computer. You will learn basic skills such as how to use a mouse and navigate around
the desktop. From the first class, you will have your hands on the keyboard and have plenty of time to practice
and build your confidence. Class limited to 10 persons.
Introduction to Computers II: This class is for persons who have completed the Introduction to Computer
Class and would like to further their training. This class addresses your special concerns and builds your
confidence and skills.

Annual Proof of Residency: Richland Two is verifying the addresses of all K-12 students annually. Addresses
must be verified now. All kindergartners and students new to the district must provide three (3) verifying
documents of residency. Students currently enrolled must provide one (1) verifying document. Acceptable proof
includes: a current electric bill, land line phone bill, water bill, cable/satellite bill, completely executed rental
lease or real estate purchase contract. Specific details can be found on the district’s Web site,
www.richland2.org. Waiting to verify a student’s address, could delay the date the child starts school next year.

Richland Two Charter High School: Richland Two Charter High School has opened its doors to rising juniors
and seniors. Their aim is to provide these students with 21st century skills while earning their high school
diploma in a flexible learning environment. Students will take classes via the Richland Two Virtual School to
earn credits toward their diploma and will also be provided with internship opportunities. The nature of the
virtual school will allow students to take their classes at any time of the day or night, wherever they have access
to an internet connection. The facility is located at 750 Old Clemson Road and will be open between the hours
of 8 A.M. to 8 P.M. It will be staffed at all times with certified teachers, a guidance counselor, and other
qualified staff to assist students with their school work and their internship opportunities. Free tutoring in
reading and math is available.

SOAR is a free website providing students and parents with resources to:
1) Identify academic strengths and weaknesses in math and reading.
• Students in grades 3 through high school have access to comprehensive and skill specific tests to help identify
skills that students have mastered and skills where additional instruction might be needed.
• Assessments are aligned to state learning standards and immediate feedback is provided to students and
parents.
2) Instruct the student in math, reading and language arts through interactive tutorials.
• Skill specific tutorials provide additional instruction and review to students.
• Lessons are self-guided and have audio components so students can work independently or with parents.
3) Involve parents by providing educational resources written specifically for parents.
• Parents can access their child’s account to see how they have done on tests and the tutorial activities any time.
• Hundreds of activities are provided that parents can work on with their child.

The Military Impacted Schools Association (MISA) sponsors SOAR in partnership with the University of
Northern Iowa, The Princeton Review, and Houghton Mifflin.

There is a program for all military connected students. This is the site for students at which they can register for
free tutoring service provided by the Army FREE!!! The cost occurs to the Army when the tutoring service is
provided.

For students to get their own password, they need to go to http://myarmonesource/cyss_tutor and follow the
directions. They will be asked for garrison name, email address, and gender. They then will be given a specific
password, sent to their e-mail address, only for him or herself. The garrison will be credited with a census count
for each student who logs on and then the count will continue throughout the year.
