Uera of this town was removed from office by the

over an alleged grave misconduct and grave abuse
of authority in suspending

nine years ago.

high school students in
Bataan passed in the
highly coveted college
scholarship program
of the Department of
Science and Technology (DoST).
In the recently released results of the
DOST
scholarship
examinations, 55 students qualified under
RA 7687 which is for
gifted students who
belong to economically
disadvantaged
families, and nine suc-
ceeded under the Merit Program.
These 64 made it
among the 413 4th year
high school examinees
in Bataan who took the
DoST-Science Education Institute (SEI)
Undergraduate Scholarship
Competitive
Examinations

Campus Ministry, Community Extension Services Office
and Christian Living Department. It is located at the back
of the HAU Chapel of the Holy
Guardian Angel. During the

Angelite Prayer which contains the charisms of the Seven Archangels that are also
aligned to the core values of

Power failures continue
to haunt Bataan towns

ABUCAY, Bataan – “There is no
problem with the supply.”
This is the statement of Peninsula
Electric Cooperative (PENELCO) General Manager Engr. Loreto Marcelino
in light of successive blackouts that
have been dimming all towns and city
of Bataan since the start of the year.
For the ninth consecutive power
outage in Bataan this month alone,
the municipality of Abucay will face a
day without electricity on March 28,
following blackouts in Morong and
Dinalupihan.
The agricultural town will be affected from 9:00 am to 4:00 pm due to
the annual preventive maintenance of
the Abucay Substation, said PENELCO in a statement.
Dinalupihan will get its share of
blackout on March 25 from 8:00 am to
5:00 pm due to the annual preventive
maintenance of the Dinalupihan Substation and replacement of rotten poles.
Marcelino said there is no problem with the supply of electricity and
the frequent power interruptions are
caused by maintenance operations.
He also disclosed that PENELCO
is rehabilitating 80 kilometers of old
transmission lines which it bought
from the National Transmission Corporation.
“[The outages are caused by] maintenance of lines, replacement of rotten
poles and annual preventive maintenance of substations,” said Marcelino.
This developed as several power interruptions were recorded in all parts
of Bataan starting this year, the most
notable observed this month when
outages affect hospitals, government
offices and commercial establishments. These include blackouts on
March 7, 10, 14, 18, 19, 20, 21, 25 and
28. •

gender sensitivity workshop

Central Luzon (DoLE 3) recently participated in a gender and sensitivity road-trip
workshop.
The two-day road-trip
workshop from March
12 to 13 was held in commemoration of this year’s
National Women’s Month
Celebration anchoring on
the theme, “Juana, Desisyon
Mo ay Mahalaga, sa Kinabukasan ng Bawat Isa, Ikaw
na!”
Through the Bataan
Tourism Office, the group
visited the historic Dambana ng Kagitingan and Dunsulan Falls of Mt. Samat
and the Bataan Technology
Park, Inc., respectively located in Pilar and Morong
towns in Bataan.
At the Bataan TechnoPark, the DOLE-personnel
actively participated in the
workshop proper in identifying opportunities in improving gender sensitivity
and equality at the workplace.
DoLE regional human
resource officer Josephine
Castro said that workshop
aims to promote the culture of gender equality at all
times at the DoLE regional
and field offices.
“The way we think, feel,
and behave is in accordance
to our gender role. We conducted this workshop to
get insights from our fellow DoLE employees and
identify factors and structures that define and maintain their roles and relations which could improve
their gender sensitivity and
awareness in our place of
work,” Castro said.
The group also actively
participated in a history
learning and appreciation
session when they visited
the Olongapo Museum in
Olongapo City, Zambales
province.
In her keynote message,
DoLE regional director Ana
Dione emphasized the importance of fostering gender sensitivity and equality
among civil servants.
“Being
gender-sensitive does not imply pitting
women against men, it only
means that both men and
women have valuable roles
in serving the public in consonance with nation-building,” Dione said.
She added: “Gender sensitivity helps generate respect for individuals regardless of sex. It is in this context
that there is a need for us to
renew our effort in vision-
ing, commitment and action
towards the road to gender
sensitivity. It is not an academic discussion of women’s
issues and concerns but a
deeper and personal involvement of empowerment and
open-mindedness.”
The DoLE, as an ISOcertified regional office, remains firm in the need to
continuously provide necessary updates and information on the implementation
of Gender and Development
(GAD) to effectively and efficiently serve its clients.•

TB Awareness Day,
focuses on kids
CITY OF MALOLOS - In one with the world in the
observance of World TB Day, the Provincial Government of Bulacan through the Provincial Public Health
Office (PPHO) will hold a TB Awareness Day that focuses on children tomorrow, March 24, 2015 at 8:00 in
the morning in San Miguel, Bulacan.
With the theme “Hanapin, Gamutin, Pagalingin”,
the observation aims to create public awareness on
Tuberculosis and stresses that children are also susceptible to the disease. It also aims to strengthen partnerships among the different sectors towards a sustainable TB health program for children.
The PPHO in cooperation with the Bulacan MultiSectoral Alliance to control TB and USAID-IMPACT
will fill the day with talks about TB in children at the
same time have fun games and booths to make it more
appealing to kids.
“Never under estimate a disease that kills. We
should never stop the battle especially with life threatening diseases. TB is one of them and what can we do?

Development of motivation among young children

should appropriately support the development of
motivation.
They should be cautious
on the use of many extrinsic rewards, as this may
severely interfere with the
motivational development
of the child.
It’s good and appropriate to praise the child for an
accomplishment; however,
parents should ensure that
the child is doing a task because he is interested, not
because he is just expecting
praise from parents.
Difficulties arise when
adults or others are enforcing external standards
within the child’s environment. They sometimes replace the internal reward
system with one that depends upon outside forces
to supply all of the rewards.
Then, children begin to
think and feel that the parameter of success is that
if someone else rewards
them for accomplishments.
The children may only feel
success when someone else
judges them as successful.
With this, they lose their
intrinsic motivation.
In situations like this,
children will judge their
own value by someone
else’s standards and they
may not develop feelings of
self-worth.
The children need not
ask themselves, did we do
well or did I do well? They
should know and be confident in their own successes.
To help children remain
more fully intrinsically motivated, parents must be
guided with several strategies that they can use.
One of these is the pro-
vision of an environment
that allows children to freely explore and to see the effect of their actions.
Parents must respond to
children’s needs in a consistent, predictable manner, but allow them to be as
independent as possible.
But parents should not
yield all control to the children. They must clearly
define the limits of the children. Playtime need not be
structured and organized.
Let the kids be kids.

FORMAL education program in Pampanga may
have not been introduced that early. But considering
the observations of early Spanish chroniclers, hardly
there are no natives of Luzon living around the northern rim of Manila Bay (now part of Pampanga, Bulacan and Manila) that are illiterate. As reported by
early chroniclers, most of the
natives young and old know
how to read and write, having
a prosperous economy, high
culture and certain forms of
writing and literature that
time.
During the period of Spanish colonization, it was the
Kapampangans who were favored more by the Spaniards.
They were considered as the
“Castillans of these islands” a
distinction of pride for the Ka- Aleesus Manarang
pampangans that time. Thus
it was the early Kapampangan
indios who were able to attend first among exclusive
Spanish schools in Manila, and the people who produced the first native priests, nuns doctors and so
forth.
Early Escuela and Pipagaralan
In Pampanga, it was in 1867 when the Escuela Publica is constructed during the administration of Don
Julian Buyson, on the site where the central school
(presently the San Fernando Elementary School) now
stands. But it was Don Angel de Pantaleon, the founder of Culiat (now Angeles City) who built the first primary school, first muscovado sugar mill (located in
Cutcut) and an alacan or alambique (alcohol distillery) in an earlier date of 1822. The primary school he
built was the oldest in the town of Culiat.
To help win over the Filipinos to the new American
colonial government, General MacArthur provided
$100,000 for Philippine education. New schools were
established with English as the medium of instruction, with chaplains and non-commissioned officers
serving as teachers. Immediately after the surrender
of Aguinaldo, President McKinley directed the Second Philippine Commission to establish a free secular
public school system that would prepare the Filipinos
for citizenship.
The Department of Public Instruction initiated
the Bureau of Education under Act 477. In 1901, the
Americans establish a civil government; the outgoing alcalde under the military government, Francisco Hizon, is appointed municipal president. On that
same year of December, the construction of the public
schools such as the Lara Primary School is completed. It is made of stones and other durable materials
with a galvanized iron roof. It is the first building to
be built by the American government and was followed by more schools in the barrios.

for children and adults to explore together and interact
directly. It is important for both children and adults to
be working together on an activity.
They should also provide situations that give children an acceptable challenge. Activities thatare slightly difficult for the children will be more motivating
and provide for stronger feelings of success when accomplished. This may take some trial and error at first.
Let the children evaluate their own accomplishments, rather than Parents are saying that they have
done a good job, ask them what they think of their
work.
No parent will go wrong by asking the question,
“What can you say about your accomplishment?”
Parents should not use excessive provision of rewards. Praise and rewards should be based upon children’s efforts and persistence, rather than on the actual accomplishment.
Parents must allow children to explore and discover their world. Children need is just a small amount of
direction and a large amount of freedom.
It is not necessary to praise and reward children
for their own actions as they attempt to control their
environment.
Parents should be reminded that habits and attitudes toward learning that are formed in the early
years of children set the mood for all future learning.

‘Fire Olympics’ highlights Fire Prevention Month in Subic
SUBIC BAY FREEPORT Employees of 15 locator companies in this Freeport tried their
hands in connecting fire hoses,
climbing ladders, and directing
high-pressure water to put out a
fire as the Subic Bay Metropolitan Authority (SBMA) fired off
the Subic Bay “Fire Olympics”
to promote safety awareness
and preparedness among companies and their workers here.
The SBMA Fire Department,
in cooperation with locators
and investors, has launched
the Olympics at the Subic Bay
Gateway Park here in line with
the observance of Fire Prevention Month.
The 15 participating companies joined the “games” prepared by SBMA firefighters as
training modules, each sending five-man teams and technical crews to tackle the various
challenges.
SBMA deputy fire chief Raul
Zapanta said that companies
join this annual activity “because it is not only fun to the
participants, but also hones
their skills in firefighting and
enhances rapport among the
designated fire marshals from
different companies.”
“It helps the volunteers build
teamwork and cooperation with
other fire volunteers, and also
provides and an opportunity to
put their skills to test,” he said.
Zapanta and fellow deputy
fire chief Gerard Johnson,
along with 20 crew members
from the SBMA Fire Department, coordinated the event
that included lectures on safety
in the work place.
The one-day activity closed
with a simple program where
winners in the “fire games” received certificates of recognition and tokens of merit.
Aside from the Fire Olympics, the SBMA Fire Department is also conducting lectures in communities adjacent
to the Freeport, teaching residents how to prevent grass and
forest fires, and what to do in
case fires break out.

image in Bataan
attracts pilgrims
SAMAL, BATAAN - The
Church of Samal, the second
oldest church in Bataan which
houses the more than 400-year
old Image of Saint Catherine of
Siena, images of Jesus and other
saints, has attracted pilgrims
coming from various provinces
and cities during the Holy Week.
The original Images of Saint
Catherine of Siena and the Virgen Milagrosa del Rosario were
believed brought by the Dominicans to this town in 1596.
However, the Virgen Milagrosa was later transferred to the
Church of Orani.
Saint Catherine of Siena is the
patron saint of the Samal parish.
The hands and face of the image are still intact and unscathed
but its body is deteriorating and
to protect it, it was brought to the
second floor of the church separate from Images of Jesus Christ
and other saints at the ground
floor.

PSA Bataan plants
mangroves in Balanga
BALANGA CITY, BATAAN - The Philippine Statistics Authority (PSA) Bataan over the week conducted its 2nd visit and mangrove planting activity at the
Balanga City Nature and Wetland Park (BCNWP) in
Barangay Tortugas, as part of its corporate social responsibility program for the year 2014-2015.
Led by Provincial Statistics Officer Ledesma L. Morante, PSA employees eagerly planted more than 50
mangroves to help protect the environment from the
adverse effect of global warming.
“Brgy. Tortugas is our adopted barangay for the
whole year. We’re here to support the initiative of the
City Government of Balanga in caring for Mother
Nature. We want to be a partner agency in an existing program that will create a bigger impact, instead
of starting a different project on our own” said SCO
Richard T. Guevara when asked by a park guest on
why the agency chose to conduct the tree planting activity in the area.
Punong Barangay Victor A. Baluyot Jr. was very
welcoming in all activities of PSA in the barangay. PSA
first had its mangrove planting activity in August 2013
as part of NSO Anniversary Celebration. The official
partnership happened in December 2014, when PSA
entered into an agreement to make Tortugas as its adopted barangay where clean and green activities shall
be undertaken in December 2014 and March, May
and September 2015.
The activity likewise coincides with the celebration of the 2015 National Women’s Month. Tortugas is
one of the coastal villages in the City where BCNW is
situated. The development of the park started in 2010
with the emergence of migratory birds during October
to December of the year.
PSA, formerly known as the National Statistics Office (NSO) is the major statistical agency responsible
in collecting, compiling, classifying, producing, publishing, and disseminating general-purpose statistics
as provided for in Republic Act 10625. Beyond that,
PSA extends the commitment in undertaking activities that foster social responsibility and promote development and good governance of the employees.•

livelihood aid from OWWA

Overseas Filipino Workers
(OFWs) recently benefitted
from the P580,000 worth
of livelihood assistance given by the Overseas Workers Welfare Administration
(OWWA) under its “Balik
Pinas! Balik Hanapbuhay!”
program.
“This primarily aims to
empower distressed migrant workers who decided
to return to the country and
be reintegrated by enabling
them to plan, set-up, and
operate their own busi-
nesses,” OWWA Regional
Director Maria Lourdes
Reyes said.
Each beneficiary was
given P10,000 aid in the
form of a start-up kit, complete with techno-skills and
entrepreneurship trainings
in order to engage them in
sustainable self-employment.
Grantees were from the
provinces of Bataan, Bulacan, Nueva Ecija, Tarlac,
and Zambales.
Since the start of the
year, a total of 196 displaced
and qualified OFWs from
Central Luzon have benefitted from the program.
“OWWA, through its
various programs and services, will continuously
look after the welfare of
our OFWS and provide
them with the necessary
interventions
especially
those who were either displaced from their jobs due
to political conflicts in host
countries, victims of illegal
recruitment and human
trafficking, and repatriated
due to medical conditions
or distressful situations,”
