They staged a walkout from the State Assembly proceeding protesting that the government did not announce a probe. Congress MLAs after the Question Hour demanded immediate discussion on the issue through an adjournment motion. The Speaker who had received notice from 32 Congress members including the Leader of Opposition TS Singhdeo, Bhupesh Baghel and others allowed discussion on the admissibility of the motion. Starting the discussion Baghel alleged that the police resort- ed to brute force to stop the Congress workers, farmer and labourers from marching towards the State Assembly. He said police had deployed a posse of 1000 troops. Despite such massive police deployment the Congress workers reached up to the gate number 3. Police resorted to lathi charge without even permission from magistrate and even pelted stones at the agitators. He alleged that police thrashed women Congress workers who had reached up to the gate of the State Assembly. Baghel went on to allege that police were looking especially for him and TS Singhdeo. Alleging conspiracy on part of police he demanded a high level probe into it. However, Home Minister Ramsewak Paikra in his reply denied use of brute lathi charge on the Congress workers and farmers. Section 144 has been put in force near the State Assembly building thereby putting a ban on procession. Special arrangements had been made to prevent the procession from every side to prevent the processionists from staging gherao of the Assembly. The Congress workers led by their leaders tried to march ahead by breaking barricades put up to stop them. They even came to jostle with the government officials. However, they were stopped without use of force. Led by senior leaders and legislators about 1000 Congress workers marched towards the Assembly. They broke the security barricades despite persuasion and caution by the magistrate and moved ahead. The agitationists even pelted stones at the police personnel that injured 10 policemen and four civilians. 904 people include 17 legislators were arrested and released unconditionally, the Home Minister added. Several Congress members including TS, Singhdeo, Dhanendra Sahu, Satyanarayan Sharma, Amarji Bhagat, Rajendra Roy Kawasi Lakma and Renu Jogi also spoke on the issue demanding a high level probe into the incident. After both the treasury and Opposition benches made their point on the issue the Speaker disallowed the adjournment motion. Replying to a debate on the budgetary demands of Panchayat and Rural Development, Tourism and Culture and Parliamentary Affairs Departments worth more than Rs. 7113.98 crore in the state Assembly on Wednesday, the Minister who is holding the charge of these departments Ajay Chandrakar said that the state government does not want that Panchayats remain only implementing agencies but also acquire full power in due course of time. The budgetary demands of these departments were passed by the voice vote in the House. Millennium Development Goals of the United Nations could be achieved through Panchayats. e-Panchayat scheme has been launched in the state with an objective to link all Panchayats with Internet. For Panchayat and Rural Development Department, a sum of more than Rs. 3354.19 crore has been earmarked while over Rs. 3590.36 crore for financial support to three tier Panchayati Institutions, more than Rs. 46.15 crore for Culture Department, Rs. 75.36 crore for Tourism Department and over Rs. 47.90 crore for Parliamentary Affairs Department. Chandrakar started giving his reply to the debate by touching up on Swachhata Abhiyan of Prime Minister Narendra Modi. The Swachhata Abhiyan will be made people`s movement as per expectations of the Prime Minister. The target fixed for constructing toilets for all families of the state will be given the shape of a social movement. Altogether seven lakh toilets will be constructed as per the work plan of 2015-16. A budgetary provision of Rs. 300 crore has been made for this purpose, five times higher than the last financial year. Each beneficiary family will be given Rs. 12000 for constructing a toilet in its house. Chandrakar said that an increase of eight percent has been made in the budgetary allocation of the state Rural Development Department in comparison to the last year`s figure. Directives had been issued in connection with non financial demands of Panchyat Secretaries. Replying to the debate on the budgetary demands of Culture Department, Chandrakar said that a multidimensional cultural institute will be developed in the state during the next three years. A budgetary provision of Rs. 11.25 crore has been made for this purpose. Chandrakar provided details of achievements being made in the tourism sector during the past 10-11 years while replying to a debate on budgetary demands of the Tourism Department. A special work plan has been made for promoting rural tourism in the state. A sum of Rs. 25 crore has been earmarked for the next financial year. Facilities will be developed for adventurous sports in Chitrakot and also for cycling and parasailing at Mainpat. Similarly, the Centre has also given its consent for the construction of a Convention Centre in Raipur. The Centre has also sanctioned nearly Rs. 4.75 crore for developing Giraudhpuri, the birth place of noted social reformer Guru Ghasidas Baba as a prominent tourist destination. Congress bandh supporters on bikes and in groups fanned out in different areas of the state to enforce the bandh. The police personnel foiled the Congressmen's bid to burn CM's effigy at the Jaistambh Chowk. Tension erupted between shopkeepers and Congress workers at Mohdapara and Golbazar areas. Stones were pelted at Jhabak petrol pump in Bhanpuri area when bandh supporters tried to enforce the call. Reports said markets remained open as usual in Durg while the bandh had had mixed response in Bhilai, Rajnandgaon, Dhamtri, Korba, Mahasamund and Bastar division. Police bandobast was made to ensure peaceful passage of the bandh. Reports from Rajnandgaon said that while bandh had a partial impact in certain town areas there was little impact in the outer areas.
