Bank Closures Due To Federal Regulations Leave Calexico In Crisis

Calexico is facing bank closures recently and due to federal
compliance requirements to
financial institutions near the
border.
Since October of last year,
banks such as Chase and
Rabobank have closed in
Calexico and recently Bank of
America announced its closing
on June 14. Chase bank was fined
for not being in compliance and
closed its doors in October. This
compliance measure are new federal laws that are pressuring
banks to track possible illegal
activity such as money laundry
activity on accounts that are 25
miles from the border.
Calexico
Mayor
John
Moreno met with representatives
of Bank of America and stated
that the reason for its closing
because of the changing needs
and behaviors. Bank of America
representatives told Mayor
Moreno in a letter that the closure
is necessary because their customers increasingly opt to use
online banking and 80% of the
Bank's transactions in Calexico
are conducted through the ATM's.
The Calexico bank services
will be consolidated to El Centro
but will leave the ATM's working
at the Calexico location.
The Calexico Chronicle made
a survey with BOA customers
about the closure of the bank and
how it will affect them. Calexico
resident Fernando Lopez from
Calexico said even though the
bank is closing in Calexico he
will remain with the bank.
"It's going to be a longer
drive but I will remain with Bank
of America." Lopez said.
Other people like Israel
Quintero of Mexicali said he will
look into changing accounts but
still didn't know much of the closure.
"I'm not very informed about
the situation but I have to see
since I have my unemployment
card with the bank." He said.
The Calexico Chamber of
Commerce will have a meeting
with
State
and
Local
Representatives to get to the bottom of this and possibly enact
policy to overcome these compliance measures, said Danny
Fitzgerald, President of the
Calexico Chamber of Commerce.

Pioneers Memorial Hospital
held a ribbon cutting at their new
“Pioneers Health Center” on
March 12, 2015, one of several
events taking place within the
City of Brawley this month.
The Ribbon Cutting was well
attended by hospital staff and
other VIPs from the city and the
business community.
The new Health Center clinci
will focus on primary and preventative care, including routine
physicals, vaccinations and
health screenings.
Dr. Alidad M. Zadeh, a
Doctor of Osteopathy from San
Diego, will be the director for the
new facility, which is currently
accepting new patients.
The Ribbon cutting begins a
series of events within the city of
Brawley that starts tonight.
City of Brawley Town Hall
Meeting - Thursday, March 12,
North Plaza Park, 6 pm start.
The city of Brawley will be
hosting a special city council
meeting tonight at the Kiwanis
Kiosk at North Plaza Park (just
east of the Post Office). The
meeting is scheduled to begin at 6
pm.
Residents are encourage to
bring their own chairs and benches to witness a shortened council
meeting that will also feature
their county, IID and state representatives.
In addition to a presentation
by Mayor George Nava, County
Supervisor and Chairman of the
Board Ryan E. Kelley, IID
Director and Chairman Stephen
Benson and State Assemblyman
Eduardo Garcia will also give
presentations to the expected
crowd.
The presentations will focus
on what each representative does
at their respective position.
Attendees will also be given
time to talk to each representative
over issues that concern them.

Brawley Council Discusses Social Media
Policy And New Downtown Color Palette

The Brawley City Council
held a long discussion over the
use of internet social media by
the council and city staff at their
Tuesday, March 17 meeting.
Tuesday’s discussion centered around a posting by
Council member Helen Noriega
that created a heated discussion
among her followers and led to a
response by another Brawley
council member, Don Campbell.
The now deleted post by
Noriega referred to a potential
deficit in the Brawley budget and
the subsequent discussion included a fervent desire to privatize the
Brawley Police Department.
While
not
mentioning
Noriega by name, Brawley may

agenda.
After a presentation by
Personnel department head
Shirley Bonillas, whose information focused on offical city
accounts, City Attorney William
Smerdon informed council on
many of the challenges of being a
government offical on social
media.
“The most important thing is
that you are as accurate as possible,” said Smerdon, who added
that by normal interaction, the
council could inadvertently violate the Brown Act.
The Brown Act, which
requires that meetings be posted
publicly among other ways to
keep meetings open and accessible, also prevents three council
members attending the same
gathering from discussing city
business.
The concern is that if three
council members wind up posting on a topic, even accidentally,
they would wind up breaking the
Brown Act.
“We have all these rules you
are required to follow,” explained
Smerdon, “but then you have the
First Amendment.”
The council was also concerned about potential additions
to the city’s newly designed web-
site, which will include a comments section for items.
After some further discussion
over their personal use of social
media outlets, including Twitter
and Facebook, Noriega apologized for her errant post and
added that she would continue to
post agenda items on Facebook.
In other Brawley news...
• The City of Brawley held a
discussion over a potential
approved color palatte for the
Downtown area.
The item was brought to the
council’s attention after a business painted their entire facade a
color that was on the approved
list, but was not appealing to their
neighbors.
The previous guidelines for
Brawley building colors were set
by the city’s redevelopment
agency, which dissolved a few
years ago.

Censure Of Calexico Councilmember Castro Delayed Until April

The Calexico City Council
will analyze at a future meeting if
comments made by Councilman
Luis Castro need to be censured.
Tuesday's meeting had an
item on the agenda on the possible censuring of Councilman
Castro and removal of assignments. The council was going to
see potential Calexico Code of
Ethics Violations by Council
Member Luis Castro and consid-
er a resolution censuring council
member Castro for Violation the
City of Calexico Code of Ethics,
stripping him of all city council
assignments and prohibiting the
city from spending city budget
funds for any travel by council
member Castro.
At the March 3rd Calexico
City Council meeting there was a
consent item discussion pulled by
Councilman Joong Kim about the
account
payables
list.
Councilman Castro then inquired
to the finance director about how
the retirement system works in
the City of Calexico. Mayor John
Moreno interjected by jokingly
saying "you work 35 years and
then retire."
The comment did not sit well
with Castro and called him a
"clown." Council discussion was
getting heated and Moreno called
for a recess and then Castro told
Moreno "Thank you, Clown."
The members of the Calexico
City Council signed a Code of
Ethics agreement agreeing to
have standards of ethical conduct
expected for members of the
Calexico City Council, boards
and commissions.
Mayor John Moreno said that
he put this on the agenda in order
to have it on record since this has
become a pattern of conduct for
during the last several meetings.
The item and the rest of the
Calexico City Council agenda
was not discussed last Tuesday
since the meeting was cancelled
out of respect to Mayor Moreno
for the passing of this father
Tuesday morning. The council
will convene again on Tuesday
April 7th, where the council will
continue the agenda items.
Brawley Sidewalk Sales Ordinance To Return To Council In April

The City Council of Brawley
once again tackled the issue of
sidewalk sales at their March 17
meeting. As in previous occasions, the council was not able to
reach a conclusion to the seemingly divisive issue.
The council remained locked
on whether or not to allow sales
at all, much less which days
would allow for such sales, how
much space the could use and
other concerns.
Enforcement was also an
issue as the lack of a code

enforcement officer within the
city would necessitate fire and
police staff to enforce standards.
Alternatively, businesses would
be asked to police themselves by
informing city staff of violations.
The current ordinance proposed by city staff, specifically
Brawley Planning Director
Gordon Gaste, would only allow
sidewalk sales for a year-long
trial period and only on Fridays
and Saturdays.
Other restrictions proposed
included a maximum amount of
sidewalk to be taken up by displays and requirements to abide
by
the
Americans
with
Disabilities Act to allow for
handicapped access.
The issue was brought up at a
meeting in February with no resolution reached by the council at
that time.
Public comments also included possible enforcement of the
ordinance by members of the
Chamber of Commerce and the
Downtown Business associations, a request to ensure safe
pedestrian traffic around the displays.
According to city attorney
William Smerdon, the only obstacle to sidewalk sales currently in
the city is an expensive
Conditional Use Permitting
process that has been an effective
deterrent.
The issue was brought to the
attention of council members late
last year when a merchant placed
merchandise on the sidewalk that
a neighbor thought interfered
with his business.
Members of the city’s newly
formed Business Advisory
Committee were later tasked with
finding a solution for the topic,
but were deadlocked on the issue.
The five member committee
could not come to any sort of
consensus during a number of
meetings.
City Manager Rosanna
Moore also conducted a personal
survey of local businesses about
the topic of sidewalk sales, with
the responses equally as varied as
possible.
After a discussion that went
well over 25 minutes, the council
voted 4-1 to bring back the item
at a later meeting with emphasis
on creating educational material
for the council and businesses
and guidelines for enforcement
of the statute. Helen Noriega was
the dissenting vote, which was
held after a failed motion to
approve the ordinance as written
was offered by Don Campbell.
The revised ordinance will
come back to the city council at
an upcoming meeting, likely in
April.

Navy Strike Fighter Squadron VFA-14
Imperial High School graduate and Imperial, California
native is currently serving with
the U.S. Navy’s Strike Fighter
Squadron Fourteen, also known
as the “Tophatters”, at Naval Air
Station Lemoore in California.
Petty Officer 3rd Class
Christopher Ponce is an aviation
ordnanceman with the squadron,
which the Navy designates as
VFA-14, and works with the
Navy’s most lethal and versatile
strike fighter aircraft, the
F/A-18E Super Hornet.
“I am responsible for loading and unloading the weapons
systems on aircrafts,” said Ponce.
The Super Hornet takes off
from and lands on Navy aircraft
carriers and is capable of conducting air-to-air combat as well
as air-to-surface combat. It is
approximately 61 feet long, has a
max loaded weight of 66,000
lbs., and a max speed of 1,190
miles per hour.
Operating from the sea
aboard aircraft carriers, the Super
Hornet gives the Navy the power
to protect America’s interests
anywhere, at any time. The versatile jet has the ability to destroy
targets located hundreds of miles
inland, without the need to get
another country’s permission to
operate within its borders.
“I enjoy being a part of
VFA-14 because I am relatively
close to my hometown while
serving my country,” said Ponce.
Ponce said he is proud of the
work he is doing as part of the
squadron’s
217-member
team, helping to protect America
on the world’s oceans.
“Without me doing my job
the aircraft would not be able to
complete the mission that it was
designed to do,” said Ponce.

Continues In El Centro

The El Centro City Council
meeting on March 17th again was
flooded with over 2000 Pro-Life
supporters.
During their last meeting on
March 3rd it was reported that
during their closed session the
council members voted to seek
independent legal opinion on what
jurisdiction the city council had
over the El Centro Regional
Medical Center Board of Trustees.
At the start of their meeting on
March 17th, Mayor Silva
explained to the audience that due
to an error on the closed session
agenda that they could not discuss
the matter and that they had called
for a special meeting to be held on
Monday March 23rd, at 11:00 am.
The Imperial Valley Coalition
for Life gave a presentation to the
city council, Chris Nunn gave
their opinion on what the city
councils authority over the
ECRMC Board of Trustees was,
reading directly from their city
code that states that at any time
they could change or modify their
ordinance that gave authority to
the hospital board.
Patrick Harris the chairman
for the Seeley Water Board went
over what were thought to be
Brown Act violations that had
occurred at the ECRMC Board of
Trustees meeting, where in closed
session with no mention of an
action item on the agenda, other

took a vote which ended in a tie 33 with the chairman abstaining.
According to the Brown Act when
there is a tie vote no action is to be
taken. The CEO of the hospital
took action and signed the transfer

The El Centro City council
will meet on Monday in closed
session and will discuss their
options and who they will use for
the independent legal opinion.
Mayor Silva stated that after
Mondays meeting that the city
would issue a press release of any
action taken.

Navy’s oldest active squadron,
having formed in 1919. Since the
squadron’s inception they have
flown 23 different types of aircraft, changed designations 14
times, and operated from
20 different aircraft carriers.

Margaret E. Hearen, 87, of Russellville, passed away on Sunday, March 8, 2015, at
the Arkansas Hospice River Valley Home, after being in ill health for several years. She was
born February 4, 1928, in Union Bridge, Maryland. She lived in Holtville, California, for
most of her life before moving to the Russellville area. She was a nurse in California for
29 years, working at different hospitals and nursing homes in the Imperial Valley. She
was a past Worthy Matron of the Holtville Eastern Star in 1964. She was a member of the
Russellville Missionary Baptist Church.
Survivors include a son, Ira Hearen Jr. and his
wife, Glenda, of Dardanelle; a grandson, Ira Hearen III
and his wife, Heather, of Germany; a granddaughter,
Myra Strecker and her husband, Tim, of Dardanelle;
five great-grandchildren, Savanah Standridge and her
husband, Chase, of Dardanelle, and Taylor, Emma,
Olivia and Levi Hearen, all of Germany; a brother,
David Flohr of Maryland; a sister, Barbara White of
Maryland; and numerous nephews and nieces.
The family will conduct a memorial service at
a later date. Arrangements are by Shinn Funeral
Service of Russellville.

The Odds Of March Madness And A Fair
Scorecard For The “Ag-venture”
WITH OUR HUMBLE

enough vitriol this week for his
regularly scheduled grumble fest,
it’s up to yours truly to carry the
burden, a little earlier than usual
this time.
So...
WE BEGIN WITH two
words of advice for anyone working feverishly on their March
Madness brackets.
Stop it.
The truth is, except for the
rare circumstance, the best team
in the tournament will win the
entire thing. Sure, you’ll have a
Cinderella story here and there,
but the best team usually wins the
entire thing.
It’s that cut and dry.
The truth about March
Madness is that, for all the
games, the best team usually
wins the entire thing. There are
exceptions, to be sure, but not
many come to mind.
Additionally, the NCAA is
merely an athlete factory, creating players for professional
league with a very high profit
margin since they don’t need to
pay their athletes... yet.
Of course, the odds of getting
that perfect bracket are 1 in
9,223,372,036,854,775,808
according to Duke mathmeticians. That’s a big number.
So please, have fun with the
tournament and feel free to laugh
at me if the best team didn’t win.
I won’t mind... too much.
WITH THE CALIFORNIA
Mid-Winter Fair & Fiesta done
with once again, some reflecting
needs to be done. Also, it’s a
great time to bring back the running “Plus and Minus” scorecard,
just for the heck of it.
PLUS: New asphalt on the
walkways. Seriously, even in the
uncomfortable shoes I wound up
wearing around the facility wasn’t as bad as previous years.
MINUS: Weather. Not the
fair’s fault, but seeing a day and a
half canceled was not good for
the future of the event.
PLUS: Tributes. While we
weren’t at as many of the Fair’s
concerts as in the past, the fact
that a wider variety of tunes was
had made for more happy fair
goers.
MINUS: The “healthy” food
options. Seriously, who goes to
the Fair to eat healthy? We’re all
for improving one’s health, but
we are talking about a once-ayear diet breaking experience
known as the Fair & Fiesta.
(But, as a side note, the vendors who sell “maple bacon
donuts” needs to add a couple of
eggs to that so I can enjoy my
complete breakfast!)
PLUS: Most of High School
Madness.
Parents were
sequestered, once again, and
most of the things about HSM
went as planned. The accumulated mud prevented the Human
Pyramid game, but that was a
minor inconvenience.
MINUS: The “theme game”
at High School Madness. It was
a really disjointed relay race that
confused most of the kids and
spectators watching. It’s a historical problem that happens every
year and needs to be worked on.
PLUS: Auction. According
to a member of the Fair board,
this year’s auction raised over
$100,000 more than the previous
year. More money for kids is
always a good thing, no matter
the source.
MINUS: Fire. No, there
wasn’t a fire at the Fair, but there
were jugglers who used fire during their performance, which
necessitated a safety zone that
was difficult to walk around.
PLUS: Prices. The Fair’s
door admission hasn’t been
raised in years, and the Fair board
is somehow still able to put the
annual event together.
MINUS: The “Sameiness.”
We have the same arguments
every year with the fair board.
They counter with a few new
things here and there, but the
general feel of the event is as
familiar as ever.
Then again, maybe that’s not
such a bad thing...
WE CONCLUDE THIS
special column with a final bit on
Leonard Nimoy, who passed
away the day after my column
last month.
My late mother was a huge
Star Trek fan, especially the character of Spock.
She never
explained it and once I became a
bit of a nerd, she didn’t have to.
March was also her birth
month and since I won’t have the

El Centro Border Agents Rescue
Man Lost In Desert for Six Days
Tuesday, El Centro Sector
Border Patrol agents assigned to
the Indio Station rescued a distressed man who was lost in the
desert without food or water
while making an attempt to illegally enter the United States.The
incident began at approximately
8:45 p.m., when Border Patrol
Radio Dispatch received a call
from the Imperial County
Sheriff’s Office (ICSO) advising
them of a 911 distress call from a
man who stated he had illegally
crossed into the U.S. near La
Rumorosa, Baja California. The
man told dispatchers that he had
crossed six days earlier, was lost
and without water, and had
resorted to drinking his own
urine.Using Global Positioning
System (GPS) coordinates from
the man’s cell phone, ICSO was
able to establish an approximate
location of the man. The man’s
approximate location was provided to the El Centro Sector Border
Patrol Search Trauma and Rescue
(BORSTAR) Unit along with
Indio Station agents which collaborated in efforts to search the
area.
At approximately 11p.m.,
during a systematic search of the
area, the man was discovered in
an area between the Coachella
Canal and Highway 111.
BORSTAR agents performed a
medical evaluation of the man
who appeared to be suffering
from dehydration and exhaustion
and was transported to a local
hospital for further medical treatment. The man, a 33 year-old
Mexican national, has been
cleared and released from the
hospital and will be processed for
removal from the U.S.Last fiscal
year, El Centro Sector rescued
more than 18 lives.

Developing A Complete Streets Plan for Holtville

The City of Holtville is developing a Complete Streets Plan to
enhance the streets for all people
who walk, bike, or drive.
Between March 30 and April 2,
2015, the City is hosting a week
of events in Spanish and English
and is inviting neighbors and
businesses to come develop a
vision for improving their streets.

According to the California
Complete Streets Implementation
Plan, a Complete Street is “a
transportation facility that is
planned, designed, operated, and
maintained to provide safe
mobility for all users, including
bicyclist, pedestrians, transit
vehicles, truckers, and motorists,
appropriate to the function and
context of the facility.”
The community workshop on
March 30, is an opportunity for
residents to learn more about
Complete Streets and share their
own ideas on maps. Prior to the
workshop, participants can take a
walking tour of local streets with
the design team to assess walking
and bicycling conditions, and dis-
cuss challenges and possible
solutions.

James 2:14-17, "What good is
it my brothers and sisters, if you
say you have faith but do not
have works? Can faith save you?
If a brother or sister is naked and
lacks daily food, and one of you
says to them, 'Go in peace, keep
warm and eat your fill,' and yet
you do not supply their bodily
needs, what is the good of that?
When we see someone who is
in need of our help, what do we
do? This does not just mean the
homeless man, woman or family
on the streets, but also someone
in our church family or even our
own personal family.
Do we think that if we offer a
prayer for them we are expunged
by God of responsibility of any
further Christian care? The
answer is no. Our faith has to go
further than just saying a few
words for someone else. God
gave us His grace which we didn't deserve and now we are in His
family. But with this comes a
responsibility toward others.
In the Methodist Church we
have three types of grace; prevenient, justifying and sanctifying.
To simplify their meanings is to
say the first is when God is work-
ing "on" you since you don't
know Him yet. The second is
after you have accepted Christ,
then He will work "in" you to
help you gain greater faith and
understanding. Sanctifying grace
is when God knows it's time for
you to let Him work "through"
you to affect the lives of others in
a Christian way.
It is the last of these that
many Christians fail. We sometimes talk the talk but don't walk
the walk. During this season of
Lent we are asked to give up
something to show our love for
the sacrifice Jesus made for us.
Here's an idea; give up NOT taking that next step. Go the extra
mile for those in need.
Both of the Methodist
Churches I serve, Brawley and
Holtville, have Food Bank giveaways every fourth Saturday of
the month. Take some time and
see how you can help your neighbors. Donate food or money so
that both of these resources in the
valley continue to stay open and
provide for the needy.
You will actually help them
'…keep warm and eat their fill…'
when you take a little extra time
to let Christ work 'through' you.
Holtville “HOPE PARK” Skatepark to Celebrate Grand Opening

Holtvilles Skate Park will take
place this Sunday at 4pm in the
afternoon. Skaters from all
around Southern California and
beyond are invited to take part
in some afternoon fun with
Game of Skate flatground competition and best trick down
stairs/ It is free to enter and
there will be prizes and product
toss. Winners of the Imperial
Valley Rally will be announced!
Bring your Struggle Skateboard
deck and leave with a bonus
prize just for showing up.
Scholarship applications will be
available to select skaters.

for parents of the elementary and

To close out the activities on
Thursday, April 2nd, the design
team will present draft ideas for
the plan and ask for feedback at a
closing workshop.
“Following the March 30April 2 events, the consultant
team will prepare a plan with rec-
ommendations based on the public input from the workshop exercises,” said Paul Zykofsky,
Associate Director of the Local
Government Commission. “The
design team will return to
Holtville in a few months to present the plan to the community for
more input.“
The public is invited to attend
one or all of the events to help
shape the conversation about
how we use our streets, to define
future street and pathway
improvements, and identify next
steps and strategies for implementing high-priority projects.

Commission and a consultant
team from Alta Planning.

“Diamonds and Pearls.” Saturday,

The 30th annual “DOVES
Monte Carlo Night” will be held
on the evening of Saturday,
March 21 at the Stockmen’s
Club, starting at 7 pm.
DOVES, or “Donors Of
Valley EndeavorS,” is a local
charity organization that has
raised over $850,000 for local
groups since it’s founding in
1986.
The evening, featuring gambling from Casino Del Sol and
finger foods from the DOVES
members and an auction, raises
money for womens and childrens
charities within Imperial County.
Games of Craps, Blackjack,
Roulette and various forms of
Poker help attendees raise their
chip count for the auction later in
the evening.
Formal attire is requested as
per the theme of “Diamonds and
Pearls.”
Monte Carlo Night is the
charity’s main fundraiser for the
year. The group also produces an
annual cookbook.

Swap Meet opened at the former location of the Motor V-U Drive
In on the eastern portion of the city. More than a dozen vendors,
selling heirlooms and new merchandise, dotted the former movie
