Admissions to Dental Postgraduate (MDS) courses affiliated to Maharashtra Health Sciences, Nashik (MUHS) for the academic year 2015-2016 will counselling & Preference form filling system. This admission process is for Government Dental Colleges & Municipal Corporation and Private Unaided opted for PGD CET 2015. University of be done by admission to College who Out of total seats available at Govt/Corporation Dental Colleges, 50 % will be filled by All India Entrance Examination (All India Quota). In the 50% State quota there will be 3% reservation for person with disability (PWD) candidates. As per Government Resolution No. PGM-1012/C.R.01/12/Edu.2 dated 30th January, 2012 and corrigendum dated 2nd March, 2012, from the available state quota 15% seats from Government Dental Colleges will be distributed to the eligible PGD CET 2015 dental in-service candidates of Government Dental College & Hospital and Government Medical College & Hospital in state of maharashtra for academic year 2015-2016. There will be constitutional reservation in state quota as well as in in-service quota as per rule (refer Annexure -C of Information Brochure). 2. Preference Filling Brochure (2) PGD-CET 2015 Note : 1) Category candidates who do not have Caste Validity Certificate / fresh court order for PGD admission regarding Caste Validity, at the time of preference form filling, will be considered as Open merit candidates, subject to fulfilling of eligibility criteria. 2) (VJ) DT -A, (NT-1) NT-B, (NT-2) NT-C, (NT-3) NT-D & OBC including SBC Candidates who do not have Non creamy layer Certificate (valid upto 31/3/2015) at the time of preference form filling will be considered as Open merit candidates subject to fulfilling eligibility criteria. 3) Such category candidate without validity and / or NCL, who are considered as Open merit candidate will be issued preference form, if his/her SML Number is within the SML numbers of Open candidates called for Preference Form filling. In case his / her SML number is below the number of Open candidates called for counselling, then he/she will not be eligible for issue of preference form. 4) Applicants belonging to SBC: The persons belonging to Special Backward Class (SBC) are to be considered as OBC candidates and such candidates will be required to produce Non-Creamy Layer Certificate. 4. Orientation: Candidates will assemble at Auditorium Hall, Govt. Dental College & Hospital, St. Georges Hospital Campus, Near CST Rly. Station, Mumbai - 400 001. They will be given orientation about the process. 5. Preference Form information brochure: This Preference form information brochure is made available to candidates on DMER web site i.e www.dmer.org. It contains relevant information about the process, State Merit List No. of last admitted candidate for MDS courses for the academic year 2015, subject & college codes, and specimen copy of Preference form for practice. (Table no 1 & 2) Candidates should read the information brochure of Preference system carefully and should bring the downloaded copy of the same for counseling. 6. Scrutiny Form: Scrutiny form will be issued to candidates. He/She should fill all details as per instructions. They should arrange documents in order as per list given on scrutiny form in two sets - one originals and another of attested Xerox copies. 7. Verification of Documents: Candidates will be called by State Merit List number. They should submit scrutiny form with a set of attested photocopies and show the originals. The documents will be verified by scrutiny officer & eligibility will be endorsed on the scrutiny form. The original certificates will be returned to the candidate immediately after verification. 8. Seat distribution chart: The seat distribution of state quota seats for PGD CET 2015 is already made available on DMER website i.e www.dmer.org, contains distribution of available seats. The candidates should bring downloaded printout of the same for counseling. The seats reserved for in-service candidates and also for person with disability (PWD) candidates have been shown in the chart. The college-wise, subject-wise and category-wise distribution is also available on website. It should be noted that category candidates are eligible and can avail open merit seats by virtue of merit. Category seats, if at all remain unclaimed by a particular category candidate are made available to other categories & to open category candidates as per inter-se category round procedure. Seat distribution chart is subject to change as per instructions of DCI / Transfer of PG Teacher / availability of surrendered seats from All India Quota, etc. 9. Person with Disability (PWD): As per Govt. letter No.MED-1006 /CR-72 /06 / Edu-2, dated 07/3/2006, three (3%) percent of the total available Post-graduate seats at Government /Corporation Dental Colleges are reserved for the Physically Handicapped candidates. 1) As per Postgraduate Medical Education Regulation 2000 and Amendment Notification No. MCI.18(1)/2008-Med./54470 Dated 25th March 2009 following is the criteria for reservation under Physically Handicapped Category Preference Filling Brochure (3) PGD-CET 2015 “1(a). 3% seats of the annual sanctioned intake capacity shall be filled up by candidates with locomotory disability of lower limbs between 50% to 70%. Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotory disability of lower limbs between 50% to 70% then any such unfilled seat in this 3% quota shall be filled up by persons with locomotory disability of lower limbs between 40% to 50% - before they are included in the annual sanctioned seats of State Quota. Provided further that this entire exercise shall be completed by each medical college/institution as per the statutory time schedule for admissions and in no case any admission will be made in the Postgraduate Medical course after 31st of May” 2) The Candidate with a disability more than 70% will not be eligible for admission to Health Sciences (Post Graduate) Courses. No other disability shall be allowed as per the MCI regulations. However, such a candidate will be required to undergo medical examination by a Special Medical Board constituted for this purpose by the Competent Authority. The Medical Board after ascertaining his/her disability must be satisfied that the candidate is physically fit to undergo the course despite his/her disability. 3) Candidate is required to submit the proof of his/her disability by way of a certificate (issued in year 2015) in prescribed proforma from the Director of All India Institute of Physical Medicine and Rehabilitation, Haji Ali, Mumbai; (as per Prescribed Proforma) at the time of verification of documents during Preference form filling process. Those who have obtained disability certificate for All India Quota PG admission 2015 from either: i) All India Institute of Physical Medicine and Rehabilitaion, Mumbai OR ii) Vardhaman Mahavir Medical College & Safadarjang Hospital, Ansari Nagar, New Delhi OR iii) Institute of Post Graduate Medical & Research, Kolkata OR iv) Madras Medical College, Chennai, Institution, can produce the same disability certificate at the time of Preference Form filling process. It is mandatory to bring disability certificate issued by aforesaid anyone institution. 4) Constitutional reservation in Government Dental institutions and Muncipal Corporation Dental institutions will be as per PGD-CET 2015 Information Brochure Annexure - C. 10. Eligibility Criteria for in-service candidates: As per Government Resolution NO. PGM1012/C.R.01/12/Edu.2 dated 30 January, 2012 and corrigendum dated 2 March, 2012 candidates who have appeared for PGD CET 2015 should fulfill the following eligibility criteria to be eligible for In-service reservation for academic years 2015-2016 seats. a. ELIGIBILITY for In Service Candidates will be as per provisions mentioned in G.R. ihth,e&1012$iz-d-1$12$f'k{k.k&2 fnukad30 tkusokjh2012 o ledzekdhr 'kklu fu.kZ; fnaukd 2 ekpZ 2012b. To be eligible for in-service seats candidates should have passed BDS examination in maximum three attempts from DCI recognized Dental College, Situated in Maharashtra State. c. Candidates working on the post of Dental Surgeon for Minimum 3 years in Government Dental College & Hospital or Government Medical College & Hospital are eligible for InService Reservation. Candidates working on temporary Dental Surgeon Post are not eligible for In-Service reservation. d. Age of the candidates should not be more than 45 years at the time of submission of application for PGD CET. e. Candidates must appear the PGD CET 2015 Examination and should qualify the examination as mentioned in rule no 12.3 of information Brochure of PGD CET 2015. f. Separate Merit list will be prepared for in-service Candidates. For every one year service as dental surgeon 10% of obtained marks up to maximum 30% marks shall be added in the PGD CET obtained marks. Candidate qualifying PGD CET are only eligible for this Preference Filling Brochure (4) PGD-CET 2015 11. 12. 13. 14. 15. 16. 17. 18. 19. 20. 21. additional weightage mark. This additional weightage marks will be granted to the candidates serving at Government Dental College & Hospital. g. There will be constitutional reservation in in-service quota. Roster for 5 years for this reservation will be maintained. h. The In-Service reservation will be 15% of the seats available with Competent Authority excluding all India Quota. There will be no reservation in the all India Quota Seats Surrendered to the State. i. In-Service candidates after obtaining MDS qualification must serve The Government for 10 years otherwise he/she has to pay Rs 50,00,000/- (Fifty Lakhs Only) as a penalty. Preference form : Preprinted Preference form will be issued to eligible candidates after document verification. The candidate should verify the relevant information of his Roll Number, State Merit List Number, Category Merit Number, PGD Marks etc. Preference form should be handled carefully and should not be folded, stapled or spoilt in any way. In case the candidate is not eligible for admission according to rules, the Preference form will not be issued. Candidate will be issued only one preference form. No duplicate/second Preference form shall be issued. Candidates remaining absent for the process of preference from filling will not be issued preference form after the programme is over. The subject & college combination code is a two digit number specific for each subject & college combination. The first digit of the code indicates specific subject and second digit indicates particular college. There are such 49 codes for MDS courses in 2015 (Table No.1). Subject & College codes are given to courses existing in these colleges. For some of these codes the seat(s) may not be available for PGD-CET-2015 Quota during round 1. In the subsequent rounds, some seats may become available. Therefore, candidates who desire to opt for these seats can exercise the preference in the preference form for these seats considering eventuality of availability of such seats. Seats surrendered from All India Quota will be filled as per Merit and these seats will retain their original character (Please refer rule no 6.5 of PGD CET 2015 information Brochure). Seats reverted back from In-Service Quota and Physically Handicapped quota will be filled as per rules of the State Quota. Candidate should read all instructions before he / she starts filling the preference form. Candidate should note carefully the subject & college combination codes. Candidate must first fill the specimen copy of Preference form given in the brochure with pencil for practice. Once the candidate is satisfied with his choices filled on specimen copy of Preference form, then he should start filling the actual Preference form using black ball point pen. Candidate should write his most preferred subject and college combination code as Preference no. 1 followed by his next choice as no.2 and so on. While filling the subject and college combination code number should be written in boxes. The same subject and college combination code should not be filled more than once. In case the candidate fills same code more than once, its higher Preference number will be considered and subsequent repeated number will be ignored. If the candidate fills wrong code number it will not be considered. The candidate should submit his duly filled Preference form at the specified counter. Candidate shall inform regarding any correction in the name if required at the counter. Data Response Sheet & Verification:- Data response sheet of Preference Form in duplicate will be generated and will be given to the candidate for verification. Candidate should check that the data i.e. SML No. Name, Category etc. and his Preferences and subject college combination codes have been correctly printed. After verification the candidate will report any discrepancy in the data and it will be duly corrected according to his/her preference form. If the candidate does not report any discrepancy, it will be presumed that the data entered against his/her name is correct and subsequently corrections/alterations will not be made at later date. The candidate should sign the data response sheet copies. Candidate will be given a copy of data response sheet. Preference Filling Brochure (5) PGD-CET 2015 22. Candidate should note that the Preferences of subject and college combination codes, once entered in the record/data, after verification by the candidate, shall be final and irrevocable. Thereafter there can not be any change, addition or deletion of Preferences entered by the candidate. This final data shall be used in entire selection process for the admission to MDS courses. 23. If a candidate gets selected for a particular MDS course, then the candidate is required to join that course as per the procedure. In case he / she does not join the course, he / she will not be eligible for subsequent admission process of PGD-CET-2015. 24. For filling of vacant seats after first round, same preferences will be considered for subsequent computerized rounds and no separate preference form will be required to be filled by the candidate (except for final round by personal appearance). 25. Fees:The fees for Government and Municipal Corporation Medical Colleges is as below as per GR. No. AMC-1007/628/CR.148/07/Edu-02 Mantralaya Dated 1 March, 2011 (subject to revision by the Govt./ appropriate authorities): ¾ Tuition fees Rs.43,900/- per year & Development Fees 3000/¾ Admission fees Rs.1,500/¾ Gymkhana fees Rs. 500/¾ Hostel fees Rs. 4,000/- per year The following private institutions have communicated to the Competent Authority to make admissions at their institution as permitted by Pravesh Niyantran Samiti. The tuition fees and development fees of these private institutions decided by Shikshan Shulka Samiti (subject to revision by the Shikshan Shulka Samiti) will be as follows: Tuition Fee Name of the Institution Sr. 1. Sinhagad Dental College & Hospital, Pune [including development charges per year for year 2014-15 4,50,000/- 1,65,000/Mah. Institute of Dental Science & Research College, Latur This tuition fee of private Medical Colleges is for academic year 2014-15. Shikshan Shulka Samiti has not yet fixed tuition fees for academic year 2015-2016. 2. 26. Final round (By Personal Counseling): A) There shall be a final round for allotment of seats remaining vacant after completion of the earlier rounds of allotment of seats by way of preference forms. This final round of allotment of seats shall be conducted by way of personal counseling instead of allotment on the basis of preference forms. On account of allotment of seats in this final round of admission, no fresh vacancies consequent upon allotments made in this round will be created. This is principally because this final round of allotment is meant to fill in (as far as possible all) available vacant seats without creating a new or fresh vacant seat on account of such allotment. At this round, eligible candidates will appear personally (Proxy will not be permitted), seeking allotment of seats of their choice. The personal counselling for such allotment will be held strictly in the order of merit. Each candidate will be offered all seats that have remain vacant and are available for allotment, only at the time of his/her turn of counselling i.e. State Merit List position. For eligibility of candidates for personal counseling round :- (Please refer rule no 13.4.1 of PGD CET 2015 Information Brochure) B) The following candidates will not be eligible for being considered for allotment of seat in this round:- (Please refer rule no 13.4.2 of PGD CET 2015 Information Brochure) I. All PGD-CET-2015 candidates to whom a seat has been allotted in 1st round but have not joined allotted college. Preference Filling Brochure (6) PGD-CET 2015 II. All the candidates to whom a seat has been allotted in the 1st round and who have joined the college accordingly and have further submitted Status Retention Forms by the prescribed date to be notified by Competent Authority, will be removed out of consideration for the remaining admission process. III. PGD-CET-2015 candidate who have been allotted a seat thorough All India Postgraduate quota in Dental Colleges in Maharashtra and joined the College and have not surrendered the seat to the State quota by giving an application before the prescribed date to be notified by Competent Authority. C) It is hereby clarified that all such candidates to whom no allotment of any seat was made in the previous rounds of this admission process, shall be expressly eligible for being considered for an allotment of a seat in this round. D) The preferences given by all the candidates who are eligible for being considered for allotment of seats in this round by way of preference forms submitted in this admission process will stand cancelled and the allotment shall be made in this round without reference to such preferences on the basis of choice made on the spot by the candidate at the time of personal appearance counseling. E) All the candidates to whom the seats will be allotted in accordance with the choice and available seats at his/her merit position at the time of personal counseling, during the course of this round will be required to join the concerned college and complete all necessary formalities requisite for taking admission accordingly within the prescribed time. F) Allotment of seat once made in this personal counselling round, shall not be changed and/or cancelled at any count whatsoever. Therefore, while giving the choice on the spot at the time of this personal counseling round, the candidates must consider the available seats, thoroughly and opt for a seat which they must join once allotted. It is made hereby clear that in case such a candidates does not join the concerned College and/or fails to comply with the necessary formalities of the admission within the prescribed time. G) Penalty & Bond : a. Candidate who has joined Postgraduate Course should complete PG studentship, failing which he/she will be required to Pay Rs. 10,00,000/- (Rupees Ten Lacks Only) for the default (i.e. Non Competition of PG Studentship). However this is not applicable to the candidates of PGD-CET-2015 resigning the PG Registration before personal counselling round. b. Any candidate responsible for lapse of postgraduate medical seat will have to pay additional penalty of Rs. 10,00,000/- (Rupees Ten Lacs Only), Any such candidate will not be eligible for appearing at succeeding two PGD-CET i.e. PGD-CET-2016 & 2017. c. As per Government Resolution dated 28th May 2010 and any G.R. issued in this regard from time to time, candidates joined against the seats of Government/Municipal Corporation colleges for admission to Post graduation courses either through All India Post Graduate Quota or through PGD-CET-2015 will be required to sign a bond to serve the Government of Maharashtra or local self government or defence services for a period of one year, failing which he/she will be required to pay Rs. 50,00,000/- (Rupees Fifty Lacs only) for the default. d. All the selected In-service candidates will have to serve the Government of Maharashtra after Post Graduation for a period of 10 years or pay Rs. 50,00,000/(Rupees Fifty Lacs only) as penalty. H) Final round by personal appearance will be held only in Mumbai, but not for Inservice Quota. ********** Preference Filling Brochure (7) PGD-CET 2015 Selection Process 1. The collected data will be centrally processed for the selection of candidates for MDS courses. 2. The selection will be done as per merit (SML no.), category and on the basis of Preferences (choices/options) given by candidates in Preference form. 3. The selection list will be declared on 30th March 2015. The list of candidates (excluding in-service quota seats) selected for MDS courses shall be displayed at the website of DMER i.e. www.dmer.org. 4. As per the selection list the candidate should report to respective course and college from 30th March, 2015 to 10th April, 2015 along with original documents and prescribed fees. Candidate will not be given separate selection letter. 5. In-service candidates shall be issued separate selection letters from Directorate of Medical Education & Research, Mumbai. Should report to respective Course and College from 30th March, 2015 to 10th April, 2015 along with original documents and prescribed fees. Candidate will not be given separate selection letter. 6. If the candidate does not report by prescribed date, then his / her selection automatically stands cancelled and he / she will not be considered for the subsequent selection process. 7. Status Retention of Admission: After selection in first/subsequent rounds, if the candidate desires to retain the same selection (subject & college) and does not want to take any further betterment, then he can do so by filling 'Status Retention Form' in the prescribed proforma of PGD-CET 2015 brochure within specified time period after selection which will be notified by the Competent Authority. 'Status Retention Form' is to be submitted to the Competent Authority through the college where he/she is admitted. However, candidate should note that his/her name will be deleted from the further selection process for the academic year 2015. 8. Candidates may resign before prescribe dates which will be notified in due course of time to be eligible for the PGD-CET 2015 examination. However, such a candidate is eligible for subsequent admission process (PGD-CET 2015) for the final round by personal appearance. 9. Process for filling vacant seats: After first round, the vacant seats and seats surrendered from All India Quota, if any will be filled in. For these seats the selected as well as not selected candidates who have filled the Preference form are eligible. For this process PGD-CET-2015 merit list of eligible candidates will be operated from SML number 1 onwards. The candidate getting selected in round one will be considered for betterment in the subsequent selection process. The betterment herein means the higher Preference exercised by the candidate. The shift in such betterment shall be compulsory and mandatory except for those who have filled 'Status Retention Form.' on prescribed dates. Such a candidate who has filled Status Retention form will not be considered for any subsequent selection process. However those candidates opting for betterment will have to collect original certificates and admissible refund of fees as per procedure from previous college and join the new course and college within stipulated joining period. 10. All India quota seats surrendered back to State Quota shall retain their original character (Please refer rule 6.5 of PGD CET 2015 information brochure). Seat(s) remaining vacant due to non-availability of a physically handicapped eligible candidate, will be reverted back to the state quota. 11. Candidates cancelling his/her admission after prescribe date resulting in lapse of a seat will not be eligible for the PGD-CET 2016 & PGD-CET 2017 examination. 12.
