Firstly a warm welcome to our Spring event, its great to be back in Birmingham
again and to return to The National Motorcycle Museum which is a venue we have
used many times over the last two decades.
I would like to express my appreciation to our distinguished speakers, some have
travelled long distances to be with us. Their contribution to Project Challenge
sharing their experiences and expertise delivers considerable value which I know
is much appreciated by all.
This event would not be possible without the exhibitors who provide on a face
to face basis great insights into the latest products, solutions and services all
designed to provide real operational value. Keeping up with the latest marketplace
initiatives has to be very worthwhile.
I am sure we are all very glad that economic conditions continue to improve with
the obvious implications for more projects being approved and signed off in an
environment where confidence continues to strengthen. Let us hope that following
the general election whoever is in power will continue to take us forwards.
Project Management has always been and will continue to be absolutely key to all
organisations in both the private and public sector. We will continue to work hard

Establishing a PMO for transformational change in the NHS
Margaret Armstrong – PMO Manager, Warrington and Halton Hospitals NHS Foundation Trust
The Trust provides excellent health care services across the towns of Warrington, Runcorn and Widnes and surrounding areas. It is responsible
for an annual budget of around £210 million, manages over 4,100 staff and provides access to care for over 500,000 patients.
The NHS is undergoing significant change in the way it manages the delivery of services. At Warrington, the Trust Board launched a
transformational change programme to review and improve all aspects of the way it works, including the delivery of IT services.
Margaret will explain how they have established a central Project Management Office in IT with strong, pragmatic processes to oversee the
wide range of projects underway, underpinned by Bestoutcome’s PM3 tool, and will describe benefits this has brought, including significant
improvements in Board reporting.

often concentrate on their internal processes and forget one of the biggest challenges to a change initiative – culture.
Cath will take a case study approach on a large public sector transformational project. She will explain why transformation stuttered and was
not as successful as it was first hoped. This was despite a good business case and a huge amount of work. Yes we have all been through change.
