Cigaral SUBIC BAY FREEPORT – The Regional Development Council of Region 3 (RDC 3) recently cited the Subic Bay Metropolitan Authority (SBMA) for the financial and investment strides it had achieved over the past three years. In a resolution passed by the RDC 3 last January, the council commended the SBMA for “the financial viability of the authority, improving the collection of customs duties and other taxes, as well as increasing investment commitments within the Freeport and Special Economic Zone, and for optimizing container traffic at Subic Port”. According to the same resolution, “SBMA was able to restore the financial vi- ability of the authority by posting annual net incomes ranging from PHP 0.8 billion to PHP 1.3 billion from 2012 to 2014, a complete turnaround from the negative income streams ranging from PHP 0.2 billion for six consecutive years starting 2006 to 2011”. SBMA chairman and administrator Roberto V. Garcia recently reported that SBMA hit new record highs in its 2014 financial performance, as it scored a net income of P1.6 billion vs. its 2013 income of P1.1 billion for a substantial increase of 40 per cent. The RDC 3, which serves as the counterpart of the National Economic and Development Authority (NEDA) Board at the subnational level in Region 3, likewise noted in its resolution that the SBMA’s imple- mentation of various trade facilitation measures and innovations in systems and procedures had boosted the collection of customs duties and other taxes. Through these actions by SBMA, “...the collection of customs duties and other taxes in within SBF-SEZ increased dramatically from Php7.2 billion in 2011 to Php16.8 billion that corresponds to 233 percent growth”, the RDC 3 said. The NEDA regional office likewise cited the Subic agency for maximizing container port traffic in the Subic port and for initiating ”business process improvements and promotion activities that boosted investment commitments fromPhp3.6 billion in 2-13 to Php9.7 billion in 2014”. Due to the renewed business and manufacturing climate in the Freeport, the RDC 3 said that the gross revenue share of affected local government units correspondingly increased by 40 percent, from PhP145 milllion in 2011 to PhP203 million in 2014. (CIAC) continues to offer incentives to local and foreign airlines to woo them into operating at the Clark International Airport. CIAC president Emidgio Tanjuatco said they are giving discounts and incentives for those who maintain operation at the Central Luzon hub, aside from meeting airlines monthly. This, Tanjuatco said, is to convince them to launch f lights at the CRK and maximize the capacity of the country’s biggest airport facility. According to Tanjuatco, dialogues with airline operators are ongoing, and that they give discounts or waive parking and landing fees. “We also haven’t charged on air boarding bridges,” he said. This, he said, has caused them to lose profit, but it’s part of their marketing strategy to make Clark attractive. CRK’s passenger volume had been steadily dropping. The word meme originally means an element of a culture or system of behavior that is passed from one individual to another by non-genetic means, for example, by imitation. In both cases the circulating meme may cause changes in the minds of people and affects how they think and act. Presently the social media meme is widely used by local online activists and slacktivists through the more popular social media platforms such as Facebook, Instagram and Twitter. While online activists are also engaged in ac- Leny Manalo tual socio-political activities of organizing and mobilizing, slacktivists are confined to their computers, tablets and smartphones in their advocacy or propaganda campaign. Both can reach millions of receivers depending on the effectiveness of the memes they cause to circulate over a long period of time. Just recently, the video memes showing the brutality of how some SAF members were killed in Mamasapamo went viral or posted and shared by thousands to probably millions of others online. This resulted to widespread public outrage that until now the Aquino administration is trying to pacify. President Benigno Aquino III has become a favorite subject of image memes that turned his published photos into objects of ridicule gut feel and contempt that have breached boundaries moving into slanderous and libelous levels. While some posters are bold enough to show their true identity, the bulk of these posters are unidentified trolls who roam the internet in the comfort of their homes. Whether they have good and serious intentions or not they are impacting on a significant number of the population. The only limiting factor would be accessibility of the internet to the poor but even this is resolved through the opinion makers reiterating the social media memes via the regular mass media. In addition, even the struggle for clean and honest elections is being waged through social media. So is the struggle for peace. So is the general war between good and evil. Still a lot of my friends remain offline and would value their privacy more than anything else. Aside from the mini-fire trucks, Governor Pineda has vowed to ask the provincial board for the provision of service vehicles for BFP personnel in Pampanga for use in the inspection of establishments and structures and the monitoring and investigation of fire-related incidents. It can be noted that one of the national government agencies that needs more resources in terms of personnel, mobility, uniforms, gears and equipment is the BFP. Many of the fire trucks in Pampanga for example are cause of busted fire hoses or pumps. These fire engines are likewise underequipped: lack of ladders and hose nozzles. Meanwhile, the Governor urged barangay officials to organize their own fire brigade that can act as augmentation forces to responding firemen. She is tapping village officials to act as support to the BFP in fighting destructive fires especially during the dry months when there is a rise in the number of fire-related incidents. Pangilinan (2009) cautioned this process saying “rather than being enriched, the socio-politically dominant Tagalog language has been replacing many indigenous words in the Kapampangan language in everyday communication.” The process of borrowing is now a linguistic reality for it does not necessarily abandon the old and recognizable terms in this language but aims to enrich and further intellectualize the language. The basis of the search for linguistic correctness is the recognition of the value of the dominant usage, particularly in the educational market example: /lamesa/ instead of /dulang/ which is particular to the description of the European dining table and not the native low table. Cigaral LIMAY, BATAAN – Operatives of this municipality’s Bantay Dagat (seaborne patrol) on Monday morning conducted their operation against illegal fishing along the maritime waters of this industrial town. The operation resulted to the arrest of 33 illegal fishermen mostly from Navotas City and Cavite province reportedly using trawls and fine mesh net. Limay PNP reported they confiscated 21 coolers of various fish from F/B Bakery, three coolers of fish from F/B Prince Alec, three coolers of squid from F/B Amaya and three pails of assorted fish from F/B Christian Ron. The fishermen, who reportedly lacked pertinent permits and licenses, were apprehended for violations of Section 86 of Republic Act 8550 or the Philippine Fisheries Code of 2998 – the law that prohibits the use of trawl 15 kilometers from coastline of the town.
