We are preparing ground level work for Smart Cities and parallel implemented the Smart City Framework and the different verti cals
of public private partnership modules in one roof. This framework has researched and doing the report from the bottom level of
municipalities, we are taking feasibility report from local bodies how can spend money to develop all types of infrastructure and
creations of wealth to municipalities. Please looking all the municipalities in India are gold eggs because all types of pe ople are
living in towns, so they work with us prior to the strength of the factory to develop different categories of infrastructure and
manpower available at towns are cheaper labour, low income group of employers and professionals etc.
However, we know that municipalities have recovered taxes are very poor from people and remaining schemes JNNURM,
UIDSSMT and other state funds were misused, because of too many stake holders(govt. agencies) are involved in those schemes
for development, so our suggestions to Governments(state & central) and Municipalities should be spending the amount proper
system to arrange as only one nodal agency in entire India, this nodal agency can power of play to the development of
infrastructures in PPP(BOTM). Suppose Governments may want to build infrastructures in Local bodies through PPP(BOTM) for
25 years , when will be completed works by PPPs in high quality of infrastructures, people feels that be ultimate enjoying on the
clean roads, water and air. That, while those facilities are provided to people, the government can change people mind set to
agree to pay the amount of external taxes to local bodies when will completion of all works.
As per the report resources availability of Institutional, Economic, Social, Physical Infrastructures need to undertake following MoU
between the Central Govt., State Govt., and the Urban Local Body(corporation or municipality) for Smart City. The funds(credit)
allocated to each Smart City by the Central Government, State Governments and Local Bodies for the implementing projects when
time of completion of work to paid the amount, in few years same amount of the income may be taken as.
Our ground work reports was taken on failure of reasons to develop in municipalities as no long plan initiated for master plan,
roads, drinking water, sewerage etc. Suppose one plane is implemented, the bureaucrats will keep changing. So will the political
parties, and their perceptions mind set also changes, governments always perfect plan should be implemented and fix it.
Governments keep hand over to all infrastructures has one nodal agency for implementing to PPP vendors.
Today excellent performance given some schemes from Ministry of urban development as National Urban Information
System(NUIS), UIDSSMT in urban local bodies has target achievements reached now. The NUIS is developing with lot of GIS and
spatial maps for 152 cities and towns in the country, but which local body was using those GIS and spatial maps for public utilities,
Types Roads, Water pipe Lines, gas pipe lines, Drainage, storm water drainage, cable ducts, Ground water bores, Ponds, Canales,
Power Lines and Telecommunications etc., Housing Area, Government Land area, Total Agriculture Land, types of soils, surface
water bodies, city planning zone, no. of wards, cadastral map, Total Forest Land, Mountains, River Costal, Sea Costal, Roads
Lines and Railway lines, Airport area in proper way.
Let us know that what are the key factors interrupt to development in our cities are
1. Too many nodal agencies was appointed by the governments and municipal bodies
2. Politicians are deep involvement in every delegated powers to plan, develop, execute, implement, operate and maintain due
to for own benefits.
3. Municipalities have the stench outside as well as inside the stench will also same.
4. Do not have any proper plan or own data to implement cities in India, here Government of India, ministry of urban
development have implemented, lot of schemes was introduced to local bodies for the development of infrastructures in
throughout India but results has uncertainty, we do not know why those cities are paying to struggle employees’ salaries on
today.
5. Do not have any information, how many peoples are living in slums(busties), how many toilets wants in individual and city or
town, how far wants construct length of the roads, water, drain, sewerage, power lines etc.
6. Suppose we need take example for some developed country city and our city has get income comparison is the same,
please think about why our city is fully polluted in water, air and roads etc. but developed country city appears just like mirror,
clean air, pure water, clean roads.
Smart City Framework
Smart Cities for economic development should get all the basic facilities like 24x7 water supply & energy, efficient urban mobility,
good governance, ICT, safety etc. based on we are trying to be implementing Software Requirements Specifications, ICT
framework, Common Service Centers, Nagarpalika Database Information System, four pillar of Institutional, Economic, Social,
Physical Infrastructures in PPP(public private partnership) method on sharing with State and Central Governments. We have
drowned and write flow charts, prepared necessary documents for this project.
However please don’t compare developed countries cities and our country cities, our towns have social and economic much
different than others, here everything is unplanned in existing towns. But revenue should generate from existing towns only for
development to Smart Cities and we suggested that master plan should be prepared separately for existing towns and new towns.
Information and Communication Technology(ICT) Framework:
GIS and Spatial Mapping based on develop smart city master plan based on we can develop Nagarpalika Database Information
System(NDIS), Common Services Centers(CSC) generates income for municipal corporation or municipality and PPP client
through value capture mechanism, advertisement, hospitality, public property, various taxation policies, stamp duty on sales
transaction, trade and other licenses, utility bills, various registrations and land records etc.
Nagarpalika Database Information System
Nagarpalika Database Information System(NDIS) based on the use of GIS tools and techniques to assist in better urban decision
making and governance. The strength of GIS has been to integrate the geospatial and attribute database to empower the decision
making process for better urban planning and management, which is essential to provide appropriate decisions while performing
urban activities. This is achieved through a simple user friendly Interface at the user end by integrating spatial (thematic) and nonspatial databases which would strengthen various level of planning and decision making at the end user. Proper plan to enter
below all information into the NDIS for existing city will get strong economic in all fields of educations, hospitals and low cost
housing etc.

The strategy has been evolving with time, and taking into its new approaches such as participatory local community to all
Government agencies through common service centers. Based on NDIS will helpful common service center contains two services
together to citizens and government departments and sharing between e-Governance Mission Mode Projects and Common Service
Centers.

tourism, different type of industries, transports, IT&ITES, skill development, advertisement, media and entertainment,
telecommunications etc.
4. Government may be planning to lunch through this common service centers getting single window easy permissions for any
business from any government departments to develop to helpful private sector and common business persons.

50:50 partnerships. Nodal agency the availability of each of the government departments in the Towns must be used to specify all
the things from States and Central Govt. Schemes. It wills all-around multifarious developmental activities in the towns around the
country. Giant infrastructure projects were required to be taken up for which neither the private sector nor the State & Central
Governments Construction Departments. It basically reduces the time and cost involved with the creation of data base for the
planning from all Government departments should spend money through Nodal agency.

Built, Operate, Transfer(BOT)
1. Information and Communication Technology(ICT) framework: - GIS and Spatial Mapping based on develop smart city master
plan, Nagarpalika Database Information System(Intelligence), Common Services Centers(Digital) generates income for municipal
corporation or municipality and PPP client through value capture mechanism, advertisement, hospitality, public property, various
taxation policies, stamp duty on sales transaction, trade and other licenses, utility bills, various registrations and land records etc.
Full or Partial PPP methods(may be up to 25 years contract) Built, Operate, Transfer, Maintenance(BOTM)
Up to 50% amount will be paid at completions of work, and remaining 50% will pay on monthly installation basis upto 5 to 10 years,
