Attorney General. 9 Legislations 2. The Street Vendors’ (Protection of Livelihood and Regulation of Street Vending) Act, 2014, came into effect on May 1, 2014. Formulated by modifying the Interest Subsidy Scheme for Housing the Urban Poor (ISHUP). 2. Provides Interest subsidy of 5% for construction/extension of houses for EWS and LIG for loans up to Rs 5 Lakh 3. NHB and HUDCO are nodal agencies for the Scheme and implementation through Banks and HFCs 4. Being included under the Mission for “Housing for All” with some modifications. 23 Deen Dayal Antyodaya Yojana (DAY) • Deen Dayal Antyodaya Yojana is the New Mission. During last five years, the number of DUs sanctioned by HUDCO is 28.89 lakh, of which 27.50 lakh has been for affordable housing and average loan size is Rs.52,192. Based on last five year’s performance HUDCO may sanction total of about 3.12 million DUs till 2022. 34 M o H U PA Established in 1948 to provide durable houses to the displaced persons from the erstwhile West Pakistan, CPSE in 1955 as Hindustan Housing Factory, renamed as Hindustan Prefab Limited (HPL) in 1978 Over its long journey HPL has undertaken several prestigious projects and manufactured prefab components like railway sleepers, electric poles, foam concrete blocks etc. Currently involved in execution of civil construction projects on Turnkey basis Financial restructuring in 2009; conversion of liabilities of Rs. 128 Cr. into equity shares, since then HPL has not taken any budgetary support from the Govt. and has maintained a positive net worth, which stands at Rs. 9.38 cr. as on 31.03.2014. HPL is striving towards being a sustainable and a profitable organisation contributing significantly to the promotion of prefab technology in the country and to take up a significant role in the mission for Affordable Housing for All. 35 Institutional Buildings NATRASS BUILDING AT JANAKPURI, New Delhi POLICE STATION, MANDIR MARG, New Delhi ESIS HOSPITAL,BADDI, Himachal Pradesh JCO HOSTEL, ASSAM RIFLES, Assam 36 M o H U PA HPL envisages a turnover of Rs. 250 cr. (excellent rating as per MOU) by the end of the Financial year 2014-15 (approx. 34 % higher than 2013-14 of Rs 186 Cr.). In 2014-15, 36787 SHGs have been formed. 56 Skill Training •Training to be provided as per market need – training needs assessment by skill gap analysis at state/city level M o H U PA •Training course curriculum and modules to be designed as per market requirement •Empanelment of Skill Training Providers (STPs) – by a transparent selection process and Mandatory certification of all candidates by independent third party Certification Agencies (CAs) •Placement in jobs or self employment for minimum 50% trained beneficiaries and tracking of all the successful candidates for minimum 6 months period •Cost per trainee is Rs. 15,000 (Rs 18,000 for NE States and SCS) • In 2013-14, 7.05 lakhs persons imparted skill training. In 2014-15, 1.56 lakhs persons have been imparted skill training till now. 57 Self Employment • M o H U PA • • • • Bank Loan at subsidized rate of interest (7% p.a. )to individuals and groups of urban poor and SHGs to set-up self-employment ventures. Beneficiaries can submit an application of intent to the concerned ULB on a plain paper. The ULB shall accept such intents throughout the year and prepare a waiting list of all such application. Mandatory Entrepreneurship Development Programme (EDP) of beneficiaries. In 2013-14, 1.34 lakhs persons were assisted in formation of individual and group microenterprises.
