Vision
M o H U PA
An equitable, inclusive and sustainable, civic sensitive
growth of towns and cities free from slums, which
provides adequate affordable housing, means of
productive employment, dignity and a decent quality of
life to all inhabitants, including the poor.
Mission
• Facilitation to States for provision of affordable
housing for all and the creation of conditions that
facilitate a continuous addition of adequate serviced
land and housing to meet the identified need;
• To envisage a Slum-free India with inclusive and
equitable cities in which every citizen has access to
basic civic and social services and decent shelter.
• To encourage States / Union Territories to address
the problem of slums in a definitive manner.
• To reduce poverty and vulnerability of the urban
poor households by enabling them to access gainful
self-employment and skilled wage employment
opportunities,
resulting
in
an
appreciable
improvement in their livelihoods on a sustainable
basis, through building strong grassroots level
institutions of the poor

2. Provides Interest subsidy of 5% for
construction/extension of houses for

through Banks and HFCs
4. Being included under the Mission for
“Housing for All” with some

Deen Dayal Antyodaya Yojana (DAY)
• Deen Dayal Antyodaya Yojana is the New
Mission.
M o H U PA
• The Hon’ble Minister has written to all leading
Corporates inviting them to set up Skill
Development Centres in the Cities which can be
named as per their choice.
• Ministry aims to establish one such Skill
Development Centre in each of 4041 statutory
towns of the Country.
• If response from the Corporates is good, scheme
will be launched shortly under Deena Dayal
Antyoday Yojana (DAY).

proposed Role
 HUDCO lays great emphasis on promoting
affordable housing across the country
M o H U PA
 As per the Corporate Plan, the housing
sanction and disbursement is projected to
increase from present 38% to 50% by 2020 to
help achieving the objective of Housing for
All
 The housing Sanction is expected to reach
Rs.15567 Crore by 2022 from Rs.7259 crore in
2015-16 as per proposed corporate plan 2022.
 During last five years, the number of DUs
sanctioned by HUDCO is 28.89 lakh, of which
27.50 lakh has been for affordable housing
and average loan size is Rs.52,192.
 Based on last five year’s performance
HUDCO may sanction total of about 3.12
million DUs till 2022.

Established in 1948 to provide durable houses to
the displaced persons from the erstwhile West
Pakistan, CPSE in 1955 as Hindustan Housing
Factory, renamed as Hindustan Prefab Limited
(HPL) in 1978
Over its long journey HPL has undertaken several
prestigious projects and manufactured prefab
components like railway sleepers, electric poles, foam
concrete blocks etc. Currently involved in execution of
civil construction projects on Turnkey basis
Financial restructuring in 2009; conversion of
liabilities of Rs. 128 Cr. into equity shares, since then
HPL has not taken any budgetary support from the
Govt. and has maintained a positive net worth, which
stands at Rs. 9.38 cr. as on 31.03.2014.
HPL is striving towards being a sustainable and a
profitable organisation contributing significantly to
the promotion of prefab technology in the country
and to take up a significant role in the mission for
Affordable Housing for All.

HPL envisages a turnover of Rs. 250 cr. (excellent
rating as per MOU) by the end of the Financial year
2014-15 (approx. 34 % higher than 2013-14 of Rs 186
Cr.). Achievement - Rs. 215.36 cr. upto 28.02.2015.

HPL’s order book is robust and stands at Rs. 1451 cr.
as on 28.02.2015 which includes recently awarded
high value projects such as IIT Kharagpur, IIIT
Guwahati, Works for PNB, NIT Jote and Arun Medicity
in Arunachal Pradesh, Q-Complex at Deoghar etc.
Under the ‘Swachh Bharat Abhiyaan’, HPL has taken up
construction of nearly 15000 toilets in schools across the
country under CSR of various leading CPSEs.

and SHGs to set-up self-employment ventures.
Beneficiaries can submit an application of
intent to the concerned ULB on a plain paper.
The ULB shall accept such intents throughout
the year and prepare a waiting list of all such
application.
Mandatory Entrepreneurship Development
Programme (EDP) of beneficiaries.
In 2013-14, 1.34 lakhs persons were assisted in
formation of individual and group microenterprises. In 2014-15, 23194 persons have
been assisted.

Shelters for Urban Homeless

● To ensure availability and access of urban
homeless population to permanent shelters
with basic infrastructure (water supply,
sanitation, safety and security)
● Each shelter under SUH will:
– Cater to 50-100 persons
– Min. space of 50 ft2 per person to be provided
– All necessary infrastructural facilities to be put in
place – kitchen, water, sanitation, electricity,
recreation, etc.
– State or ULB to arrange land
● Projects to be prepared by ULB and
sanctioned at State-Level chaired by
Secretary i/c of NULM; with representation
of GOI.
● Financial support to cover:
– Construction of new shelters or
refurbishment of existing buildings /
infrastructure and O&M Support for 5
years.
