Intending Bonafide Outsiders are required to produce current and valid certificates of Income Tax
(Saral) Acknowledgement Receipt for assessment year 2013-2014, PAN Card, Sale Tax, Professional
Tax, and VAT registration certificate with current return copy, Valid Trade Licence upto the last date of
receipt of tender documents to the Executive Engineer, Purulia Highway Division, P.W. (Roads) Deptt.
for being entitled to purchase tender forms for the work. In case of Labour Co-Operative & Engineers’
Co-Operative Contractors if eligible will also have to produce valid and current I.T. return , PAN Card,
S.T., P.T. & VAT Registration certificates and valid certificates issued from the A.R.C.S. and necessary
credential in original for obtaining permission.

No tender documents shall in any case be issued on the last date of receipt of tender intending
tenderers should apply for obtaining tender documents well in advance to guard against difficulty due
to possible absence from the Head Qtrs. of Officer issuing the tender papers. The tender must be
submitted by person on or before the time and date specified for dropping as per Clause 1(l). The
authority reserves the right to reject the lowest or any tender without assigning any reasons.
6.
After opening the tenders in presence of the participating tenderers the undersigned may
decide instantaneously to held bid to lower down the tender rate in the same sitting for
which no separate notice will be served. Hence all the participants are requested to present
during the opening the tenders. Claim for the tenderers leaving their own, who do not
participate in the bid if decided instantaneously will not be entertained in any way thereafter
if the rate obtained is favourable to the Government. As such presence of each tenderer or at
the time of opening of particular serial is compulsory.
7.
Registered Labour Co-Operative societies , Registered Engineers’ Co-Operative Societies &
Bonafide Outsiders will have to produce sufficient credential of executing similar nature of work for
40% of the total amount put to tender of the each work of the N.I.T. in single tender, without
considering contractual percentage i.e., less or above which is not more than last 5 (five) financial
year preceding the year of N.I.T. (Financial Year of completion of the work will be considered)
of State Govt. of West Bengal / Govt. of India in the shape of payment certificate or completion
certificate with ref. to specific tender No. from appropriate authority not below the rank of Executive
Engineer for taking permission. A Xerox copy (self-attested) of credential/payment certificate duly
signed by the applicant is to be submitted along with the original for verification.
8.
Bonafide Outsiders are required to submit self-attested Xerox copies also along with the
documents as stated in Sl. No. -4 of this NIT as follows : a) Valid Trade Licence certificate.
b) Current Audit report.
9.
The Executive Engineer, Purulia Highway Division may exercise his discretion in issuing tender form for
enlargement of participation in the tender process and such issuance is final if the agencies agree.
10.
In case of partnership business an attested Xerox copy of partnership deed to be submitted with the
application.
11.
Registered Unemployed Engineers’ Co-operative Societies/ Unemployed Labour CoOperative Societies are required to submit self-attested Xerox copies also along with the
documents as stated in Sl. No. -4 of this NIT as follows : c) Valid Registration certificate issued by the Co-operative Deptt.
d) Current Audit report audited by Co-operative Department.
e) Valid Bye Law.
f) Validity certificates from the A.R.C.S.
12.
In case of sole proprietorship business the signature will be verified with the original deed in Income
Tax and Sale Tax of the applicant.
13.
The application to be sent through any bearer must be authorised by the applicant. In this regard, as a
token of specific delegation of power.
14.
Intending tenderers must declare that there is not any individual firm or firms in this tender bearing
common interest, otherwise if suppressions is detected later on, the acceptance could not be made
(Reg. No. 1282-D/E dt. 4.6.59 of Dev. (Roads) Dte.) & will be liable to departmental proceedings.
15.
The contractor(s) who will be allowed to purchase tender papers for any work must drop the tender
papers with requisite earnest money as per Clause-I(e). Otherwise the defaulter will be debarred from
issuing any tender paper for one year on the discretion of the Executive Engineer, Purulia Highway
Division, with effect from such date of failure from the part of contractors. This should be noted
carefully and the decision of the Executive Engineer, Purulia Highway Division will be final.
16.
Earnest Money may be remitted through demand draft/ pay order issued (drawn on or after the
Date of NIT Published) from any Nationalized Bank (EXCEPT THE STATE BANK OF INDIA,
PURULIA MAIN BRANCH) in favour of the Executive Engineer, Purulia Highway Division, P.W.(Roads)
Directorate, payable at Purulia. Any instrument other than that as specified above would not be
accepted.

17.
If any date is specified in the N.I.T. falls on Holiday or any other occasion, declared holiday the
corresponding dates will be considered/reckoned the next working day/days.
18.
Intending Tenderer are to furnish a list of work executed during the year 2014-2015 in suitable
proforma as well as works in hand at present.
19.
No conditional Tender will be entertained.
20.
For effective supervision of the work for each Scheme Beneficiary Committee may be formed.
21.
No extension of time will be allowed except on special case.
22.
Intending Engineers’ Co-Operative Societies’ will have to submit a list bearing the name of
members/office bearers of the Society Concern.
23.
No Arbitration for the work will be admissible as per Govt. order No. 558/SPW dated 13.12.2011.
24.
Statement regarding any Penal Action taken by any Govt. organisation against a particular work within
3 (three) years, if any, duly signed by the applicant.
25.
Payment will be made after deduction of Cess @ 1% (one percent) of the total bill amount for the
“West Bengal Building & Other Construction Workers Welfare Board” constituted under the Labour
Department’s Notification No. 1182-I.R dated 20.09.2005.
26.
During opening of Tender the participants / or their authorised representative must have to
be present. But in case of absence of any / all the opening process would not be hindered
and / or deferred for reasons whatsoever.
27.
All Bidders are requested to present in the ‘office chamber of the undersigned, during
opening of the tender, the undersigned may call Open Bid/Seal Bid after opening of the said
bid to obtain the suitable rate further, if it is required. No objections in this respect will be
entertained raised by any Bidder who will present during opening of bid, or from any Bidder
who will absent at the time of opening of Bid. No informal tenderer will be entertained in the
Bid further. Also work order will be issue to lowest bidder on the same day as considering
the urgency of the work.
28.
All Bidders are requested to quote their rate in words as well as in figure in the requisite position of
W.B.F. No.- 2911/2911(i)/2911(ii), page no.- 2 and also requested to authenticate any corrections
and/or overwriting by putting their signature , otherwise the Tender will be considered as informal.
29.
Details information also available on the website http://www.purulia.nic.in and Detailed N.I.T. & Special
terms and conditions, Specified tender forms & other relevant tender documents (Price Schedule) will
be available and/or downloaded from the Departmental website (http://www.pwdwb.in) at free of
cost.
30.
After verification of application, a Permission Certificate will be issued by the Executive Engineer to
Technically Eligible Bidders to participate in Bid.
31.
No mobilisation or secured advance will be admissible for the work.
32.
VAT @5% and/or any such amount normally levied under order/rule will be deducted from bill. For any
exemption and/or for lower the agency will apply in writing with supporting valid document for such
consideration.
