You should apply as soon as possible. Some courses have a quota on admissions. Once this quota has been reached, places are no longer offered in that intake. International Students: You should keep in mind your student visa application’s duration. Depending on your country of residence this can take up to or even more than six months to be granted. Step 1: Apply To apply for a HETC program, you must complete an enrolment form in full, and sign it as being correct. Domestic and international enrolment forms can be downloaded from www.hetc.edu.au under ‘FORMS DOWNLOAD’. Domestic Students: You can also apply online via HETC’s online application service. Click ‘Apply Now’ on www.hetc.edu.au. International Students: There is a $200 enrolment fee for applying directly to HETC for admission to a course. This fee is subject to change throughout the year. Please contact us to confirm this fee. All course fees will be stated on the Tax Invoice included with a student’s Letter of Offer. If the student chooses to accept the offer by the stated date on the Letter of Offer, then course fees will not change during the student’s course. However, if the student does not accept and make a full payment before the required date then fees are subject to change during the year. International Students: You will also have to obtain Overseas Student Health Cover (OSHC) for the duration of your studies. This fee is not included in the previously mentioned course fees. OSHC fees vary depending on the duration and type of cover; you can obtain a quote from BUPA, HETC’s preferred provider, via https://www.bupaoshc.com/pricing/quote_price/. International Students: Ensure that you have all of your academic transcripts, and all other supporting documentation certified as true copies and translated into English by a qualified translator. If you do not complete your application in full or do not submit sufficient supporting documentation you may be awarded a conditional letter of offer. If this is the case, you will be required to provide the information or supporting documentation missing from the original application. Once HETC receives the complete information, your application will be assessed and if successful you will be awarded an unconditional offer or confirmation of enrolment. Submit your application form along with all required documentation to HETC directly, or through one of our partner agents. All prospective students must refer to the applicable HETC Refund Policy. Please read this Student Handbook and HETC’s Policies and Procedures thoroughly before signing your Accept an Offer form as they contain very important information that you will need during your time at HETC. Step 2: Your application is assessed HETC will assess your application. You will be notified of the result of your application. If successful, you will receive: • A Letter of Offer outlining your course details (start date, duration, location etc.); • A Tax Invoice outlining the fees you must pay, due dates, and payment options; • An Accept an Offer form and instructions for accepting your offer; • Eligible domestic students only: A partially pre-filled Request for VET FEE-HELP assistance form; Step 3: Accepting your offer In order to accept your offer of a place with HETC, complete and sign the Accept an Offer form, and return it together with payment for the fees due in advance (if required). This will secure your place at HETC. You should accept your offer as soon as possible after receiving your Letter of Offer – if you leave it too late there may be no places left. Refer to your Letter of Offer for deadlines. Eligible domestic students only: If you are paying via VET FEE-HELP, you must also complete and return the Request for VET FEE-HELP assistance form. Step 4: Confirmation of Enrolment HETC will send you a Confirmation of Enrolment (CoE) certificate. International students: will need this in order to apply for an Australian student visa. Step 5: Planning yourarrival Arrangement of travel to Australia is your responsibility. Note that if you are under 18 years of age, please see HETC’s Homestay application and information (available on the ‘Forms Download’ page of www.hetc.edu.au). If you apply to live with a Homestay, the Homestay family will arrange for an airport pickup. Note that fees do apply for Homestay services and will vary throughout the year. Step 6: Begin your studies Before your course starts, you will receive information about your orientation and/or online login details, depending on how you are studying with HETC (in-class or online). In-class students: At your orientation, HETC will help you familiarise yourself with HETC’s policies, procedures, courses and facilities. Continuity of Enrolment Enrolment of a current student is terminated if: • The student notifies HETC that he/she wishes to terminate their enrolment by completing the necessary form(s); • The student withdraws from all subjects/units enrolled in a study period; • The student has completed all requirements of a course and is eligible to graduate. Student Numbers and Online Portals You will be allocated a student number when you enroll. This number will be included in your Letter of Offer. You will need your student number for identification at exams, for submitting assessment, and for other important matters, so don’t lose it! You will also be given your login details for our Student Portal and (if you are studying online) our MyCourse portal. The Student Portal is where you can find course schedules and timetables, unit results, college announcements, and other important information. Please check it regularly. The MyCourse portal is for students studying online, and enables you to download and view course materials, submit your assessments, check your feedback from trainers, and communicate with your trainers and other online learners. Students which wish to bring school-aged dependants in Australia while they are studying If international students have any school-aged dependant(s) and bring them to Australia while studying, the school-aged dependant(s) will have to attend school, either public or private. Completion of a Diploma entitles a student to apply for entry to university with Advanced Standing. There is no guarantee that students will attain advanced standing into universities; however, students are entitled to apply for advanced standing. RPL skills may have been acquired through practical work, life experience, or formal education. In order to have these skills recognised you need to be able to clearly define these skills and provide evidence of your ability. This evidence may take the form of an official certificate, demonstration of skill or previous work samples. All RPL applications should be submitted four (4) weeks before the course commencement date. Later applications may be accepted, but credit cannot be given for units in which the applicant has remained enrolled past the date for withdrawal with refund of fees (Domestic Students: census date). To formally apply for RPL, you will be required to complete an RPL Application Form and submit it to HETC along with sufficient evidence to support your claim for the competencies being assessed. The actual evidence submitted for RPL must be posted or hand delivered. Faxed evidence is not recommended due to the risk of unclear or lost data. Original information is preferred but not essential. A mutually agreeable time will be arranged between you and a HETC Trainer/Assessor for individual assessment and/or to discuss the results. Credit Transfer HETC recognises the AQF qualifications and Statements of Attainment issued by other Registered Training Organisations (RTO). Students who have already acquired an officially recognised qualification or Statement of Attainment or Statement of Results for one or more Units of Competency may apply for Credit Transfer for those units. Students who wish to gain credit for already acquired training must formally apply by completing a Credit Application Form and bring their qualification and/or Statement of Attainment to a HETC representative to be sighted. HETC may contact the issuing institution to verify the authenticity of the document and the results contained. Once the Credit Transfer is approved, these units will not need to be undertaken. However, students must enroll into the unit and attend classes until the decision regarding Credit Transfer is made. An AUD $250 administration fee per unit may apply. These fees are non-refundable. International Students: RPL/Credit Transfer will reduce the duration of your course, therefore affecting the conditions of your visa. CRICOS Code : 03243A HETC Student Handbook v10.11.2014 (c) H ETC 34 Harvest Educa tion Technical College CRICOS Code : 03243A RTO Code: 31671 Refusal and Cancellation of Enrolment HETC may cancel the enrolment, refuse to enroll, or refuse to re-enroll a person/student for the following reasons: Misconduct (see Misconduct Policy on www.hetc.edu.au or contact the Academic Director); Failure to satisfy the minimum academic/entry requirements for courses chosen, including failure to provide sufficient supporting documentation; International Students: Failure to enroll by the end of week 2 of the term; International Students: Visa cancellation; The student has gained admission to HETC by misrepresentation, falsification of documents or other fraudulent means; Failure to fulfill the normal admission or enrolment requirements; International Students: Non-payment of tuition fees Domestic Students: Failure to submit a Request for VET FEE-HELP assistance form by the census date or; Other reasons as deemed by the Principal. Statement of Academic Record A full Statement of Academic Record will be issued at the time of graduation or withdrawal from HETC. At the end of each study period, results for current students summarising their performance in the most recent study period will be posted to the Student Portal. This report will provide details of units studied and results expressed as a percentage and/or grade. Student results will be retained as HETC records for a period of 30 years. Award On completion of a Diploma, students will be issued with an award, which is nationally recognised. If students cannot attend the graduation ceremony, they can collect their award, or have it be mailed upon request. Statement of Attainment A ‘Statement of Attainment’ listing all the units successfully completed is available to any student who has not completed an award/qualification. Examination and Assessment Examinations and assessment will be conducted during and at the end of each study period under supervised conditions. Students must hand in a written application request to the Academic Director and HETC will consider whether or not supplementary examinations should be granted to the student. Students who do not successfully complete an assessment item at their first submission will be allowed a second submission. Second submission dates vary, so contact your trainer or HETC’s Academic staff for more information. Deferred Tests and Examinations If a student misses an examination because of exceptional circumstances, the student must contact HETC within two (2) days and must follow this up with a written explanation of the above together with all available documentary evidence supporting the reason for absence. Deferred tests and examinations are conducted at the discretion of HETC and only as a consequence of serious illness or extraordinary personal circumstances which have the potential to significantly affect student performance. Applications for deferred tests and examinations must be received with supporting documentation no more than two (2) days after the date of the test/examination. Application forms are available in the front office or through email or on our website. Once the application is completed, an appointment needs to be made to see the Academic Director. Note: There is no guarantee that the application will be approved. Payments Fees and Charges International Students: Students are required to pay the fees for their training as per the signed Letter of Offer. Should a student cancel or withdraw, they may be entitled to a refund as detailed in our Refund Policy. Domestic Students: Eligible domestic students deferring their fees via VET FEE-HELP are required to submit their Request for VET FEE-HELP assistance form by the first census date of their course. Failure to do so means students will become liable for the course’s tuition fees. When these fees are due, they are transferred into HETC’s trading account. For all fees, both overseas and local students’, HETC’s accounting procedure is to place any prepaid amounts into a liability account until such time as the fees are payable, and the amount is drawn down into the income account. The Chief Executive Officer has the ultimate responsibility for authorising such transfers and draw-downs. HETC acknowledges and accepts that unacceptable student behaviour can have a negative impact on the work performance of other students and clients. At HETC, all students, clients, staff, visitors and contractors are expected to behave in a polite and considerate manner when dealing with other students, staff and members of the general public. Students, clients and staff at HETC have a right to work and study in an environment free from the following: Harassment; Discrimination; and Threatening behaviour/bullying. Students, clients, and staff at HETC have these responsibilities: Respect the rights of others; Respect social differences and diversities; and Respect the privacy and confidentiality of others. Leaving rubbish in classrooms or around campus, e.g. carparks/stairs. Remember: rubbish belongs in rubbish bins! Smoking inside campus buildings/classrooms or within 4 metres of a campus entrance. Smoking is not allowed in carparks and the landlord has the right to fine students up to $200. Academic Conduct – Intervention Strategy Students are required to perform academically well in units/subjects in order to maintain enrolment. Students must be deemed ‘Competent’ in a minimum of 50% of each study period’s subjects to maintain enrolment. Students will be counseled and advised to take additional tutorial classes to improve performance if needed. These additional tutorial classes will not incur any extra cost. The Diploma Qualification program is thus considered extended. Normally, Trainers/Tutors will verbally communicate with the student of their academic non-competency during the study period and advice the student to seek assistance in Support Services. Warning letters will be sent to student if the student is found to be non-competent in their mid-study period examinations/final examinations and have not followed the Trainer’s advice or utilised any of HETC’s support services. Breaches of Code of Conduct Where behaviour is unacceptable, disciplinary action may be taken. This action may consist of but is not limited to the following: Excluding and/or refusing entry to a classroom if the behaviour is disruptive or dangerous; Suspension of studies by the Principal/Academic Director; Expulsion from HETC by the Principal/Academic Director; and in cases of criminal behaviour, the police will be notified. Trainers/tutors are responsible for setting the standards within a learning environment and upholding the principles of equal opportunity. They may not be aware that an individual’s behaviour is making participation difficult for other students. If you feel that you are being subjected to any breaches of this Code, by any person, please bring this situation to the attention of your Trainer/trainer. This person will have information about HETC’s Complaints & Appeals Policy and Procedure that can assist in resolving these issues. If you feel further action is required, contact the Academic Director. Disciplinary Procedures In the case of misconduct by a student on the premises, a member of staff may immediately suspend the student from attending the class/learning activity for a period not exceeding 8 hours. The staff member issuing the suspension will advise the Academic Director immediately and complete a student report. The Academic Director will advise the student of the reason for suspension and will give the student reasonable opportunity to be heard in respect to the misconduct. At this point, the Academic Director will have the following options: • Modify or dismiss the charge; • Reprimand and warn the student against repetition of the breach of discipline; or • Recommend that further action be taken. The Academic Director will, upon receiving notification, review the decision and circumstances within 7 days to decide on the following options: • Modify or dismiss the charge; • Expel the student; or • Take further action as deemed appropriate. Disciplinary Appeal Process If the student wishes to appeal against the decision made, they must complete a Complaints/Appeals Application Form within 20 days of the decision being made. The appeal will be dealt with in accordance with the HETC’s Complaints Policy and Procedure. Students are expected to phone HETC if they are absent from class for any reason. 2. Absences must be supported by a doctor’s certificate. 3. An international student who does not attend HETC for 80% of their scheduled classes will be reported to DIAC and the consequence will be a termination of the granted visa. HETC will first send out warning letters and if student does not improve their attendance record during the study period (i.e. attendance is still below 80%), HETC will then report that to DIAC. 4. Strict attendance records are maintained by HETC with the following methods: Sign on/off sheets Record of late arrivals, early departures and missed classes Record of daily absences as advised by students Class rolls 5. All students are required to be on time for classes. Latecomers are prone to disturb and interrupt lectures and other students. 6. To show courtesy to teaching staff and other students, mobile phones must be switched off during classes. Calls may be made during break times unless it is an emergency. It must be stressed that it is the student’s responsibility to attend all time-tabled classes and it is expected that all personal activities take place outside College hours. Modes of Study Students are provided with training manuals and textbooks throughout their course. Students should be responsible for their own training manual as it will not be replaced in case of loss or damage. Note that students will have to pay for textbooks and these fees are not covered by the tuition fees. Class In this mode, the student attends HETC for a scheduled course, during which a qualified Trainer/Tutor leads the class step by step through the topic using a manual, projects and exercises. The size of the class is normally 8 students per classroom per trainer/tutor at a time. Homework HETC provides weekly homework exercises for the student to work through at their own pace. Once the weekly homework is completed, the student submits the assessment to HETC for marking. During working hours, HETC has a telephone and email help-desk service to provide assistance to students. Distance Education / Online Learning Distance learning or/and online learning may be included as a part of your course. Distance education/online learning requires students to study and learn independently with assigned and allocated learning materials such as textbook chapters or extra handouts. Students need to submit studying notes or/and homework in the next lesson to prove that they have been studying the materials assigned. In addition, if online learning materials are assigned to students, online participation and progress reports will be produced. Support and Counselling Services Attached at the end of this handbook is an information sheet which lists the name(s) of HETC personnel whom you can approach if you have any queries while studying at HETC. For many students at HETC, it is their first experience of studying in a College environment. The skills taught at school can be quite different from those required in diploma or advanced diploma courses or other courses. In addition, there are many students for whom English is their second language. Therefore, HETC offers programs to assist students to develop both the academic and language skills necessary to succeed in their studies. These programs provide an opportunity for students to build on the skills they learn in their core units and will assist them in their preparation and presentation of assignments. IMPORTANT INFORMATION: Please note that ALL tutoring and supporting services outside the 20 training hours are FREE of charge within training and assessment periods, but NOT during holiday periods. Firstly, students will be given all information about their assessment at least a few days before the actual assessment week, this means that they have all the time within the study period (training and assessment periods) to seek FREE support and assistance. If students choose not to seek support or assistance, even after HETC’s academic member(s) have consulted them, and fails the exam(s) during the assessment weeks, then they will need to pay for the extra tutoring support which will be conducted during the holiday periods. However, students can seek for FREE tutoring support during the coming study period training and assessment periods. Study Skills Program This program will help students to become more aware of what is expected of them at College and the strategies which will help they learn best. The program will help students to manage their time efficiently and revise for exams. Students will also learn about researching skills and how to reference correctly. This is essential if students wish to be part of an academic community and to avoid plagiarism. The class is free and there are no tests or examinations. English Development Program (EDP) This program focuses on developing speaking and writing skills. Students will revise grammar and sentence structure, paragraph writing, essay writing and report writing. These skills are taught within context and students will be given models of writing and strategies for developing their speaking and writing skills. A communicative approach to teaching is adopted so students will have opportunities to interact with other class members. Trainers will provide students with feedback on their writing and this will enhance their performance in assignments. The class is free and there are no tests or exams. Individual Assistance Students can also obtain individual help with the preparation and presentation of assignments, referencing, languages skills and general study skills. However, we will not merely edit your assignments. The main aim of this assistance is to provide you with advice on improving them. Individual assistance also involves helping students with accommodation issues and talking to students about attendance requirements. This support service is free and there are no tests or exams. More information about these programs and the schedule is available from the Academic Director. Welfare, Language and Cultural Assistance International Students studying in Australia may struggle with culture shock, language and general welfare issues. Additionally, HETC is a multicultural environment and all students should try to be culturally aware at all times. To assist students with these matters, HETC will make information available at orientation workshops, through printed booklets and/or flyers. Students may also consult with HETC’s Academic Director on a one-on-one basis to discuss and receive assistance with his or her struggles. All assistance related to the welfare, language and cultural assistance is free-of-charge. Literacy and Numeracy Students need satisfactory literacy and numeracy skills to complete the course. Students who feel that they require literacy or numeracy support are encouraged to inquire at enrolment. A formal Language, Literacy and Numeracy test may be given to identify these difficulties depending on the qualification. HETC have professional language, literacy and numeracy staff at HETC to assist students who may require additional support. Please contact Academic Director for more details. This service is free. Developing Academic Writing Skills The best way to for students to ensure that they do not plagiarise is to learn the skills of academic writing, including paraphrasing, quoting and referencing. These skills take time to develop; therefore, it is important that students obtain help in learning these skills and allow time to prepare for assignments. Please see the Academic Director for more details. There are several ways in which students can gain assistance with developing their academic writing, research and study skills: 1. Ask the Trainer/tutor for assistance. 2. Enroll in Study Skills. These are a series of free classes offered at HETC. 3. Access the Referencing Guides from the HETC library and can be sent through email. 4. Seek assistance from the Academic Director. Students can make an appointment at HETC reception or contact her via email or phone. Communication HETC relies heavily on electronic mail (email) to communicate with students or staff. Students should ensure that they have provided HETC with their current email address and check it on a regular basis. By signing the last page of the enrolment form, students have agreed that they will communicate with HETC via email. Additionally, students should be aware of the settings of their email account (for instance, Hotmail accounts sometimes send emails to the ‘junk mail’ folder if the sender is unrecognised). International students are considered non-compliant if their contact information with HETC, including email addresses and phone numbers, is incorrect and may have their visa cancelled (by DIAC) if they are not contactable. It is every HETC student’s responsibility to read news and information from HETC. HETC’s emailing system Sometimes, lecture notes, tutorial questions, other learning materials and announcements may be sent through email. Therefore, students must check their emails on a regular basis to keep themselves informed of all course-related materials. Change of Address/Email Students must immediately advise HETC of any changes to mailing, email and contact addresses in Brisbane and overseas, if applicable. It is HETC’s duty as an education provider to keep a register of correct addresses, but it is the student’s duty to report any changes (both local and overseas). Students must come into the office and inform our reception of the change of address. Homestay accommodation Please refer to Homestay Information and Application form for Students for more details. HETC operates its own Homestay program where international students are welcomed into homes of carefully selected Australian host families. Homestay accommodation is available for all students under the age of 18. Students who are under the age of 18, who are not living with their parents or nominated relative, may register with HETC’s Homestay. All Homestay accommodation arrangement for students under the age of 18 must be approved by HETC. Host families undertake Duty of Care for students living with them. HETC provides all students under the age of 18 with a secure, caring and nurturing family lifestyle that assists with them living in Australia enabling them to grow and develop during their time studying abroad. Homestay consists of a variety of family environments including married couples (with or without children). All families are police checked and inspected by HETC’s Homestay Co-ordinator. Living with an Australian family can be an invaluable part of an international student's learning experience in Australia. Students and host families can learn about each other's cultures and lifestyles. HETC interviews all Homestay families, which will provide accommodation services to the unaccompanied child, and inspect their houses prior to student placement. Homestay students are provided with accommodation including all meals, and their own bedroom and study facility such as study desk, chair, lighting, etc. All Homestay families will provide safety and security in a well-supervised environment for the student. The Homestay families are also responsible for picking up the student upon his or her arrival. Homestays are normally located close to the campus. HETC matches students to families with similar interests, always ensuring a safe supportive family environment. Students have their own room or can share with other students. Host families provide three meals per day and assistance is given with basic needs, such as laundry and cleaning. Parents who prefer students to live with a close relative or family friend must provide written consent. They must be of good character and over the age of 21. Housing options include: Share accommodation: your own bedroom in a shared flat or house which generally involves sharing rental, Electricity/gas and phone bills. (Prices start at about $100/week.) Private board: Your own bedroom, usually in family home, meals included. (Approx. $200/week.) Renting a flat: Single bed/living room with its own basic kitchen, and often a shared bathroom. (Approx. $150-200/week.) Renting a house or flat: One or more bedrooms, a kitchen, bathroom, living area, and usually laundry. (Approx. $350 for a 3 bedroom house.) Assessment and Examinations – Rules and Guidelines The following assessment and examination rules and guidelines apply to all students of HETC. It is the student’s responsibility to read, understand and abide by these rules and guidelines. 1) All assessment items in a subject or unit must be successfully completed to qualify for the issue of a Statement of Attainment for that unit. 2) All units or subjects that make up a qualification (e.g. Certificate or Diploma) must be successfully completed to be awarded the qualification. 3) All assessment items must be your own work. The trainer will not accept work that is copied from another student or other sources without appropriate referencing (plagiarism). Your trainer will advise you on correct referencing procedures. Acts of plagiarism may incur penalties ranging from assessment mark reduction (including a mark of zero), a grade of ‘Not Yet Competent’ for the subject or unit, or other disciplinary action decided upon by HETC. Whether plagiarising a published source or a fellow student’s work, disciplinary action may result in automatic expulsion from HETC. Please refer to the Plagiarism Policy for more details. 4) Aiding and abetting with respect to cheating and plagiarism may lead to automatic expulsion from HETC. 5) Cheating during examinations or at any other time is not tolerated. A Deferred Exam/Assignment Application Form must be completed and forwarded to the class Trainer at least 2 days before the due date of the assessment. A medical certificate or other supporting evidence should be attached to the form. The request will be approved/not approved by the Academic Director and a copy of the form indicating this will be returned to the student. If the request is approved, a copy of the approved form must be attached to the assessment item. If it is not attached, the assessment will not be accepted. Any student who unsuccessfully completes an assessment item is entitled to a re-sit. The student may be granted 1 week only from the date of notification of their result to complete the re-sit. The trainer will notify students of all due dates. Students are entitled to one re-sit only, in accordance with HETC policy. The student has full responsibility to make arrangements for a re-sit or follow trainers’ requirements. Any re-sit usually will be completed outside normal class time. HETC has full discretion with respect to assessment extensions, reset assessments and overall assessment procedure. Re-sit assessments and re-sit examinations will not be given a marking priority. Trainers are instructed to mark initial assessment items and initial examinations prior to marking re-sit examinations and re-sit assessments. For subjects that incorporate assessment through formal examination, students must furnish a written statement if they are unable to attend the scheduled examination. A doctor’s certificate and/or other supporting evidence must be attached. The written statement must be received by HETC prior to the examination or other arrangements made. Failure to supply this information will result in an automatic failure for the subject. The student will be notified if alternative arrangements can be made. Only one opportunity will be granted to sit for the second examination. Should an incident occur on the day of the examination which prevents the student from attending the examination and which is beyond the student’s control, it is the student’s responsibility to contact HETC as soon as possible so that alternative arrangements may be made. HETC still requires a doctor’s certificate or other evidence to substantiate the absence. Only one opportunity will be granted to sit for the second examination. Students who sit for and receive a determination of ‘Not Yet Competent’ for a formal examination may be provided with an opportunity to take one re-sit examination. In such cases, the awarded mark for the re-sit examination will be adjusted to reflect the ‘second chance’ granted. After the two examinations, no further opportunity will be provided for a re-sit examination. If HETC considers at any time during a study period that a student is at risk of being “Not Yet Competent’, HETC will take steps to assist them in improving their academic results. Students are encouraged to tell their trainer, or contact HETC’s Student Services staff if they are experiencing difficulties in their studies. If HETC considers that a student will not complete the course in the duration of their student visa, HETC will also put in place an action plan to help them improve their studies. Any student who fails to meet visa requirements for academic performance will have their enrolment cancelled and Department of Immigration and Citizenship (DIAC) notified via PRISMS. HETC Plagiarism Policy Plagiarism means presenting the work or property of another person as one’s own, without appropriate acknowledgement or referencing and can include the following: 1) Copying of another student's or author's exact sentences, paragraphs, or creative products (i.e. drawings, graphics) without clearly indicating that you are making a direct quote and/or without giving a reference (includes copying from books, articles, thesis, unpublished works, working papers, seminar and conference papers, internal reports, Internet, lecture notes or tapes); 2) Trying to put other's ideas into your own words by changing only a few words without clearly referencing the original source. A Trainer may decide, as the words are almost the same as the original, that this is plagiarism, even if a reference is given; 3) Writing or presenting your own version of another person's work (including words, music, computer source code, creative or visual artifacts, designs or ideas) or research data without clear referencing; 4) Submitting work which has been written for you by someone else; 5) Copying and submitting another person's work as if it were your own. If a student lends an assignment to another student and the assignment is copied and handed in by that student, then both students will be penalised; 6) Copying computer files in whole or in part without indicating their origins; 7) Copying and submitting another student's work, wholly or partially, by a process of mechanical transformation, e.g. by changing variable names in computer programs; or 8) Submitting work completed in a group as if it were the work of an individual student. Where any of the above examples of plagiarism are detected in a student’s work, penalties will apply. These penalties may vary depending on the nature of the plagiarism. If it is considered to be unintentional, then most likely this will result in a loss of marks. However, if it is considered to be intentional, as in the case of deliberate copying or submitting other students’ work, this is likely to result in zero marks. Please contact your Trainer for more details about avoiding plagiarism. Grades Grades of assessment will be as follows: Overall, the grades will be categorised into two major outcomes, competent or not yet competent. To achieve competency, students need to prove that they are competent in all of the knowledge and skills learnt in class. On top of these two grades, HETC also uses a Descriptors Grading System. C – Competent. F/NYC – Fail/Not Yet Competent, all compulsory work has been submitted but one or more essential components have been deemed failed. This Grade shall apply in all such cases, irrespective of the percentage mark. D – Deferred, where a Board of Examiners has granted a deferred assessment under the conditions of the Deferred Assessment within this procedure. A student granted a deferred grade is still deemed to be an enrolled student in that unit. W – Withdrawn, where a student has been withdrawn from a unit after week 4. DNC - Did Not Complete, where the percentage mark is within the range of 00-99 and the student attended one or more lectures or tutorials but did not attend the final examination, submit all the required components of work or apply for deferred assessment. DNA - Did Not Attend, where the student has enrolled in a unit but has not attended any lectures, tutorials or submitted any required work. The DNA grade is a failing grade (as there is no percentage mark associated with a DNA grade, a unit with a grade of DNA cannot be included in the calculation of a student’s study period weighted average). CRICOS Code : 03243A v10.11.2014 52 Harvest Educa tion Technical College CRICOS Code : 03243A RTO Code: 31671 Academic Progress Progress Requirements The Department of Immigration and Citizenship (DIAC) maintains the view that if an international student holds a student visa they should be attending class, studying and passing their units. Therefore, one of the conditions of an international student’s visa is that the student must make satisfactory academic progress. This is partly defined by the fact that students are required to complete their course within the period stated on their CoE (which corresponds to the period of the course as per CRICOS registration). Students with a history of poor academic results must be reported to DIAC by HETC. Students should note that any failed unit means academic progress is poor, though every case is different for a variety of reasons. Students would not be reported (for poor progress) where extenuating circumstances prevail (such as extended illness, family crisis, etc.) A student’s academic progress is finalised at the end of each study period once results are released, unless a legitimate appeal is underway (see Complaints and Appeals Policy). Before a student is reported to DIAC, they are granted the opportunity of an interview with HETC Academic Staff to appeal against their case. If a student is due to be reported to DIAC for poor progress at HETC, they should meet with the Academic Director to discuss the process and their obligations. Should they wish to re-enrol at HETC for the upcoming study period, they should carefully review the HETC Refund Policy. Returning late to studies in the following study period due to being previously reported will not be considered an acceptable reason. Unsatisfactory Academic Progress A student who fails 50% of their units in any given study period will be at risk of not completing their course in the specified time and will be warned and counseled accordingly. Furthermore, a student who fails more than 50% of their units may receive a final warning directly. Any student who fails 50% of their units a second time will be given a final warning and counseled accordingly. HETC reports students at the conclusion of ‘as soon as practicable’. HETC will issue an Intention to Report letter for students who have not achieved satisfactory course progress for TWO units or more in TWO consecutive terms and students have not made a successful appeal against this assessment. For example, students who have failed two units for two consecutive terms will be issued an Intention to Report letter via email or in person. The letter will inform the student that he or she is able to access HETC’s complaints and appeals process and that the student has 20 working days in which to do so. The reporting only occurs once any appeal processes have been finalised, including external appeal. Once a student is identified as ‘at risk’, academic staff at HETC will request an interview with the student to counsel them accordingly. A number of options are available to the student: drop a unit, change course, attend free support classes or workshops, or receive tutoring. Note, one-on-one tutoring is available at HETC; however, students will need to pay for these tutoring sessions at extra cost if they wish to receive tutoring during holiday periods. This is not included in the course fees. Satisfactory progress is an important element of a student’s success and as such HETC will attempt to alert students should they be at risk of failing or being reported to DIAC. In the event that progress is considered unsatisfactory, formal warnings (written notice) may be issued to students by mail, portal messages and/or email. A student who fails 50% of their units in any given study period will be sent a warning. Any student who fails 50% or more of their units on a second occasion will be given a final warning and counseled accordingly. Students who receive notification of poor progress are required to have an interview with Academic Staff, e.g. Trainer/Tutor or Academic Director or Student Services Manager, so that study options can be discussed and the student can get back on track. Students should note that satisfactory progress is ultimately their responsibility. Student enrolment may be cancelled in the event that a student does not respond to warnings issued. Students should refer to the HETC Monitoring Course Progress and Attendance Policy on the HETC website for more information about academic progress. The student who has not achieved satisfactory course progress will be notified by HETC in writing of its intention to report the student. The student then has the right to access HETC’s Complaints and Appeals process within 20 working days. Where the student has chosen not to access the Complaints and Appeals processes within 20 working days, has withdrawn from the process, or the process is completed and results in a decision supporting HETC’s original decision, then HETC will notify the DIAC through PRISMS of the student not achieving satisfactory course progress as soon as practicable. (HETC can withhold a qualification or statement of attainment if a student has outstanding fees.) No student will be promised early issuance of their qualification or statement of attainment. Issuing of results for a Unit will be posted at a suitable time by the class trainer/tutor. This will usually occur 2-4 weeks after the subject has concluded. Campus Facilities Please refer to the HETC Facilities document for more details. Internet and Computer Use - Terms and Conditions The following rules are to be observed by all students of HETC: 1) THERE IS TO BE NO FOOD OR DRINK CONSUMED WHILE USING COMPUTERS. Bottled water ONLY (with the lid tightly fitted) may be kept on the floor or in your bag. 2) When completing a current session, all students MUST log off at the end of that session. To log off, select START, SHUT DOWN and click on LOG OFF. 3) No student is to shut down the computer except as outlined above. A virus scan is timed to run on the entire system and this can only be completed provided all computers are turned on. Other maintenance may also be carried out after hours. 4) Please do not attempt to fix or adjust the computers, printers or other equipment. Report all faulty terminals to your trainer or any staff member. 5) Do not change any setup or display features of the computer. 6) Leave computers neat and tidy – place all rubbish in the bin provided, straighten up the terminal/keyboard/mouse and push your chair in. 7) The internet may be used for research and personal use. Students must use the internet/computing facilities solely for legal and ethical purposes. These purposes are to reflect the high moral and ethical standards of HETC. Users are reminded of the legal issues associated with publication of certain or illegal material, in particular defamation and/or defamatory material. Downloading offensive material, using the computers for any illegal or improper purpose or for personal use during scheduled class time is not permitted and may lead to disciplinary action, including suspension or cancellation of enrolment. 8) Printing is available at the Reception area. Assessment items and other course-related material may be printed free of charge. A charge of 10 cents per page will be incurred for personal printing. 9) All printing is to be done in black and white and double sided unless absolutely necessary. Higher rates apply for colour printing, please see HETC staff for details. Fire Regulations and Evacuation Procedures Each work area and training room has a floor plan identifying fire exits. In case of fire or evacuation, staff and students are to follow the direction of the identified staff member. Under 18 Welfare Arrangements The Department of Immigration and Citizenship (DIAC) requires that all international students who will be under 18 years of age when entering Australia on a student visa, have appropriate accommodation, support and welfare arrangements in place. There are various options available to international students under 18 to meet this DIAC requirement. One way is by enrolling in the Under 18 Supervision Program coordinated by International Student Coordinator (ISC), you may contact her (Yan CHEN) by emailing [email protected] or by calling 07 3344 1922. This program available to international students who will be under 18 years of age at the time when they enter Australia and commence their course at HETC and would need approval of their accommodation and welfare arrangements in order to meet the Department of Immigration and Citizenship student visa requirements. Students who are accepted in the program will receive a Confirmation of Approved Accommodation and Welfare (UNDER 18 WELFARE CONFIRMATION) form after they have accepted their offer of place. ISC will monitor the students' welfare through regular meetings until they turn 18 years of age, and is able provide comprehensive support and can refer students for additional assistance as required from academic staff or other services. Applications The application process for the Under 18 Supervision program is as follows: 1. Under 18 Program Refunds If a student enrols in the Under 18 Supervision Program and subsequently wishes to withdraw, they must notify the Under 18 Program Coordinator (Yan CHEN) in writing (please email to [email protected]). A full refund minus the registration fee (AUD$200) and assessment fee if applicable will be made if written notification of withdrawal is received by the Under 18 Program Coordinator before the start of care arrangements. After this date, unused portions of the supervision fee will be refunded. Please note that students are required to give ten working days notice if they are ceasing their supervision program arrangements. If the student has already paid for period of time in advance, then Homestay family will refund the amount of payment which were paid in advance. If a student who has been issued with an Under 18 Welfare Confirmation by HETC withdraws from the Under 18 Supervision Program, HETC will cancel the UNDER 18 WELFARE CONFIRMATION and notify DIAC that these care arrangements have ceased. Complaints and Appeals Policy HETC has a fair and equitable process for dealing with client grievances and appeals. The following policy and procedures are designed in accordance with the Education (Overseas Students) Act and the Education (Overseas Students) Regulations and to the Commonwealth Education Services for Overseas Students Act 2000. Please see HETC’s Complaints and Appeals Policy and Procedure document (available on www.hetc.edu.au) for a full explanation of the complaints and appeals process. 1. In the first instance, where a client feels that they are dissatisfied with some aspect of the service provided by HETC staff or contractors, it is suggested that they speak with the person in charge of delivering the service in the first instance in an attempt to resolve the problem. If your situation concerns a piece of assessment, then you should speak to your trainer/tutor; If your situation concerns your enrolment or refund, then you should speak to the Administration or Student Services Manager; and For other concerns, please see the Academic Director. 2. In the situation where a client feels uncomfortable or unable to approach the HETC staff member, they may be able to speak directly with the Chief Executive Officer/Academic Director of HETC. It is intended that the issues of concern be resolved at the lowest level with minimal impact. 3. If the situation cannot be resolved, the client is advised that they may make a formal complaint/grievance by recording their issues in writing as a formal complaint/grievance, if they so choose. Students can use a Complaint Lodgement Form, available on HETC’s website under ‘FORMS DOWNLOAD’, to make a formal complaint. The client will be advised both verbally and in writing of the outcome of the written complaint/grievance. The complaint will be assessed and investigate, and the complainant advised in writing of the outcome within 10 business days. 5. If the client is dissatisfied with the outcome of the complaint/grievance, the client is advised that they may make an appeal against the decision made by HETC to an independent mediator. Refund Policy All applicants/students must read and understand the Refund Policy and must agree to the conditions below: TERMS AND CONDITIONS Fees are referred to as tuition fees which can be defined as fees payable for tuition as officially published or provided by HETC. 1. This Refund Policy must be provided to the student prior to any payment being made. NC3.1& Education (Overseas Student) Registration 1998 7(3). 2. All refund requests, notifications of withdrawal, deferrals or leaves of absence must be made in writing. Students can hand forms and supporting evidence in person or via email. All forms and evidence should be submitted or emailed to Administration or Student Services personnel. 3. Enrolment, accommodation placement, airport reception and additional private tutoring fees are not refundable in any circumstance. 4. Any approved refund provision will be paid by HETC in the same currency in which the fees were paid, to the person who has entered into a contract with HETC, unless this is impracticable in accordance to Education (Overseas Student) Registration 1998 7 (2) (c). 5. A full refund (minus any administration fees) will be given only if a refund request is submitted at least four (4) weeks before the course commencement date. A full refund will not be given if a student’s visa renewal is rejected due to breaches of visa conditions. 6. Course fees must be paid in full before the course commencement date. Course fees will be held in the name of “Harvest Education Technical College”, (HETC), in accordance with the Education Services for Overseas Students (ESOS) Act (2000). 7. Fees are subject to change. However, fees detailed in a letter of offer issued before the date of change will be honored by HETC for the course stated on the letter of offer. 9. In the event of a visa being refused, a full refund will be processed on provision of evidence of visa refusal, provided that the refusal was not caused by a breach of visa conditions. If a student’s visa is terminated, there will be no refund of fees for courses which have commenced. Tuition fees paid for future courses will be refunded. 11. Students repeating units will be required to pay for such units on a pro-rata basis, based on contact hours. Payment must be made prior to the commencement of the unit/s. 12. Where a person has entered into a contract with HETC and does not start the course or withdraws from the course at any time, HETC will (in addition to those fees specified in clause 3 above) retain the cancellation amounts. 13. Refunds will be paid within 4 weeks after receipt of a written application, in accordance with ESOS Act 2000 Section 28 (3). 14. No refund will be given if a person who has entered into a contract with HETC and is expelled by HETC after two weeks of study. 15. Refunds will be paid directly to the person who entered into the contract with the registered provider, HETC (RTO code: 31671), unless that person gives written direction to pay someone else. Note that the Australian legislation does not allow for a refund to be paid to an agent Education (Overseas Student) Registration 1998 7 (2) (b). 16. All applications for withdrawal, deferral or leave of absence from study, and/or applications for refund of fees must be made in writing to the Academic Manager and/or Finance Manager. Students must complete the “Suspension of Studies/Deferral/Cancellation of Enrollment Application Form” and/or the “Fees Refund Form”. Notices will not be effective until received and approved by the Academic Director and/or Finance Manager. 17. This policy does not remove the right to take further action under Australia’s Consumer Protection Laws nor does it prevent the student from pursuing other legal remedies. Students are bound by the conditions of their respective visas when changing their education provider. Students who change provider are regarded as students withdrawing after commencement of their program. 18. HOMESTAY HETC will arrange Homestay for students who are under the age of 18. For all students living in a Homestay, the following conditions apply: i. Requests for Homestay accommodation must be received four weeks prior to arrival. ii. There is a minimum stay of two weeks, which must be paid for in advance to HETC. iii. Homestay fees are payable thereon to your host family each fortnight, in advance. If the request for Homestay accommodation is cancelled after notification of the student’s flight details, or after the student has arrived in Australia, the first four weeks of Homestay payment may not be refundable. Extenuating circumstances will be considered if submitted in writing to the Academic Director. Students are expected to live according to the house rules of the Homestay family. HETC reserves the right to deny or cancel Homestay arrangements for students deemed unsuitable. HETC will find an alternative Homestay for a student who has a valid reason for moving. If a student requests a change of Homestay for any other reason, a further Homestay Booking Fee will be charged. 19. Airport Transfer must be booked and paid for at the same time as payment of tuition fees. The cost of transfer is not refundable if the service is not utilised by the student. When a student arrives on a late night flight, it may be necessary for the student to cover the cost of one night’s accommodation in a moderately priced hotel. 20. This agreement, and the availability of complaints and appeals processes, does not remove the right of the student to take action under Australia’s consumer protection laws. 21. The registered provider’s dispute resolution processes do not circumscribe the student’s right to pursue other legal remedies. 22. In the case of provider default, HETC will refund the tuition fees in full to the student within 4 weeks. However, enrolment/admin fees and any other service or resource fees are non-refundable.
