100% SEED TREATMENT CAMPAIGN- KHARIF 2015 UNDER STATE PLAN ( Improved Agronomic Practices) OPERATIONAL GUIDELINE Period of the campaign: 28th May 2015 to 20th June 2015 Crop – Paddy Introduction: Seed Treatment is one of the most vital components of integrated pest management in crop production. Application of fungicides is done to the seeds before or at the time of sowing of seeds or planting the seedlings to protect the crops from various diseases. Such application is minimal in doses and therefore is highly economical as well as least disturbing to the environment. The programme “ Seed Treatment Campaign” will be implemented in 30 districts during both Kharif & Rabi 2015-16 covering all the blocks in a training-cum-campaign mode .The seed treating chemicals for paddy seed treatment will be provided to the farmers at free of cost in a training cum campaign comprising of 100 farmers during Kharif. Objective of seed treatment: To protect the crop from various diseases & pest, it is necessary to go for 100% seed treatment campaign for creating mass awareness among the farmers regarding crop loss occurs due to incidence of various diseases in paddy, Pulses & Groundnut in Kharif & Rabi season. Target Crop pest : Blast, Sheath Blight, Foot rot, Seedling rot, Root rot diseases in paddy Type of seeds: Farm saved seeds Place of Campaign: FIAC Building / MANDAP/BANA SURAKHYA SAMITI / JUVA SANGHA GHAR or any community centre in a village. Selection of village: Priority should be given to the villages having low seed replacement rate. The villages which are already covering the last years will not be repeated again for campaign. No. of Units: Village will be taken as one Unit with a target to cover minimum 100 farmers and 100 ha of paddy crop per campaign per village. Physical and financial target. Physical: 5 nos. of training cum campaigns will be organized in each block for paddy seed treatment. One campaign is comprised of 100 farmers who will receive trainings, leaflets/ handouts, demonstration on Seed treatment. The approximate average ratio of the farmers in the campaign to be maintained will i.e Normal: SC: ST is 60:17:23 and minimum 30% women farmers must attend the campaign. The farmers covered under any demonstration programme should not be included in this programme. A mobile public address system will run in the village and in the adjacent villages for awareness of the farmers. Cost of one training cum campaign is Rs 5000/- . 5 units per block will cover 500 ha Paddy in a block. The Seed Treating Chemicals approved by SLTC 2015-16 will be provided to the farmers in the training cum campaign programme for treating the seeds during Kharif 2015 and no cost will be charged for chemicals and treating the farm saved seeds of the farmers. Execution Procedure: The DDA is the District Nodal Officer for execution, implementation and monitoring the programme. The block AAOs will implement the training –cum-campaign under direct guidance of DAOs/DDAs. The District Nodal officer will ensure the organization of campaign, documentation & submission of Photographs and other documents to Addl. Director of Agriculture (Extension). DDAs will appraise the block and village wise programme to the Collector concerned. The DPRO and Block Development Officers may also be kept informed. The block AAO will organize the training- campaign programme. Approximately 100 farmers will participate in the training campaign who will receive training, leaflets, handouts, demonstrations etc. The PRI members ,local representatives should be kept informed regarding organization of the campaigns. A vehicle with public address system will run in the villages, adjacent villages for awareness of the farmers. Leaflets/ pamphlets on importance of seed treatment should be widely circulated among the farmers in the campaign. The demonstration on procedure of seed treatment will be elaborately done in the campaign. DAO will certify the execution and performance of the programmes of each AAO and submit a detail report to the DDAs. The vouchers for the campaign shall be certified for payment by the concerned AAO’s, countersigned by the DAO & submitted to the DDAs for pass orders for payment. The village wise list of farmers along with their contact numbers and receipt of the stock should be recorded in a register and kept in the DAO office. The copy of the same should be submitted to Nodal Officer for onward transmission to the Directorate. The District Administration should be kept informed regarding the implementation of seed treatment campaign .Involvement of PRI members, Pani Panchayat should also be ensured in the campaign and their signatures should be taken in the register. The State level officers will monitor the campaign programme and submit a report to the Addl. Director of Agriculture (Extension) on progress. The list of district wise designated officers for monitoring the programme at the state level is given in Annexure- VI. Seed Treatment Chemicals: The DDA’s will place indent with OAIC for required Seed Treating Chemicals to be made available at block level as per SLTC approved price of 2015-16 and tender terms and conditions. The AAO of the block will be responsible for timely utilization of the seed treating chemicals . Any left out stock will be the responsibilities of the block AAO. The Supplier/ OAIC should provide Mask & Gloves to the farmers for safe seed treatment. Printing of Leaflets & Banners: DDAs will make necessary arrangement for printing of leaflets & Banners centrally at district level and issue to the AAOs to maintain uniformity. Samples of Leaflets & Banners is enclosed. The development on Seed Treatment Campaign taken shall be broadcasted in the local Radio, Door Darshan and News Papers for wide publicity out of ATMA funds.. Interview of some progressive farmers may be recorded as success stories for circulation in some other village . AAOs to ensure proper documentation (video, photographs) of the campaign and CDs to be handed over to respective DAOs for onwards transmission to Directorate. The state level awareness campaign programme will be organized through different mass media like Door Darshan, AIR, Odia local dailies on seed treatment for awareness of farmers of the state by JDA, Information as per Annexure-II.
