INVITATION FOR BIDS
1.
The Deputy Director, Software Management Directorate, Central Water
Commission (CWC), New Delhi on behalf of the President of India invites
sealed tenders for Development of a Web Based Software Application for
Online Management of Bhagirath Magazines in Central Water Commission
from eligible bidders who meet following eligibility criteria:
a.
The Bidder should be ISO certified company registered under Indian
Companies Act 1956. The Bidder should also be registered with
Service Tax Department of the Government of India and have other
mandatory registrations such as PAN/ TAN etc.
b.
The Bidder should have core competence in providing software
solutions with dedicated team of professional for timely execution and
maintenance of web based applications and must have developed,
deployed and supported such systems in the past. The Bidder should
possess at least 5 years continuous experience in the field of
development and maintenance of web based applications.
c.
The Bidder should have a minimum turnover of Rs.30 lakh and a
positive net worth during each of the last three financial years (201112, 2012-13 and 2013-14).
d.
The Bidder should have successfully completed works during the last 5
years as on 31.03.2014 as under:
i.
Three web based software development projects costing not
less than Rs. 2.4 lacs each or
Two web based software development projects costing not less
than Rs. 3.6 lacs each or
One web based software development project costing not less
than Rs. 4.8 lacs
and
ii.
One completed work of similar nature costing not less than Rs.
2.4 lacs with Central Government Department/ State
Government Department/ Central Autonomous Body/ Central
Public Sector undertaking.
Copy of completion report along with work order should be enclosed.
e.
The Bidder should have office in Delhi/ NCR.
f.
The Bidder should not have been blacklisted by any Central/ State
Government/ Public Sector Undertaking/ Autonomous Bodies under
Central and State Governments in India.
g.
The Bidder should be empanelled with any Central/State IT department
for undertaking Website / Web Based application development work.
Copy of empanelment letter should be enclosed.

Tender document may be obtained from the office of Director (SMD), CWC,
Sewa Bhawan, R.K. Puram, New Delhi during office hours on all working
days, on payment of non-refundable fee of Rs. 500/- in the form of a Demand
Draft drawn in favour of DDO-II, CWC, New Delhi, payable at New Delhi.
3.
Tender Document is also available on Central Public Procurement (CPP)
Portal URL www.eprocure.gov.in and CWC website URL www.cwc.gov.in.
The Bidder downloading the tender document from the CPP Portal/ CWC
website shall enclose the cost of tender document i.e. Rs 500/- in the form of
Demand Draft drawn on any scheduled bank in favour of DDO-II, CWC, New
Delhi, payable at New Delhi in a separate envelope at the time of submission
of bids.
4.
Tender methodology proposed to be adopted by the CWC will be “TWO Bid
system” i.e. Technical Bid and Commercial Bid with Technical bid containing
pre-qualification also.
5.
The Bidder has to submit a Bid Security/Earnest Money Deposit (EMD) of Rs.
12,000/- as Demand Draft drawn on any Scheduled Bank in favour ofDDO-II,
CWC, New Delhi, payable at New Delhi along with the technical bid.
6.
Sealed offers prepared in accordance with the procedure described in Clause
1 of Section II should be submitted to the Deputy Director (SMD), Central
Water Commission, Room No. 627 (s) Sewa Bhawan , R.K.Puram, New
Delhi-110066 not later than 20th March, 2015 at 10:30 Hrs.

CWC will not be responsible for any costs or expenses incurred by Bidders in
connection with the preparation of bids.
CWC reserves the right to cancel, postpone, withdraw the invitation for Bids
without assigning any reason thereof and shall bear no liability whatsoever
consequent upon such a decision if the situation so warrants.
CWC reserves the right to reject any or all the tender(s) received without
assigning any reason thereof.

INSTRUCTION TO BIDDERS
1.
PROCEDURE FOR SUBMISSION OF TENDERS /BIDS:
1.1.
The tender should be submitted in ‘TWO BID’ SYSTEM:a. Technical Bid:
i. Technical Bid in one separate envelope, sealed, super scribed with the
wordings “TECHNICAL BID”.
ii. The “Technical Bid shall contain Earnest Money, the cost of Tender
Document (if downloaded from website), both in the form of demand drafts
as prescribed hereinbefore, pre-qualification documents and the technical
proposal with all details & documents.
iii. The Earnest Money Deposit (EMD) and cost of tender documents, if
downloaded from the CPP Portal / CWC website should be submitted in
separate envelope super scribed with the wordings “EMD”.
iv. No rate should be quoted in the technical bid.
b.
Price (Financial) Bid
i. Price (Finance) Bid is to be submitted in separate sealed envelopes, super
scribed with the wordings “PRICE (FINANCIAL) BID”.
1.2.
Both the Technical Bid envelope and the Price (Financial) Bid envelope,
prepared as above, are to be kept in a larger single envelope super-scribed
with “TENDER (TWO BID SYSTEM) FOR DEVELOPMENT OF A WEB
BASED SOFTWARE APPLICATION FOR ONLINE MANAGEMENT OF
BHAGIRATH MAGAZINES” so as to give a double cover protection.
1.3.
The outer cover should also be sealed and addressed to the Deputy Director
(SMD), CWC in the address mentioned hereinbefore.
2.
COST OF TENDER:
2.1.
The Bidder shall bear all costs associated with the preparation and
submission of its bid, including cost of presentation for the purposes of
clarification of the bid, if so desired by the Purchaser and the Purchaser, will
in no case be responsible or liable for those costs, regardless of the conduct
or outcome of the Tendering process.
3.
CONTENTS OF THE TENDER DOCUMENT:
3.1.
The broad requirement of the Work, Tender procedures and contract terms
are prescribed in this Tender Document comprising of:

The Bidder is expected to examine all instructions, forms, terms and
requirements in the Tender Document. Failure to furnish all information
required by the Tender Document or submission of a bid not substantially
responsive to the Tender Document in every respect will be at the Bidders risk
and may result in the rejection of the bid.
4.
CLARIFICATION OF TENDER DOCUMENT:
4.1.
A prospective Bidder requiring any clarification on the Tender Document may
notify the Purchaser in writing to Deputy Director (SMD), CWC at the mailing
address indicated in Section I. The Purchaser shall furnish the clarifications, if
any at the time of Pre-bid Meeting on 12.03.2015.
5.
AMENDMENT OF TENDER DOCUMENT:
5.1.
At any time prior to the last date for receipt of bids, the Purchaser, may, for
any reason, whether at its own initiative or in response to a clarification
requested by a prospective Bidder, may modify the Tender Document by
online notification of amendment on Central Public Procurement (CPP) Portal
URL www.eprocure.gov.in and CWC website URL www.cwc.gov.in and such
amendment shall be binding on all Bidders
5.2.
In order to provide reasonable time to prospective Bidders to take the
amendment into account in preparing their bids, the Purchaser may, at its
discretion, extend the last date for the receipt of Bids.
6.
LANGUAGE OF BIDS:
6.1.
The bid prepared by the Bidder, as well as all correspondence and documents
relating to the bid exchanged by the Bidder and CWC, shall be in English
only.
7.
DOCUMENTS COMPRISING OF BIDS:
The bids prepared by the Bidder shall comprise of the following components

The following documents are to be submitted in the technical bid part:
a. Bid particulars as per Annexure 5.1.1 of Section-V.
b. Technical bid letter as per Annexure 5.1.2 of Section-V.
c. Pre-qualification documents to establish eligibility criteria as under:
i.
Demand Drafts towards Bid Security/ Earnest Money Deposit and
cost of tender documents, if downloaded from the website.
ii.
Copy of previous three years Income-tax Clearance Certificate,
iii.
Copy of documents in proof of TIN No and PAN No.
iv.
Company registration certificate
v.
Copy of audited Balance sheet of last three years.
vi.
Copy of appropriate value of valid supply order with successful
completion certificates of similar supply orders executed during the
last 5 years as on 31.03.2014.

viii.
Undertaking that the Bidder has not been blacklisted by any Central/
State Government/ Public Sector Undertaking/ Autonomous Bodies

Documents to certify that the Bidder is empanelled with any Central/
State IT department for undertaking Website / Web Based application
development work. Copy of empanelment letter should be enclosed.
x.
Proof of office address in Delhi /NCR.
d. Following documents as required in clause 15.2 of Section-II of the tender
document for technical evaluation:

i.
Technical proposal with organization profile indicating brief bio
sketches of key personnel to be deployed on this project with their
experience and skills in similar projects, proposed solution, approach,
methodology, work plan and Standard Operating Procedure (SOP)
stating the full details in which project will be get completed.
ii.
Work orders of satisfactory completed applications costing more than
Rs. 2.4 lacs for Central Government / State Government/ PSU Govt.
iii.
Details (Bio-data) of professional staff to be deployed for this project.
iv.
Documents in support of qualification and experience of Team leader.
v.
Documents in support of CMMI certification, If any.
The following documents are to be submitted in the financial bid part:
a. Financial bid letter as per Annexure 5.2.1 of Section-V.
b. Price Schedule as per Annexure 5.2.2 of Section-V.
8.
BID PRICES:
8.1
The Bidders would have to quote the prices in Indian Rupees only for the total
scope of work.
9.
FIRM PRICES:
9.1
Prices quoted must be firm and final and shall remain constant throughout the
period of the contract and shall not be subject to any upward modifications,
whatsoever.
10.
DISCOUNT:
10.1
The Bidders are advised not to indicate any separate discount. Discount, if
any, should be merged with the quoted prices. Discount of any type, indicated
separately, will not be taken into account for evaluation purpose. However, in
the event of such an offer, without considering discount, is found to be the
lowest, the Purchaser shall avail such discount at the time of award of
contract.

BID SECURITY/ EARNEST MONEY DEPOSIT (EMD):

The Bidder has to submit a Bid Security/ Earnest Money Deposit (EMD) of Rs.
12,000/- (Rupees Twelve Thousand Only) in the form of a Demand Draft
drawn in favour of DDO-II, CWC, New Delhi, payable at New Delhi.
The Bid Security Cost shall remain valid for a period of 120 days.
The E.M.D may be forfeited due to following reasons:
a)
If the Bidder withdraws bid during the period of bid validity.
b)
If the Bidder, having been notified of the acceptance of its bid by the
Purchaser during the period of bid validity.
i.
fails or refuses to execute the Contract Form, if required; or
ii.
fails or refuses to furnish the Performance Security, in accordance
with the instructions to Bidders;
11.5
Unsuccessful Bidder’s EMD shall be refunded back as promptly as possible,
but not later than thirty (30) days after the expiry of the period of bid validity.
The Bid Security of successful Bidder shall be returned only after the
submission of their acceptance against the issued award of contract within the
stipulated time period and furnishing of the performance security.
12.
PERIOD OF VALIDITY OF BIDS:

The offer submitted by the Bidder shall be valid for a period of 120 days from
the date of opening of technical bid. A proposal valid for a shorter period may
be rejected as nonresponsive.
In exceptional circumstances, CWC may solicit the Bidder's consent for an
extension of the validity period. The request and the responses thereto shall
be made in writing (or by fax or email). A Bidder may refuse the request
without forfeiting its bid security. A Bidder granting the request will not be
required nor permitted to modify its bid.
13.
LAST DATE FOR RECEIPT OF BIDS:
13.1
Bids must be received by the Purchaser at the address specified in Section I
not later than the time and date specified in Section I. In the event of the
specified date for the receipt of Bids being declared a holiday for the
Purchaser, the Bids will be received up to the appointed time on the next
working day.
The Purchaser may, at its discretion, extend the last date for the receipt of
bids by amending the Tender Document, in which case all rights and
obligations of the Purchaser and Bidders previously subject to the last date
will thereafter be subject to the last date as extended.
13.2

LATE BIDS:
14.1
Any bid received by the Purchaser after the appointed time on the last date for
receipt of bids prescribed by the Purchaser will be rejected and/or returned
unopened to the Bidder.

The evaluation of the bids will be based on the Combined Quality and Cost
Based Selection (CQCBS) Method
15.2
Technical Evaluation:
An Evaluation Committee shall evaluate the Technical Proposals only for
those Bidders who satisfy the pre-qualification/ eligibility criteria. The Bidders
will be assessed based on the Company Profile having various factors related
to their organization, manpower, area of expertise, similar developments and
mainly technical proposal and their understanding of the work and
demonstrating their capability to successfully execute the work. During the
process of evaluation of the technical proposal, the Bidder might be required
to make presentation on its Proposal and the date and time of the
presentation /interactions will be intimated individually.
The Technical evaluation will be done on the basis of the following criteria with
maximum marks of 100. The weightage for each factor of the criteria shall be

The minimum qualifying total score for the technical bid shall be 50. The
financial bids of only those Bidders shall be opened whose score is 50 or
above in technical bids. The Bidders whose offers have been selected after
technical evaluation shall be informed separately. Such selected Bidders may
attend the opening of financial bids.
15.3
Financial Evaluation:
The financial proposals of the technically qualified Bidders will be opened in
presence of those Bidders or their representatives whose bids are short listed
for financial evaluation.
Evaluation of financial bids will lead to selection of consultant after adding of
scores in technical and financial proposals with respective weight-ages, which
shall be 0.7 for technical bid and 0.3 for financial bid. Formula for Final Bid
Evaluation will be as under:
Bm = 0.7 (TM) + 0.3 (Fn)
Fn = (Fmin / Fb)*100
Bm is total marks of the Bidder in consideration
TM is Technical Marks of the Bidder in consideration
Fn is Normalized financial score of the Bidder in consideration
Fb is Evaluated Cost of Bidder under consideration
Fmin is Minimum evaluated cost of any Bidder
15.4
Arithmetic Error, if any, in the price breakup will be rectified on the following
basis:
(a)
If there is discrepancy between cost as quoted in words and figures, the
quoted rate in words shall prevail.

If there is discrepancy in total project cost and sum of quoted cost of the
components of the project, the quoted rate for individual component of
the project shall prevail.
15.5
Ranking of the Bidders will be done according to the total marks obtained.
Bidder who has obtained maximum marks will be ranked first and so on.
16.
PURCHASER'S RIGHT TO ACCEPT ANY BID AND TO REJECT ANY OR
ALL BIDS:
16.1
The Purchaser reserves the right to accept any bid, and to annul the Tender
process and reject all bids at any time prior to award of Contract, without
thereby incurring any liability to the affected Bidder or Bidders or any
obligation to inform the affected Bidder or Bidders of the grounds for the
Purchaser's action.
Bids that are not accompanied with Earnest Money Deposit (EMD) /Bid
Security and Tender fees shall be rejected outright.
16.2

LETTER OF INTENT / NOTIFICATION OF AWARD:
17.1
The letter of intent / notification of award shall be issued to the successful
Bidder whose bid has been determined to be substantially responsive and has
been determined as the lowest evaluated bid, provided further that the Bidder
is determined to be qualified to perform the Contract satisfactorily. The
successful Bidder shall be required to furnish a letter of acceptance to it within
5 days of issue of the letter of intent / notification of award by Purchaser.
18.
SIGNING OF CONTRACT:
18.1
Within 7 days of issue of the letter of intent / notification of award by
Purchaser, the successful Bidder shall have to sign a contract incorporating
all agreements between the parties
19.
PERFORMANCE SECURITY:
19.1
Within 15 days of the receipt of notification of award from the Purchaser, the
successful Bidder shall furnish the performance security in accordance with
the Conditions of Contract, in the form of a Guarantee Bond from a
Nationalised / Scheduled Bank.

GENERAL CONDITIONS OF CONTRACT
1.
DEFINITIONS:
1.1 In this Contract, the following terms shall be interpreted as indicated:

(a)
"The Client" or “The Purchaser” means the President of India acting
through the Chairperson, CWC, New Delhi.
(b)
"Purchase Officer" means the officer signing the acceptance of tender and
includes any officer who has authority to execute the relevant contract on
behalf of the Client.
(c)
The "Contract" means the agreement entered into between the Client and
the Contractor as recorded in the Contract Form signed by the Client and
the Contractor, including all attachments and annexes thereto and all
documents incorporated by reference therein.
(d)
The "Contractor " or “Vendor” means the firm or the company selected
through tendering process and shall be deemed to include the
Contractor's successors, representatives (approved by the Client), heirs,
executors, administrators and permitted assigns, as the case may be,
unless excluded by the terms of the contract.
(e)
"The Contract Price" means the price payable to the Contractor under the
Contract for the full and proper performance of its contractual obligations;
(f)
"Service" means services to be provided by the Contractor as per the
requirements of this document and any other incidental services, such as
provision of technical assistance, training and other such obligations of the
Contractor covered under the Contract;
(g)
"Acceptance of Tender" means the letter/Email/ fax or any memorandum
communicating to the Bidder the acceptance of his tender and includes an
advance acceptance of his tender.
APPLICATION:
These General Conditions shall apply to the extent that provisions in other
parts of the Contract do not supersede them.
STANDARDS OF PERFORMANCE:
The Contractor shall perform the Services and carry out it's obligations under
the Contract with due diligence, efficiency and economy, in accordance with
generally accepted techniques and practices used in the industry and with
professional engineering and consulting standards recognized by international
professional bodies and shall observe sound management, engineering
practices. It shall employ prudent technical and engineering practices. It shall
employ advanced technology and safe and effective equipment, machinery,
material and methods. The Contractor shall always act, in respect of any
matter relating to this Contract, as faithful advisors to the Client and shall, at
all times, support and safeguard the Client's legitimate interests in any
dealings with Third Parties.

USE OF CONTRACT DOCUMENTS AND INFORMATION:
4.1 The Contractor shall not, without the Client's prior written consent, disclose the
Contract, or any provision thereof, or any specification, plan, drawing, pattern,
sample or information furnished by or on behalf of the Client in connection
therewith, to any person other than a person employed by the Contractor in the
Performance of the Contract. Disclosure to any such employed person shall be
made in confidence and shall extend only so far, as may be necessary for
purposes of such performance.
4.2 The Contractor shall not, without the Client's prior written consent, make use of
any document or information except for purposes of performing the Contract.
5.
PERFORMANCE GUARANTEE:
5.1 Within 15 days after the receipt of notification of award of the Contract from the
Client, the successful Bidder shall furnish Performance Guarantee to the Client,
which shall be equal to 10% of the value of the Contract and shall be in the form
of a Guarantee Bond from a Nationalised / Scheduled Bank. The validity of the
Performance guarantee submitted should be for a period of two months beyond
the expiry of warranty period.
5.2 The performance guarantee shall be deemed to govern the following
guarantees from the successful Bidder, in addition to other provisions of the
guarantee:
 The application developed/ supplied under the contract shall be free from
all defects/ bugs and upon written notice from the client, the successful
Bidder shall fully remedy, free of expense to the client, all such defects/
bugs as developed during the warranty period.
 To fulfill the conditions of work contract/purchase order.
 The performance guarantee is intended to secure the performance of the
entire system. However, it is not to be construed as limiting the damages
stipulated in any other clauses.
6.
PROJECT SCHEDULE:
6.1 The Beta version of the software has to be delivered within two months from
the date of award of contract. The complete development and delivery of final
software has to be completed within six months from the date of award of
contract.
7.
WARRANTY AND ANNUAL MAINTENANCE:
7.1 The Bidder shall provide maintenance and technical support/ warranty for 12
months from the date of taking over after commissioning by the consignee
during which, service should be provided free of cost. After warranty period,
services by way of Annual Maintenance service contract have to be provided for
two years.

CHANGE ORDERS:
8.1 The Client may at any time, by a written order given to the Contractor make
changes within the general scope of the contract.
8.2 If any such change causes an increase or decrease in the cost of, or the time
required for, the Contractor’s performance of any part of the work under the
Contract, whether changed or not changed by the order, an equitable adjustment
shall be made in the Contract Price or delivery schedule, or both, and the
Contract shall accordingly be amended. Any claims by the Contractor for
adjustment under this Clause must be asserted within thirty (30) days from the
date of the Contractor’s receipt of the Purchaser’s changed order.
9.
CONTRACT AMENDMENTS:
9.1 No variation in or modification of the terms of the Contract shall be made except
by written amendment signed by both the parties i.e. the Contractor and the
Client.
10. ASSIGNMENTS:
10.1 The contractor shall not assign, in whole or in part, its obligations to perform
under this Contract, except with the Department’s prior written consent.
11. TERMS OF PAYMENT:
11.1 Payment will be made in Indian Rupees only.
11.2 Payment will be made with following milestones:

11.3 The cost of annual maintenance contract after warranty period shall be paid in
equal quarterly installments after successful maintenance including minor
changes in the software, if any, against a certificate to this effect from the user
during the quarter.
11.4 Payment will be made only after submission of Pre receipted bills in triplicate by
the Contractor.

12.1 Delivery of the Goods and performance of Services shall be made by the
Contractor in accordance with the time schedule given in the tender document.
12.2 If at any time during performance of the Contract, the Contractor should
encounter conditions impeding timely delivery of the Goods and performance of
Services, the Contractor shall promptly notify the department in writing of the fact
of the delay, its likely duration and its cause(s). As soon as practicable after
receipt of the Contractor’s notice, the department shall evaluate the situation and
may at its discretion extend the Contractor’s time for performance, with or without
liquidated damages as per Clause of GCC, in which case the extension shall be
ratified by the parties by amendment of the Contract.
12.3 Except as provided under Clause 15, a delay by the Contractor in the
performance of its delivery obligations shall render the Contractor liable to the
imposition of liquidated damages pursuant to Clause 13 unless an extension of
time is agreed upon pursuant to Clause 12.2 without the application of liquidated
damages.
13. LIQUIDATED DAMAGES:
13.1 Subject to Clause 15, if the Contractor fails to deliver its Services within the
period(s) specified in the Contract, the department shall, without prejudice to its
other remedies under the Contract, deduct from the Contract Price, as liquidated
damages, a sum equivalent to the 0.5% per week (seven days) or part thereof
the contract price of unperformed services for each week (seven days) or part
thereof of delay subject to maximum deduction of 10% of the contract price.
Once the maximum is reached, the purchaser may consider termination of the
contract pursuant to clause 14.
14. TERMINATION FOR DEFAULT:
14.1 The Department, without prejudice to any other remedy for breach of contract, by
written notice of default sent to the Contractor, may terminate this Contract in
whole or in part.
i.
if the Contractor fails to deliver any or all of the Goods within the period(s)
specified in the Contract, or within any extension thereof granted by the
Department pursuant to Clause 12.2;
ii.
if the Contractor fails to perform any other obligation(s) under the contract.
15. FORCE MAJEURE:
15.1 Not withstanding the provisions of Clause 12, 13 and 14, the Contractor shall not
be liable for forfeiture of performance security liquidated damages or termination
for default, if and to the extent that, its delay in performance or other failure to
perform the obligations under the Contract is the result of an event of Force
Majeure.
15.2 For purposes of this Clause, “Force Majeure” means an event beyond the control
of the Contractor and not involving the Contractor’s fault or negligence and not
foreseeable. Such events may include but are not restricted to wars or

freight embargos
15.3 If a Force Majeure situation arises, the Contractor shall promptly notify the
Department in writing of such condition and the cause thereof. Unless otherwise
directed by the Department in writing, the Contractor shall continue to perform its
obligations under the contract as far as reasonably practical, and shall seek, all
reasonable alternative means for performance not prevented by the force
Majeure event.
16. TERMINATION FOR INSOLVENCY:
16.1 The Department may at any time terminate the Contract by giving written notice
to the Contractor if the Contractor becomes bankrupt or otherwise insolvent. In
this event, termination will be without compensation to the Contractor, provided
that such termination will not prejudice or affect any right of action or remedy
which has accrued or will accrue thereafter to the Department.
17. RESOLUTION OF DISPUTES:
17.1 The Client and the Contractor shall make every effort to resolve amicably by
direct informal negotiations, any disagreement or disputes, arising between them
under or in connection with the Contract.
17.2 For resolution of disputes, appropriate legal action shall be initiated in
consultation with the Department of Legal Affairs, Government of India. Relevant
section of Indian laws as amended from time to time shall be applicable and
binding on the Bidder.
18. GOVERNING LANGUAGE:
18.1 The Agreement shall be written in English language. All correspondence and
other documents pertaining to the Contract which are exchanged by the parties
shall be written in English language.
19. APPLICABLE LAW:
19.1 The contract shall be interpreted in accordance with the Indian laws.
20. NOTICES:
20.1 Any notice given by one party to the other pursuant to this Contract shall be sent
to the other party in writing or facsimile or email and confirmed in writing to the
other party’s address specified.
20.2 A notice shall be effective when delivered or on the notice’s effective date,
whichever is later.
20.3 The contractor is responsible for managing the activities of its personnel and will
hold itself responsible for any misdemeanors.
20.4 The Contractor will treat as confidential all data and information about the
Department, obtained in the execution of his responsibilities, in strict confidence
and will not reveal such information to any other party without the prior written
approval of the Department.

one month prior notice.
21. TAXES:
21.1 The successful Bidder shall be entirely responsible for all taxes, duties, license
fees, etc., in respect of this contract and provisions of Income tax Act regarding
deduction of tax at source shall apply.

SCOPE OF WORK
To create awareness in the field of water resources, Central Water
Commission publishes Bhagirath magazines quarterly in Hindi & English. Bhagirath
(English) magazine is purely technical whereas Bhagirath (Hindi) is semi-technical.
These two magazines are published by two different sections who work
independently for collection of articles, preparation of manuscript and approval by
Editorial Board.
Presently for Contribution of papers, personalized requests are made to all
the Chief Engineers of the Central Water Commission, authors who have been
contributing to the magazines in the past and other organizations in the country
engaged in the field of water resources development and management. Further, a
general request to the readers for Contribution of papers is also contained in each of
the issues of the magazines.
To speed up the process of publication and global access of Bhagirath
magazines, CWC intends to develop an on-line, wholistic and all inclusive webbased Bhagirath Magazines Management portal. The requirement is to develop a
web based software application for management of Bhagirath magazines for online
submission of articles by the authors, vetting of the articles by all concerned, content
management, editing of articles, preparation of magazines manuscript, online access
by the readers with their feedback and digital archival of back issues of Bhagirath
Magazines.
FUNCTIONAL REQUIREMENTS:
The two Editors one each for Bhagirath (Hindi) and Bhagirath (English)
Magazine will remain in the core of all the activities involved in publishing of their
respective magazines and would require online tools for:

Sending requests to authors for contributing articles.

Submission of articles by authors.

Redirecting articles to specialized Directorates/ Units of CWC for vetting.

Compilation of observations/ suggestions on articles at all the stages.

Content management and editing of articles.

The content of articles created in the web based software application should
be compatible with the major publishing softwares like Adobe In Design, Corel
Draw, Microsoft Publisher etc. for preparing the manuscript of magazines
offline.

Uploading and forwarding the draft manuscript of magazines to the members
of the Editorial Board for their observations/ suggestions.

Uploading the published magazines and submission of feedbacks by the
readers.

Auto generated e-updates to authors about the status of their articles at
various stages of publishing process.

Tool to view the published magazine online with search facility.

Digital archiving of back issues of Bhagirath magazines with search facility.
