PROJECT BACKGROUND Resilience and Economic Growth in Arid Lands-Improving Resilience (REGAL-IR) is a 5-year program sponsored by USAID/Kenya and Feed the Future (Ftf) to reduce hunger and poverty, increase social stability and build strong foundations for economic growth amongst pastoralists and transitioning pastoralists in Kenya’s arid and semi-arid lands (ASALs). The program is designed to empower communities to take charge of their development and to strengthen their capacity to select, design, implement and monitor activities toward increasing their social, economic, and environmental resilience to natural and human-induced shocks. REGAL-IR is led by Adeso and is implemented by a consortium of partners. An intensive community engagement process - Participatory Learning, Planning and Action (PLPA) – guides program decisions and implementation in six thematic areas including diversifying livelihoods, improving value chain inclusiveness, natural resource management, conflict management and mitigation, disaster risk reduction, and improving nutrition. This consultancy falls under strategic objective 3 - Improved Management and Productivity of Natural Resources whose goal is to relieve pressure and reduce stress on the environment. To achieve this objective REGAL-IR will revive and strengthen existing Community Based Natural Resources Management (CBNRM) structures from the grassroots to the County level so as to influence policies and decision making processes in natural management in their area of jurisdiction. Over 30 CBNRM committees out of 50 have been revitalized and been supported to develop community based land used plans with elaborate visions and community development action plans. The CBNRM is drawn from members of customary institutions, water management committees / water user associations, environment management committees, grazing and forest committees. It is an all inclusive community based decision making structure based on existing customary rules and governance systems, including local norms, cultures and believes. CBNRM is tasked with collective management of natural resources. The revitalized CBNRM will develop and implement model community based land use plans. To prepare them for these roles, the CBNRM institution will be trained on organizational & management skills, principles of land policy, environment and natural resources management, local rights over land and natural resources issues, and land use related conflict resolution mechanism within the framework of devolved governance system in Kenya. Scope of Work for Para-legal training of trainers (ToT) REGAL-IR is seeking services of consultant(s) to Develop a Training Needs Assessment (TNA) Tools and conduct capacity assessment of TOTs in the 3 Counties of Marsabit, Turkana and Wajir out of 5 counties of REGAL-IR coverage Develop a training evaluation and Pre and Post Test tools Develop simplified facilitator’s guide and participants handbook training module (s) that is user friendly and expressed in simplified terms –simple English for use by TOT to train CBNRM committees facilitate Para-legal trainings for period of 5 days for approximately 25 field based project officers, relevant government officers, partner Local organizations and community members with a view to equipping the para-legals in the 5 counties with necessary knowledge, skills attitude to deliver training to CBNRM and customary institutions to better understand their roles within the devolved system of government and importance of participating in decision making process beyond the local level Deliverables: Training Needs Assessment Report in selected counties for the selected counties of Marsabit, Turkana and Wajir Capacity need assessment report including individual test scores Trainer of trainer manual and participant handbook to support the roll-out of para-legal training to CBNRM Relevant reference / resource materials Training and evaluation report with recommendations Timing REGAL-IR is its third year of implementation. The assignment is considered behind schedule and therefore the selected consult(s) should mobilize and conduct the training as soon as possible upon signing of contract. A total of 22 working days is estimated for completion of the tasks. Consultants / consultants Requested: Firm or consultant should commit to provide at least 2 (two) experts for the task Identified expert be a legal expert and experienced trainers in Para-legal issues with bias in land policy environment and natural resources rights issues and advocacy With at least 5 years of practical training/ consultancy experience and proven track record in design, adaptation and development of training materials strong analytical, adult learner facilitation, written and verbal communication skills evidence of past ToT Para-legal training in ASAL Application process Applications should be submitted by 10th April 2015 (COB), the selection committee will review all applications as they arrive.
