PROJECT SUMMARY
The Somalia Community Recovery and Economic Support (SCORES 2) Project is a 12-month project
funded by USAID-OFDA. The overall goal of this project is to improve access to food, safe water and
sanitation facilities, protect livelihood assets and build resilience of poor households in Somalia. The
project consists of four components: Food Security and Agriculture, WASH, and Risk Management
policy and Practices. The project builds on the gains realized in LEAPS, a similar project previously

implemented by Adeso, which provided humanitarian assistance as part of emergency response; and
adopts a multi sector strategy that links emergency interventions to recovery by strengthening on
recovery of livelihood assets. This consultancy focuses on the Humanitarian Coordination &
Information Management component which is based in Mogadishu where Adeso will work to enhance
the Somalia Disaster Management Authorities’ (SODMA) ability to plan and respond to disasters.
BACKGROUND FOR CONSULTANCY
Although a government is in place and the security situation is better than it has been since the
outbreak of the civil war, Somalia remains in a very precarious position. In this context, Somalia’s
fledgling institutions have a role to play in rebuilding the country. The Somalia Disaster Management
Authority (SODMA) is one such institution. The SODMA, part of the Ministry of Interior, is mandated to
formulate and enforce national disaster policies at regional and municipal levels as well as collaborate
closely with various government ministries, NGOs, and UN agencies to jointly coordinate efforts to
conduct its disaster management and a wide range of humanitarian operations in the country. The
SODMA aims to develop sustainable operational capacity and professional competence to undertake
its humanitarian operations at its full capacity. The functions and duties of the SODMA are defined by
the Ministry of Interior in Somalia. The authority is charged with the following duties:




To act as the implementing, coordinating and monitoring body for disaster management.
To prepare the National Plan for Disaster Management, coordinate, monitor and implement
the national policy of Disaster Management.
To provide necessary technical assistance to the regional governments and the municipal
authorities for preparing their disaster management plans in accordance with the guidelines
laid down by the authority.
To coordinate responses in the event of any disaster situation.
However, due to a lack of resources, the SODMA is not able to properly execute its core
mandate. Adeso therefore proposes operational and technical support to the SODMA to further
expand and enhance delivery of its mandate. The support will be mainly technical in nature but will
also provide capacity building initiatives to strengthen the delivery of SODMA’s mandate.
Therefore, Adeso seeks to hire a consultant to carry out an institutional capacity assessment of the
SODMA and provide capacity building initiatives.
OBJECTIVE OF THE STUDY
The objective of this study is to assess and enhance the SOMDA’s abilities to plan and execute its
mandate which is to provide necessary technical assistance and coordination support.
METHODOLOGY
The methodology will be further defined by the consultant (in the proposal) and revised at the outset
of the consultancy. The following elements should be included:

Literature review, including review of existing programs documentation and monitoring data.
•
Individual in-depth interviews with government staff, SODMA staff, UN OCHA, Ministry of
Interior as well as Office of the PM Directorate of Humanitarian coordination staff, local and
international NGOs, donors, other disaster management stakeholders in Somalia.
•
Data collection in the Mogadishu, including questionnaires and semi-structured interviews
with key informants through Focus Group Discussion’s (FDG) and Key Informant Interview’s
(KII).
•
Data analysis, validation of findings and report writing and development of institutional
support framework.
SCOPE OF WORK
The consultancy on institutional capacity assessment will look at various key areas within the given
timeline and resources including determining the capacity of the SODMA to fulfil its mandate. The
following key issues should be reviewed and addressed by the consultant: a) Mandate, Mission, vision
and strategy; b) Legal framework for operation; c) Culture / Structure and Competencies; d) Processes,
Policies and Procedures; e) Human Resources, roles and responsibilities; f) Financial Resources and
Financial Planning; g) Information Resources, Infrastructure, Communication Management; h) the flow
of information between SODMA and other stakeholders including with the line Ministries; and i)
assessment of current levels of engagement with stakeholders at national and district levels. This list,
however, is not exhaustive and additional issues might come up during the consultancy. An aspect of
this consultancy is to help strengthen SODMA performance of its mandate at state and district level by
identifying opportunities and suggest structures and processes to perform its functions.

Considering all the above, what is the potential for ensuring sustainability and increasing the
capacity and performance of SODMA to fulfill its mandate and what resources and timeline is
needed to do so?
CONSULTANCY PERIOD
The assessment should be completed within 30 working days beginning early December. The
consultant should present the timeline as part of the application procedure.
DELIVERABLES
1. Initial work plan and proposal for study (including study methodology and process of data
collection) to be presented to the project staff in Nairobi.
2. Final plans and data collection tools for approval prior to fieldwork.
3. Capacity assessment report with preliminary analysis, observations, conclusion and
recommendations submitted for feedback and comments.
4. A capacity building framework with timeline, resources needed to achieve capacity building for
SODMA as an institution and SODMA Staff to help fulfil its mandate. This will be used as a
reference document by the humanitarian community and donors to support SODMA.
5. Presentation of the final report and framework to SODMA, Donor, UN, Adeso, Somali
Government ministry of interior & Federalism and other humanitarian actors (key
stakeholders).
QUALIFICATIONS
 At least 7 years’ experience in project related to DRR and Disaster Management
 Post graduate degree in Social Sciences, preferably in organizational management, of course
understanding humanitarian contexts and DRR in particular would be a plus. Mogadishu
experience is essential.
 Demonstrated professional practice in organizational capacity assessments and strategic
planning process during the last five years;
 Extensive field experience in disaster management environment and in-depth knowledge of
issues in the country.
 Knowledge of government processes, national strategies, national plans for vulnerable people
and international frameworks. Knowledge and experience on the issue of state institutions
capacity and capacity development.
 Knowledge of government policies in relation to DMA and aid effectiveness is a clear
advantage.
 Experience in development organization, capacity development, and/or government agencies.
 Good knowledge and experience in survey design, implementation of surveys and statistical
data analysis is required;
 Previous work experience in Mogadishu-Somalia is essential;
 Excellent analytical, research, writing and communication skills;
 Proven track-record working with government departments and civil society counterparts over
the formulation of vulnerable people mainstreaming initiatives, including coordinating inputs,
facilitating collaboration and ensuring sectoral balance in the formulation of
recommendations;

In consideration of the fees paid, the consultant expressly assigns to Adeso any copyright arising from
the works the consultant produces while executing this contract. All images (whether used for online
or print purposes) must however bear the consultant’s photo credit, as specified by international
intellectual property rights. The consultant may not use, reproduce or otherwise disseminate or
authorize others to use, reproduce or disseminate such works without prior consent from Adeso.
