THE PARKS AND RECREATION ADVISORY BOARD OF
THE CITY OF BAYTOWN, TEXAS
February 4, 2015
The City of Baytown Parks and Recreation Advisory Board met for a regular meeting on
Wednesday, February 4, 2015 at 5:30 P.M. in the Mockingbird Room of the Baytown
Community Center located at 2407 Market Street, Baytown, Texas 77520 with the following in
attendance:

Call to order
Mr. Wayne Gray called the regular meeting of the Baytown Parks and Recreation Advisory
Board to order at 5:30 P.M.
Consider Minutes of the January 7, 2015 regular meeting
A motion was made by Mr. Kevin Jones to approve the minutes of the January 7, 2015
meeting. Mr. Billy Barnett seconded the motion. The minutes were unanimously approved.
Discuss Evergreen Golf Course
The Evergreen Golf Course which was built and owned by the Tim Hazelwood is set to close
on June 30, 2015. The Hazelwood’s are selling to the Wells Group with possible rezoning to
single family homes. The second Planning and Zoning Commission meeting is scheduled for
next week and then will be taken to the City Council for their approval in March. The
residents in the neighborhood have many concerns on what is going to happen. Mr. Kevin
Jones asked “What’s our role in this?” Mr. Scott Johnson replied “We wait and see what
happens, we don’t have a role or say, but this is a very hot topic.” Mr. Billy Barnett asked “Do
you think it will get rezoned?” Mr. Scott Johnson replied “Don’t know at this time.”

Discuss the proposed Parkland Dedication Ordinance
Mr. Dustin Schubert handed out a working draft for the Parkland Dedication Ordinance to the
parks board members to review. The final ordinance will be ready by the next parks board
meeting, also consultant from Halff and Associates, Jim Carrillo will be in attendance to
discuss this topic further. Mr. Dustin Schubert shared a map with the layout of the five
different quadrants that the city will be broken out in. In March this discussion will go to
Planning and Zoning Commission.
Recent and Upcoming Park Projects/Improvements
Park Planner Dustin Schubert discussed the following project with the board:
a. Gateway Monument – The contractor is now working on grading and drainage
that will include raising the project area even with the existing roadway so that
that the structure will stand out. Pouring of the piers will start one week from
Friday. The large steel structure has been sent to a facility in Kansas to be hot
dipped galvanized and will be back in May/June.
b. Little League Improvements – With the little leagues starting in March we have
replaced the outfield and side fences. We are finishing updating maintenance
items at this time.
c. Texas Avenue Town Square – Last week was the first time for posting about
the new Texas Avenue Town Square on the city Facebook page. Currently
working on the parking lot. Mr. Dustin Schubert shared with the Parks and
Recreation Board members a layout of the future Texas Avenue Town Square
plans.
d. Roseland Park Splash Deck – Has had a complete overhaul, everything is new
including paint for water features and underground piping and all valves and
the controller were repaired. This splash deck is like brand new and is ready
for the season.
Recent Programs and Preview Upcoming Events for the Wetlands Center and Baytown
Nature Center: Mrs. Tracey Prothro discussed the status of the following activities.
a. Wetlands Ecology Program is going strong which is held on Tuesdays and
Thursdays for 5th graders with one month left. Liquid Science is still going
for 7th graders with two months left. Back to the Bay will start back up next
week.
b. Gator Tales – Ms. Jina Faith is doing an amazing job with Gator Tales and
the number of children attending keeps increasing due to the new programs
and revamping it up a bit.
c. EPIC Teen Club is a new club for high school students led by Jina Faith and
Christina Butcher. So far there are 10 - 15 students participating. The teens
have an annual project and right now the topic is “Plastic Bag Recycling”.
d. Spring Break Camp / Summer Science Camp – Registration started on
February 2nd with 8 signed up as of now 12 openings left. Summer Science
Camp registration starts March 2nd and this camp fills up quickly.
e. Wetlands Wagon Outreach Program – It’s that time again where we are
very active on the weekends with the outreach program. TCP group has
been our sponsor for about 4 years and we just received a check in the
amount of $12,928.00 for the outreach programs.
f. ETC Program – Elementary Teachers Camp – This is a new camp that Lee
College and Texas A&M are partnering up to help improve the elementary
teachers with science so the kids can be better educated in this area. This

camp will be a 2 week camp one week will be held at the Wetlands Center
and then the other week will be held at the Sulta Center in Costa Rica.
There will be a curriculum put together to assist the elementary teachers
with their teachings.
g. Galveston Bay Foundation Rain Barrel Workshop will be held at the
Wetlands Center on February 21st from 9:30 a.m. – 11:30 a.m. The
registration fee includes workshop admission; one 35 gallon barrel and rain
recycle connector kit to take home.
h. Nurture Nature Series – Wilderness Survival will be held on February 7th –
Mrs. Christina Butcher will be heading this up teaching about how to
survive different scenarios in the wilderness. Full Moon Hike will also be
held on February 7th with Mrs. Christina Butcher leading this group out in
the Nature Center.
i. February Outreach – Coming up February 27 th – March 1st the San Antonio
Stock Show.
Recent Recreation Programs and Preview Upcoming Recreation Event
Assistant Director, Kylie Wilson and Recreation Supervisor, Clifford Hatch discussed the
following events and activities:
a. Daddy and Me Dance – This year’s theme is A Winter Wonderland – 700
tickets will be printed then we will work the one in one out system to ensure we
do not have overcrowding in the auditorium. We used this system last year and
it seems to work very well. Staff has begun decorating for the dance Friday
night. As of now there have been 364 tickets pre-sold with two more days to
go.
b. Community Center Sound System – Installation of the new sound system for the
auditorium will begin next week. With the new sound system there will be 16
speakers installed in the ceiling so that the sound will be distributed better for
the size of the auditorium. This system will include wireless microphones and a
new projector being installed on the ceiling. This system is planned to be
installed by the end of February.
Discuss/Review Aquatics
a. Hiring Update – As of now 150 teens have qualified for lifeguard classes that
started Monday. This year we have about 20 more lifeguards that we are
seeking and should pick them up this next week. There is about 50% of
returning lifeguards this year and we are on our way to getting fully staffed.
Next will be the hiring for the maintenance and guest services beginning in
March.

Director’s Report
Mr. Scott Johnson discussed the following with the board members:
a. Texas Amateur Athletic Federation Region 1, created a Hall of Fame for the
Region. The Region looked back over the years to honor those individuals that
made an impact to TAAF. Kylie Wilson, Dean Bigham and Bobby Rountree
were selected. Dean Bigham, was the Superintendent of Recreation in Baytown
and retired in 1998. Bobby Rountree started out as the Superintendent of

Recreation back in 1973, then became the Parks and Recreation Director and then
moved on to City Manager which he has retired in 1998.
Spray Parks will be opening on March 7th.
There will be no Parks Board Meeting in March because of the Annual Texas
Recreation and Park Society Institute in Abilene.
