Pre Show $11.00 per horse, Region Show 18.00 per horse. Bottom line when entering from the pre show to the Region show, the fee will be $18.00 plus the Class fee. You will not be charged if you do not qualify, you can go ahead and add your Regional class. Notes from USEF ACTIVE OWNER When instructing exhibitors about Farm ID’s, or corporations remember to tell them that they can have a Farm ID for free but if there is no active USEF Senior, Junior or Life member listed as an owner of the Farm, they will have to pay a non-member fee at each competition. No points can be accrued with a Farm ID only. Every Farm ID listed in the results must also have an individual name listed with it. It is important that the exhibitors know that if they don’t want to be charged a non-member fee, the individual they report with the Farm ID must be a USEF Senior, Junior or Life member. Do not use the old USEF pre-numbered Farm ID forms for an exhibitor to request a Farm ID; these forms are no longer valid. Since Farm ID’s are free, the exhibitor can list the name of the Farm on the entry blank along with the name of the individual owner (Active owner if there is one) and the show should be checking the USEF membership of the individual owner to determine whether or not a non-member fee should be charged. The show will then report the Individual name/Farm name and the Individual’s number under the owner information in the results. Credit Cards Everything must be filled out on the entry. Card #, Expiration Date, CVV2 code on the backside, Billing Street Address, and Zip code. Do not use the horse registration papers for addresses, use the AHA membership card. Mailing or Shipping Entries “DO NOT Send Signature Required” The Show Secretary may have a real job, or off doing another show, which is the case this year”. Double Check Your Class Entries Last year we had several exhibitors go into classes they were not entered in. 2 of those classes should have been split. This is a $250.00 fee plus the class fee. Life, Senior Active and Junior Active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 nonmember registration fee. Participants in the following classes are exempted from the requirements of this rule; 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions; 8) Opportunity classes; 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation; 10) USEA beginner Novice Division; and 11) Assistant Handlers in Dressage Sport Horse Breeding classes. 2. AHA MEMBERSHIP STATEMENT. Each competitor (this includes at least one recorded owner and all trainers, drivers, riders, halter handlers, coaches, and the person(s) signing the entry blank) in an Arabian Horse Association recognized Arabian Division, at the time of entry into a competition, must submit a copy of a valid AHA Membership/Competition Card, join AHA or pay a single event membership fee per competitor. When an agent signs for an owner at an AHA Recognized Competition, both the owner and agent must be members of AHA or pay the Single Event Membership. Single Event Membership is not acceptable at AHA Regional or National Competitions. Exhibitors in Walk-Trot Classes are exempt from AHA Membership requirements at qualifying competitions, but must have an AHA Membership/Competition card at AHA Regional or National Competitions. Exhibitors in Lead Line Classes and parents/guardians signing for minors are exempt from AHA Membership Requirements. (BOD 5/12) 3. USEF RULES. Every class offered herein which is covered by the rules & specifications of the current USEF Rule Book, will be conducted & judged in accordance therewith. See USEF Rule Book for Arabian rules, class description & judging specs. Any changes in the USEF rules will automatically become a part of this Prize List. Show Committee reserves the right to make such changes in procedure, personnel, rules & regulations as deemed by them to be in the best interest of the show. 4. ADMISSION TO ARENA. No person will be permitted to enter the arena except the judges, their assistants, the exhibitors in the class and the show photographer. Headers will not be permitted in the arena until summoned by order of the Judge. 5. MEMBERSHIP If an exhibitor does not submit the proper membership documentation to the competition and the competition cannot verify such information the exhibitor will be responsible to pay a $30 USEF non-member fee and a $30 non-member amateur fee (if applicable) which are non-refundable. AHA Membership: See Rule 2. 6. AMATEUR OWNER QUALIFICATIONS. All horses entering any Regional Amateur Owner (AO, AAO, JO) Championship class must have been qualified by an Amateur Owner. It is the responsibility of the Amateur Owner to abide by this rule. (AHA COMP 1208). For Amateur Owner definitions see USEF/EC Rules. 7. ARRIVAL AND DEPARTURE TIME. Stalls will be available Monday, June 29, 2015. If earlier arrival is desired, please contact the Barn Manager to make specific arrangements (additional charge of $20 per horse stall per day will be charged). Barn Manager will post stall assignment chart in barn office showing stall and aisle numbers. Do not stall a horse unless stall has been assigned. Stalls must be vacated by noon Monday, July 6 or additional $20 per horse stall per day will be charged. Arrivals are not allowed between midnight and 8:00 am. 8. CALLS FOR CLASSES. Classes will be called promptly. The two minute rule will be STRICTLY ENFORCED. Tack changes must be reported to the Paddock Manager at least two classes ahead to permit proper notification to ring officials. All tack changes must be made in paddock area 9. CAMPERS. The Illinois State Fairgrounds regulations require that campers be self-contained and parked in a specified area. No tents allowed. Fairground Security will collect the daily camping fee. 10. AWARDS. Top Five awards will be made regardless of the number of entries in the class. Champion and Reserve Champion will be named from the Top Five. However, only awards made to the top 50% of the class (rounded up and not to exceed 5 awards) will receive Arabian Breeders Sweepstakes payout, AHA Horse Achievement Awards, Amateur Achievement Awards, High Point Amateur Achievement Award and Distance Award Points. 11. CRUELTY. Cruelty to or the abuse of a horse by any person at a recognized show is forbidden. Excessive use of a whip on any horse in a stall, runway, schooling area, show ring, or elsewhere on the show grounds, before or during a show, by any person, constitutes a violation and renders the offender subject to penalty. 12. DISPUTES. Disputes, if any, over Regional Championship Classes that cannot be settled by the local Show Committee shall first be referred to the Region XI Show Commission. Disputes that cannot be resolved by the Region XI Show Commission shall be referred to the AHA National and Regional Classes Committee. 13. DIVISION OF CLASSES. Show Management reserves the right to split any class that they deem necessary. All split classes will be Even/Odd by exhibitor numbers. Even numbers in Section A and Odd numbers in Section B. Consideration will be given, if possible, to exhibitor’s prompt requests for changes in division assignment. Six (6) exhibitors will be advanced from each section to the Semi-Final/Final. 14. DOGS/ANIMALS. All dogs/animals must be confined to a leash/cage at all times. No dog/animal will be allowed in the Coliseum at any time. 15. ELIGIBILITY. To be eligible, a horse or equitation rider (except AHA Sweepstakes Breeding Entry Classes) must qualify in accordance with Regional Show Rules as set forth in the current AHA Handbook. It is the responsibility of the person(s) signing the entry form to verify that the horse and/or rider being entered and completing is eligible to be entered and to enter the horse and/or rider in the correct classes. 16. ENTRIES CLOSE TUESDAY, JUNE 2, 2015. Entries postmarked after this date (Exception: Leadline) will be charged post entry fees of $125 per horse, unless their first qualification occurs after the closing date. Please have the late qualification form on page 13 signed by the show secretary at the show where qualification occurs. Note: Qualification dates will be verified by Show Committee. Incomplete entries will be charged post entry fees if not corrected by June 2, 2015 closing date. Entries must be accompanied by photo copies and full payment in order to be processed. Entries must be signed by the owner/agent, trainer and ALL riders/drivers/handlers/coaches. Juniors may not sign entry forms. Exhibitors are responsible for their own errors and those of their agents in the preparation of entry blanks. Region XI will not be responsible for entries mailed after June 18, 2015. 17. FARRIER. An Official Show Farrier will be available on the grounds. No other farriers will be permitted to work on the grounds without registering with the Region XI Show Commission. Exhibitors wishing to use their private farrier must have the farrier apply at the show office and pay a registration fee of $300 before they can work on the show grounds. Official show farrier(s), the USEF Steward(s) and the judges are the final authorities on shoe and hoof measurements. 18. HEALTH REQUIREMENTS. The State of Illinois requires a negative Coggins test on all horse and 30 day health papers on all out of state horses. Effective February 1, 2004 the State of Illinois also requires an entry permit issued by the Illinois Department of Agriculture. Permits may be obtained by phoning the IDOA at (217) 782-4944 and are issued 24 hours per day, 7 days per week. There is no charge for this permit. 32. SHOW OFFICE HOURS. Monday, June 29 – 3:00 p.m. to 6:00 p.m. Tuesday, June 30 - 9:00 a.m. to 7:00 p.m. Wednesday, July 1 - 7:00 a.m. to 1/2 hour after show Thursday, July 2 - 7:00 a.m. to 1/2 hour after show Friday, July 3 - 7:30 a.m. to 1/2 hour after show Saturday, July 4 - 7:30 a.m. to 1/2 hour after show Sunday, July 5 - 7:30 a.m. to 1 hour after show 19. FOOD Concession stands will be open during the competition. 33. SHOW TABS. Show tabs are not offered. 20. INDEMNITY & NON-RESPONSIBILITY CLAUSE. Region XI and the Illinois State Fairgrounds will not be responsible for any loss, personal injury or damage to horses exhibited or for any kind of nature that may be lost or destroyed or in any way damaged. 21. JUDGES. In the event of illness or failure of a Judge to attend this show or to perform his duties, Show Committee reserves the right to substitute a Judge. 22. JUDGING. Three Judges using the Majority Opinion System (MOS) will be used on all applicable classes. Breeding/Gelding InHand will be judged using the “Arabian Scoring System”, then those placings will be scored using MOS. (Res 11-06). (Ch. 11, Comp 608, 5) 23. JUNIOR EXHIBITORS. One who has not, as of December 1st, 2015 reached his/her 19th birthday. 24. “NO QUALIFICATION LISTED”. Qualifications for each class entered must be listed on the entry form. It is the responsibility of the entrant to list correct qualifications. There will be a No Qualification Listed fee of $25 per class (non-refundable) assessed for missing qualifications. 25. ‘NO SHOWS’. To help expedite the show, please report all scratches to the show office. No Shows will be assessed a $50 fee per class. 26. NON-MEMBER FEES. Any owner/trainer/rider/driver/handler exhibiting at a Regional Show MUST be a current AHA Competition member. Single Event memberships do not apply at Regional Shows. Any owner/trainer/rider/driver/handler must be a member of USEF or pay a $30 non-member fee. Copies of AHA and USEF membership cards for each owner/trainer/rider driver/handler must be submitted with entries, or those entries will be considered incomplete and subject to post entry fees. 27. P.A. SYSTEM. Due to possible unforeseen problems with any mechanical device, the P.A. system & class calls over that system are considered a courtesy. It is the exhibitor’s responsibility to have his/her horse at the gate at the prescribed time. While every effort will be made to maintain a working P.A. system, no protest will be upheld nor will any section be changed on basis of P.A. breakdown. 28. PROTESTS. Any protest must be made in accordance with USEF rules governing protests. 29. QUALIFICATIONS. See current AHA Handbook regarding Regional qualifications. 30. REGISTRATION REQUIREMENTS. Horses to be shown in classes designated for Purebred Arabians must be registered with the Arabian Horse Association or the Canadian Arabian Horse Registry. Horses to be shown in classes designated for Half-Arabians/AngloArabians must be registered with the Half-Arabian Registry of the AHA. Copies of registration papers for each horse must accompany entries or entries will be considered incomplete and charged post entry fees. Only horses with permanent registration numbers will be recorded. Horses shown with a pending registration number and their rider, driver, handler will not be recorded. (BOD 1/ 02) 31. RETURNED CHECKS, REFUSED CREDIT CARD PAYMENTS. There is a $35 charge for all checks or charges returned by bank for any reason. Interest of 1 1/2% per month will be assessed on all outstanding accounts. Refused checks or charges not paid within 2 weeks after notification will be turned over to AHA & USEF. REFUSED CHECKS OR CHARGES NOT PAID WITHIN 30 DAYS WILL BE ASSESSED A $100.00 CHARGE. 34. SMOKING. Smoking is NOT permitted in the Coliseum or barn areas. 35. STALLS. Every horse must have a stall. Stalls are permanent box stalls with doors. If number of entries exceeds permanent stabling, portable stalls will be used. The Show Committee reserves the right to limit tack stalls without notification prior to arrival. Telephone stall requests are not guaranteed. Location and quantity of stalls requested are not guaranteed until payment is received. 36. STALLIONS. Stallions may be shown by ladies or junior exhibitors in all classes except Walk/Trot, Leadline and Showmanship. 37. VEHICLES. Vehicles of any kind will not be allowed in barns, on sidewalks, in arenas, paddocks or schooling areas, and drivers must be 16 years or older. Vehicles not parked in designated areas are subject to towing by State Fairgrounds Security. 38. WALKIE-TALKIES. Use of walkie-talkies or cellular telephones in Coliseum is strictly forbidden. 39. Veterinarians. Any veterinarian other than the official Show Veterinarian who wish to treat any horse at the show must register with the Region XI Show Commission. A license fee of $300 will be collected from each practitioner. 39. WITHDRAWAL OF ENTRIES. Horses entered must be shown unless excused by the management in writing. All fees for entries canceled before the June 2 deadline will be refunded, less Office Charges. Refunds for class entry fees only will be made upon presentation to the Show Secretary of a signed and dated Veterinarian’s Certificate on or before the end of the last class of the show. 40. ARENA & WARMUP RING DIMENSIONS. Arena in Coliseum is 240’ x 116’. Warmup ring in Barn 13 is 177’ x 108’, warmup ring in Barn 14 is 144 x 64, and outdoor warmup ring is 228’ x 163’. Footing in all is a sand based composition. 41. GATE AREA. In case of accident or emergency inside the coliseum the gate area must be cleared immediately and kept clear for emergency personnel and vehicles. 42. Post Class Entries Any pre entered horse/rider may add Qualified classes up until 5:00 PM Wed July 1 at the regular class fee. After 5:00 pm may add Qualified classes at $125 post entry per horse. New horse Post Entries made less than two sessions ahead of class will be charged $250 post entry fee. 43. Motorized Vehicles: Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motor vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. PROGRAM Returning this year, Region 11 will host a "Total Arabian Interaction & Learning" (T.A.I.L.) program during the regional show! The program's goal is simple - make people feel comfortable and welcome and they'll want more of the Arabian! T.A.I.L. has the potential to benefit all facets of the Arabian horse industry. The program helps to put a friendly face on our organization, but also gives trainers and breeders a chance to meet prospective new owners. After the T.A.I.L. experience is over, kids and parents will want to know where they can find riding lessons! Visitors get a real sense of "buy-in" when they get to meet an exhibitor or horse prior to going in the ring.
