Daniel Ivey-Soto, JD, PRP, CP-T
Senator Ivey-Soto represents the near-Northeast Heights of Albuquerque in the New Mexico State
Senate. He is also Executive Director for New Mexico’s County Clerks and provides legal services to
charter schools. Daniel is a past Director of the Bureau of Elections for the State of New Mexico and has
practiced law in such areas as human resources, family matters, criminal law and appeals. He has served
as an adjunct professor in Business Law at the Anderson Schools of Management at the University of
New Mexico, as well as at the School of Business at the New Mexico Highlands University, teaching both
under graduate and graduate courses.
Daniel A. Ivey-Soto was installed as District Six Director at the Convention of the National Association of
Parliamentarians in Portland, Oregon September 2013. He was also elected to the NAP Board of
Directors. He also serves as Vice President of the American Institute of Parliamentarians and as
Treasurer of the American College of Parliamentary Lawyers. Daniel is a past president of the New
Mexico State Association of Parliamentarians. He served as a member of the Bylaws Revision Committee
of the National Association of Parliamentarians, charged with re-designing the structure of the largest
organization of parliamentarians in the world.
Earlier this year Daniel and his wife Sheri celebrated the birth of their first daughter, Olivia.
Richard D. Hayes, JD, PRP
Richard D. Hayes earned his Bachelor of Business Administration degree from Texas Christian University
(1975), his Master of Business Administration degree from Texas A&M University (1976), and his law
degree from St. Mary’s University School of Law (1978). He served as a briefing attorney for Adrian
Spears, the Chief Judge of the United States District Court for the Western District of Texas (1978-1979).
He is Board Certified in both Commercial and Residential Real Estate Law (1987-present). He is licensed
to practice in all Texas Courts; the United States District Courts for the Northern, Eastern, Southern and
Western Districts of Texas; the Courts of Appeal for the 5th and 11th Circuits; and the Supreme Court of
the United States of America. Member: Denton County Bar Association (President 1994-1995), the State
Bar of Texas (Litigation and Real Property Sections).
Richard is a Professional Registered Parliamentarian, member of the American College of Parliamentary
Lawyers, National Association of Parliamentarians, American Institute of Parliamentarians, Texas State
Association of Parliamentarians (President 2012-2013), North Texas Registered Parliamentarians
(President 2014-present), and the Golden Triangle Parliamentarians (President 2014-present). He
coaches the award winning Billy Ryan High School Parliamentary Procedure team having won 6 State
Championships and 2 National Championships.
Richard practices in the areas of government, condemnation, real estate, construction, and civil trial
litigation. He has been selected by Texas Monthly as a Texas Super Lawyer for 2003-present.

Alison Wallis holds a bachelor's degree in criminal justice from Louisiana State University in Shreveport
and a law degree from Loyola University School of Law. Alison was a prosecuting attorney with the
Jefferson Parish District Attorney for over 15 years. She has worked for the Louisiana Fifth Circuit Court
of Appeal and now handles post-conviction matters for the sixteen divisions of court in Jefferson Parish.
She is admitted to all courts in Louisiana, the United States Fifth Circuit Court of Appeal, and the
Supreme Court of the United States.
Alison became a Professional Registered Parliamentarian in 2005. Alison served as the President of the
Louisiana Association from 2007-9. She was a member of the National Association of Parliamentarians
bylaws revision committee. She served on the joint AIP/NAP public policy subcommittee. She is Clerk of
the American College of Parliamentary Lawyers. Alison served as District Six director from 2011 to
2013. She is a Trustee of the Dahms Foundation, a group that puts on intense parliamentary events
annually. Alison is currently serving a third terms AIP president and is a Certified Parliamentarian-Teacher.
Travis Barrick, JD, PRP, MPA
Travis Barrick is a graduate of San Francisco School of Law. He has practiced law in California, Nevada,
and Utah since 2003. He practices primarily in litigation arising from contract disputes, personal injury,
and entity formation. He is admitted to practice before the Department of Veterans Affairs and the Court of
Appeals of Veterans Claims. Mr. Barrick’s article, Tale of Two Duties, Looking Out and Looking In, was
published in the National Parliamentarian and in the Nevada Layer.
Mr. Barrick has been credentialed as a Professional Registered Parliamentarian by the National
Association of Parliamentarians since 1999. In this capacity, he is an expert on Robert’s Rules of Order
and assists governmental agencies, non-profit organizations, and political parties with their governance
and group decision-making. Mr. Barrick is a charter member of the American College of Parliamentary
Lawyers and is currently serving his second term as Vice President.
Steve Glanstein, PRP
Steve Glanstein has been a credentialed parliamentarian for thirty-two years. He first received the
designation of Professional Registered Parliamentarian (the highest designation issued by the National
Association of Parliamentarians) in 1984.
Steve has served as parliamentarian to over 1,400 meetings in the State of Hawai’i. This list includes
condominium associations, cooperatives, community associations, timesharing organizations, as well as
professional organizations, unincorporated associations, and both for profit and non-profit corporations.
Steve is now serving another term on the Board of Directors of the National Association of
Parliamentarians and is the Parliamentarian for the American Institute of Parliamentarians. He is a
frequent lecturer on parliamentary topics.
Steve has authored many parliamentary opinions regarding proper application of parliamentary
procedure. He has been qualified as an expert witness in court and has provided additional expert
consulting to numerous law firms.
