Welcome to the Central Region Rendezvous weekend! We hope that your stay at Camp
Illinek this weekend will be enjoyable and that you will see and learn about Sea Scouts
and Venturing while doing the many fantastic activities that we have planned for you!

Have Fun- Look for positive experiences and you will find them.
The new shower house located in the Activity Field across from the Ranger’s
house has 5 private shower stalls and 4 rest rooms available for use. Camping
will be camporee style in the Activity Field south of the Shower House. The
Rendezvous has the western portion of the camp. We are sharing the camp
facilities with other units. The other units will have use of the eastern portion of
camp which includes: Eagles Nest, Lyman Grove, and Frontier camp sites, Fire
bowl, Compass Course, and the shower house near Eagle Nest. Therefore don’t
set up your camp site at Eagles Nest, Lyman Grove, Compass Course and
Frontier camp sites.
At lights out at 12:00 PM on both Friday and Saturday. Please be courteous and
keep noise to a minimum. We are sharing the camp with other Boy Scout and
Cub Scout units.
Park vehicles in the asphalt /rock main parking lot by the BB Gun Range.
Unloading gear is allowed at the Shower House area but vehicles can stay only
briefly.
Anyone needing to leave Camp Illinek should sign out and back in at the table
noted in Booth Lodge.
Camp Illinek is a ‘smoke free’ environment. However, smoking is allowed in the
main parking lot only at designated area(s).
Please be cautious to other units using the camp.
There are 5 individual shower stalls for either male or females at the Shower
House located by the Activity Field. In addition there are 4 toilets at this Shower
House. There are also rest rooms in the STC and Booth Lodge.
Sea Scouts, Venturers, and adults must be BSA swimmers in order to canoe,
kayak, sail small boats or sail the Catalinas (advisors will certify when the Unit
registers at check-in). We will not give the BSA swim test.
The City of Springfield (CWLP) does not allow swimming in the lake. We will not
be swimming we are boating.
Crew Advisor should handle general first aid needs. If serious first aid is needed,
please contact the Rendezvous Staff/Advisor at Sailing Training Center or Booth
Lodge and someone will be able to help you and call emergency services.
There are two hospitals about 10-13 miles away or 20 minutes in the City of
Springfield. The nearest EMT and Fire Station is the Village of Chatham 1 to 2
miles away.
We will have a Religious Service on Sunday at 0900 on the shore of Lake
Springfield. There are also many churches available nearby.
Quiet time begins at 12:00 PM on Friday and Saturday
The Rendezvous will take place rain or shine- ‘Be Prepared’. Again, have fun and
enjoy the time you are spending with your crew at Camp Illinek.
Check in Procedure
1. Sea Scouts and Venturers have 3 campsites: Activity Field, Pinewoods and Indian
Village which are just south and west of the Shower House (new). The west portion
of camp consisting of the Compass Course, Lyman Grove, and Eagle Nest
campsites by the other Shower House (older) are reserved for other units.
2. You may unloading gear at the Shower House area across from the Ranger’s house
but vehicles can stay only briefly. Rendezvous staff will be there to direct you. You
will be camping camporee style in the Activity Field, Indian Village camp site, and
Pinewoods camp site by the Shower House across from the Ranger’s House. Don’t
set up your camp site at Eagles Nest, Lyman Grove, Compass Course and Frontier
camp sites.
3. Please follow the signs and park your vehicle at the asphalt/rock parking lot by the
BB Gun range.
4. The unit leader needs to check-in at Booth Lodge between 6:00-8:00 PM. Late
arrivals on Friday and all Saturday arrivals should check in at Booth Lodge. At
check-in you can pick up T-shirts, a camp map, and Rendezvous Boarding Manuals.
5. After setting up your tents return to Booth Lodge or the Sailing Training Center
(STC) for Friday night activities. Snacks, leader meeting, Riverboat Games and the
movie will start at 2130 in either the STC or Booth Lodge.
6. All Rendezvous activities will take place either at the STC, Booth Lodge, or the
Waterfront.
7. Please return all vehicles to main parking lot by BB Gun Range.
8. Please put the vehicle identification card inside the vehicle by the front window.
9. Rendezvous staff may camp with their unit; however we have reserved Pioneer
Point camp site by Booth Lodge and the STC for Staff.

Competitions & Activities
All activities are Saturday unless noted
Activities (A) are for fun and will be open morning and afternoon
Training (T) may have set times.
Crew Challenges (C) Test your crews’ skills in the Ultimate Sea Scout Challenge. Win
your crew ‘Challenge Cup’ by earning the most points throughout the day.
Advisor and President Meeting (A) Friday Time: 2100 Location Booth Lodge
Basic Boating (T) Time: 0900-1630 Location: Waterfront and dock
Never sailed, kayaked, or been canoeing, our experienced staff is willing to lead you
through basic hand on class to teach you the basics.
Barbeque Time: 1800 Location: Booth Lodge Barbeque Pit
Biathlon (C) Time: 0900 Location: Waterfront and dock
A three-person team will compete with two canoe paddlers, and one kayaker. The
fastest team to compete the relay-style race will win. The canoe will paddle towards
the kayaker who will complete the final leg and cross the finish line.
Bonfire (A) Time: 2130 Location: behind STC
Kick back, meet new friends and catch up with old ones.
Canoe Races (C) Time: 1300 and 1400 Location: Waterfront
A two-person team will compete. The fastest team to compete the course will win.
Canoe Tug-of-War (C) Time: 1000 Location: Waterfront
Two canoes with up to three participants each will line up facing each other and a
rope stretched between them. They will tug on the rope and paddle backwards tiring
to pull the other canoe over the centerline.
Cardboard Canoe Races (C) Time: 1100 Location: Waterfront
Teams of four/five will have 45 minutes to construct a boat out of the supplied
cardboard and duct tape. At 1245, one of the team members will then try to paddle
the boat across a course.
Catalina 22 Cruise (A) Meet at Island Bay Yacht Club at 900, 1030, and 1330
Spend some time crewing a Catalina 22 Sailboat around the shores of Lake
Springfield. A captain will be aboard to lead the cruise and instruct.

Cracker Barrow (A) Friday Time: 2130 Location Booth Lodge
Relax with your crew and have a Root beer float and popcorn. Try your luck with
Black Jack, Poker, etc. and win Sea Scout cash to use in the auction following
Casino Night.
Geocaching (A) Saturday Time: All Day Location: Camp wide and Lake
Springfield
Geocaching is the adventure of treasure hunting using a GPS device either as a
handheld unit or a smart phone with GPS capabilities. Participants will be given
coordinates to help them uncover caches or more coordinates which will lead to a
final treasure. Bring your smart phone or handheld GPS and be prepared for a
challenging and fun experience.
Hamilton’s Hilarious Auction (A) Friday Time: 2300 Location: Booth Lodge
Spend your winnings from the Casino Night at the Sea Dog’s Auction. Many one of
a kind items (yah right).

Hypothermia Challenge (A) Location: behind STC
Attempt to do simple tasks while having you hands submerged into an icy abyss to
simulate the effects of hypothermia.
Kayak Races (C) Time: 1300 and 1400 Location: Waterfront
One person will compete in a kayak. The fastest kayak to compete the course will
win.
Kayak Jousting (A) Time: 1000 Location: Waterfront
Test your balance while kayaking and defending your turf, defend yourself with a
pool noodle to see if you have what it takes to stay upright.
Bridge of Honor and Rendezvous Awards (A) Time 2000 Location: Booth Lodge
The Central Region Sea Scouts and Area 3 Venturing VOA will hold the
Rendezvous’ Landship and hold a National Bridge of Honor for the Quartermaster
Rank, Eagle Rank, Venturing Awards, Religious Awards, and award trophies for
Saturday’s Activities and Competition.
Leaky Bucket Brigade (C) Time: 1600 Location: behind Sailing Training Center
Your crew will attempt to empty a barrel of water using smaller buckets to fill
another barrel and put out the “fire.”
Knots (A/T) Friday Time 1830 and Saturday Location: Sailing Training Center

Test your knot tying skills.
Movie Nights (A) Friday & Saturday Time: varies Location: Sailing Training
Center Friday night and Saturday night at 2130 we will have movies on the
projector. Watch the Gilligan’s Island marathon or other appropriate movies.
Classic Tug-of-War (C) Time: All Day Location: Field by STC
Two crews of four or six participants each will line up facing each other with a line
stretched between them. They will tug on the rope and try to pull the other crew
over the centerline.
Outboard Motor Repairs (T) Time: FR 1830 Location: STC Basement
Learn all about motor repairs and maintenance.
Paddleless Canoe Race (C) Time: 1030 Location: Waterfront
This race will have a maximum of two people per canoe. The two-person team
must “paddle” the canoe in a defined racecourse towards the finish line. The
contestants are not allowed to use any paddle or another form of paddle or
propulsion. The team must keep their body inside of the canoe at all times. The
only part of the body allowed outside of the canoe will be the hands and arms.
Final decision is up to the judge. The team that wins each heat will advance to
the finals.
Rain gutter Regatta (C) Time: 1630 Location: behind Sailing Training Center
This is an individual event that the participant must build before coming to the
rendezvous. We will race them at the rendezvous in a 10 foot long raingutter; you
must blow the racer all the way to the end. You can buy the kit at your local scout
shop or online. The complete rules, details, and regulations are attached. Both
scouts and adults can compete in this competition.

Religious Services (A) Sunday morning Time: 900 Location: Waterfront
A scout is Reverent, come out to our non-denominational service on the shores
of Lake Springfield.
Riverboat Games (A) Time: All Day Location: Field by STC
Relax with your crew and have some fun with games like washers, Frisbee Golf,
horseshoes, and more.
Riverboat Poker and Casino Night (A) Friday Time: 2130 Location Booth Lodge
Relax with your crew and try your luck with Black Jack, Poker, etc. and win Sea
Scout cash to use in the auction following Casino Night.
Sailboat Regatta (C) Time: 1300/1400 Location: Waterfront
Crews of 2 will match race JY-15’s on a triangular course.
Sea Scout Biathlon (C) Time: 0900 Location: Waterfront (See Biathlon)
Skipper and Boatswain Meeting (A) Friday Time: 2100 Location Booth Lodge
Swamped Canoe Race (C) Time: 1500 Location: Waterfront
Have you ever found yourself out in the middle of the lake swamped? Improve
your skills and race others in teams to race your swamped canoe through a
course. Teams of two or three must test their skills by canoeing out to a mark,
swamping the canoe, and then unswamping the canoe or paddling to land to bail
the boat. The fastest time wins.
Viking Chess (A) Location: Time: All Day Location: Field by STC
Also called, Kubb, it is a lawn game where the object is to knock over wooden
blocks by throwing wooden sticks at them. Kubb can be simply described as a
combination of bowling and horseshoes.
Volleyball Tournament (A) Time: All Day Location: Field by STC
Is your crew the best at this classic beach game, challenge crews from around
the region to see which crew reigns supreme. Beach balls are provided.
Windsail Racer Competition (C) Time: 1530 Location: STC
Test your crew’s teamwork capabilities by creating a racer with the limited
materials and try to make your land racer sail the farthest.
Wildest Hawaiian Shirt (C) Time: Dinner
At the Dinner we will have a competition to see who has the wackiest Hawaiian
Shirt or outfit.

Raingutter Regatta Rules
Sea Scout Central Region
1. Boat Specifications – “Are there boat building rules?”
To ensure that the race is as fair as possible, all boats must be made from the
BSA Raingutter Regatta kits. However, the materials supplied in the kit can be modified
or added to somewhat. On every boat, the hull, mast, keel, rudder and sail provided
in the kit must be used in the boat construction. Also, no other form of propulsion
besides the sail is allowed. Here are some additional boat construction details to be
aware of:
a. Hull: Length between 6-1/2" and 7” (maximum). The boat body CANNOT be
wider than 2-1/2". The boat must remain a single hull boat using the supplied hull
wood. Multi-hull catamarans
and boats with stabilizing out-riggers are not allowed. Hull should be painted,
stained, or
otherwise finished to minimize waterlogging during the race.
b. Mast: Height limit is 6” to 7" (maximum) from deck to top. Masts may not be
extended, but may be decorated.
c. Sail: Supplied in kit, may be trimmed but not enlarged or added to (except for
decorations).
d. Rudder and Keel: The provided keel and rudder must be securely attached to
the bottom of the boat. The rudder may extend beyond the stern (rear) of the hull. The
mast hole, keel and rudder
layout specifications given in the BSA kit are for informational purposes only and
alternative
placements are allowed. For maximum stability, it is highly recommended that the
guidance
be followed, especially regarding centerline placement of all three components.
e. Decorations/Additions: Objects such as sailors, cannons, etc. may be
added. All such
decorations must be firmly fastened to the boat, and may not be placed in such a
manner as to
exceed the boat dimensions as listed above. Bowsprits (large spars projecting forward
from the
stem) are discouraged, as they extend the overall length of the boat, providing an unfair
advantage.
2. Boat Assembly Guidance – “How can I build a ‘winning’ boat?”
The following assembly guidelines (tips) are provided to help you get the best
performance from your boat. They are not meant to be restrictive. (See 3. Boat
Specifications above for requirements.)
a. Shaping the boat: Do not round the sides of the hull. (A less rounded hull is
more stable than a more rounded hull.) Any gouges can be repaired with spackle or
latex caulk (sandable).
b. Keel & Rudder: Sand the bottom front corner of these with sandpaper. Use
epoxy or hot glue to install the rudder into the slot at the back of the boat body.

Likewise, install the keel centerline on the hull bottom behind the mast position, with the
shortest flat side down (not with a point down).
c. Mast: Point one end of mast using sand paper. Install the mast by twisting the
point into the
boat body approximately 2 to 2-1/2" from bow (front of boat) in the center side to side.
Remove
and then glue back into place. Be sure to check mast height (see section 3. above).
d. Sail: Position the sail on the mast. About 3/4" from the top of the mast, either
glue the sail to it, or attach securely with tape. Attach bottom of sail in a similar manner.
The bottom edge of the
sail needs to be about 1/2 inch above the deck of the boat. If the sail is too low, the
corners rub
against the gutter or dip in the water. If the sail is too high, the boat is top heavy and
tends to tip
over. A well-secured sail makes the boat easier to handle in the water.
e. Painting/Decorations: Sailboat body should be painted at least 24 hours
before racing to allow sufficient time to dry. You may want to use Krylon spray paint -- it
dries to a sandable finish in
about one minute on the balsa wood hulls. Do not use water soluble paints. Stickers,
decals,
and other objects may also be added to customize your boat. Use your imagination!
3. Inspection and Registration – “What must I do to enter my boat?”
Before the race begins, all participating “Captains” must check-in with their boats.
Here are the prerace check-in details:
a. Before a boat may compete in the regatta, it is subject to a technical
inspection, to verify that it meets the prescribed specifications (see 3. Boat
Specifications above for details). If a problem
is noted, the Captain may be asked to correct it before the boat is registered.
b. When the boat passes inspection, it is then registered along with the boat
Captain’s name (the scout’s or leader’s name).
c. Registration cutoff no later than 3:30 p.m. for all participants.
d. Boats that have not registered by the cutoff deadline will not race, so plan to
arrive early enough to get your boat registered.
4. Competition – “How will the race be run?”
Every race has to have rules, and ours is no exception. Here’s what to expect:
a. Once all boats are registered, the competition brackets will be seeded.
b. Each race heat will involve two equal lengths of raingutter (approximately 10feet long) filled with water.
c. The race heat begins once the official starter has placed the competing boats
against the back wall of the gutter and commands the scouts to "GO!"
d. On the starter's command, the scouts will blow into the sail of their boat in
order to advance them through the water. The boat can only be propelled by blowing
into the sail. Once the race has

started, the scout CANNOT touch his boat with his hands, except to right a capsized
boat.
e. Pushing the boat forward is NOT allowed while righting a capsized or stuck
boat by hand, nor is pushing by a scout's face, lips, hat, nose or other body part that
touches the boat. Pushing may
disqualify the scout during that race heat. Any disputed heat may be rerun at the
discretion of the
Judges.
f. The first boat to reach the finish line (the opposite end of the gutter) is the
winner of that heat. The finish line official(s) will have the final and only say in
determining the winner. In the unlikely
event of a tie, the racers will be given a chance to catch their breath, and then that heat
will be rerun.
g. If a boat is damaged during a race (boat loses its rudder, keel or mast/sail) and
can be repaired in a reasonable amount of time (a few minutes), the race may be run
again at the discretion of the judges. Any non-functional decorations that fall off during
competition will NOT be reattached
during the race.
h. Un-Scout like or unsportsmanlike behavior by any participant or spectator may
be grounds for expulsion from the competition and/or the race area.

BSA Usage of
Island Bay Yacht Club Facilities
Abraham Lincoln Council, BSA
Scouts and Scouters are permitted in the boat storage North Harbor area
only.
Parking is available in this area – DO NOT park in the main parking lot.
All other IBYC facilities are off limits to Scouts and adult leaders. This
includes the Club house, swimming pool, snack bar, main parking lot,
picnic shelter area and all dock areas.
Only the restrooms near the boat storage/slip area are available for Scout
use.
Picnic tables in this area are permitted for Scout use for snack lunches. No
food is available from Island Bay Yacht Club (IBYC).
The electric boat hoist is to be operated by adults only. No Scouts are
permitted to operate the hoist or be in the presence of the hoist when in
use.
All approved leaders will be qualified Scouters and Sailors who adhere to
BSA leadership requirements and are BSA swimmers.
Scouts and leaders are guests of IBYC and should respect the IBYC
members and their facility. This cooperation between IBYC officers, the
IBYC sailing committee and the Abraham Lincoln Council, Boy Scouts of
America is very important to our sailing program success.

do release and hold harmless Island Bay Yacht Club, its officers, directors, members and insurance
carriers from any and all actions, claims, costs, property damage, personal injury, death, medical
expenses and the like which may result from said child’s or my/our participation in the sailing program of
Abraham Lincoln Council of the Boy Scouts of America or presence on the Island Bay Yacht Club
grounds, docks, or upon Lake Springfield or other bodies of water. This release shall be effective as to
my/our heirs, assigns, executors and administrators. I/We understand that there are hazards attendant to
sailing including, but not limited to, launching accidents, capsize, cold water, other boat traffic and
mechanical malfunction. I/We further promise to bind myself/ourselves and my/our heirs, administrators,
executors and assigns to repay to the above referenced releases, their insurers, successors and assigns
any sum of money they may hereafter be compelled to pay in consequence of my/our and the aforesaid
minor child’s participation in the Scout sailing program or presence on the Island Bay Yacht Club
Grounds. I/We understand that Island Bay Yacht Club is not a participant or provider in the sailing
program of the Abraham Lincoln Council of the Boy Scouts of America and is not providing, maintaining
or inspecting the boats used in that program. This Release and Indemnity shall be effective until
rescinded in writing and served upon Island Bay Yacht Club at 76 Yacht Club Road, Springfield, Illinois,
62712.

In consideration of the permission received from the Abraham Lincoln Council Boy Scouts of
America for the undersigned to use the Council’s watercraft and equipment, I and for my heirs,
guardians and legal representatives, fully and finally release, acquit, hold harmless and forever
discharge the Council from any and all liability, claims, demands, actions or causes of action,
including claims of negligence or gross negligence arising from the condition of the Council’s
watercraft and equipment or from the acts or omissions of the Council or its agents, including for
any losses, damages, injuries, death, expenses or damage to property or equipment while
preparing for, engaging in the conduct of, or participating in, activities relating to the use of the
Council’s watercraft and equipment.
I further agree forever to indemnify and hold harmless the Council from and against any and all
injuries, losses and damages (including, without limitation, those arising or resulting in whole or
in part from the sole or concurrent negligence or gross negligence of the Council or its agents),
costs, charges, expenses, counsel and legal fees and all liabilities whatsoever incurred or
claimed by me or by anyone whom I have invited or permitted to participate in the use of the
Council’s watercraft and equipment.
Further, I understand that the use of watercraft and associated equipment involves a degree of
risk and danger of injury or death and I agree that I assume all risks associated with the use of
the Council’s watercraft and equipment.
I have thoroughly inspected the condition of the watercraft and equipment to be used pursuant
to this application and have satisfied myself that it is suitable for my use, and for the use by
anyone whom I have invited or permitted to participate in the use of the Council’s watercraft and
equipment, and agree that I am solely responsible and assume all risk that the condition of the
property may cause injury to me or those I invite or permit to participate in the use of the
Council’s watercraft and equipment.

Rendezvous Swim Test
The swim classification test is an important part of BSA aquatics programs for both
Scouts and adults. We will not be able to test at the May Rendezvous, so you must test
before coming.
All persons participating in BSA aquatics are classified according to swimming ability.
The Classification tests and test procedures have been developed and structured to
demonstrate a skill level consistent with the circumstances in which the individual will be
in the water (see below). The swimmer’s test demonstrates the minimum level of
swimming ability for recreational and instructional activity in a confined body of water
with a maximum 12-foot depth and with shallow water footing or a pool or pier edge
always within 25 feet of the swimmer.
The swim classification test done at a unit level must be conducted by an individual with
at least one of the following certifications: Aquatics Instructor, BSA; Aquatics
supervisor, BSA; certified lifeguard; swimming instructor; or swim coach. When the unit
goes to a summer camp, each individual will be issued an official buddy tag. You must
have passed the test have a buddy tag to participate in any aquatic activity.
The different levels of swimming ability allow both Scouts and adults to do the
following:
LEARNER: Allows swimming in shallow end of pool and boating with qualified
accompaniment.
BEGINNER: Allows Scouts to swim in the designated areas and boating with qualified
accompaniment.
SWIMMER: Allow Scouts to swim in all areas and boat in open areas of the lake
To complete the swim test a person must pass the requirements listed below. A person
wishing to take a specific test does not have to pass any lower level tests. For example,
if a Scout wanted to test for swimmer he would NOT need to take the learner or
beginner test first.
Learner: Just get into the shallow water and get wet.
Beginner: Jump feet first into the water over your head. Level off, swim 25 feet, turn
around and swim back.
Swimmer: Jump feet-first into the water and swim 75 yards in a strong stroke on your
stomach or side (breaststroke, sidestroke, crawl, trudgen, or any combination). Then
swim the last 25 yards on your back, keeping your hands in the water (elementary back
stroke). After swimming these 100 yards, float and rest on your back for ten seconds.
