COMPANY PROFILE
AFYA Micro Finance Company Limited (AMiF) is a specialized Microfinance
Institution that provides affordable loans for the health sector in Tanzania.
AMiF targets the lower end market, in particular, Accredited Drug Dispensing
Outlets (ADDOs), Pharmacies, dispensaries, small clinics, healthcare training
centers, health sector employees etc. The company currently operates in Dar
es Salaam, Iringa, Mbeya and Rukwa Regions. AMiF has received funding
from Human Development Innovation Fund (HDIF) to support its expansion
and operations in the aforementioned regions.
The Human Development innovation Fund (HDIF) is a GBP 30 Million, fiveyear program funded by the United Kingdom Government. HDIF seeks to
catalyze the development, testing and scaling of innovative models of service
delivery, use of information and communication technology for development
(ICT4D), and product solution for health, education and WASH (Water,
Sanitation and Hygiene). The intended impact of HDIF is improved human
development outcomes for poor people in Tanzania, with a focus on non-state
actors and the effective utilization of public private partnerships.
AMiF is seeking to recruit the following officers:
JOB TITLE – MANAGING DIRECTOR
The Managing Director is responsible to the Board of Directors for the overall
strategic resources management, planning, organization, developing,
coordinating and controlling of the functions, activities and services provided
by AFYA Microfinance (AMiF) Ltd to meet corporate objectives. She/he
provides leadership and direction to ensure the entity operates effectively and
efficiently in accordance with the best professional standards and legal and
regulatory requirements.

II – Duties and Responsibilities
A - Planning:










To determine and communicate the organization’s strategic direction
Working through Head of Departments and Branch Managers to attain the
entity’s corporate and operational objectives
To be the chief of staff of the entity responsible for organization, appointing
and attending to all matters relating to staff in accordance with regulations
adopted by the board of Directors
To be the chief spokesperson of the entity
To ensure that there is proper organization and control of resources to
meet the business strategy and corporate objectives as established by the
Board of Directors
To prepare and recommend to the Board of Directors the entity’s
objectives, policies, plans, programs and budgets
To achieve coherent planning
In Consultation with the staff members, to prepare and present to the
Board of Directors, the Annual Business and Financial Plans
To Interpret and explain the purposes and plans approved by the Board of
Directors to the Management and employees and public at large as
appropriate.
To review and approve objectives for management and staff members and
provide for development and implementation of plans in all operating units
of the entity.
B - Organizing




To keep a proper balance of resources for all the business units, groups
and initiatives according to the organization’s goals and objectives
In liaison with Management Committee; to develop and recommend to the
Board of Directors an organization structure designed to facilitate growth
and continuity in consonance with approved objectives and plans
To oversee implementation, accomplishment and control of the
organization structure in all operating units of entity.
To establish harmonious working relationships among all components of
the organization.
C - Coordinating


To coordinate the activities of all branches and operating units of the
organization so as to maintain satisfactory progress towards approved
objectives.
To keep abreast with developments in microfinance, banking, private
health sector and the economy in general in order to ensure that the
entity is not left behind in terms of knowledge, compliance and
identification of business opportunities

To ensure that operating units of the entity receive adequate specialized
advice and services from staff and promote teamwork spirit among staff at
all levels.
D - Motivating


Create and maintain an appropriate organizational culture with
demonstrated adherence to agreed organizational values among all staff
from top to down and across all departments.
To formulate an overall human resource policy and establish and maintain
an environment which stimulates and encourages maximum productivity
on the part of all employees.
E - Controlling




To establish standards for evaluating performance of individual staff,
operating units and the entity in general in relation to the set objectives.
To provide for continuing and accurate recording, monitoring and
reporting of the entity’s performance towards approved objectives
To ensure that a mechanism is in place to ensure that the entity’s risks are
identified and appropriately mitigated to acceptable tolerance levels.
To ensure that assurance services are independently provided to the entity
and observations, opinions and reports are disseminated to relevant levels
and are worked on timeously and exhaustively.
F - Operations








To directs the operations of the organization so as to attain objectives
within the scope of established policies.
To represent the organization when appropriate and promote good
relations with other entities.
To keep the Board fully informed on all aspects of the organization’s
activities.
To approve and/or recommend all appointments and promotions and
sanctions all dismissals or recommend action to be taken by the Board of
directors as appropriate.
To ensure adherence to administrative policies and procedures in
consultation with management committee and prepare and administer the
annual budget.
To ensure and maintain an appropriate accounting system for all
operations of the organization and secure as far as is practicable;
adequate means of assessing the liquidity and financial position.
To ensure the preparation and submission of periodic financial statements
and reports to the Board and other relevant authorities
To ensure that the institution’s legal responsibilities under the
Memorandum and Articles of Association and other statutes are fulfilled.
III – Desired attributes, skills and experience










Proven credibility, competence and assertiveness
Ability to make appropriate decision timeously
More than 7 years working in senior position in a bank or financial
institution, preferably in a microfinance institution.
Adequate knowledge of health sector especially the East African Private
Health Sector
Strong communication and interpersonal Skills.
Ability to motivate staff, manage and utilize human resources and facilitate
teamwork
Ability to oversee and deliver the organization’s performance
targets
Adequate entrepreneurial skills including ability to create,
design and successfully launch competitive financial products and services
for the private health sector
Proven record in managing a project or initiative funded by
development partners.
Proficiency in English and Swahili
IV – Qualifications


Possession of advanced degree in Microfinance, Business
Management, Banking, Finance, Economics or equivalent from a
recognized university
Adequate training on Governance, Risk Management and
Compliance.

JOB TITLE - MICROFINANCE EXPERT
AMiF will engage a Microfinance expert for 12 months to ensure microfinance
systems are in place for optimum compliance with lending regulations and the
AMiF lending policies. S/he will ensure that AMiF has established policies,
processes, structures, people, reports, methodologies and data and
information in line with applicable microfinance best practices. The
microfinance expert will also explore value and requirements leading to AMiF
being a member of global microfinance rating agencies and accessing other
platforms for knowledge sharing on this innovation.

Establishing and rolling out the AMiF microfinance model cognizant of the
peculiarity of the Private Health Care market in line with the best
microfinance practice.
Training staff on the microfinance best practices applicable to the AMiF
business environment
Establish structures and facilities necessary for successful delivery of the
AMiF Microfinance model
Advising management and the Board on microfinance issues
Linking AMiF to national and international microfinance bodies
Ensuring that set performance targets are met
Ensuring that associations of Private Health Care Providers are formed at
the identified districts as planned
Conducting feasibility study that would enable the institution to be licensed
Suggesting and instituting risk management strategies
Developing relevant governance policies and procedures, marketing
products and services, reviewing and improving financial, controlling and
risk management tools and reporting procedures
Any other task as directed by the Chief executive Officer
III – Desired attributes, skills and experience









Minimum 7 years experience in the financial sector with at least 5 years in
a senior managerial position in a microfinance institution
Knowledge of the regulatory framework of the Tanzanian financial sector
Experience and proven knowledge of the Private Health Care Sector in
Tanzania and Africa in general
Experience in managing and administering operations of financial
institutions at an executive level
Demonstrated ability to carry out long-term strategic planning and develop
business plans
Extensive experience in setting up corporate governance structures for
SMEs
Experience in developing and installing micro-lending operations, risks
management policies and procedures
Strong report writing and presentation skills
Proficiency in English language. Proficiency in Swahili is an added
advantage.


JOB TITLE - HEAD OF CREDIT
Head of Credit will be responsible for providing leadership in management
and administration of credit function.




Performing credit risk managements
Administering the Loan Management System
Preparing annual plan and targets on loan facility utilization, estimated
income from credit facilities, new borrowing customers.


















Reviewing existing facilities on renewal dates and preparing
recommendations for renewal of facilities on merit.
Soliciting prospective loan applicants, conducting interviews with existing
and prospective borrower on credit relationship, and collecting loan
application and other credit documents from borrowers.
Conducting credit investigation and making inspection visits to borrowing
customers business premises
Processing loan applications promptly and putting up appropriate
recommendations to enable the approving authorities to make objective
decisions. In doing so they shall take into consideration the prospective
borrowers’ credit standing, business and financial viability, management
competency, industrial situation, collateral support and potential income to
the institution.
Ensuring that disbursement of funds under extended credit facilities is in
line with the laid down procedures.
Monitoring credit facility utilization and business performance and
compliance to commitments made, terms and conditions prescribed on the
credit facilities.
Encouraging borrowers to utilize other products and services available at
the institution.
Ensuring that all securities and documents are in order and registered with
relevant authorities.
Preparing all required credit returns and reports
Calling up expired or matured credit facilities and reminds borrowers of
due dates.
Following up repayment of matured credit and undertaking appropriate
measures to recover past due credits.
Ensuring that all interest and fees from borrowing accounts are collected
promptly.
Reviewing regularly all loans and advances classifying the advances
according to applicable guidelines and undertakes necessary measures to
avoid deterioration of the quality of the institutions’ overall credit portfolio.
Ensuring that loans and advances are extended in line with applicable
Guidelines.
Co-ordinating loan recovery processes
Preparing credit performance reports and present to management
Conducting staff performance appraisal for staff reporting to him/her
Performing any other relevant duties as may be assigned by the Managing
Director
III – Desired attributes, skills and experience



Minimum work experience of not less 5 years in credit administration, at
least three of which must be in microfinance/micro-credit
Strong computing skills
Ability to develop and maintain positive relationships with professional
contacts

Ability to work constructively in a team and negotiate solutions
Superior written and verbal communication skills and strong organizations

Ability and zeal to develop new affordable micro-credit facilities for private
health facilities at the lower end of the market




Professional qualifications such as CPA, CRISK, TIOB Certified

JOB TITLE - CREDIT OFFICER
Responsible for seeking potential borrowers, managing lending process and
monitoring loan performance and recovery

Reviewing loan applications, loan terms and credit requirements
Providing technical assistance and training Provide Health Care Providers
in understanding the effective use of financial institutions, how to apply
for a loan, importance of loan repayment and business promotion.
Formulating of Microfinance loan groups.
Evaluating loan proposals for Branch Manager/Head of Credit















Monitoring loan performance.
Managing loan delinquency and recovery.
Implementing the AMiF brands, products and services.
Managing quality customer services and relations.
Complying with AMiF ending policy.
Determining potential risk areas and conducting periodic loan reviews.
Appraising client loan applications to ensure compliance.
Visiting prospective clients business
Assessing applicants character to minimize default
Analyzing clients’ financial information
Providing technical support & training to lending group or individuals
Submitting required reports and attending group meetings
Facilitating credit product designing and packaging
Identifying training needs and supervising loans regularly
Performing any relevant duties as may be assigned by branch
manager/head of credit or any other relevant authority

IV– Qualifications

A holder of Degree or Advanced Diploma in Economics, Commerce,
Business Administration, Finance, Banking, Risk Management or related
equivalent qualifications from recognized university or institution.
