Creative England is seeking quotations from individuals who wish to be considered
for a Business Facilitator role to support Creative England’s European funded
Diversity, Performance, Growth Project (Draft title). We are looking for a specialist
with a proven track record of working with creative businesses in a business
advisor/trainer capacity but with a particular understanding of the diversity agenda in
the creative and digital industries.

Deadline date for Quotation: 05/05/2015
Contract value: up to £4,500 inclusive of VAT (to include all travel and expenses)
Other Budget: There is a £3,000 budget for the contracting of guest speakers.
Contract will be awarded based on your knowledge, understanding and ability to
deliver the seminar as well as consideration to the most economically advantageous
tender in terms of the criteria stated in this document.
Estimated length of contract: 4.5 days between 11/05/2015 – 30/06/2015

2. Fee/Contract
This contract has a maximum value of £4,500 inclusive of VAT and all associated
travel and expenses. There is a £3,000 budget for the contracting of guest
speakers. The contract engagement period is estimated between 11th May 2015
and 30th June 2015 with an appointment to be made by 8th May 2015.
3. How to Apply

May 2015. Please ensure that you;
- outline your skills and experience and how you would approach seminar
delivery.
- give particular attention to how you would approach the commercial dividend
argument relating to the diversity agenda, and the nature of the guest speakers
you feel would be appropriate to delivering the programme.

the subject.

4. Background
Creative England is inviting South West based creative digital businesses to explore
what opportunities exist within the industry for better exploiting the commercial and
creative value of a diverse workforce. The programme will also explore questions
around visibility of roles and opportunities within the industry to help address the
barriers to participation and ultimately working in the creative digital industries. This
project will act as a learning exercise for informing future Creative England diversity
discussions and support programmes.
The Diversity • Creativity • Growth Programme has two ambitions:
1. To explore and unlock hidden potential within creative digital businesses
2. Help underrepresented individuals access the creative digital industries
The barriers to addressing issues of diversity within the industry are numerous,
complicated and unique to subsectors, businesses and individuals. This programme
will focus on exploring the following barriers:
The barriers for Businesses;
• Knowledge and understanding of the commercial and creative case for diversity
• Risk aversion within business policies and planning
• Unimaginative recruitment policies /unconscious bias
The barriers for talent
• Visibility of roles and opportunities
• Relationships

5. Specification
The contract will support Creative England’s Creative iNet Project Manager Tim Evans to
deliver a daylong discussion/seminar with South West based creative digital businesses
to explore the commercial and creative case for employing a diverse workforce. The
format will be informal with discussions from speakers from within the creative and digital
industries. The seminar will focus on discussing the arguments and opportunities around
two questions:
1. Is there a creative case for strategically employing a diverse workforce?
2. Is there a commercial case for strategically employing a diverse workforce?
As well as deliberating the impact diversity can have on creativity, financial performance
and other functional aspects of a business, there will be scope for evaluating the
participants own businesses to see what opportunities exist to diversify their workforce
and what benefits this might bring.
The support required includes:
• Seminar preparation – Questions for discussion, format and evaluation planning
• Supporting Project Manager to identify guest speakers and contributors
• Seminar chairing - Ensuring discussions are focused and the research objectives are
considered
• Evaluating the key findings of the discussions
This specification is not intended to be either prescriptive or exhaustive; it is issued as a
framework to outline the main areas of responsibility at the time of writing.
Core Competencies:
• A background in business development, guidance &/or training
• An understanding of the diversity needs within the creative digital industries
• Experience of delivering and evaluating projects, including identifying key findings
• An understanding of the debate around the ‘diversity dividend’
Desirable
• Experience of working in a creative agency
• Experience of facilitating workshops or seminars
