Ahoy Mateys!
We are bringing Baltimore’s most iconic aquatic landscape to Artscape! We are asking artists of local
waters and/or any port of call to help us weigh anchor and float the feeling of the waterfront North up
the Charles! We look to you to help us re-envision and recreate a spectacularly warped soggy and salty
artistic recreation and reenactment of everything that Baltimore’s world famous waterfront promenade
and port of call is, has been, was meant to be, and always dreamed of becoming.
Harbor High Port (of call) and other Phenomenades will be a collection of sculptures, pop-up kiosks and
participatory art installations free and open to the public during the 2015 Artscape. Approximately ten
installations and ten sculptures will be featured along the Charles Street Bridge corridor. In keeping with
the water theme celebrated throughout this year’s Artscape festival, all of these sculptures games and
performances will reference Baltimore’s iconic Inner Harbor waterfront as if it were relocated via an
imagined High Tide to Charles Street at Artscape. Artists are encouraged to use any reference points
from the harbor’s past, present and future. Think Utopic, Dystopic and Post-Apocalyptic! Think of rising
water levels, shipping channels, the harbor as a natural resource, nautical navigation, the aqua-culture
of a harbor…. etc. Feel free to interpret the people, stories and architecture that compose Baltimore’s
waterfront and the landlubber landscape as it exists today, as it has been, proposals that were never
realized and futuristic visions of what it can be.
ICONS LIST: the USS Constellation, Dominos Plant, Mckeldin Fountain, Baltimore's Trash Eater, the
harbors Artificial Wetlands, water taxies, Knoll Lighthouse, USS Torsk, Schaeffer statue, dragon boats,
the World Trade Center, Chesapeake Bay oysters, Crabs, Pirates, Rash Field, volleyball, Pride of Baltimore
monument, the National Aquarium, boardwalks, piers, Pratt Street and Light Street Pavilions, tourists,
light poles, the marina, the amphitheatre, street performers, sail/motor boats, James Rouse etc. Also
consider some no longer existing things, like the floating restaurants, steamships, a proposed seaplane
port, etc. or things that you would propose that you think SHOULD be in our Inner Harbor.
We are commissioning artists and creators from all backgrounds to submit proposals for constructed
and performed artworks to help build out and bring the Outer Harbor to life. Artscape will provide
commissions ranging from $250-$2500 for proposals to make stand-alone sculptures and installations,
participatory and interactive attractions, and performances throughout the weekend.
Selected artists or teams are asked to manage their project or “station” throughout the festival including
Artscape After Hours which extends the festival from 9 to 11pm along Charles Street on both Friday and
Saturday nights. This may be done by rotating team members or developing a “schedule” of when the
project will be active. Artscape volunteers may also be available to help manage a project. Proposals
incorporating unique lighting or illumination are encouraged.
Proposed projects will need to be installed on-site in one day and should be considered and constructed
accordingly. Proposed projects should also be designed with safety first, for an outdoor environment,
factoring in heavy use by large crowds attending Artscape. These projects are temporary in nature and
BOPA will not be able to underwrite repairs, restoration, etc after its use at Artscape.

Application Materials
Applicants are encouraged to include at least 5-10 jpeg images of recent work, one or more proposed
drawings or digital representations of proposed piece, a detailed written description of the proposed
piece and a single page resume. Proposals should include all logistical requests that will be made of the
festival including tenting, transport, electricity, volunteer manpower, storage, signage, etc.
Image checklist:
- Label images by last name then first name, (smithjohn01.jpg, smithjohn02.jpg, etc). Only use alphanumeric characters and save file format as jpg.
- Images should not exceed 5mb
- Images should be saved as RGB, not CMYK.

Guidelines
1.
There are no geographic restrictions for application.
2.
Honoraria in the range of $250 to $2000 may be provided to each selected artist or collaborative
group. Final funding amounts could be higher or lower based on review of proposals and discussion with
the artists about construction, logistics and staffing. No additional funds will be allocated to artists for
“overruns” including but not limited to supplies, staffing, logistics and fabrication after a piece of work is
confirmed and the funding amount is confirmed by BOPA. Artists or artist teams will receive half of their
honoraria upon entering into contract with BOPA and half after the completion of their Artscape project.

Artists proposing interactive projects are expected to design work that is active during all of the
operating hours of the festival, Friday, July 17, noon-10pm; Saturday, July 18, noon-10pm; Sunday, July
19, noon-8pm.

Artist installations must be installed by artists who will also be responsible for monitoring of
their work and space. On-site installation must occur after 10am Thursday July 16 and must be ready by
noon on Friday July 17, when Artscape opens to the public. Pieces must be de-installed starting at 8pm
on Sunday, July 19 and fully removed from the Artscape site before leaving on Sunday (Charles Street
reopens at 6am on Monday, July 20). Artists must check-out with Artscape staff on Sunday night to
ensure that the works have been properly dismantled and removed from the site.
5.
Artists onsite during the weekend will be credentialed to receive light hospitality (bottled water,
ice, etc.)
6.
BOPA reserves the right to reproduce images of selected artwork for printed or internet
publicity, catalogue, map or marketing purposes.
