and we were back in business!
Busy! That doesn’t even begin to explain
life around my neighborhood! Last week
I got the opportunity to fill some raised
garden beds that my husband made.
Loads of estimating went into the project.
First the size and shape, and even the
height of the boxes were a discussion
point. And important to me was to get the
biggest area in the space we dedicated
to the project. With my biggest concern
being that I could get my wheel barrow
between my boxes. So we measured the
space, determined the distance between
them and then decided how big they
could be. Wouldn’t you know it….during
the discussion process on key piece of
information was miscommunicated, and
we ended up with boxes larger than we’d
originally thought? The day was saved, we
just removed a shrub, scooted a box over
I’m sure this mistake happens a lot in the
course of construction, mitigated early with
RFI’s. Thankfully the process I described
above did not end up with any change
orders or additional cost to our project.
Although after needing four yards of fill I
did question why I wanted them so big!
They’re in now and we will be filling them
with veggies very soon!
Our speaker, Barry Cain from Gramor
Development came with a wonderful slide
show about the development of a 32 acre
river front property in Vancouver. The new
area will feature a new city park, retail
space and living quarters. The first phase is
set to break ground soon and be completed
over the next few years. This development
has been underway for years already. The
early phases installed a railroad overpass.
Within the next year there will be some
restaurants popping up that will afford great
views of the river! I can’t wait to watch this
development happen along with Portland’s
South Waterfront district continuing growth.

And now a word from our NW Governor…
FYI all NW Region chapters a brief update on this past
week’s spring Board of Trustees meeting at ASPE SBO in
Nashville.
This past weekend I attended and participated in the
spring BOT meeting. This was my first BOT meeting since
taking the NW Governor reigns in late December.
While I had met a number of these folks a couple years
back at the annual meeting in Philadelphia representing
Chapter 45, there were several new faces. It was great to
put faces to the names. Also to fully grasp how big ASPE
is across the US. While we all share common interests
as professional estimators, it was very beneficial and
educational for me to listen to the other governors and
officers give their respective reports.
Basically the weekend went as follows:
Friday arrivals with a governors only meeting that
evening while the officers had their respective meeting.
Then dinner as a group (see attached BOT group photo).
In the governors meeting led by Central Plains governor
Mel Cowen we discussed how our chapters are doing
and the regions as a whole. No detail of society business
was discussed as this was reserved for Saturday’s formal
BOT meeting.
The upshot of the governors meeting is most regions
share the same dynamics with their chapters (success
and challenges), but generally it’s all about membership
and what everyone is trying to do to increase chapter/
Society membership.

recorded meeting following
parliamentary rules of order and reporting. The society’s
executive director- Patsy Smith is in attendance for this
meeting. The meeting is opened with roll call by the
President- Doyle Phillips then with him giving his report
starting with the previous fall meeting minutes and
acceptance. He then reported on the higher education
committee (HEDC) activity and their goal of developing
ASPE awareness and the numerous universities and

colleges throughout the US. This is a very high priority
for ASPE as the objective is to promote the visibility of
the estimating profession early in academic training
as a parallel profession with project management and
superintendence.
My take on this: something we all can and should do at
our level with our contacts with academia. I encourage
each chapter to redouble their efforts to focus on this
goal and to make the BOT aware of what your activity is
so it may be supported by BOT and SBO.
The remainder of the morning was the various reports
by the Treasurer and each vice presidents as well as
the executive director’s report. These reports included
all the committees managed by the respective vice
presidents and governors. There were three proposed
bylaws amendments discussed and motions to accept/
reject. Amendments 1& 2 were not supported while
three concerning voting and those respective dates was
accepted amending the dates for secret ballots to be
adjusted to be more consistent by allowing adequate
time to get the ballots out and returned by membership.
Meeting was adjourned for lunch – (awesome
homemade BBQ by a past ASPE president that lives in
Nashville area)

(Afternoon session)
The executive session (without executive director in
attendance) started the afternoon session. Discussion
was primarily focused on membership and chapters
issues with IRS compliance. It was driven home that the
membership drives need to be done at chapter level,
with assistance by the respective governors and officers
, but the chapters need to be responsible for building
up membership and communication of the “value” of
belonging to ASPE. What each of you define as the value
you see and enjoy as part of membership in ASPE. CPE
being a very high profile benefit is an obvious one.
After executive session the remainder of the afternoon
was completion of various reports by vice presidents and
each regional governor. Specific to us in the NW regionI was very happy to say I received communications
from each chapter and reports which set us apart from
the other regions. This despite challenges with some
chapters this represents a very positive “attitude” for
those of us in the NW region toward our membership in
ASPE. Congratulations to each of you and specifically
your respective chapter memberships for being a
member.
To draw this to a close I just want to leave you with the
thought that you belong to a very worthy organization that
really is dedicated to representation and advancement
of our profession at the highest levels and standards.
This starts with each one of you with your decision to join
ASPE. The BOT is very committed to providing support to
ensure you are successful and in turn growing your value
from and to the ASPE.
One last thing- ASPE SBO/BOT is finalizing the annual
meeting agenda for the upcoming event in San Diego
this coming June 24-28th. Please plan to have your
chapters represented by sending a board member as
well as encouraging all the membership to attend. The
events and speakers will be high value opportunities to
learn what’s happening and earn PDU credits toward CPE
accreditation and membership.
Please pass on this update to your respective chapter
