JOB SPECIFICATION
The Development Manager takes the lead in administering Athletics SA’s athlete development
programs for track and field, road running, cross country, and race walking. An important
component of the role is to also coordinate the South Australian Target Talent Program (TTP),
which is a junior performance and talent identification initiative. The incumbent will also be
responsible for the effective coordination of all Athletics SA squads and teams, whilst developing
and implementing the organisation’s overall recruitment, retention and junior athlete
development strategy. Part of the role responsibilities will also include working with Athletics SA
clubs to ensure that they are sustainable
Reporting/Working Relationships
The Development Manager reports directly to the Chief Executive Officer and works closely with
other Athletics SA staff and volunteers. A key component of the role is to build strong working
relationships with the organisation’s key stakeholders including Athletics Australia, Little Athletics
SA, School Sport bodies, SA Athletic League, Australian Track and Field Coaches Association (SA
branch), schools, affiliated clubs, Office for Recreation and Sport, and sponsors.
Special Conditions
 Due to the nature of the position, regular work outside of normal office hours, including
weekends will be required. In particular, flexibility will be required in regards to working
hours in the lead up and during national junior and schools championships.
 Interstate travel is required
 A current driver’s licence is essential

Key Responsibilities
The Development Manager is responsible for delivering all aspects of Athletics SA’s development,
recruitment and performance programs. The role encompasses the following key areas and tasks:
Squads
Coordinate all Athletics SA squads
Liaise with key stakeholders including athletes, coaches, officials, staff, Athletics Australia,
SA Little Athletics, and any relevant advisory panels to effectively plan and execute all
development programs
Draft and promote selection policies for teams and squads as appropriate

Identify and engage appropriately skilled coaches to provide a quality educational
experience for squad members
Identify and engage suitably qualified and experienced industry professionals to deliver key
educational sessions e.g. Nutrition
Coordinate the Athletics SA Para-Athlete Program
Coordinate special development programs such event specific camps
Coordinate the Target Talent Program (TTP)
Teams
Attend all National Junior Championships as required and take overall responsibility for the
team by performing the role of Tour Manager
Coordinate all flights, accommodation, and ground transportation arrangements for state
team athletes
Coordinate the order and sale of uniforms for state team athletes
Coordinate the selection process for athletes to Athletics SA teams with assistance from a
selection panel
Organise and deliver state team meetings and briefings for team personnel
Call for nominations and appoint qualified and experienced coaches to Athletics SA state
teams in line with team policies and objectives
Ensure Team Managers comply with and understand organisational and statutory
requirements including DCSI checks, Occupational Health and Safety (OH&S), and duty of
care
Work with the Finance Coordinator to prepare and distribute information and invoices to
state team members
Operations
Work closely with the Athletics SA Competitions and Events Manager to successfully deliver
the SA All Schools Games and State Junior Championships, and other events as directed
Plan and execute the Schools Knockout competition
Make facility and room bookings as needed
Work with the Chief Executive Officer to ensure appropriate servicing of Development
Program sponsors
Clubs
Provide advice and assistance to clubs to ensure they are compliant with the child
protection laws, including police checks and DCSI clearances where possible
Work with all clubs to ensure they complete the Office for Recreation and Sport’s Star Club
program
Utilise the Star Club data to identify and address key deficiencies within individual clubs
and develop targeted improvement plans, including assisting with the development of
succession plans for identified at risk clubs
With the assistance of Athletics SA staff, compile a list of key clubs committee contacts and
ensure this is updated regularly
Compile and disseminate a monthly e-newsletter to clubs
Identify and provide training and support to key club personnel to assist with the successful
execution of their roles as appropriate

Assist clubs in increasing the level of funding they collectively obtain from the Office for
Recreation and Sport and other funding sources
Provide advice and assistance to clubs to facilitate increased membership numbers and
increased participation
Actively encourage and support clubs in the development of relationships between
Athletics SA Clubs and Little Athletics Centres (LAC’s)
Seek to link newly accredited coaches with local clubs and centres
Coordinate regular visits by Athletics SA staff to club training venues and attendance at
club AGM’s and events as appropriate
General
Work closely with Little Athletics SA (including the joint Pathways Coordinator and
Development staff) to promote events, programs, and transition opportunities
In consultation with the Chief Executive Officer, develop and effectively manage budgets
for all Development programs and events to ensure the ongoing financial viability of
Athletics SA’s Development Programs
Assist the Chief Executive Officer in completing funding acquittals as required
Work closely with Athletics Australia staff to ensure local implementation of nationals
programs and initiatives
Attend relevant meetings including Office for Recreation and Sport meetings
Identify and develop new Development Program opportunities in conjunction with other
Athletics SA staff
Work to identify potential program sponsors and grant opportunities
Communications
Regularly communicate and work closely with key external organisations, including
individual schools, school sport organisations, Athletics Australia, and other athletics bodies
Create, update, and maintain all website content relating to this role
Liaise with other Athletics SA staff to ensure digital content from events (such as photos) are
distributed via Athletics SA digital properties
Provide reports on events, programs and activities to the Chief Executive Officer from time
to time
Office Duties
Ensure hardcopy and electronic filing is maintained to an appropriate standard
Work closely with other staff members and assist other staff in identified peak periods as
needed
