As ASU Gammage continues its 50th anniversary
celebration, the Frank Lloyd Wright-designed performing
arts center is launching a $16.2M capital campaign.
“The Golden Gammage Initiative,” targeting private
monies, includes a capital improvements fund and
a programming endowment. The major fundraising
challenge is needed not only to improve the overall
audience experience for the next 50 years, but to
continue the center’s economic impact.
This silent phase of the fundraising campaign was
seeded with major gifts from several philanthropists and

to all levels.

Train to Phoenix Could be $10B, 10 Years Off

Intercity rail service between Tucson and Phoenix has
long been a topic of discussion in the state.
The Arizona Department of Transportation has studied
the idea for years, which resulted in a final report a few
years back on the possibility of a commuter rail system
connecting the state’s two largest cities. That was
followed by a series of route alternatives showing where
a future rail line might lie.
It’s an ambitious proposal and not low-cost, either.
Carlos Lopez, rail planning program manager at ADOT,
said early estimates for the plan range from $4B to $10B.

Administration for approval. That draft report should be
completed by the spring or summer.
The federal government is one of the possible funding
sources of the rail project, so it would have final approval
on the plan. But state funding also would be needed,
Lopez said, because federal grants would require a 50
percent match.
Other options to build and operate the rail line include a
public-private agreement of some sort, Lopez said.
Future feasibility studies are planned that would
estimate ridership figures and costs to operate the
system.
Lopez plans to present a review of the plan at Advancing
Women in Transportation’s Tucson Chapter informational
session March 12 at the Tucson Convention Center.
Lopez said even if the state had funding in hand today, it
would take eight to 10 years to complete construction.

Phoenix Metro Development Summit Highlights Bounty of EDV Opportunities

Washington in Phoenix is being
actively marketed and the city has
visions there for a science and
technology park.
In fact, businesses are being
recruited for the former park’s
surrounding area, from Van Buren
to Washington and from State Route
143 to Central Avenue, said Christine
Mackay, director of community and
economic development for Phoenix.
“We’d like to see the hourly-rate
motels along Van Buren leveled and
turned into office buildings,” Mackay
said.
She spoke at the first Metro
Phoenix Development Summit,
which was held March 5 and 6 at
the Westin Kierland Resort & Spa in
north Scottsdale. The summit was
sponsored by the Arizona Builder’s
Exchange to bring together the
A/E/C & CRE industries with cities’
economic development staff.
While development in the Gateway
area is forecast, the next hot tech
corridor will be on the “pristine land”
along the I-17 and Loop 101 and
from the Mayo Clinic to State Route
51, she said, noting that sites there
have great access to a workforce and
amenities.
At the same time, she hailed
downtown Phoenix as a “crazy cool”
area that has come to life spurred
by light rail, with the Phoenix
Biomedical Campus and the 12K
ASU students soon to be joined
by another thousand in a program
moving downtown, which ASU is due
to announce soon. More housing
will be needed, she said.
She said downtown Phoenix is a
magnet for the millennial generation,
which grew up watching “Sex and
the City” and “Friends,” and who
want to be connected to the city,
not isolated and holed up in the
previously traditional large house
with a large yard in the suburbs.
‘Connection to community’
Despite downtown’s popularity with
millennials, who want to live where
they work and play, Mackay said
Phoenix is losing too many to Austin,
Portland, San Francisco and Seattle –
not for jobs, but because those cities
are “cool.”
Mackay is heartened by the activity
as well in midtown, which has
high vacancy rates, but where
some buildings are undergoing
renovations. She hinted that three
large tenants would soon announce
plans to move to midtown. She also
addressed the common complaints
about lack of parking in Phoenix with
a database to locate parking spots.
“The city has quite a number of
vacant lots that can be turned into
parking places,” Mackay said.
She said the city is always looking
for public-private partnerships,
highlighting a few projects ready
for development, including I-17
N. Corporate Center at I-17 and
Pinnacle Peak, a 60KSF mixed use
and office space project, which is
being developed by Ryan Companies
The thousand-acre Algodon
Center at Loop 101 and Thomas
will probably be a tech and office
campus; the site is being brokered by
NOVO Development.
The West Fillmore parcel downtown,
which comprises 7.4 acres between
Fourth and Sixth avenues, could be
developed into a landmark mixeduse and residential project with retail
and a grocery store.

light rail

on light rail. Although there are
arguments that light rail is too
expensive, Mackay said, “If you
watch redevelopment, it doesn’t
happen next to a bus stop. … It
happens at a light rail stop.”
“We need to create connection to
community,” Mackay said.
Phoenix struggles to compete for
business with Austin, Salt Lake City
and others because of disparities in
educational attainment.

PHX Voters to Decide $33B Sales Tax for Transportation Funding

Phoenix voters will decide in August whether to pay a
0.7% sales tax for a comprehensive transportation plan
that would fund more light rail, buses, streets, sidewalks,
bike lanes and maintenance of the various transportation
modes.
City Council voted 6-3 on March 3 to place the
contentious $33B package on the ballot. Voting against
the proposal were council members Sal DiCiccio and Bill
Gates and Vice Mayor Jim Waring.
The vote came at the end of a 3 ½-hour meeting, much
of which consisted of the council hearing from tax
proponents and opponents in the audience. If voters
approve the tax, it would be in place from Jan. 1, 2016,
through the year 2050 and is expected to generate close
to $33B.
The proposal was developed by the 34-member
Citizens Committee on the Future of Phoenix
Transportation, chaired by Mary Peters, former
Secretary of Transportation under President George W.
Bush and former head of the Arizona Department of
Transportation. Committee vice chairmen were Marty
Shultz and Maria Baier.
The committee had proposed a sales tax of 0.75%, but
the council approved a motion by Councilwoman Thelda
Williams to reduce it to 0.70%.
The original comprehensive transportation plan
recommended to council included 18 more miles of light
rail, 24 miles of high-capacity transit that could be rail,
bus rapid transit or streetcar, and 75 miles of bus rapid
transit. That could be scaled back in light of the council’s
vote to reduce the proposal.
The plan would allow all bus stops to be shaded, and
fund new facilities such as transit centers and park ‘n’
rides, and upgrades for compliance with the Americans
with Disabilities Act.
Street improvements would include overlays, new
bicycle lanes, new sidewalks, street modernization, and
new roads and bridges.
Great Recession cut projected revenue
Phoenix currently has a dedicated four-tenths of a cent
sales tax supporting public transit service approved by
voters in 2000. The tax, called Transit 2000, generates the
majority of funding for bus and light-rail operations in
the city. Since then, the long-term goals of the program
were hindered by two recessions, which resulted in $1B
less revenue than forecast.
Schultz told the council that the comprehensive plan
would provide more than $2.4B dedicated to street
improvements focused on maintenance of existing
streets; major street projects including new roads,
bridges and street modernization; 170 miles of new
sidewalks and 1,150 miles of bicycle lanes, 2K new street
lights and asphalt for more than 750 miles of streets.

to replace it, it would mean a 60% reduction in bus and
light rail service or less service than the level Phoenix
had in 2000. Likewise, if the 0.4% tax remains but is not
increased, it would still mean a reduction in rail service
and delays of all light rail projects of three to five years,
and no improvements to streets.
The committee’s recommendation earmarked 30% of
revenue for street improvements, 25% toward light rail
and 45% toward bus service.
In explaining his vote for placing the measure on the
ballot, Mayor Greg Stanton said, “This is going to
improve the lives of people throughout this city. …
Public transportation improves quality of life and also
improves the economy. It’s one of the great economic
development tools.”
Public-private partnerships predicted
Stanton predicted that if voters approve the tax, publicprivate partnerships would be created.
In explaining his opposition to the measure, Council
member Sal DiCiccio sounded several warnings, saying
that regardless of what this council promises, a future
council can reallocate the funds and that if the tax is
approved, there is less likelihood of getting more money
for education.
Several members of the A/E/C industry see benefits to
the tax.
Jennifer Donaldson, Deputy Project Manager for Stacy
and Witbeck, working on the 19th Avenue light rail
extension from Montebello to Dunlap, said the new
revenue would speed up future projects by a few years.
Karl Obergh of the civil engineering and surveying firm
Ritoch-Powell & Associates said that passing the tax
would create a lot of jobs, and that without improved
transportation, Phoenix would fall further behind other
cities such as Portland, Seattle, New York and Vancouver,
Canada.
Light Rail Increases Rents, Decreases Vacancies
Mark Davis, a developer, investor and a principal in Davis
Enterprises, has six projects near the light rail, including
the popular Starbucks/Pei Wei corner at 7th Avenue and
McDowell.
“What we’ve noticed is that … light rail has provided for
higher rents and better sales for our tenants.”
Davis also predicted that light rail expansion would mean
a shot in the arm for currently underserved areas of the
city.
“With the expansion of light rail that’s planned, I think
you can expect people to focus on creating more unique
retail experiences that are tied to parts of town that
maybe have been dormant.,” he said. “It’s going to open
up a lot of possibilities and opportunities.
The Citizens Committee was not unanimously supportive
of the details of the proposal; a committee member who
disagreed was Roy Miller, who said, “Too much money
is allocated for rail because this mode of transportation
is a 19th Century solution to the 21st Century problem.
It is wasteful, inefficient, inflexible and adds to both
congestion and pollution.”
He said Phoenix voters should focus on cheaper
solutions such as better road maintenance, time-ofuse pricing (also called congestion pricing), traffic-light
synchronization, HOV lanes on the freeways, and pointto-point transportation alternatives such as Uber, Lyft
and RideShare.

Legislature OKs $9.1B Budget after Overnight Marathon

budget, wrapping up a nightlong
marathon that sanded down some
of the rough edges of the plan he
had hammered out with Republican
leaders.
The $9.1B plan delivers the shrunken
government Ducey promised when
he was running for governor, as well
as providing the tax cuts he pledged
he would push every year.
The plan, for the budget year
beginning July 1, “protects
classrooms, child safety and public
safety — all while eliminating the
state’s structural deficit by 2017 and
protecting you, the taxpayer, from a
tax increase,” his statement read.
Lawmakers pushed the governor’s
call for a $75M cut in university
funding to $104M, then cut it back to
$99 million; increased a proposed cut
to health-care providers to 5 percent
from Ducey’s 3 percent; zeroed out
Ducey’s request for $3.3M in more
funding for an anticipated increase
in child neglect and abuse reports;
and made Arizona the strictest state
in the nation for assistance to poor
families raising children.
They also rejected two ideas the
governor had for increasing state
revenue without raising taxes,
including a doubling of the carregistration fee to $16.
But legislators delivered the smaller
budget — an overall 2.4 percent cut
from the current year — that Ducey
wanted, and said the tough medicine
of the budget should prevent deficits
and avert future battles over cuts.
The budget tackled a $1.5B deficit
and is structured in such a way
that the state should have enough
money coming in to cover its basic
obligations, such as education,
health care and public safety.

But the final product fell short of
some of Ducey’s goals. His plan
to mandate that schools transfer
5 percent of their non-classroom
spending into the classroom was
softened to a suggestion in the face
of fierce opposition from schools and
key Republican lawmakers.
The budget struck a harsher tone,
in some regards, than what the
Republican governor outlined in his
January budget presentation.

Pinal County’s employment situation is on the upswing,
but there’s still plenty of work to be done.
That was the primary message from the leaders of
central Arizona economic development group Access
Arizona during its annual investor luncheon February 26
at Robson Ranch’s Hermosa Ballroom.
Access Arizona Executive Director Jim Dinkle said Pinal
County’s unemployment rate has dropped from 8.3
percent to 7.1 percent in the last year, which is more
in line with the statewide unemployment rate of 6.7
percent.

the area of workforce development, noting complaints
he’s heard from local business owners about the rate of
employee turnover.
“We have to get more involved and partner with them
to really create results, a better workforce, a more stable
workforce, a more educated workforce,” he said.
Jackson said the best way to attract new businesses
isn’t just with lower taxes and property costs, but with a
higher-skilled workforce.
Representatives from PhoenixMart, Tractor Supply Co.,
and Alliance Lumber highlighted the number of jobs and
revenue their businesses have generated in Pinal County
or are expected to generate in the future.
“We need more people working in workforce
development, more people supporting them, and I hate
to say this, but more money for those people, as well, if
we’re truly going to be effective,” he said. “But we have
the right pieces in place.”

Filling Phoenix Potholes will Cost $7B

need to be filled, but the $7.1B is
what it’s going to take to keep the
Phoenix street network from falling
into disrepair.

during that period, and there are no
quick solutions in sight.

across Phoenix last fall.
Since 2009, the state Legislature
has diverted dedicated road funds
to other projects, further depleting
money available to cities to keep up
with repairs.
Phoenix has lost $360M from those
sweeps since 2008, and has to make
up the money from other sources
or keep postponing the work. That
keeps the city from doing all of the
drainage improvements it needs.
State road funds come from the
18-cent per gallon gas tax Arizona
collects at the pump. The tax has not
increased since 1991.
Phoenix maintains 750 miles of
arterial roads or “mile streets” and
parkways, 612 miles of collectors or
“half-mile streets,” and 3,700 miles
of local streets. Without ongoing
maintenance, that’s a lot of potential
potholes to fill. Those numbers
don’t separate out the bridges, wash
crossings and sidewalks that need to
be maintained.
The new five-year transportation
budget includes 1,100 new bike lanes
and 170 miles of sidewalks, plus 200
new LED traffic lights.

Buckeye to Get 306KSF Senior Living Campus

An 11-acre senior care campus called Buckeye Sun
Village in Buckeye is being planned by developer Village
Care Partners.
The 306KSF, four-building campus will include 120 rental
apartments for individual living, 69 beds for assisted
living, 35 beds for memory care, and 27 units for
supportive living.
The project includes dining halls and support services
such as beauty salon, craft room, library, computer
room and card room. Daily meals, transportation and
house-cleaning services are included for all residents in
independent living. Those apartments range in size from
500 to 1200SF. Apartments will include granite counter
tops and stainless steel appliances.
Adjacent to the apartment will be a 5KSF recreation
center/clubhouse containing a coffee café a fitness
center, a billiards room and meeting rooms. A heated
pool and hot tub will be one of the outdoor amenities at
the clubhouse.
The developer is in the design/development stage of
other senior living/care projects in Arizona, Idaho, Utah
and California.

Scottsdale Plans $4.2M Neighborhood Water Project

Dirt will start flying this spring on a multimillion-dollar
Scottsdale water project that will require crews to dig
up streets and residents’ yards near Thunderbird and
Hayden roads.
Scottsdale plans to hire a contractor to install a new
main waterline under the street at an estimated cost
for design and construction of $4.2M, paid through city
water rates. The work will happen in a neighborhood
bounded by Thunderbird Road to the north, Sweetwater
Avenue to the south and Hayden and Miller roads to the
east and the west, respectively.
Crews also will install new pipes to deliver water from
the main line to more than 160 houses.
The plans will require workers to dig up streets and a
portion of residents’ yards to put the pipes underground,
but that won’t block people from getting to their houses.
The new water main will have a higher capacity, boosting
how much water is delivered. For example, residents will
be able to fill their pools much faster.
Currently, the main waterline in the neighborhood runs
underneath an alley at the back of properties.
Residents get their water from 40-year-old pipes made of
asbestos concrete that connect from the rear water main
to their backyards. The new pipes will be copper, which
lowers the chances of a water line breaking and water
outages, according to the project website.
The $4.2M projected price tag includes design and
construction. The final cost could be higher or lower,
depending on the construction contract amount and
other factors. The city expects to award the contract this
spring.
Water rates paid by Scottsdale water customers will
cover the cost, since the city reserves a portion of
its water rate revenue to make improvements to its
municipal water system.
The project also should improve fire protection for
residents.
The neighborhood only has six fire hydrants due to
the waterlines being in the rear easements and not
accessible to firetrucks. There will be 17 hydrants in the
neighborhood when the project is finished, she said.

Phoenix Revitalization Vision Could Redevelop Strip Malls
The City of Phoenix is looking at a plan to revitalize
neighborhood commercial areas and help landowners
revamp or remove excess or outmoded strip malls.

The recession was a death knell for many strip malls.
Today, they have high vacancy rates and some fourcorner locations have more shop space than shop
potential. As the centers decline in occupancy, quality of
stores and viability, the buildings do as well. Phoenix is
considering an initiative that will reverse the trend.
For 32nd Street, the effort is ongoing because there are
no funds to improve the segment. That is not stopping
stakeholders from putting ideas on the table through
council members Jim Waring and Bill Gates.
“We’ve been meeting in other neighborhoods as
well, and people are saying that they want to have
a neighborhood ‘center’ that’s walkable,” Phoenix
Economic Development Director Christine Mackay
explained. “The city is going to take a look at the various
blocks and work with land owners to see what kinds of
different development might be better to bring back
vitality.”

PHX Retail Vacancy Rate Falls Single Digits

single-digit range for the first time
since 2008, according to a recent
retail study by CBRE’s Phoenix
office. And while the retail market
continues to improve at a more
gradual pace than previously
anticipated, retail real estate experts
point to the 9.6 percent vacancy
rate as an important milestone and
a good reflection of the economic
recovery.
“Single-digit vacancy is very good
news for the retail sector,” said
CBRE Vice President Greg Abbott,
who specializes in retail real
estate services. “This number is
actually telling us two things: first,
existing retailers are experiencing
growth and new retailers are
entering the Phoenix market; and
second, the positive leasing and
absorption activity is resulting in an
improvement in market conditions
such as higher rents and lower
tenant concessions.”

Utilities Wage Campaign against Rooftop Solar

Three years ago, the nation’s top utility executives
gathered at a Colorado resort to hear warnings about
a grave new threat to operators of America’s electric
grid: not superstorms or cyberattacks, but rooftop solar
panels.
If demand for residential solar continued to soar,
traditional utilities could soon face serious problems,
from “declining retail sales” and a “loss of customers” to
“potential obsolescence,” according to a presentation
prepared for the group. “Industry must prepare an action
plan to address the challenges,” it said.
The warning, delivered to a private meeting of the utility
industry’s main trade association, became a call to arms
for electricity providers in nearly every corner of the
nation. Three years later, the industry and its fossil-fuel
supporters are waging a determined campaign to stop a
home-solar insurgency that is rattling the boardrooms of
the country’s government-regulated electric monopolies.
The campaign’s first phase—an industry push for
state laws raising prices for solar customers—failed
spectacularly in legislatures around the country, due
in part to surprisingly strong support for solar energy
from conservatives and evangelicals in traditionally
“red states.” But more recently, the battle has shifted
to public utility commissions, where industry backers
have mounted a more successful push for fee hikes that
could put solar panels out of reach for many potential
customers.
In a closely watched case last month, an Arizona utility
voted to impose a monthly surcharge of about $50 for
“net metering,” a common practice that allows solar
customers to earn credit for the surplus electricity they
provide to the electric grid. Net metering makes home
solar affordable by sharply lowering electric bills to offset
the $10,000 to $30,000 cost of rooftop panels.
Industry officials say they support their customers’ right
to generate electricity on their own property, but they
say rooftop solar’s new popularity is creating a serious
cost imbalance. While homeowners with solar panels
usually see dramatic reductions in their electric bills, they
still rely on the grid for electricity at night and on cloudy
days. The utility collects less revenue, even though the
infrastructure costs — from expensive power plants to
transmission lines and maintenance crews — remain the
same.
Whether home-solar systems add significant costs to
electric grids is the subject of intense debate. A Louisiana
study last month concluded that solar roofs had resulted
in cost shifts of more than $2M that must be borne by
Louisiana customers who lack solar panels. That study
was immediately disputed by clean energy groups that
pointed to extensive ties between the report’s authors
and the fossil-fuel lobby.

Maricopa Pushes Forward with Transportation Plan

Department is continuing to
progress its transportation plans for
the city.
There will be an open house March
17 at City Hall to outline “existing
and future conditions” and seek
public comment on the latest
transportation study. That night at
6 p.m., the city council work session
includes a presentation on the
study.
The study is part of Maricopa’s
effort to improve its transportation
network and connectivity to
communities in Pinal and Maricopa
counties. It focuses on needs over
the next 25 years.
Key elements of the study are
streets, roadway design and
infrastructure, transit, complete
streets, and paths and trails.
“Phase I” refers to the first of a twopart plan the Development Services
Department launched in December
after the city signed a contract
with Wilson & Company. However,
seeds for a plan were planted in
2005 when the department began
to develop its new transportation
strategy.
By the time Phase I is complete, the
project’s team should have a plan
in place to start “Phase II.” Then the
focus will switch to helping the city
of Maricopa connect to the areas
around it.
Phase II, which will take a year to
complete, does not have funding
in place at this time. Funds will be
requested for the 2015-16 fiscal
year, but the transportation team is
confident the project will continue
to run on schedule.

Report: Arizona Ranks 5th in Clean Energy Jobs

percent of U.S. states on the
creation of new clean energy jobs in
2014, according to a
new report.
Across the country, nearly
47,000 clean energy and clean
transportation jobs were
announced at more than
170 projects, it said. In 2013,
78,000 new clean energy and
clean transportation jobs were
announced at 260 projects.
Solar energy is a key economic
opportunity for Arizona because of
the state’s ample sun, the report
said.

Phoenix, for $9.9M. Pollack acquired
the property in 1997 for $2.8M when

The center was 99 percent occupied
at the time of its recent sale.

the196-unit, 134KSF Lakewood
Townhomes & Apartments, 4200
E. Benson Highway, Tucson, for

the seller. The buyer’s broker was

Investment Real Estate.

Eric Bell and Mike Ciosek of Voit Real
Estate Services’ Phoenix office directed
the sale of two industrial buildings
totaling 27KSF in Phoenix and Surprise
on behalf of Jaehnig Properties, LLC,
which operates as AZ Bounce Pro. The
company sold their 9,633SF building
at 21617 N. 21st Avenue in Phoenix
and purchased an 18KSF industrial
building at 11051 N. 132nd Avenue
in Surprise, which will house their
inflatable and party rental company.
The transactions totaled $2.3M.
