We Strengthen Communities …one Family at a time! 2014 Annual Report Welcome to Development Centers Dear Friends Wow, what a year! 2014 marked a time of unprecedented growth for Development Centers. In response to a 70 million dollar investment in Detroit children and families, we applied for and received a federal grant to provide high quality early care programming for children birth to five. In partnership with four local human service agencies, Starfish tarfish Family Services, Focus Hope and Southwest Solutions, we created Thrive by Five Detroit Detroit, an innovative model of Head Start and Early Head Start. Development Centers now offers center-based based EHS/HS programming to over 250 young children in Detroit out of 5 community-based based locations. From screening, diagnosis and treatment, we provide services that regard all persons with dignity and respect, while helping them manage their illness in a way that interrupts their lives as little as possible. We give them hope through the knowledge that mental illnesses are treatable conditions and we are here to help. Looking oking forward to 2015, we are excited to open our McKenny Center. After several years of research, planning and renovations, we are pleased to see our vision of a community-based based facility, complete with an integrated health clinic, offices, group space and an gym come together. With the integrated health clinic, consumers can have both physical and mental health concerns identified and treated, all under one roof. As a result of this expansive growth, I am proud to say that Development Centers now has over 300 staff operating out of 18 different locations across the city. While making this dramatic leap into the world of Head Start, we remain committed to the services that helped us build our reputation and mission. We hold steadfast in our dedication to supporting the healthy development of children, adults and families through mental health, employment and related human service programming. During this past year, our PATH Program (Partnership, Accountability, Training, Hope) received numerous awards for their record record-setting placement off individuals into paid employment. This relentless commitment to help secure employment for persons receiving cash assistance benefits has allowed several hundred people to move towards self-sufficiency. Our mental health programs for infants, children n and adults strive to ensure the healthy development of not just individuals, but entire families. It is through the expertise and commitment of our staff, coupled with the trust that our consumers have in us, that we were able to serve over 11,000 consumers this year. Development Centers was incorporated as a 501c3 nonprofit in 1983 from the result of a merger between two long-standing standing agencies: The Children's Orthogenic Center and Phoenix Place. As such, we have a combined history of providing behavioral health services to children and an adults in Northwest Detroit that extends back to the 1940's. At the time of the change in name, DC had a staff of 24 and served 700 consumers annually through its offering of 4 main programs. DC volunteers assemble early on a bitter-cold winter day to help distribute food for the needy in our partnership with Forgotten Harvest. Early Head Start (EHS) is a federally funded childhood development program available at no cost for the benefit of low-income families with infants and toddlers. It also features high quality prenatal services for pregnant women. Development Centers can provide for placement within home-based or center-based settings, as well as offer full-day or partial-day scheduling options. Youngsters range in ages from newborns to three years old and include foster children as well as children with disabilities and/or special needs. What is Head Start? Head Start (HS) offers comprehensive early childhood education, health, nutrition and parent engagement for income eligible children aged three to five. Services include enhanced developmental programming, screenings and individualized assessments for each child …with a special emphasis on pre-school readiness for every youngster enrolled in order to prepare them for kindergarten and subsequent school success. Head Start is also instrumental in engaging the entire family by linking caregivers to ready supports as well as providing them entry to community resources that can address any developmental deficiencies that are ascertained for their child …including access to an extensive range of medical, dental and mental health care services. We have great empathy for parents being served in a non-judgmental judgmental environment. Our services include a Parent Support Partner to provide individual supports that help families connect to community resources; sources; System of Care Parent training for parents in Wayne County; support groups, father groups, and opportunities to meet with ith legislative representatives with regards to policy changes. A broad and flexible array of mental health services & supports are provided directly within the schools inclusive of: prevention & early intervention, mental health education and treatment, as well as assessments for emotional & behavioral risk factors. DC works to improve access to mental health services for particularly vulnerable children. Prevention services seek to provide supportive care for youth at risk of developing severe behavioral or substance abuse disorders. Therapeutic services seek to promote recovery and healthy behaviors for youth with more severe emotional disorders (SED). DC Prevention Coordinators, Case Managers and Therapists are trained to collaborate with our educational partners to work towards a shared agenda that provides children, adolescents and their families with effective programming to promote both healthy development and school success. Quality of care is a core value of School Based services and emphasis is placed on utilization of Evidenced Based practices in both treatment and the prevention curriculum. School Based prevention focuses on strengthening a child’s social and academic skills together with enhancing peer relationships, self-control, coping, and drug-refusal skills. Mental health education and treatment in schools promotes accessibility to care, and opportunities for early intervention for behaviors that when left untreated can result in the need for more extensive and long term care. Connects participants with a broad range of individually specific resources to address their unique challenges as they seek out opportunities to gain meaningful employment and become self-sufficient. We offer an advanced e evaluation of each participant to fully appraise their individual strengths and weaknesses while also pin-pointing pointing prospective barriers to hiring. HOUSING PROGRAMS DC is working in successful collaboration boration with several local community-development based d partnerships to address an acute need for many of our consumers who are anxiously seeking out safe and affordable housing options for individuals and for families. Such options are presently being made available though an arrangement with Hope Park Homes and Rouge Woods Apartments in addition to our Permanent Supportive Housing Program, Shelter Plus Care Programs, Programs the Omega Program as well as our Housing Choice Voucher Program. PATH Program enhancements also reflect the emerging ‘best practices’ now being formulated by the Michigan Department of Human Services and The Detroit Employment Solutions Corporation, as well as our partnership affiliation with the Michigan Works! Agency. By connecting our PATH participants with a comprehensive assessment and resource orientation process, we believe that each participant will have the means to chart their own personalized plan needed for decisive action and maximize their possibilities for a successful outcome. DC is also expanding our abilities to serve people who are transitioning from restricted care to include the homeless. PATH grooms each participant with the basic preparation CLUBHOUSE and hands-on training they y need to attain a state of work place readiness required to enter er the job search marketplace. NEW DIRECTIONS CLUBHOUSE Inspiring Hope …Improving Lives Our clubhouse is an inviting, friendly and work-ordered work setting that serves as a psychosocial rehabilitation program focused on facilitating our adult members with their recovery. Staff and members work side by side to maintain daily operations and plan for upcoming group activities. The program offers assistance with education, transitional employment, housing and independent living skills in a supportive environment where members can re-establish themselves in the community and begin to pursue their personal goals. Supported Employment Services ADULT BEHAVIORAL HEALTH Our Adult Services Division provides several different types of programming and service options to enhance the overall functioning of persons age 18 and up. We provide both outpatient and community based services to individuals, groups and families with mental health and/or substance abuse disorders. The goal is to support the individual’s participation in family and community living as well as enhance their ability to live a healthy and productive lifestyle. Depending on the needs of the consumer and the specifications of the program, services may be provided in the home, neighborhood or onsite at DC facilities. This year’s assembly of artistic creationss and poetry readings was the culmination of several workshops led by local artists who helped untrained youths and adults learn imaginative ways of tapping into the creative nature of their inner being for self expression. It also specializes in offering solutions for parents of children with Autism. CareLink is focused on providing services for children and adults with emotional disorders or serious mental illness. It offers resources for recovery, independent living, supported housing & employment, youth moving from school to work, as well as supportive services for children and their families. Authority. This event is actually three activities all rolled into one. The main attraction is an exciting 5K Race open to all ages and running abilities. The second is an engaging 1-Mile Mile Walk along the edge of the historic Detroit River. And finally there is a short course Kiddie Dash for young children which included an appearance by PAWS, the beloved mascot of the Detroit Tigers.
