The Assassination

At this time every year, there are two incidents that will forever be
remembered. The first is the date of April 15 as the day when American’s
file their income tax report for the previous year and on April 14, 1865,
the 16th president of the United States, Abraham Lincoln was assassinated.
By coincidence of the calendar, the date of April 14, 1865 also marked the
Christian celebration of “Good Friday.”
This week marks the 150th anniversary of an event that many historians
believe to have been the most heinous murder plot ever imagined. Looking
back at that era, the thought of hatching such a plan, to assassinate the
President and to murder the Vice President and other governmental officials
would be equally unthinkable. But, the unthinkable, in part, occurred
during the later evening of April 14, 1865.
Plans were being made in the weeks leading to the total surrender of
the remaining organized effort of Confederate forces, known then as the
Army of Northern Virginia that was waging incursions with the Army of the
Potomac. The end of the national agony that was the Civil War occurred at
Appomattox Court House, Virginia. Just prior to that date the stage actor
John Wilkes-Booth conspired with three compatriots to kidnap President
Lincoln. The conspiracy conceived by Wilkes-Bo0th was designed to force
Lincoln to expand a program of Prisoner of War exchanges that had begun.
However, on March, 1864, Union General Ulysses S. Grant suspended the
exchange program and Wilkes-Booth conceived of the plan to hold Lincoln
hostage to force resumption of the exchanges.
The date and time of the kidnapping did not occur as Lincoln did not
take his daily carriage ride. This change meant that Wilkes-Booth’s plans
had to be reformed.
In the meantime Wilkes-Booth had persuaded his three co-conspirators,
Lewis Powell, a former Confederate Army soldier, David Herold and
George Atzerodt to join with his plans of murder. The plans called for
Powell and Herold to murder the Secretary of State, William Seward, for
Atzerodt to kill the Vice President, Andrew Johnson and Wilkes-Booth
would kill the president.
The day of the assassination plot proceeded without hitch until 7 p.m.
when Wilkes-Booth met with his co-conspirators for a final time. The
assignments were given and the plan called for each co-conspirator to
attack and slay their target at the same moment. That was, at least, the plan
however, what resulted did not meet with success except for Wilkes-B0oth.
The planned time of the attacks would occur at 10 p.m. the night of April 14
and that was when Wilkes-Booth entered the theatre box where Lincoln sat.
As the time moved forward Wilkes-Booth became more animated
hearing a rumor that General Grant was to accompany the President to
Ford’s Theatre to view the play, Our American Cousin. However, it was
also rumored that Mrs. Lincoln and Mrs. Grant were not on good terms
with each other. The Grant’s declined the invitation and the President and
his wife were accompanied in their private box by Major Henry Rathbone
and his fiancée Clara Harris.
On the evening of April 14, the theatre was full with more than 1,700
people watching the play. The Presidential box was supposed to have been
guarded by a policeman, John Frederick Parker but, during an intermission
in the performance, Parker went to a nearby tavern with the footman and
the coachman for the President. It remains unknown if Parker ever returned
to the box but it was obvious that when Wilkes-Booth came to the b0x he
entered without interference. Because Wilkes-Booth was an actor and well
known around Ford’s Theatre he moved without concern.
After entry into the box Wilkes-Booth used his walking stick to wedge
closed the door. No one could enter from the hallway unless they broke the
stick. The actor knew the lines of the play and planned his attack on Lincoln
to coincide with the utterance of what he thought were the funniest lines in
the play. Wilkes-Booth wanted that moment to attack so the laughter would
shroud the sound of his singe-shot Derringer when it was fired.
When the line was delivered Lincoln was laughing and Wilkes-Booth
approached and he fired a single shot at point-blank range. The bullet
struck Lincoln behind his left ear and entered his skull, fracturing part of the
skull, and proceeding through the left side of his brain lodging just above
his right eye. Lincoln slumped forward from the impact of the bullet then
recoiled backward as his wife, Mary, caught him. She screamed when she
realized what had just occurred.
At the sound of the gun Rathbone grabbed for Wilkes-Booth to prevent
his escape and Rathbone was stabbed. Wilkes-Booth leapt to the edge of
the box, his spur caught in a flag draped over the front of the box and he
leapt to the stage. He landed in an awkward manner breaking his ankle and
lower leg and after landing, Wilkes-Booth uttered a phrase some witnesses
believed was the Virginian state motto: Sic semper tyrannis. Other
witnesses believed various other phrases were shouted by Wilkes-Booth
but no one was certain of what he had said.
The assassin escaped the stage and fled out the wings of the theatre.
He was chased by some from the audience but he reached a horse he had
stationed in the alley, he leapt to the horse and escaped.
Charles Leale a young Army surgeon who was on leave that night made
his way to the box to aid the dying President. Rathbone wrestled with the
door and Leale entered to find Rathbone bleeding profusely from the stab
wound. Another doctor, Charles Taft also was engaged to manage the
scene. It was decided that the President could not survive a move to the
White House so quarters were commandeered across the street from the
theatre at the Peterson House.
Inside the house Drs. Leale, Taft and another, Albert King ministered to
the President. Various members of the cabinet arrived and walked through
the room along with others from the street. The word passed through the
crowd that the President was dying and the circle of people expanded
where the doctors worked over the body. At 7:22:10 a.m. on April 15,
1865 President Abraham Lincoln was pronounced dead. He was 56 years
old and, according to Lincoln’s secretary, John Hay, at the moment of his
death, “a look of unspeakable peace came upon his worn features.” Mrs.
Lincoln was not present at the moment of death and those in the room knelt
in prayer. Secretary of War Edwin Stanton was quoted as saying at the
moment of death, “Now he belongs to the ages.”
The other co-conspirators of Wilkes-Booth failed in their effort either
because they had lost their nerve or they were drunk. For the millions
of American’s who heard the news of the first assassination of a sitting
President, they would forever remember what they had done on the evening
of April 14, 1865.
The same reference has been made to the assassination of President
John Kennedy, the landing of men on the Moon and the terrorist attack
and collapse of the World Trade Center. Indelible memories tend to follow
startling events that had occurred on a given day. The memory of those
days and what one was doing became an unforgettable memory and a
memorial of what the day was and how the day was lived.

Lighting
To Beautify
Downtown

As part of a beautification project in the 1980s. Ornamental
lighting fixtures were installed in downtown Belvidere.
Those fixtures operated with incandescent light bulbs that
are no longer available. In recent years, incandescent bulbs
have been phased out and have been replaced with LED
bulbs in an effort to save electrical energy usage.
The new LED bulbs used today designates “Light
Emitting Diode” bulbs. Since these bulbs were invented and
developed, LED bulbs have a proven life expectancy that
exceeds that of incandescent bulbs.
A few weeks ago in a prior Belvidere City Council
committee of the whole, city aldermen agreed to expand the
bulb replacement program to cover 6th Street and North State
Street. The question for the city aldermen to resolve in the
Monday committee of the whole meeting was to complete
the LED replacement program through the balance of
downtown Belvidere.
The light towers and globes will not be replaced, instead,
what will be replaced are only the bulbs. Instead of the older
incandescent bulbs, the city, if approved, would be replaced
with the longer lasting LED bulbs. However, with every
lighting source, incandescent, florescent and LED bulbs
emit a different colored light.
The city director of public works, Brent Anderson told
the city aldermen, “This is to complete the purchase of
new bulbs for the downtown lights.” He explained that the
original towers and fixtures were bought and installed in
the 1980s but, over the decades, the original supplier of the
lighting fixtures had gone out of business.
Mr. Anderson explained that he and his crew can execute
the necessary modifications to the fixtures that would allow
for the LED bulbs to be used. Further, he added, “because
we will use a lower wattage of LED bulbs, the city can save
a little on the cost of the electricity.” He estimated that the
cost for the replacement and modifications would not total
more than $175 per fixture.
At that rate of $175 per tower, the estimated total cost for
replacement of all the bulbs would be $19,250.
Alderman Ronald Brooks (Ward 4) asked if it was wise to
buy all the bulbs at the same time instead of to test the bulbs
in an area and evaluate the results. Mr. Anderson said, “We
have already tested the bulbs. We installed one of the LED
bulbs in a tower at the old Post Office Building downtown.”
He suggested that the aldermen go near the site before the
question comes for final consideration in a couple of weeks.
Mr. Anderson added, “Even with the drop from the older
wattage to a 20 watt light, the lighting seems to be OK.”
Alderman James Campbell (Ward 5) asked if the drop in
wattage was noticeable. Mr. Anderson answered, “There is a
slight difference but the illumination is about the same.” He
suggested that, with the LED bulbs, there was more a slight
difference in the color of the light than a noticeable change
in illumination. He suggested again that the aldermen walk
by the Post Office building and see for themselves.
He reminded the aldermen, if the question was advanced
to the full City Council from the committee meeting, the
aldermen would need to waive the first reading to move the
question to completion. Because of the requirements of the
bidding process in place in the city code, only a first reading
on some supply matters at the city can occur because there
are very few suppliers for some of the products and services
the city needs.
With that the vote was called and in a voice vote, the
approval was unanimous. The motion advanced the potential
change of all downtown lighting fixtures to accommodate
LED light bulbs. The question will come for potential final
consideration by the City Council in next weeks’ meeting.

Tax Debate Up a
Notch

Debate on Boone County’s Public Safety Sales Tax
edged up a notch this week at the full board meeting
with both sides pretty definitive on their positions - but
the strong possibility of a referendum agreed to on both
sides.
I maintain the sales tax, passed in 1999, was
absolutely clear to voters – that this tax was to be used
only to pay off the bonds for the $9.3 million jail and
that it would end in 2018. While I agreed to some public
safety expenditures, I always, always said the tax must
end in 2018 as promised.
Chairman Bob Walberg, however, maintains that
since that was only promised by promoters of the new
jail - not in the referendum wording - that the tax should
go on forever and that the county board in 2018 should
make that decision. His reasoning, and those who
support him, “We need the money.”
While this has been debated at committee meetings
and retreats for years, it became much more public after
the March meeting when the board voted 8-4 to take
out a clause that said the tax must be repealed in 2018
as promised to voters.
I was stunned by this vote, which was not on the
agenda, and since then statements in the press and
social media have muddied the waters. But while I was
disheartened by the board’s quick decision last month to
take out the clause, I am glad the public knows what has
been debated for years is now open for public debate.
To clear up a couple things, in an editorial in the
Boone Journal last week, it was stated that county board
members – or other elected officials - can not go out and
support referendums.
That’s not accurate. As elected officials, we do not
relinquish our American rights. We have every right to
debate, talk about and write our opinions. It’s called
freedom of speech.
I agree we cannot use tax payer money to state our
positions, but I believe we can and should share our
opinions on any and all public topics.
Second, those of us who voted “no” on the removal of
the clause, asked how we would continue to balance the
budget for county expenses. Fair question.
I have several suggestions, including –
Have a referendum and ask our people if they want to
continue the public safety sales tax . (2) Allow the wind
farms to be built in our county – that would bring in
millions. (3) Cut expenses. (4) Redistribute some of the
$21 million we have in various fund balances.
I believe our board needs to start now on putting a
referendum to give our tax payers time to read between
the lines.
All board members should be involved.
But it doesn’t really take all that long. Some of our
same board members put a referendum on the ballot for
our animal shelter in a matter of days and got it on the
ballot just four hours before the deadline.
It’s that simple.

Opening the Discourse
The subject has now been introduced and, instead of waiting until the end-game is reached the Boone County
Board has brought the question of the future of the Public Safety Sales Tax (PSST) measure to the public’s
attention. This was a sound move and one that should hold the members of the County Board in good stead with
taxpayers and voters in the county.
The actual question of the future of the tax was debated by the County Board and acted on in their March
meeting. The action that the Board took in March inspired the chairman to put the item on the April agenda to
allow for further debate.
The overriding question of the tax relates to a promise made by those that “marketed” the referendum to create
the sales tax measure. The promise made by those that “marketed” the referendum asserted that the public safety
sales tax would end in 2018 when the purpose of the tax, to fund the bonds sold to build the new Boone County
Jail, would be paid in full.
It must be noted that the members of the 1999 Boone County Board did not promise to retire the tax in 2018.
The members of the County Board in 1999 did not engage in active marketing efforts to pass the referendum to
create the sales tax measure. However, there are some in this community that believe, because the “marketers” of
the referendum promised to end the tax in 2018, that the current County Board members are bound by that promise
that was motivated to reach a political end.
The chairman of the County Board has full control over the preparation of a monthly agenda of business to be
conducted. The chairman chose to include discussion of the sales tax measure on the April meeting agenda even
though, no action was planned and the item had been acted on in the previous meeting. The chairman should be
commended for including the item on the agenda for informational purposes only.
He delivered a monologue to introduce the item before his colleagues and those from the audience of
approximately 30 people. The chairman explained how the action taken in March had led to controversy among
county taxpayers over what had occurred. The chairman also explained that he felt the item is complex and needs
discussion.
The question is complex because there are so many elements that are misunderstood. Because of the complexity
of the question, the matter must be explained by the chairman and members of the County Board so that no one is
confused about what could or will occur in 2018. It is a good thing for everyone in the county that the process got
underway in the April County Board meeting.
The two sides of the question, those that favor ending the tax and those that favor continuing the tax are likely
solidified in their individual positions and might not be willing to consider opposing arguments. However, some
have suggested that an advisory referendum should be run to allow the voters and the taxpayers to have a voice.
Running an advisory referendum would be fine as long as inaccurate conclusions are not drawn from the vote
results. When matters arise asking the community to respond with no-strings-attached, people can deny their true
feelings because, there is no jeopardy in providing any opinion. We support instead a referendum that asks the
voters, “Would you support continuance of the Public Safety Sales Tax if that revenue was used to remodel and
expand the City/County Public Safety Building?” The other option would simply ask voters, “Do you support
ending the Public Safety Sales Tax measure?”
We appreciate the step taken by the County Board in the April meeting to open the door to the discussion of
what will be done with the PSST measure when the County Jail bonds are paid in full. Voters and taxpayers must
be a part of the discourse and the voters and taxpayers must hear the opinions of their elected officials. The April
meeting was a good first step to reaching a conclusion that could attain broad consensus among the voters and
taxpayers of Boone County.
As a sidebar, one individual offered public comment and he sought to embarrass the chairman and his colleagues
on the County Board. This speaker would have been better advised to remain seated. Reasonable discourse and
decorum is the least that should be expected when anyone speaks before this honorable body.
The speaker should have remembered the author Mark Twain who said, “It is better to keep your mouth closed
and let people think you are a fool than to open it and remove all doubt.”
The debate in the April Boone County Board meeting was a good first step with more steps that need to follow.
Focus on Fiscal
Matters

Since the start of the “Great Recession” that complicated
fiscal matters for municipalities beginning in 2007 and
leading to 2008, concerns have focused on how to manage
fixed expenses and have funds left over to manage new
initiatives and discretionary spending. Balancing these
elements of how a municipality operates can be daunting.
Boone County legislators have been engaged in this process
of negotiation since the Fiscal Year 2015 county budget
was approved in late November, 2014.
But the fiscal concerns seem to continue. In March, the
Boone County administrator Ken Terrinoni reported to
members of the County Board finance committee that the
county was in deficit by almost $350,000. Of course, being
in deficit can be short lived or the condition can be ongoing.
The status depends upon how the legislators can manage
the current condition and what they might do to reduce the
expansion of the deficit.
In the finance and salary committee meeting last week,
Mr. Terrinoni told the County representatives, “Not much
is different,” and the county remains in deficit for Fiscal
Year 2015. Every year the finance committee evaluates
projections of revenue expectations for a wide range of
funding sources to determine a best estimate of how much
money will be available to manage the county. In this
instance, one line item was over estimated because of a
change in law enforcement activity in Boone County.
In the Fiscal Year 2015 county budget one source of
estimated funding resulted from the county renting jail
space to a number of adjacent municipalities and to the US
Marshall’s Office. For a number years since the Boone
County jail was completed and detainees began to use
the facility, the Jail has become a revenue source to help
fund county government holding detainees that other
municipalities could not manage.
This situation has worked well for Boone County
however, the situation changed late in 2014. Since then
law enforcement in Belvidere and Boone County has
many more local detainees being held in the County Jail.
This means that the county cannot rent space to other
municipalities and that means a reduction in funding to the
county.
Mr. Terrinoni added, “The revenue from the County
Jail is less than we budgeted because we have more local
detainees in the Jail. If we have more correction officers
we could bring in more detainees from outside the county.”
He suggested this could make-up for the current funding
loss.
Mr. Terrinoni said that discussions are now underway
with DeKalb County to determine if the two counties could
reach a contract to have more detainees from DeKalb
come to be housed in Boone County. It is an interesting
manifestation but housing detainees that are awaiting a
final determination of their future has become a funding
stream for Boone County since the new County Jail was
finished early in the new millennium. Since that time more
revenue has come to Boone County and the county has
also been able to hire more correction officers to work with

the larger jail population.
Mr. Terrinoni also explained that across the Fiscal 2015
county budget, expenditures have been stable with no
unusual emergencies or increases. He did warn that the
ongoing concern over health insurance costs to the county
is always present. Last year a deficit arose in the county
budget due to significant increases in health insurance
costs. This deficit was caused by a higher than expected
number of severe health claims being filed against the
county. The county is a self-insured entity and the health
insurance provided to county employees is acquired from
a health insurance company that bids the county to provide
these services. However, the funding for the health
insurance plan comes from the county.
Mr. Terrinoni explained last year that Boone County and
their roster of employees places the county on the cusp
of those counties that are self-insured as opposed to those
that buy their insurance from a health insurance provider.
Because of the number of employees, Boone County is at
that break-even point where there is risk for the county to
be self-insured or to buy health insurance services.

Tax Makes Return

The item was placed on the April Boone County Board
agenda after having been acted upon in the previous March
meeting. Many were surprised at the appearance of the
item and that could have explained why more than 30
people attended the meeting.
The item opened further discussion into what the County
Board might decide to do regarding the potential ending
or the extension of the Public Safety Sales Tax (PSST)
measure. No one is certain what the result might be but
the debate at the County Board level has now been opened.
The chairman of the County Board, Bob Walberg
(District 1) has the authority to place items on the monthly
agenda. It was his decision that the sales tax item be
included for discussion. There was no action planned by
the chairman though one member sought to take action
by placing a motion on the floor. The chairman denied
the action because the specific action asked for was not
identified on the agenda.
The PSST item arose out of the County Board finance
committee and Mr. Walberg took the floor. He said that
he brought the item to the agenda because controversy
had arisen after action taken in the March meeting when
a tax abatement ordinance had been amended to eliminate
a clause that proposed the tax would end in 2018. That
clause was eliminated from the ordinance and that action
suggested that the PSST measure would sustain.
County representative Cathy Ward (District 2) asked if
there was anyone on the County Board that favored the
amendment last month who wanted to reconsider or change
their vote. No one spoke.
Mr. Walberg continued to recount his recollection of
how the referendum in 1999 that asked voters to approve
the creation of the PSST measure to pay for the bonds
to fund the construction of the Boone County Jail. He
reminded the audience and his colleagues that members of
the County Board could not openly politic for enactment
of the tax as members of the Board. He suggested that
County Board members could politic for the measure but
could not identify themselves as a County Board member
or as speaking on behalf of the County Board.
Mr. Walberg also spoke of what he identified as “errors”
made by those that marketed the referendum measure. He
added, “The truth wasn’t good enough and the group did
not have faith in the community.”
He also recounted how revenue coming into Boone
County over the last few years has not met with projections.
He also suggested that the surplus revenue collected from
the PSST measure had been used for other public safety
purposes in the county and without accessing General
fund revenue. He voiced another consideration for Boone
County to benefit from revenue generated through casino
The 2nd City Chorus will present its annual spring show
entitled “Be Our Guest” on Saturday, May 2, 2015 at 7:00

gambling if that activity was to occur in Rockford even
though the chairman is opposed to gambling.
Mr. Walberg said that he would support a voter
referendum to, in his words, “decide the result of the
tax. But,” he added, “we have a lot of unknowns and the
governor’s plan to cut the budget could cost us up to $1
million. Revenue has not returned to levels in 2008.”
Ms. Ward and her colleague Sherry Branson (District 3)
both voiced support for a voter referendum to decide the
question. But Ms. Branson added, “We have a black-eye
and our funds are tight. We have done a bad job to inform
the public.”
County representative Paul Larson (District 2) said,
“There needs to be a full Board discussion. I support a
referendum but we don’t know how that should be written.
We need to reach a middle ground.”
Others on the County Board spoke affording to voice
their initial opinions regarding the PSST measure. Ms.
Ward sought to put a motion on the floor to segregate
the collected tax revenue in an escrow fund with further
additions being made from the monthly tax payments to
allow the Board to decide the future of the tax. However,
Mr. Walberg denied the motion because it did not appear
on the meeting agenda.
Near the end of the debate, former County Board
member Marion Thornberry was granted the floor to offer
a comment. He opened by saying, “You have alienated
everyone in the community. You need to reclaim their
trust.” Then he pointed to the County Board dais and
added, “They see you as a liar.”
With that Mr. Walberg leaned to hear a comment from
the Boone County state’s attorney, Michelle Courier and
the chairman expressed his disappointment at the comment
from Mr. Thornberry. County representative Denny
Ellingson (District 1) commented, “We have guidelines for
public comment.”
The remainder of the time designated to consider the
question offered further comment by the County Board
members on the question. No action was designed nor
was there any action taken. Instead, the debate was closed
and the County Board called a five-minute recess before
considering the balance of the business of the night.

Senior Spelling Bee – A
Belvidere First

April 10, the Keen Age Center – Boone County Council on Aging held Belvidere’s first
Senior Spelling Bee. The small room was a buzz and filled with smiles and lightheartedness.
The spelling bee was for any adult over the age of 50. All six contestants were asked to
wear a name tag as the Keen Age executive director, Joe Fortmann broke the ice with a few
opening words. He introduced the judges and officiator / pronouncer for the event. Mayor
Michael Chamberlain was the officiator and read out the official spelling bee rules. The six
contestants drew random numbers to determine the order in which they would compete and
away they went.
First, a practice round was held with everyone spelling their name out loud. The joke
was, “If you can’t spell your name then maybe the spelling bee isn’t the competition for
you.” The room had a good laugh and then the real spelling bee began.
Mayor Chamberlain spoke then gave the definition and pronounced the word slowly.
The contestant would then repeat the word, spell the word, and had to repeat the word to
complete their turn. A contestant could change their mind on the spelling only if they had
not said the word for the second time. If a contestant had completed spelling their word but
hadn’t said the word again they would be disqualified. One-by-one a contestant would be
“dinged” by the judge’s bell when they misspelled the word. The Mayor would then give
the correct spelling and the contestant would leave the front line-up.
One remarkable contestant was Barbra Hammond who is over 80 years old. She would
fire out the spelling of words like a shot. By the end of the competition, Third Place went to
Rich Servarino who takes the place of the alternate if that person can’t make the Regional

Bee. Second Place went to Barbra Hammond who is the
alternate for the Regional Bee. The First Place speller went
to Pastor Scott Nellis who correctly spelled the winning
word, “Aardvark,” and will move on to the Regional Bee.
The winner of the Regional contest goes on to the State
Senior Spelling Bee in Springfield, Illinois.
Scott Nellis is Pastor at the Evangelical Covenant Church
in Belvidere. He’s generally had a good knack for being
a good speller. Spelling and reading would be his strong
suits he stated. His wife, Nancy Nellis, works for the
Keen Age Center as their Administrative Assistant and the
Assistant supervisor to the C. C. Program. At a moment’s
notice, Pastor Scott’s wife asked him to participate in the
Bee. He hadn’t been in a spelling bee since he was in the
Third Grade but even in the Third Grade he placed in
Second Place. Nancy is a very supportive wife and she
“Thinks it great that a pastor of 22 years who quietly and
faithfully serves his church and his community, is such a
great speller”.
Pastor Scott Nellis has two children in college, is a
big Milwaukee Brewers fans and loves his cabin and his
church. When asked about the spelling bee, he offered a
wonderful chuckle and a broad smile and said, “It was
fun!” The Keen Age Center has also put in to host the
Regional Spelling Bee competition.

Uncertain Options

The idea has been discussed at North Boone School
District #200 for a number of years and that idea was for
the District Board of Education to fund the creation of
an athletic facility so students could compete with their
colleagues from other schools. The question came up last
fall when some in the community were concerned that the
District was planning to impose a “backdoor referendum”
to build the facility.
A “backdoor referendum” is an effort by a municipality
to use funding to execute a construction project that did not
go to the voters for their approval of the spending. It was
claimed by the Board and the District administration that
the project could be funded without voter approval.
Yet, the Board chose to place the question before the
voters in the April Consolidate Election that occurred last
week. The referendum was “advisory” in nature in that
the result had no binding effect on the Board. Last week,
North Boone voters resoundingly denied the spending of
money to create the athletic facility that was imagined.
North Boone School District #200 Superintendent
Dr. Stephen Baule said this week that he was uncertain
where the Board will move from here. Dr. Baule had said
earlier before the voting that the Board would abide by the
decision of the voters.
The plan the Board had drafted would have had the
District create construction bonds to fund the estimated $4.5
million project. Those bonds would be sold on the open
market and the plan further would have sales tax revenue
collected from the school facility sales tax to pay-off the
bonds when they came due for retirement. However, now,
that plan is on hold until after the May Board of Education
meeting when the question could reappear.
Dr. Baule added, “The District does not have adequate
athletic facilities,” and he suggested that is the issue that
needs resolution. “The Board,” Dr. Baule also said, “must
decide their direction.”
One other aspect of the question that adds interest is
that another result of the Consolidated Election last week
was that three new members were elected to serve on the
District #200 Board of Education. Those new members
will be sworn to serve in the May meeting.
Dr. Baule suggested that consideration of the
improvement of their athletic facility has been discussed
but other matters took precedent and the improvements
were always delayed. There was first the need for the new
high school that took the focus. That matter was approved,
after two efforts.
Then, when the question arose again, growth in the
student population was such that all of the schools in the
District were in need of improvement and expansion.
Another referendum was placed before the public to
expand and improve every school building in the District.
That measure was also approved with more bond funding
created to pay for that construction project.
Dr. Baule has repeated often that the District had the
bond funding available if the Board chose to take that step
without voter approval. The estimated cost to improve the
football field, expand available space for a soccer field and
baseball diamonds and to also develop a track for track
and field events so that the District could host those events
instead of staging them at other facilities and other school
districts.
The money that would pay-off the bonds would come
from, exclusively, the collections from the school facility
sales tax measure that was approved three years ago. In
countywide voting, voters approved the creation of a

school facility sales tax measure that affixed a $ .01 on
every dollar spent for certain select consumer goods.
Groceries, medication and automobiles were exempt from
collection of that tax.
Dr. Baule said, by using the collected sales tax to pay for
the bonds, there would be no impact on current or future
property tax rates or collections. The Superintendent also
spoke of speculation that suggests the Federal Reserve Bank
of America, the body that controls interest rates charged
to member banks for borrowing capital has suggested
that they might raise interest rates on borrowed capital
sometime this summer or in the fall of the year. “That
would mean more cost going forward and construction
costs continue to rise, too,” said Dr. Baule.
As the question stands now, the District #200 Board of
Education has the result of the referendum vote to consider
and they will likely discuss the question in their next
meeting scheduled to occur on May 4. Nothing more will
be decided until then and if then.

withdrawal of two acres from the 1995 Ag Area located in northern Boone
County pursuant to 505 ILCS 5/1-20.3. The petition and accompanying

NOTICE OF PETITION
Notice is hereby given that Boone County has received a petition for the
withdrawal of two acres from the 1995 Ag Area located in northern Boone
County pursuant to 505 ILCS 5/1-20.3. The petition and accompanying
survey will be on file for the public to inspect at the Belvidere-Boone
County Planning Department (401 Whitney Boulevard, Belvidere, IL
61008) and the Boone County Clerk’s and Recorder’s Office (1212 Logan
Avenue, Belvidere, IL 61008).
The property owner is requesting that only two acres of a forty acre
tract of land located at the northwest corner of Blaine Road and Bergen
Road be removed from the 1995 Ag Area to allow for a single-family
residence to be constructed.
The request will be heard by the Boone County Regional Planning
Commission and the Belvidere-Boone County Regional Planning
Commission on April 21, 2015 and by the Boone County Ag Area
Committee on a date to still be determined. The Boone County Ag Area
Committee will publish for and hold a public hearing at the Boone County
Board Room, 1212 Logan Avenue, Belvidere, IL 61008 on the request for
withdrawal. After all three entities have met and reviewed the petition,
their comments will be forwarded to the full Boone County Board in
