As policing changes the Brockville Police continue to adapt and offer a professional and accountable police service. The Brockville Police, like all other police services, is facing a growing demand to lower costs and find methods to decrease expenses while increasing services. Police budgets are comprised of 90% being dedicated to salary and benefits while the remaining 10% is dedicated to all other costs. The men and women of the Brockville Police Service recognized this challenge and organized a cost savings committee to evaluate the entire service. The results are described in the pages of the business plan and include the reduction of staff and the inclusion of part-time staff. Despite the challenges facing the Brockville Police Service our officers and civilian staff are second to none when it comes to professionalism, passion and police work. The community of Brockville is a designated and recognized “Safe Community” and boasts a terrific location to visit and live. The police service has incorporated the use of Community Volunteers and remains committed to our Volunteer in Policing Program (VIPP) and Youth in Policing Initiative (YIPI). All of these programs bridge the gap between the police, the community and citizens, both young and old. Welcome to Brockville! The City of Brockville is unique in that it owns 17 Islands located on the St. Lawrence River. Many of the islands are available to transient and seasonal campers looking for a slice of island life. Whether you travel on a jet ski, kayak or luxury yacht, these islands have something for everyone. ‘Serving our Community with Excellence’ 6 Brockville Police Service Business Plan 2015 - 2017 Surveying our Community and Review of Crime Statistics / Perception of Crime Rate The Brockville Police Service undertook a survey of the community in the fall of 2013. At this time the survey was made available on-line at the Brockville Police Website and Facebook page. Randomly selected houses in the city also participated in the completion of the survey. In total 448 responses were received. The vast majority of respondents felt that the Brockville Police need to be more visible in the downtown core. The results of the survey identified: 74.1% of respondents had resided in Brockville for 10 or more years. 48% of respondents resided south of the CN railroad tracks. 60% were over the age of 50. 53% were female. Perception of Safety 66% of respondents felt safe in Brockville during the day. 25% of respondents felt safe in Brockville during the night. The respondents identified the following as top priorities for the Brockville Police: Traffic, including speeding, distracted driving and impaired driving. Visibility via more patrol cars in the area. Foot patrol on King Street. Business owners and members of community organizations were engaged at various meetings and community forums. They identified priorities as: Foot patrol and visibility on King Street. Maintaining level of service while reducing costs. ‘Serving our Community with Excellence’ 7 Brockville Police Service Business Plan 2015 - 2017 Core Business Functions Police services are provided for the residents and the businesses in the City of Brockville. The following are the core functions identified in the Police Services Act of Ontario: Crime prevention Law enforcement Victims assistance Public order maintenance Emergency response Administration and infrastructure These services are provided by the members of the Brockville Police Service and in some special circumstances by other policing organizations specially trained to provide those services. Specialized services, such as polygraph, tactics and rescue unit and underwater search and rescue are provided through an agreement with the Ontario Provincial Police. Through the Provincial Framework agreement these services are provided to Brockville at no cost. With the advent of Social Media and internet based modes of communication the Brockville Police have adapted and created an on-line profile. The creation of a Twitter and Facebook account has assisted in relaying information. Our current Twitter profile has 1,997 followers and our Facebook site is visited frequently on a daily basis. As technology becomes increasingly available we plan on utilizing analytics to assist in on-line reach while ensuring our traditional communication strategies are not lost. As technology changes it offers us an opportunity to improve our current communication function. It is equally important that messages from our Police Services Board are delivered and that a process for feedback is available. As we move through the life of this business plan a strategy to increase communication will be developed. Goal: Improved process for internal and external communication. Objective: Implement communication strategy between Police Services Board and members. Performance Indicator: Creation of web based process for the exchange of information between the Police Services Board and Police Service members. Evaluate feedback relating to increased communication. Objective: Utilize social media and conventional media to keep our community informed. Performance Indicator: Create a system in which all levels of the organization can provide feedback and track responses. ‘Serving our Community with Excellence’ 9 Brockville Police Service Business Plan 2015 - 2017 Community Based Crime Prevention The Brockville Police Service is a strong proponent of Community Policing. Community Policing is the process by which police, and other community members, partner to improve community wellbeing, safety and security through joint problem and solution identification, analysis, response and evaluation. Goal: The Brockville Police Service goal is to motivate and support the community to deal more effectively with the root causes of crime and insecurity in their neighborhoods, and to increase their own safety, security and wellbeing. Objective: Enhance existing community partnerships dedicated to addressing quality of life issues and broaden the spectrum to include areas not currently addressed. In consultation with business owners in the downtown area they expressed an interest for increased foot patrols. This is something we strive to maintain while balancing emergency response to calls for service and community requirements. We continue to monitor specific areas and assess the need for foot patrol, bike coverage and water enforcement/patrol. During the life of this Business Plan, we will continue to evaluate our deployment of resources. Goal: Implement a strategy to increase visibility and presence. Objective: Increase visibility in areas of foot patrols, mobile patrols. Technology, constantly evolving laws, policies and investigative techniques require officers to receive the latest and highest standard of training. The Brockville Police Service has traditionally maintained a high level of solving crime that has occurred in the community. The service will continue its strong effort to maintain a safe community. Goal: To deliver excellence in criminal investigation services while dealing with increasing complex and sophisticated crime. Objective: Consistently strive for timely and high quality case preparation. Performance Indicator: Investigations are reviewed by qualified supervisors to ensure quality and feedback is received from the Crown Attorney’s office and judicial partners Objective: Enhancing investigative skills for members by providing quality training. Performance Indicator: Ensure assigned members meet legislative requirements Explore learning opportunities with other services Share knowledge with others in the department through in-service training Objective: Provide information to vulnerable persons in the community to reduce victimization. The Brockville Police Service has developed and maintains strong relationships with local media and updates social media frequently. A monthly radio segment outlining the Brockville Police Services activities along with daily media reports ensures that the community is current in crime trends and crime prevention. The Brockville Police Services Board advertises their monthly board meetings on the Brockville Police website and encourages local media and community members to attend. A Brockville Police Facebook page and Twitter account also assist in reaching a demographic of our community in which communication was lacking. The Brockville Police continue to attend many local events and in 2014 created the Kinsmen Community Volunteers. Our local volunteers act as Ambassadors to the City and increase our presence at events. The Brockville Police have also joined the Brockville and Area Chamber of Commerce and the Rotary Club in order to promote community engagement. The Brockville Police also deploy beat officers which assist in breaking down barriers and promoting dialogue with our citizens. In a 2013 survey 88.9 % of respondents indicated that they felt the Brockville Police is readily accessible to address their concerns and questions. Goal: Continued engagement between the Brockville Police Service and the Community. Objective: Encourage communication between the Brockville Police Service and the community. Performance Indicator: Monitor the number of community presentations and evaluate any feedback provided. Utilize daily media releases to engage the community. Objective: Continue to provide a highly efficient and customer service based police service. Performance Indicator: Record and track the number of hours beat officers are deployed. ‘Serving our Community with Excellence’ 13 Brockville Police Service Business Plan 2015 - 2017 Violent Crime The perception of crime in the community is closely related to incidents of violent crime. Survey respondents rated crime in their neighbourhood at 3.0 on a scale of 1 to 10 and 4.8 as an average in the city overall. The feeling of safety and security in our community is important to our service and our investigative efforts will continue to strive to solve and prevent crimes from occurring. Goal: To join our community partners, the Crown Attorney’s Office and the justice system in reducing violent crime. Objective: Further development of working relationships with justice and community partners. Performance Indicator: Adoption of inclusive protocol relationships with community and justice partners Participation with justice partners and community working groups (domestic violence committee) Objective: Enhance our ability to effectively and efficiently investigate violent crime using an integrated approach. We will continue to work with the community in order to educate and implement crime prevention strategies. Goal: To develop internal and external programs and measures to address property crime issues. Many of these factors may be beyond the control of the individual, and an act of crime may be the outcome of a youth’s circumstance. Often these youth have not had enough positive factors in their lives that adolescents need in order to grow into successful, caring, productive adults. Research shows that the more positive opportunities, qualities, values, skills and supports (assets) that youth have, the more likely they are to succeed in school, show leadership, take care of their health, value diversity, and the less likely they are to be involved in violence, in using alcohol, tobacco and other drugs. Goal: To support and empower youth of our community to become caring, responsible, productive and resilient youth. Objective: Increase positive police interactions with young people and their families through schools and the community. The majority of complaints are related to speeding, distracted driving and traffic light violations. Despite changes in legislation, a proactive approach to road safety is required. In a community survey, traffic enforcement ranked first in initiatives the community would like to see as a priority. Officers continue to conduct RIDE programs and other enforcement strategies which promote safety on our roadways. Continuing to educate our community in bicycle/pedestrian safety will also contribute to roadway safety. Goal: Ensuring safety on our roads through enforcement and education. Objective: Maintain current funding of RIDE program through government grants. Performance Indicator: Maintain effective reporting and participation in Government programs and process applicable applications for funding. Objective: Focus enforcement initiatives in order to increase roadway safety. Goal: To support victims in a time of crisis in order to prevent further victimization. Objective: Increase victim assistance and available resources and services. Performance Indicator: Request feedback of victim services in order to ensure victims needs are being met. Track cases of domestic violence Objective: To maintain a positive relationship with victim service providers promoting the program Performance Indicator: Continued attendance by the domestic violence coordinator to joint meetings and tracking of cases that are being reviewed Police Facility The Brockville Police facility is aging; however, a scheduled maintenance program is effective in prolonging the life of the building. Working within legislative requirements such as the Accessibility for Ontarians with Disabilities Act is paramount in ensuring that our facility is readily accessible to all. Our facility is open 24 hours per day, 7 days per week. During the life of this business plan we will continue to perform routine maintenance on the facility ensuring that it remains our headquarters for years to come. ‘Serving our Community with Excellence’ 19 Brockville Police Service Business Plan 2015 - 2017 Information Technology As the world evolves in the information age, Police services across the world continue to be updated on technology trends that are being used by law enforcement, to combat criminal activity. As technology becomes readily accessible, mobile and discreet, heavier demands are being placed on police to identity suspects and prepare matters for court. Goal: Keeping members of the Police Service up to date with the latest technology. Objective: Implement new technology with investigations. Performance Indicator: Continue education and evaluation for new technology that is being used by the Brockville Police service Objective: Enable our current radio system to be encrypted. Performance indicator: Establish a process to ensure the radio transmissions are encrypted ‘Serving our Community with Excellence’ 20 Brockville Police Service Business Plan 2015 - 2017 Resource Planning The Brockville Police Service is tasked with providing a sustainable service to the community. In a recent survey 49 % of the respondents indicated that the Brockville Police need to explore alternate methods for delivering services in order to reduce costs. In that same survey the majority of people indicated that the Brockville Police needed to increase visibility and foot patrol. As 90 % of the budget is comprised of salary and benefits, it is a challenge to balance the level of service while reducing the budget. An internal cost savings committee was established in order to find efficiencies within the service and identify any potential cost savings. As a result of the committee’s work, several cost savings initiatives have been implemented. Frontline supervisors continue to monitor and evaluate the use of overtime and staff members have made sacrifices in order to reduce overtime and the overall budget. The Brockville Police have also incorporated a community volunteer program which is sponsored by our local Kinsmen organization. Uniformed volunteers are in the community representing the Police Service at various events. Goal: Balance the cost of policing with the needs of the community. Objective: Increased visibility Performance Indicators: Continuous evaluation of deployment ensuring that service levels are maintained in the most efficient manner. Continue to monitor and track deployment of volunteers Objective: Provide the community an efficient and effective police service. The policing environment is constantly changing and we must ensure our officers are up to date with educational trends and policies. Brockville Police Service members are well trained to provide the best response to our community. Distance learning provides our members a combination of on-line and in class learning. This style of learning maximizes the best use of our members time and the departments finances. Goal: Continue to train members of the Police service on the latest education programs in policing. Objective: Ensure recruits receive the highest standard of coach officer training Performance indicator: Track number of public complaints involving new officers Objective: Identify deliverable training needs to the organization for succession planning Performance indicator: Develop and mentor members for future positions in the organization through appropriate training and deployment ‘Serving our Community with Excellence’ 22 Brockville Police Service Business Plan 2015 - 2017 Our Path Forward Our 2015-2017 Business Plan is a living document. It is our role to monitor our progress and make changes when required. Adapting to changing environments and implementing cost savings opportunities are a couple of ways we tie the Business Plan and the budget together. We will ensure that we meet our objectives and will report our progress publicly at our Police Services Board Meetings. Year to year members of the public will also be informed via our Annual Report and on our website at www.brockvillepolice.com. Performance We will utilize our objectives as set out in this plan to assist in measuring our performance. This acts as a guide in relation to our specific goals as documented in this plan. We also evaluate community satisfaction in our day to day interactions with community members and groups. The delivery of our core policing functions is paramount and feedback received will be evaluated offering us the opportunity to improve where improvement is needed.
