NEWSLETTER Embassy of Romania in Belgium No 9 January-March 2015 135 years of diplomatic relations between Romania and Belgium Press release of the Romanian MFA Romania and the Kingdom of Belgium celebrate on Sunday, 29 March 2015, 135 years of diplomatic relations. Build on an interaction already existing for decades, the formalization of the Belgian-Romanian relations has led to their remarkable development, based on the dynamic cooperation in political, economical and cultural fields. In time, the traditional connections between Romania and the Kingdom of Belgium included various areas of interest: contacts between the political and cultural elites, trade, scientific research, art, education. They were facilitated, mainly, by the use of French language as a vector for the transmission of shared values as democracy and human rights, embedded already during the XIXth century in the fundamental laws of the two countries. At the beginning of the last century, the bilateral relations between Romania and Belgium experienced an unprecedented development, focusing on the diversification of the Belgian investment portfolio in Romania, mostly in strategic areas, on direct connections between the Royal Houses, integrated into a continuous diplomatic dialogue, and on the significant multiplication of the contacts at the level of academic elites. The fall of communism brought with it a new momentum in the Romanian-Belgian relations. Even before the events in 1989 in Romania, Belgium and numerous Belgian citizens were animated by a profound solidarity that led to Operation Villages Roumains and Actie Dorpen Roemenie (Operation Romanian Villages). The two movements, supported by the francophone and, respectively, by the neerlandophone community, were meant to save the Romanian villages from the planned destruction of the communist regime by twinning with them; from 1990s until today, they become faithful promoters of modernizing and developing local partner communities in Romania. Currently, bilateral political dialogue between the two countries is very intense, based on bilateral regular high-level and working-level visits. Romania and the Kingdom of Belgium cooperate within NATO and EU frameworks, as well as at international level, on the basis of a constant partnership built on common values and interests. At the same time, the economic relations between the two countries are a stimulating factor for the bilateral relationship, with a constant increasing tendency. The Kingdom of Belgium is the 9th foreign economic partner in Romania’s economy. The bilateral cultural relations, as well, are currently subject of a remarkable development, especially in the field of the promotion of literature and theater. A special role has the Center for Belgian Literature of French Language Studies of the Babes-Bolyai University of Cluj-Napoca. Celebrating 300 years since Dimitrie Cantemir become a member of the Berlin Academy, the Royal Academy of Belgium, on 17 October 2014, hosted a conference with an international participation and, on 21October 2014, in Egide Rombaux Square in Anderlecht – Brussels, an official ceremony of unveiling the bust of the Romanian scholar took place. After 2007, when Romania joined the European Union, people-to-people contacts have increased substantially and a significant number of students and professionals from Romania chose to settle in Belgium. Their contribution to strengthening the ties between the two peoples is significant, and facilitates cultural exchanges and better mutual understanding. On the anniversary of 135 years, bilateral relations between Romania and Belgium are excellent, based on historical background, on the cooperation developed in European and international environment and on intense economic ties. omania in Belgium Additional information: The recognition of the independent and sovereign Romanian State by the Kingdom of Belgium, on 13/25 March 1880, opened the way for the establishment of diplomatic relations between the two countries. Thus, on 17/29 March 1880, Josef Jooris presented his letters of accreditation (credentials) to Prince Charles I of Romania, as minister resident in Bucharest. In 1884, the diplomatic representative of the Kingdom of Belgium in Bucharest was appointed “Extraordinary Envoy and Minister Plenipotentiary”. On 17/29 April 1880, Mihai Mitilineu became the first Romanian plenipotentiary envoy accredited in Brussels, with the rank of minister resident, and, on 7/19 July 1880, he presented his credentials to King Leopold II of Belgium. In 1884, on mutual basis, the head of the Romanian Mission in Brussels became Extraordinary Envoy and Minister Plenipotentiar. (presidency.ro) President of Romania’s official visits to France and Germany On 10 and 11 February 2015, the Romanian President, Mr. Klaus Iohannis, visited France, at the invitation of his French counterpart, Mr. François Hollande. The visit included a working lunch with President Hollande, PrimeMinister Valls, the Minister of Foreign Affairs and the Minister of Economy. Romanian President had meetings with the President of the French Senate, as well as with the President of the National Assembly. On 26 February 2015, President Iohannis visited the Federal Republic of Germany, at the invitation of his German counterpart, Mr. Joachim Gauck. The meeting with the German President was followed by a meeting with the German Chancellor, Mrs. Angela Merkel, and later on with the President of the Bundestag, Mr. Norbert Lammert. (presidency.ro) Romania’s International Agenda President Klaus Iohannis’ visit to the Republic of Moldova Romania’s President visited the Republic of Moldova on 24 February 2015. The agenda of the bilateral discussions with the President Nicolae Timofti included three main topics: bilateral relations, the European integration of the Republic of Moldova and regional evolutions. (presidency.ro) President Iohannis in Poland and Ukraine Foreign Minister Bogdan Aurescu meets Michaëlle Jean, Secretary General of the International Organization of La Francophonie On 23 February 2015, Foreign Minister Bogdan Aurescu met with the Secretary General of the International Organization of La Francophonie (OIF) Michaëlle Jean, during his visit to Paris. Bogdan Aurescu congratulated his interlocutor for her recent election as head of OIF and expressed Romania’s willingness to support the future activity of the Secretary General in order to promote the fundamental values and principles of La Francophonie. The two officials reviewed the main political directions outlined at the OIF Summit in Dakar. (Romanian MFA) Visit to Bucharest of the Minister of Foreign Affairs and European Integration of the Republic of Moldova On March 3 and 4, on an invitation by Minister of Foreign Affairs Bogdan Aurescu, the Republic of Moldova’s Deputy Prime Minister and Minister of Foreign Affairs and European Integration, Mrs. Natalia Gherman, paid a visit to Bucharest. This is the first bilateral visit undertaken by the head of Chişinău’s diplomacy since the formation of the new government and her reappointment to this position.The two ministers had bilateral consultations and were also co-chairing the Third Romania – Republic of Moldova Intergovernmental Commission for European Integration. (Romanian MFA) President of Romania visited Poland (11,12 March 2015) and Ukraine (17 March 2015). The existing Strategic Partnership with Poland was the main focus of the meetings Romania’s President had with President Bronislaw Komorowski, with the President of the Seim, Mr. Radoslaw Sikorski, as well as with the President of the Senate, Mr. Bogdan Borusewicz and with Mrs. Ewa Kopacz, Polish Prime-Minister. The visit in Kiev was an opportunity to express Romania’s support for the sovereignty, unity and territorial integrity of Ukraine during the meetings with the Ukrainian President, Mr. Petro Poroshenko, Prime-Minister Yatsenyuk and with the President of the Rada, Mr. V. Groisman. (presidency.ro) Prime Minister Victor Ponta’s visit to the United States of America Between 11 and 13 February 2015, the Prime Minister of Romania had a working visit to the USA, where he had meetings with the U.S. Secretary of Defense, Chuck Hagel, with the U.S. Secretary of Commerce, Penny Pritzker, and with the CIA Director, John Brennan. Prime Minister Ponta attended the economic roundtable organized in Washington DC by the AmericanRomanian Business Council and the economic event organized by the "Business Council for International Understanding" in New York. The agenda focused on the security and economic dimensions of bilateral cooperation. (Government of Romania) Foreign Minister Bogdan Aurescu holds consultations with his French counterpart Laurent Fabius Romanian Foreign Minister Bogdan Aurescu, held consultations with the French Minister for Foreign Affairs and International Development, Mr. Laurent Fabius, in Paris, on February 23. The meeting allowed both sides to re-assert their satisfaction with the current state of bilateral relations, with the Strategic Partnership, with the dynamic and substantial relations drawing on cultural, historic and language affinities, as well as regarding the level and current rhythm of political contacts. The visit also occasioned a review of the main points on the agenda of the meeting between the Romanian and French presidents on February 10, in Paris. Minister Fabius gladly accepted the invitation of his Romanian counterpart to pay a visit to Bucharest this year, in the context of the celebrations of 135 years of diplomatic relations between Romania and France. (Romanian MFA) Assistance for development by the MFA in 2015 The MFA adopted the national ODA programme for 2015, with a total budget of 10.1 million RON (2.3 million EURO). About 35% of the budget is dedicated to the Republic of Moldova, where several projects will be financed in fields such as the judiciary and internal affairs, agriculture, education, enhancing institutional capability and developing civil society. Other beneficiaries will be Georgia, Egypt, Tunisia, Libya, Ukraine and Afghanistan, which will receive about 15% of the budget. About 10% of the budget is dedicated to humanitarian assistance and 25% of the budget is dedicated to contributions to topical projects or to multilateral organizations that promote democracy and the observance of human rights, to civil society, post-conflict reconstruction and educational activities for development, and to public awareness campaigns focusing on development. (Romanian MFA) Economic Activity Macroeconomic data for Romania CAROMB’s quarterly thematic meeting GDP growth in 2014 (March provisional estimates): + 2.9% in real terms, 151 472.66 million Euros Most significant contributions to GDP in 2014: Industry 24%, Transport, tourism, HORECA, automotive services - 15% Inflation rate: 0.4%; 2015 target : 2.5% Exchange rate: 4.42 RON = 1 Euro (26 March) Budget deficit for 2014: 1.98% GDP Unemployment rate: 6.5% (January 2015) On 4 March, in Ghent, a new quarterly thematic meeting of the Romania Belgium Business Club (CAROMB) took place, with the participation of Romania’s Ambassador to Belgium. Hosted by the company Allinso Group, the event had as special guests Mrs. Ruxandra Chiriţă, corporate finance director PwC Bucharest and Mr. Cornel Rață, director Addvances. Discussions focused on foreign investment opportunities in Romania, Romanian state aid, tax regime, as well as project planning and accessing European funds. Latest figures about the economic exchanges Romania – Belgium in 2014 The Meeting of the Ambassador of Romania with the head of the Bekaert Group International trade for 2014: Romania’s international trade equalled 110968.18 mil Euros in value, a 5.85% growth compared to 2013. Exports grew by 5.85%, while imports grew by 5.86% The value of the Romanian-Belgian commercial trade increased up to 2141.2 million Euros at the end of 2014. The exports account for 892.89 million Euros and the imports for 1248.9 million of Euro. The total worth of bilateral trade had decreased by -1.39% compared to 2013. Comparing with 2013, the Romanian exports to Belgium decreased by 4.54% (ranked 16th in total exports), whereas the imports from Belgium increased by 0.99% (ranked 17th in total imports). Based on the latest 2014 figures, the number of Romanian companies with Belgian capital increased up to 3.132. Total invested capital (direct investments) of 324.11 million of Euro (ranked 17th among foreign investors in Romania, i.e. 1% share from total foreign investors in Romania). The most heavily traded categories of goods remain electrical equipment, automotive, textiles, metals, plastic materials and chemical products. On 6 March, Romanian Ambassador to Belgium had a working meeting, in Zwevegem, with Mr. Matthew Taylor, CEO Bekaert and Mr Frank Vromant, Head of Regional Operations within Bekaert. The meeting was aimed at presenting the company's profile and its investment plans in Romania. The dialogue was also an opportunity to exchange views on the characteristics of the business environment in Romania, Romanian economic development prospects and the dynamics of bilateral economic relations. Mr. Stefan Marcel Sima, the representative of the Office for Trade and Economic Promotion of the Romanian Embassy in Belgium was also present to the meeting. Belgian Group Bekaert is a global leader on the market and technology of processing the steel wire. The Bekaert Company recently acquired the steel wire production units of Pirelli in Romania, Italy and Brazil, so, the former factory of the Italian tire manufacturer located in Slatina was renamed Bekaert Slatina SRL. Meeting with Bpost top management On March 30, Romania’s Ambassador to Belgium met with Koen Van Gerven, CEO Bpost and Pierre Winand, CFO at Bpost in order to share assessments on the current stage and the steps to be taken by Bpost and by Romanian authorities in the process of the privatization of the Romanian Post. Discover Romanian Products at Delhaize Customers of Delhaize had the opportunity to discover and taste Romanian traditional products during a promo campaign hosted by Delhaize in Brussels. The campaign for Romanian traditional food products was launched in 2014 at the initiative of the Embassy. For two weeks in March 2015, four Delhaize stores offered a stand with Romanian products from the Gusturi Româneşti brand, which are also sold in Romania by the Mega Image supermarket chain, a Delhaize investment in Romania. Our Agenda Ambassador’s visit to Bruges Meeting of Ambassador of Romania with the Mayor of Liège On January 6, the Ambassador paid a visit to Bruges, where he met with Carl Decaluwé, Governor of Western Flanders and Renaut Landuyt, Mayor of Bruges. In the discussions with the Governor, Ambassador Tinca stressed the opportunity of revitalizing economic ties between the Arad county (in Romania) and the province of West Flanders. An economic mission of Arad is ready to visit Western Flanders in the fourth quarter of 2015 to analyze together with provincial authorities a set of concrete opportunities for cooperation and investments. The Romanian Ambassador also referred to the exhibition Romanians and the Great War with a view to present it in Bruges, in 2015. Both projects received a positive feedback from the Governor and are currently being developed in partnership with the Embassy. During the visit to Bruges, Ambassador Tinca also met Jörg Monar, the Rector of the College of Europe. The meeting was focused on public diplomacy projects of the Embassy that could make Romania’s contribution to European history better known in academic circles. On 26 February, Romanian Ambassador to Belgium had a working meeting with the Mayor of Liège, Willy Demeyer. The discussions focused on concrete public diplomacy projects related to the anniversary in 2015 of 135 years of bilateral relations between Romania and Belgium and to the development of decentralized cooperation between Romania and Belgium. The projects proposed by the Embassy to the Mayor of Liege were received with interest by Willy Demeyer. Meeting with the President of the Chamber of Deputies of the Federal Parliament On 26 January, Romanian Ambassador to Belgium met with Mr. Siegfried Bracke, President of the Chamber of Deputies of the Belgian Federal Parliament. They exchanged views regarding political and economic developments in recent years in Romania and, more broadly, in the neighboring countries, developments of interest for Belgium, which also have an impact on the European agenda. Ambassador of Romania meets Mrs. Muriel Gerkens, member of the Federal House of Representatives On 3 February, Romanian Ambassador to Belgium met with Mrs. Muriel Gerkens, Federal MP, member of the Ecolo and chair of interparliamentary Belgium - Romania friendship group. Discussions focused on the calendar of the bilateral parliamentary activities and on reviewing the political developments in Romania and in the region during 2014. Ms Gerkens extended to Romanian Ambassador the invitation to meet all the members of the new Belgium - Romania inter-parliamentary friendship group in the forthcoming months, in order to present developments in Romania other topics of interest for the federal MPs. Debate La Roumanie – Bien-être toute l'année within the Tourism Fair in Brussels On 6 February, Romania’s Ambassador participated to a special session dedicated to the promotion of tourism in Romania on the occasion of the Tourism Fair in Brussels. The session was organized by the Paris office of the National Authority for Tourism Promotion (which covers the Benelux area) with the support of private partners. Among the special guests were Ms. Claudia Ţapardel, MEP, member of the Committee on Transport and Tourism and president of the new inter-parliamentary group dedicated to tourism in the European Parliament. The two Romanian officials have emphasized the diversity of the offers that Romania provides as a tourist destination at any time of the year and for all kinds of tourism in Europe (from the cultural or citybreak tourism, to the adventure, eco-tourism, sports, spa, therapeutic etc.). Romanian Ambassador met Theo Francken, State Secretary for migration and asylum On February 9, the Romanian Ambassador had a meeting with the Belgian State Secretary for migration and asylum, Theo Francken. Aspects related to the Romanian community in Belgium were on the agenda, as well as police cooperation with special focus on fighting criminality. The State Secretary appreciated the excellent police cooperation. The two officials agreed to continue the bilateral dialogue, both at political and technical level, so as to find common solutions and ways forward. Official talks between the Romanian State Secretary Bogdan Tohaneanu and Belgian officials in the field of Home affairs and migration and asylum On March 11, in Brussels, Mr. Bogdan Tohaneanu, Secretary of State within the Romanian Ministry of Interior, had an official meeting with Mr. Jan Jambon, Deputy Prime Minister and Minister of Security and Interior, and Mr. Theo Francken, State Secretary for migration and asylum. The three officials had fruitful discussions and addressed topics of bilateral interest such as police and judicial cooperation and Romania’s accession to the Schengen area. The Belgian officials outlined the excellent cooperation with the Romanian authorities which allow concrete results in fighting criminality. Mr. Jambon and Mr. Francken expressed their interest to further enhance the existing bilateral instruments with a view to ensure security to Belgian and Romanian citizens. The meeting allowed to reaffirm both countries’ interest to have a close dialogue in the future in order to find the best ways to implement the bilateral agreements and to share views on topics of mutual interest at European level. Celebrating “Journée internationale de la Francophonie” On 19 March, the Romanian Embassy in Belgium organized jointly with the European Artists Management a piano concert performed by the young and talented Romanian pianist Daria Tudor, to celebrate “Journée internationale de la Francophonie”. Opening the special event, Ambassador Tinca emphasized Romania's attachment to the values of La Francophonie and to the role of culture and diversity within this process. The exceptional performance of Daria Tudor was appreciated by over 100 spectators, ambassadors, diplomats, personalities of the artistic world in Brussels, but also by visitors of the Museum of Musical Instruments in Brussels, which hosted the event. Romanian Ambassador meets State Secretary Tommelein On 20 March, Ambassador Tinca met Secretary of State for the fight against social fraud, the protection of private life and the North Sea in the Federal Government, Mr. Bart Tommelein. The two officials reviewed bilateral cooperation in the areas of labor, labor mobility within the EU and compliance with the social security legislation. They agreed that, in the near future, an adaptation of the bilateral cooperation framework will be needed in the context of the recent changes operated in the field of labor as a consequence of the sixth reform of the Belgian state and of the increased number of Romanian workers active in Belgium. State Secretary Tommelein expressed his interest to initiate a dialogue with the Romanian authorities in the field of fighting social fraud, a priority of his mandate. Romanian Projects in Belgium The second edition of ROMBEL Dialogues On 1 February, ROMBEL organized in Brussels the second edition of ROMBEL DIALOGUES annual meeting. This is an interaction between the promoters of the virtual platform ROMBEL (Romanians in Belgium) and those involved in administrating ROMBEL Facebook group with their readers and all those interested in the current agenda of Romanians living in Belgium. The Embassy was represented to this event by Mrs. Olivia Toderean, Deputy Head of Mission and by Mrs. Mausela Piţigoi, Vice Consul, with interventions aimed to answer the main issues raised by the participants. Discussions focused on the practical aspects of integrating in Belgium. Ambassador of Romania at the “Romanian Week”, the College of Europe in Bruges On 6 February, Romania’s Ambassador to Belgium participated to an official event within the Romanian week at the College of Europe in Bruges. The event included a conference on the topic of “Eastern Europe and Caucasus geopolitical vectors: democratic choice or sphere of influence?”, given by political analyst Paul Ivan from the think-tank European Policy Centre. The conference was followed by a short reception that offered the opportunity for all the participants to discover traditional Romanian foods and drinks and to learn about Romania and its most attractive tourist destinations. The Ambassador also met the Romanian students of the College. Meeting with Romanian associations in Belgium On 10 February, the Romanian Embassy hosted a working meeting on the projects submitted for governmental grants by the Romanian associations in Belgium, for 2015. The members of the editorial team of the recently established monthly journal, Romanian Time, as well as the “Valenţe Umane” Foundation, Europa Nova, Corfoo (Aalst/Gent), ROSA Belgium, RoArt and Romanian Association of Women in Belgium were present. The meeting was moderated by the Romanian Ambassador to Belgium. This dialogue will continue in the future, on a regular basis, according to the needs expressed by the Romanian associations. Interculturality Classes within the Program “Ouverture aux Langues et Cultures” On 12 February, the representatives of the Embassy participated, at the invitation of the General Directorate for Education (DGEO) of the French Community, to a project of interculturality, "Peuples d'immigration", proposed to pupils of the 6th grade of the School Athénée Royal de la Rive Gauche in Brussels (AR). This was one of the activities developed by the Romanian Language teachers who are teaching the Romanian children from Belgian francophone schools within the program Ouverture aux Langues et Cultures (OLC). Ambassador Tinca met the local authorities and representatives of the Romanian community in Aalst On 9 March, Romanian Ambassador to Belgium met with representatives of the local authorities and with members of Romanian community in the Aalst area. The dialogue focused on how the Embassy of Romania could support the cultural event Romanian Days in Aalst organized by the City Hall of this town on 9 June 2015. The discussions approached also the best practices of local administration in Aalst in integrating Romanian citizens. One year anniversary of the creation of GRASP Brussels (12 March 2015) On 12 March, the Residence of the Romanian Ambassador in Belgium hosted the special event celebrating one year since the creation of Brussels GRASP (Global Romanian Society of Young Professionals). On this occasion, the association of young professionals GRASP presented the results of one year activity and announced the timetable of the main events for the current year. One of the major projects in the future period will be the ‘ A career for one day.’ Within the program, initiated by GRASP 2014, high school students in Romania will spend one week in Brussels, will develop their knowledge and skills through a mentoring program within Romanian and European institutions, the private sector and the associative environment in Belgium. Celebration of the School “La Source” On 21 March representatives of the Romanian Embassy in Brussels accepted, at the invitation of Mrs. Oana Topală, professor of Romanian language within the Intercultural programme "Ouverture aux Langues et Cultures" (OLC), to attend the Celebration of the school "La Source", in Evere, where Mrs. Topală together with pupils enrolled in the course for Romanian Language, Culture and Civilization organized a stand promoting Romania - stand découvertes et degustation. The stand was decorated with the Romanian flag, handicrafts and works created by children. Parents and students wore Romanian costumes, thus promoting national traditions. Mrs. Raluca Zaharia presented a puppet animation very appreciated by the participants. Ambassador Tinca meets the Romanian students in Belgium On March 24, Romanian Ambassador in Belgium hosted, at his Residence, a meeting with Romanian students in Belgium. Special guests were Mrs. Renate Weber and Mrs. Maria Grapini, members of the European Parliament. The two MEPs shared with the young participants (about 50) insights regarding their career and professional experiences as members of EP. Their lectures focused on the fact that young people today must live in a changing world, being adaptable and open, accepting different challenges, even surpassing the specific areas of their training. The meeting is part of the privileged support offered by the Embassy to the community of Romanian students enrolled in Belgian universities, whose number is increasing. The meeting was organized with the support of the League of Romanian Students Abroad, a constant partner of the Embassy since the establishment of its Belgian branch.
