GENERAL INSTRUCTIONS
1.
The Border Security Force (BSF) will be hosting the 63rd All lndia Police Aquatic
& Cross Country Championship -2014 at Chhawla Camp, New Delhi w.e.f.20 to 24
April 2015. The Championship will be conducted in accordance with the rules
prescribed by All lndia Police Sports Control Board, Swimming Federation of lndia &
Athletic Federation of lndia. These joining instructions are being issued for the
information of all participating Police teams from the Central Armed Police Forces
(CAPFs), State Police Organizations (SPOs) and Union Territories (UTs).
LOCATION
2.
Delhi is the capital of the lndia and is well connected with other states/cities by
road, train and Air. BSF Chhawla Camp, New Delhi where the competitors will be
accommodated is in the western side of Delhi touching Haryana Border on DelhiNajafgarh road. The nearest airport is lndira Gandhi lnternational Airport for
lnternational/Domestic flights and Palam Airport for domestic flights only. Reception
center will be established at New Delhi /Old Delhi /Hazrat Nizamuddin Railway Stations,
lcl Airport Terminal-lll and Palam Airport two days prior to commencement of the
championship.
VENUE OF THE CHAMPIONSHIP

The championship will be held at Rustamji Swimming Pool and Dronacharya
stadium Chhawla Camp, New Delhi. The Swimming Pool & stadium are located within
the campus where the sportsmen will be accommodated.
WEATHER
4.
Weather in Delhi during the period of championship will be moderate. Average
temperature during day time will be 25 to 30 degree Celsius and evening temperature
drops down to 20 degree Celsius.
TRANSPORTATION AND RECEPTION

Transport will be provided by BSF to all SPOS and UTs however the CAPFS who
are having their establishment in Delhi are requested to bring their own transport.

All teams are requested to make their reservation well in advance and intimate
their travel plan and details latest by 01st April 2015 so that proper reception and other
arrangement of transport are made in advance. Contingents are advised to make their
own arrangement for return journey. However, all possible assistance will be provided
for obtaining reservation/confirmation etc if sufficienl advance notice is given. One
liaison officer will be provided to each team for their assistance.

BOARDING AND LODGING ARRANGEMENTS
7.
The participating teams will be provided with proper built up accommodation.
Participants are requested to bring sufficient bedding with them. The participating teams
are requested to intimate rankwise strength of their contingenl along with entry form for
making appropriate arrangements. They are, however, requested not to bring their
families with them. All CAPFs & Delhi State Police are requested to arrange
accommodation for their teams in their respective eslablishments in Delhi.

Teams are requested to bring their messing arrangements along with cooks and
utensils etc. However, dry/fresh ration/LPc etc will be made available at the premises of
25 Bn BSF Chhawla Camp, New Delhi on payment.

Name of senior officers coming to Delhi, travel plan and probable duration of
stay may be intimated well in advance so as to make arrangemenls for their proper
reception, transport & accommodation.
ENTRY FORMS/ENTRY FEES AND NOMINAL ROLL

Two copies of Entry Forms along with Nominal Roll and two passport size latest
photographs of the participants and officials duly completed in all respect must reach to
Organizing Secretary, the 63rd All lndia Police Aquatic & Cross Country Championship
2014 on or before 1oth March 2015. The Head of the respective Force not below the
rank of lG are requested to furnish a certificate of eligibility of all the players including
the reserves stating that they have been enlisted for a continuous period not less then
one year. The specimen of entry forms and the nominal roll are enclosed.
11.
Entry fees @ Rs.50/- for each participants including Team manager, Reserve,
Coaches and Physician etc may be sent to the Organizing Secretary in the form of Bank
Draft in favour of Dy lnspector General(Trg) BSF only payable at SBI CGO Complex,
Lodhi Road, New Delhi.
OPENING & CLOSING CEREMONIES
12.
The opening & Closing ceremonies will be held on 20 and 24 Aptil 2015
respectively. All the teams are required to participate in all the important ceremonies
and conferences. The teams are requested to wear proper sports kit during the opening
and closing ceremonies and during lhe competilion. The managers of the teams are
requested to bring along with them, white trouser, white shirt, blue blazer and black
shoes for the opening & closing ceremony. Each team should also bring their respective
organization flags of the following specifications :

MEDICAL FACILITIES
13.
Medical facilities will be provided at the place of accommodation as well as at the
championship. However, all participants should be medically fit and in
possession of medical fitness certificate issued by an aulhorized medical officer.

CONDUCT OF CHAMPIONSHIP
14.
The 63rd All lndia Police Aquatic & Cross Country Championship - 2014 will be
conducted as per the rules laid down by All lndia Police Sports Control Board,
Swimming Federation of lndia and Athletic Federation of lndia. Protest, if any' should be
lodged by the Team Managers to the Organizing Committee within two hours of the
match along with a protest fee of Rs.soo/-. Decision of the Jury of Honour & Appeal
shall be final and binding to all the teams.
15.
The officials who are on the list of National/State Federation/Associations will
conduct the event. No case of indiscipline either by participants or by the officials is
expected during the championshiP.
MANAGERS MEETING & OFFICIALS
16.
Meeting of Team Managers will be held on 19 April 2015 at 1600 hrs at Chhawla
Camp, New Delhi. The meeting wjll be followed by official clinic. All the Team Managers
and Coaches should be present in the meeting as the decisions taken during the
meeting will be binding to allthe teams.
SECURITY AND DISCIPLINE
17.
Each member of the contingent should be in possession of service identity card
for showing to the security personnel. The Participants are advised not to entertain any
guest in living areas. Due precautions must be taken against fire hazards due to short
circuiucareless disposal of cigarette/buds etc. All teams are requested to maintain high
order of discipline. The respective team managers will be responsible for the proper
discipline by the team members during the championship and any other functions.
WARNING
18.
As per rules use of drugs and narcotics during the games/Championship are
prohibited . Random doping test will be conducted during the championship. lf any
players found using drugs /narcotics substance to improve his performance, he along
with the team will be disqualified from the championship

ENTERTAINMENT & BARA KHANA
19.
Proper recreation room will function at the venue of accommodation. There will
be a Bara Khana, which will be attended by the invitees and participants. Teams will
prepare their own meals and assemble at the earmarked place. Exact date and time will
be intimated during the managers meeting.
CO ORDINATION & CORRESPONDENCE
20.
The participating teams are requested to designate a senior officer from their
respective Statesi UTS/CAPFS as liaison officer who can be contacted in case of any
information required in connection with the championship. The name, rank, office
address, telephone, FAX number & email lD of the nominated officer may be
communicated to this office at the earliest.
21.
Henceforth, all correspondence pertaining to all lndia Police Aqfatic & Cross
Country Championship 2014 may be addressed to the undersigned.
