During this pre-Application meeting, prospective Applicants may request clarification of
the project requirement, the criteria for qualifications or any other aspects of the
Prequalification Document.
Minutes of the pre-Application meeting, including the text of the questions asked by
Applicants, including those during the meeting (without identifying the source) and the
responses given, together with any responses prepared after the meeting will be
intimated to all the applicants through e-mail and Speed-post and shall also be posted on
the website of BSRDCL.
Any modification to the Prequalification Document that may become necessary as a
result of the pre-Application meeting/ Clarification shall be made by the Employer
exclusively through the use of an Addendum pursuant to ITA 8.
Non-attendance at the pre-Application meeting will not be a cause for disqualification of
an Applicant.

Preparation of Applications
The Applicant shall submit with its Application the following additional documents:
“A Statement of undertaking of the Applicant to observe, in competing for
and executing a contract, the Government of India’s laws against fraud and
corruption (including bribery).”

In addition to the original, the number of copies to be submitted with the
Application is: 2 (Two)
The requirements regarding the legal instrument evidencing the authorization to
represent and sign on behalf of the Applicant shall be:
“An organizational document, board resolution or its equivalent, or power of
attorney specifying the representative’s authority to sign the Application on behalf
of the Applicant. If the Applicant is an intended or an existing joint venture, the
power of attorney should be signed by all partners and specify the authority of the
named representative of the joint venture to sign on behalf of the intended or
existing joint venture. If the joint venture has not yet been formed, also include
evidence from all proposed joint venture partners of their intent to enter into a joint
venture in the event of a contract award.”

Evaluation of Applications
ITA 23.1
A margin of preference shall NOT apply in the bidding process corresponding to
this prequalification.
ITA 24.3
The Employer does not intend to execute certain specific parts of the Works by
Subcontractors selected in advance (Nominated Subcontractors).

ITA 25.3
Prequalification of Applicants
As stipulated in ITA 1.1, this prequalification exercise shall be applicable for a
single contract.
