The Board of Supervisors met at 9:30 a.m. on May 11, 2015 with all members present. Dan Marx, County Sheriff, met with the Board to discuss law enforcement issues. He introduced the new Deputy, Lance Peters, to the Board. Also discussed was possible assistance by the Sheriff’s department with a speed study the County Engineer is planning. Lee Bjerke, County Engineer, met with the Board to discuss road issues. Moved by Kuhn and seconded by Ashbacher to enter into contract with Mathy Construction for project STP-S-CO96(118)-5E-96, the Pole Line Road resurfacing. Motion carried unanimously. Tom Bushman, Ron Becker, and other members of the Ossian community; met with the Board to discuss the construction of a walking/ biking trail from in town to the Silver Springs Park. Details are stilling being investigated, but they were specifically wondering if the trail could be located in County right-of-way. The Board was in support of the trail but would not take any official action until more details were put together on the project. Moved by Thompson and seconded by Beard to enter into contract with Douglas Steinmetz for technical assistance related to repairs of the dome in the Courthouse. The fees for the assistance will be paid by the State Historical Society with up to $320 of travel related expenses paid by the County. Motion carried unanimously. Chalsea Carroll, Coordinator of Disability Services, met with the Board to review mental health organizational changes and to present the contract with Covenant Medical Services for Substance Abuse related commitments. Moved by Ashbacher and seconded by Kuhn to enter into the presented contract with Covenant Medical Services. Motion carried unanimously. Andy Van Der Maaten, county Attorney, met with the Board to discuss County issues and to give a report on the security tour in which he participated. Moved by Thompson and seconded by Beard to submit a letter of support to Alliant Energy for the creation of a non-taxable entity solar field as outlined in the presentation by Andy Johnson on April 20, 2015. No financial commitment to the project at this time. Motion carried unanimously. Bruce Goetsch, County Emergency Management Coordinator, met with the Board to give them an update on Avian Flu. Moved by Ashbacher and seconded by Thompson to adopt resolution 15-40 setting a public hearing on the proposed ordinance establishing a road and bridge reconstruction policy for May 26th and 11:30 am. Motion carried unanimously by roll call vote. Moved by Kuhn and seconded by Ashbacher to approve the consent agenda including minutes of the last meeting, claims filed with the Board, accept & file the quarterly report of the County Sheriff and the monthly report of the County Recorder.
