July 1, 2015 -- All WIOA provisions will take effect. Reporting will remain under current guidelines of WIA (known as Common Measures) New eligibility becomes effective – required changes in progress. 5 preliminary reg’s were released 4/2/2015 – There are over 2,000 pages of regulations that are currently under review. Official comment period begins 4/16/2015 (60 days) Currently reviewing Preliminary Regs and making modifications 25 WIOA Statutory Timelines Date/Action Notes July 22, 2015 – Governors and Board are required to implement Eligible Training Provider revisions Template for performance reports by State, Local and Eligible Training providers must be developed Preliminary Regs have provided a hint as to the direction they are thinking for reporting January 22, 2016 – DOL, ED, HHS must publish the Final Rulemaking Document If history repeats itself – we have the potential to be operating under what is called Preliminary Final Rule. This occurred with WIA and it took 2 years to publish the actual Final Rules. July 1 , 2016 – Official WIOA reporting will be in effect This means that we will have to have all new federal reports ready for a submission by 11/14/2016 unless there is an official delay by DOLETA 26 Differences between WIA and WIOA WIA WIOA Youth are defined as: Younger Youth – between the ages 14 to 18 Youth is defined as: In School – Between the ages of 14 and 21 Older Youth – between the ages of 19 and 21 At least 30% of Youth Funds could be spent on Out-of-School Youth Out-of-School – Between the ages of 16 and 24 Requires 75% of youth funds be spent on Out-of-School Youth Requires 20% of funds to be used for Work Experience activities, such as: Work Experience Internships Summer Jobs Pre-Apprenticeship Training On-the-Job Training (OJT) 27 Differences between WIA and WIOA WIA WIOA Adult and Dislocated Worker services were defined as: Core Intensive Training Adult and Dislocated Worker services are defined as: Career Services (old WIA Core and Intensive Services plus new services added) Training Services Promoted a sequence of services (should receive core before intensive and intensive before training) Removes the requirement for sequence of service Adds Dislocation Worker Reasons to accommodate Veterans’ Spouses Priority of Service for Adults was to be provided to low income individuals Priority of service is now multi-layered Veterans Individuals who are basic skills deficient Public Assistance recipients Other low income individuals 28 What are Geo’s Plans? • • • • • Our Business Analysts are actively reviewing the preliminary regulations. We have identified current WIA Application changes needed for new data collection and eligibility rule changes – building a new application. We have begun the major changes needed to be implemented by July 2015 We are currently working with clients that have varying business models to help with design of new legislation program requirements The clients participating regularly are CA, FL, NM, SC, MD, NE, TN, ND, LA, NC We are having bi-weekly meetings, the plan is to move to weekly in May after everyone has had time to read all the regulations We will be providing updates on the Monthly User Group calls for all clients 29
