Housing Subsidy Bias • Housing subsidies tend to depress apartment rents. • When a greater percentage of housing units are subsidized, then one would expect apartment rents to be lower. Solution #1 • Re-estimate Median Gross Rent excluding households that receive Nutritional Assistance (PAN), using the American Community Survey. • This Survey does not ask whether renters are receiving Section 8 housing subsidy. So, we use the presence of nutritional assistance as a proxy for the housing subsidy: Households that receive nutritional assistance are more likely to receive a housing subsidy. • A preliminary analysis suggests the possibility that the median gross rent of Puerto Rico would rise 21%. Solution #2 • Use apartment and energy components of new Cost-of-Living Index (COLI) for San Juan Metro Area: § Principle source of data to compare the relative cost of living amongst 300 cities and urban areas of the United States, and now Puerto Rico. § Published since 1968 by the Council for Community and Economic Research (C2ER), based in Arlington, Virginia.
