2015 CAMARILLO ALL STAR TOURNAMENT RULES ASA rules will apply in all divisions except as modified by these tournament rules. 1. All teams must be league or All Star teams made up from league teams. No travel ball or club teams will be permitted. 2. All teams are limited to a maximum of 15 players on a roster. 3. Team rosters, with Manager and coaches listed, must be turned in at the check in table no later than 30 minutes prior to a team’s first scheduled game. Check in will be available at all locations. Team rosters become frozen at check in time. 4. ASA cards or Birth Certificates for all team members are required. Age is determined as of December 31st, 2014. Leagues must be registered with ASA 5. No more than 4 adults will be allowed in the dugout during the game. 6. The home team for each game will be determined by a coin toss prior to the start of the game. The first team listed on the schedule will occupy the first base dugout. 7. The home team must provide a scorekeeper and will be the official scorekeeper. 8. The tournament will provide the following game balls. 6U/8U – 10” Worth Rif 10U – 11” Worth Rif 12U/14U – 12” Worth Dream Seam 9. No infield practice will be allowed before games 10. Game forfeiture time is 5 minutes after the official start time. 11. Any Manager, Coach, or Player ejected from a game shall remain ejected for the remainder of the game and must sit out the next game. Upon ejection the individual must leave the vicinity of the field. 12. The tournament site director will handle all protests on the field at the time of the protest. His or her decision is final. 13. ASA re-entry rules apply with one exception. If any injury occurs and no one is left to re-enter, a player may re-enter to replace the injured player for defense only. Her turn in the batting order will be skipped without penalty unless below 9 players. 14. There will be a four (4) run maximum per inning in the 8U division. Six (6) runs per inning in the 10U division. No run limit in the 12U and 14U divisions. 1 2015 CAMARILLO ALL STAR TOURNAMENT RULES 15. Round Robin batting is optional. If Round Robin batting is used then the Courtesy runner for the Pitcher and Catcher will be the last recorded outs. If a team elects not to bat all players, ASA rules apply. 16. Pool play games will have a 1 hour and 20 minute time limit after which no new inning may start. Elimination and Semi-Final games will have a 1 hour and 30 minute time limit after which no new inning may start. Championship time limit will have a 1 hour 45 minute time limit after which no new inning may start. If at the conclusion of 7 innings or the time limit the game is tied then the international tie breaker will be used. 17. 8U Modified Rules – 1) No Infield Fly Rule. 2) Round-Robin batting mandatory. In the case of an injury, last out may be used for the injured player at umpire’s discretion. 3) 10 Players on defense. 4) Cold Home Plate. 5) The runner may only steal one base per pitch, (No delayed steals). 18. Pool games may finish in a tie. The international tiebreaker will be used in the Elimination and Championship games after 7 innings or time limit. 19. Trophies will be awarded to 1st and 2nd place teams in divisions (8U-14U). 20. Tie breaker criteria: 1. Head to Head results, 2. fewest total runs allowed, 3. most shutouts, 4. Fewest runs allowed in next best defensive game, 5. Runs scored 6. Coin toss. 21. Umpires and or Tournament Site Directors shall have the responsibility of ejecting coaches, players, or spectators for abusive language or other acts that are contrary to the objective and purpose of ASA. 22. Bases will be at 60’ for all divisions. Pitching Distance will be as follows 8U – 30’, 10U – 35’, 12U – 40’ , 14U – 43’ 23. The tournament committee will resolve any situation not covered by the above rules or in the ASA rulebook. All tournament committee decisions will be final. 24. Both teams must sign official score card. If not signed the score card provided to the site director by the umpire will be used as the official score card. 25. Each team is given mini-bat “Sportsmanship” awards for their first 2 games. Choose one player on the opposing team that displays good sportsmanship as defined below and give her the award (by name if possible) after the game. What to look for: Hustle, Supporting teammates, responding positively to adversity. 2 2015 CAMARILLO ALL STAR TOURNAMENT RULES Modified Rules: 6 & Under Division Only The 6 & under division shall play by ASA Playing Rules and Codes as outlined in the 2015 Official Guide with the following exceptions: 1. No official scores or team standings will be maintained. 2. All games will be stopped after 1 hour and 15 minutes. A batter in the box when time expires will be allowed to finish her at bat. 3. Each team will play a minimum of 3 games. 4. Each girl will receive a participation medal which will be handed out after the team’s last game. 5. There will be an official umpire for all games. 6. No mercy rule. 7. Cold home plate 8. No dropped 3rd strike, no infield fly rule. 9. Each ½ inning will end when a maximum of 4 runs are scored by the offense or when the defense records 3 outs. 10. On offense all players will bat round robin. Each batter will be pitched up to 4 pitches from a coach pitcher. If the last pitch results in a foul ball, the batter will get additional pitches until the batter either misses the ball completely or fails to swing. After that the batter will be given the opportunity to hit the ball off the “T”. The batter may take up to 2 swings to hit the ball before returning to the dug-out resulting in an out. 11. An arc will be 10 feet in front of home plate from first base to the third base foul lines. Any batted ball which does not travel past that foul line is a foul ball. 12. Coach pitchers must pitch the ball from the pitchers plate. The player pitcher may stand anywhere behind the pitching rubber with both feet in the pitching circle when the adult coach is pitching. 13. The coach pitcher must make every attempt to get out of the way and not interfere with the play on the field. If a batted ball hits a coach pitcher, the ball is dead and no runners may advance. It is a no pitch and replayed. 14. No base stealing or lead offs are allowed. All base runners must remain on the bases until the ball is hit. If a runner is off the base when the ball is hit, the ball is dead, the runner returns to the base and the batter bats again. 15. The catcher must remain in the defensive position until after the ball has been hit. 16. The ball is called dead once the ball is thrown into or towards the pitchers circle. The pitcher does not have to have control of the ball in the circle. If the base runners have already passed the halfway line at the time the ball reaches the pitchers circle, they will advance to that base, otherwise they will be returned to the last base reached safely. 17. Overthrows to each base will result in one additional base for the base runner. 18. No more than 10 players will be allowed on the field. The defensive team shall have 6 players in the infield and 4 players in the outfield at least 10 feet behind the base line. 19. Pitching distance is 30 feet, base distance is 60 feet. 3
