specific to low carbon energy efficient infrastructure and the ongoing management, facilities management,
maintenance management or supply of utilities, lifecycling and performance of their contractual

opportunity seeks to establish a framework of all capable suppliers who offer low carbon energy efficient
infrastructure services, improvements and upgrades to existing or new public sector facilities. These
upgrades should offer client authorities guaranteed reduced running costs, reduced energy consumption
and reduced carbon emissions. Schemes should guarantee minimum levels of savings over the period of
each contract let under the framework which may be for 15 to 30 years long (after installation), or the life
of the plant installed The framework is also intended to be used for the national initiative for the
installation of solar PV at scale into the HMG estate Individual mini­competitions may relate to any one,
some or all of the services detailed herein Infrastructure improvements or upgrades may typically include
combined heat and power, boilers (steam LTHW or MTHW), district heating, heat recovery, chilling,
cooling, air handling, controls, solar PV, lighting, insulation, building insulation, glazing, water savings,
waste to energy, pyrolysis, clinical waste destruction or removal, biomass, biogas, grid reinforcement,
electrical (HV, MV and LV) improvements (demand reduction, generation, co­generation, tri­generation,
standby generation), gas supplies (natural or biogas, on the national grid or not) technology to change or
improve maintenance arrangements, medical or other records, electric vehicles, vehicle charging, vehicle
maintenance, medical equipment charging or improvements, transfer of staff or subcontractors and any
related technologies or services that are relevant to any mini­competition. In addition the remit of the
Government Solar Strategy to install Solar PV at scales across the HMG Estate will be covered within this
framework agreement opportunity This may also be elaborated to include any other form of renewable
power generation as suitably identified within the given call­off project.
To this end, the contracting authority may accept consortia onto the framework if required in order to get
the correct skill and experience mix. Management, facilities management, supply or lifecycling all relate to
the supply, operation, and continued performance of the installation for the life of the contract using the
bidders staff, contractors, or those of the procuring authority under the direction or guidance of the
contractor. Lots in reference to this opportunity refer to the type of mini­competition to be run under the
framework, one of which will take multiple bidders to a fixed price tender, and the other will reduce the
bidders to one before seeking an investment grade proposal with that single contractor. Bidders are
required to apply for both variant mini­competition routes. All companies on the framework will be asked
to participate in a mini­competition for each project. In many cases the selected supplier will be expected
to take over the existing energy facilities building/ boilerhouse or plant rooms relevant to the project, some
under license and some under a simple lease, for the operational period of the contract. The selected
suppliers will be expected to supply operational and maintenance support for the relevant plant and
equipment, the details of which will be set out in the memorandum of information for each project. This
may be extended to cover additional operation and maintenance of existing plant and equipment. Projects
may be multi­site and may be multiagency (several public sector clients) Selected suppliers must be able
to deliver and guarantee the energy and energy management services to the relevant public bodies over
the lifetime of the contract which are typically 15 to 30 years after practical completion. The framework is
available for use by the entire UK public sector as detailed in the additional information field.

Precise information on deadline(s) for lodging appeals: The Countess of Chester Hospital NHS
Foundation Trust will incorporate a standstill period at the point information on the award of the contract is
communicated to tenderers. That notification will provide full information on the award decision. The
standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful
tenderers to challenge the award decision before the contract is entered into.
The Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been
harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales
and Northern Ireland).
