announced he will propose legislation to help local officials better
enforce conservation requirements
and will direct state agencies to
streamline environmental review
of local water supply projects.
“These measures will strengthen
the ability of local officials to
build new water projects and
ensure that water is not wasted,”
said Governor Brown. “As this
drought stretches on, we’ll continue to do whatever is necessary
to help communities save more
water.”
The proposed legislation will
give new enforcement authority to
local entities that don’t currently
have it and increase potential
penalties against water wasters.

an infraction process involving
courts that was established in
last year’s emergency drought
legislation.
Creek Week recently caused a big splash—
and vital lessons in water conservation—at
Carmichael Park.
Displays and giveaways from many sponsoring agencies sent an unfiltered message:
during California’s worst drought, everyone
must do their bit to save and protect water.
Earlier, almost 1,800 volunteers from youth
and neighborhood groups formed a spring
cleanup army. Teams scoured 70 creek locations from the Delta to Folsom and from Galt
to Antelope. The 25-year-old community program aims to rejuvenate county waterways by
removing garbage and invasive plants. The
project was this year aided by the Sacramento
Regional
Conservation
Corps. Thanks to
a state grant, the
group is able to
recycle dumped
tires and, on the
clean-up drive,
corps members netted more than 100 of these
water-polluting castoffs.
Though garbage results are still being tabulated, the haul gleaned many tons of other
stuff alien to healthy creeks. Sacramento Area
Creeks Council President Alta Tura observed
an increase in the trash count over last year’s
tally: “Because of recent rains, more garbage
was washed down streams,” she ventured.
“But our waterways always need cleaning.
The volunteers did a stellar job.”

Commerce volunteers. “The Carmichael party
celebrates everyone’s hard work,” said Tura.
“It also teaches people about nature, how
to save water and be better stewards of our

United Way Unveils Public Mural During
Week of Thanks Award Ceremony

- As United Way California
Capital Region dedicated last
week to thanking its volunteers, donors, and partners, the
nonprofit also unveiled a new
public mural called “United
Passion” that it commissioned
from local artist BAMR.
California Society of HealthSystem Pharmacists donated
the space at 13th and H streets
in Sacramento.
“The mural symbolizes the
body and passion of United
Way,” BAMR said. “The
arm is powerful, nimble, and
diverse, representing United
Way’s unique position in the
Sacramento region. The hand
represents the combined caring devotion from United
Way’s donors, volunteers,
and community partners. The
heart, representing our united
passion, is intended to look as
though it were made of water
to signify renewal, transformation, and life.”
The mural was unveiled
as United Way gave out its
most prestigious award, the
Intel Cornerstone Award, to
Enterprise Rent-A-Car for its
dedication to the nonprofit
community and United Way
for more than 18 years.
“Since becoming a United
Way partner, Enterprise

the Sacramento region have
donated more than $2.9 million,” said Stephanie Bray,

Saturday, May 2nd Is Free Comic Book Day!

CARMICHAEL, CA (MPG) - Comic
and gaming stores in the
Sacramento Region will be participating in Free Comic Book
Day, a national event that takes
place on Saturday, May 2nd.
Stores will offer 50 different
comics to choose from, ranging from big names like Marvel
and DC to smaller Indie groups
with their own unique titles.
This event started in 2001 and is
now on its 15th year, with stores
all over the United States and
Canada participating.
Comic Books are an American
art form that was popularized
in the 1930s. The creation of
Superman ushered in a Golden
Age of comics, which many
can see re-emerging in the modern era of comics and movies
(Avengers, Batman, Guardians
of the Galaxy, and Superman—
of course). Comics have
participated in expanding art,
writing, and publishing, creatively influencing many people
of all ages with fantastic stories
of the hero’s journey or, more
modernly, the anti-hero.
In Sacramento, there are many
independent comic book shops,
comic artists, and publishers. The first Saturday of May
is a day to celebrate all things
comic, and any who are curious
about comics or wish to expand

Rollers. World’s Best Comics
will feature photo opportunities
with costumed characters. This
is also a great opportunity to not
only receive free comics but to
score other deals and discounts if
you venture forth.

Local Food Drive to
“Stamp Out Hunger”
CARMICHAEL, CA (MPG) - Saturday,
May 9th marks the 23rd anniversary of one of America’s great
days of giving—the National
Association of Letter Carriers’
Stamp Out Hunger Food Drive.
Letter carriers walk through the
community every day, often
coming face to face with the sad
reality of too many going without food.
So each year on the second
Saturday in May, letter carriers
across the country collect nonperishable food donations from
their customers. These donations
go directly to local food pantries to provide food to people in
Carmichael who need help. Last
year, over 1,800 pounds were
collected here in Carmichael
and over 72 million pounds of
food were collected nationally,
feeding an estimated 30 million
people.
The food drive’s timing is
crucial. Food banks and pantries often receive the majority
of their donations during the
Thanksgiving and Christmas
holiday season. By springtime,
many pantries are depleted,
entering the summer low on

water conservation. Local water
agencies with existing authorities to enforce against water
waste can continue to use those
authorities. Under the proposed
legislation, any monetary penalties from this enforcement will
be used for local conservation
efforts.
Separately, to streamline
environmental permitting for
critical water supply projects, the
Governor has directed his Office
of Planning and Research and
other state agencies to help local
water agencies reduce the time
required to comply with staterequired environmental reviews.
These permit streamlining efforts
will focus on projects that can
increase local water supplies with
limited environmental impacts.
The Governor’s Office will also
explore legislative changes that
can speed up delivery of critical
water supply projects.
In recent weeks, Governor
Brown has convened top agricultural, environmental, urban water
agency, and business leaders
from across California to discuss
the state’s drought and conservation efforts.
In April, Governor Brown
announced the first ever 25%
statewide mandatory water
reductions and a series of actions
to help save water, increase
enforcement to prevent wasteful
water use, streamline the state’s
drought response, and invest in
new technologies that will make
California more drought resilient.
This order included measures to
help replace lawns with droughttolerant landscaping and old
appliances with more water
and energy efficient models;
cut water use at campuses, golf
courses, cemeteries, and other
large landscapes; prevent potable
water irrigation at new developments unless water-efficient drip
systems are used; and stop watering of ornamental grass on public
street medians.
Within days of the Governor’s
order, the State Water Resources
Control Board released its
framework to achieve the mandatory water reductions and the
California Energy Commission
approved new water appliance
standards to save billions of
gallons of water per year. The
California Department of Water
Resources also announced that
due to the severe drought it will
install an emergency temporary
rock barrier across a Sacramento
San Joaquin Delta channel to
help prevent the saltwater contamination of water that 25
million Californians depend on.
These measures build on
unprecedented action by the
State Water Resources Control
Board over the past year to
prohibit other wasteful water use
and encourage Californians to
conserve, including strict limits
on outdoor irrigation (two days a
week in much of California) and
bans on hosing down outdoor
surfaces, decorative water fountains that don’t recirculate water,
and car washing without an automatic shut-off nozzle. Bars and
restaurants are also now required
to only serve water upon request
and hotels must ask guests staying multiple nights whether
linens and towels need to be
washed.
Governor Brown proclaimed
a drought state of emergency in
January 2014, and for more than
two years the state’s experts have
been managing water resources
to deal with the effects of the
drought, which include severely
curtailed water supplies to agricultural producers, farmworker
job losses due to fallowed fields,
drinking water vulnerability in
communities across California,
heightened fire danger, and
threats to endangered and threatened fish and wildlife.

Director Ava DuVernay impressively integrates the many personal
and public factors driving the action. Refreshingly, “Selma” avoids
that glossy look that so many historical movies fall into, making

The draw is that these two meet

collects. He’s a closed-off, abusive dolt, and she’s desperate to

It’s not porn, but it really wishes
it could be. Without the sexy bits
(which aren’t that graphic, considering what’s in the mainstream

California’s Income Tax? on Madison Avenue

The last thing overtaxed
Californians need is another tax.
Yet the Legislature continues to
churn out new taxes that, once
enacted, rarely go away.
Our economy has been
transitioning to a greater reliance on services. As a result,
some tax reform groups have
argued for expanding the sales
tax to include services. On its
own, a sales tax on services—
like Senate Bill 8 by Sen. Bob
Hertzberg—is a terrible idea. It
would impose a massive, complicated tax increase on both
businesses and consumers. In
fact, a recent study found that
fully taxing all services would
cost California taxpayers as
much as $123 billion more each
year.
But what if shifting to a greater
reliance on “consumption” taxes,
like the sales tax, allowed us to
eliminate taxes that destroy jobs,
like the income tax? What if we
didn’t raise taxes, but instead
shifted them, replacing income
tax with an expanded sales tax—
and abolished the Franchise Tax
Board?
It might be difficult to imagine a California without an
income tax, since most of us
weren’t alive during the Great
Depression when California first
started collecting it. However,
seven U.S. states seem to be
doing just fine without an
income tax. And by several key
measures, they’re doing far better than California.
According to financial publisher Bankrate, six of the
seven states with no income
tax—Florida, Nevada, South
Dakota, Texas, Washington, and
Wyoming—are all considered
better retirement destinations
than California (the exception
being Alaska, for obvious climate-related reasons).
Retirees who have invested
their lives in our state shouldn’t
be forced to move away from
their kids and grandkids for
financial reasons. Yet the
Manhattan Institute cites retirement-related moves as a key
ingredient in the “The Great
California Exodus” of more than
3.4 million residents since 1990.
Another vital measure is poverty. California’s so-called
“progressive” income tax has
done little to improve the plight
of the poor. In fact, based on
data from the Census Bureau,
California has the nation’s highest poverty rate when other
cost-of-living factors, such as
taxes, are considered.
The reason is simple.
California’s punitive income tax
rates drive away the very jobs
and investment that help lowincome workers move up the
economic ladder. According to
the Tax Foundation, some small
employers in our state face combined top marginal tax rates
exceeding 50%.
The dramatic ups and downs
of California’s income tax create conditions ripe for new and
higher taxes. Good tax policy is
rarely formed in moments of crisis. Steep declines in income tax
revenue led to Proposition 30,
which increased both sales and
income tax. Those drops also
gave us the lumber tax and a
controversial fire prevention fee.
Tax increases, even when sold as
temporary, rarely go away after
the state’s rollercoaster revenues
rebound.
If California joined the growing number of states considering
elimination of their state income
tax, it might increase pressure to
get rid of the federal income tax.
A movement in favor of what is
known as the “Fair Tax” seeks to
repeal the 16th Amendment and
replace federal income tax with
a national sales tax. Sure, it’s a
long-shot, but who wouldn’t be
glad to get rid of the Internal
Revenue Service?
A common objection to
replacing the income tax with
a consumption tax is that,
unlike income tax, sales taxes
are regressive—hitting lower
income people the hardest. This
objection can be answered in
several ways. For instance, some
economists have suggested making the sales tax “progressive”
by excluding more basic necessities or providing a rebate for
seniors and others with lower
incomes.
If we eliminate the income
tax, most workers would immediately experience an overnight
increase in take-home pay. True,
service-oriented businesses
would have to collect and pay
sales tax, but they’d also no longer be paying state income tax.
What’s needed now is a serious study of the options before
us. Which revenue neutral
tax changes would improve
California’s economic competitiveness? Which changes would
raise incomes, grow jobs, and
keep more retirees in our state?
Which changes would produce
the most stable revenue and spur
the most growth?
Since taxes affect behavi o r, d y n a m i c e c o n o m i c
modeling would provide answers
to these key questions. But first,
California’s leaders need to
muster the courage to ask the
questions.

CARMICHAEL, CA (MPG) - At
approximately 10:00 a.m.
on April 27th, Sacramento
County Sheriff Patrol Deputies
responded to a residence within
the 6000 block of Madison
Avenue in regards to multiple reports of a shooting. As
Deputies arrived, they encountered a female in her 30s who
had been shot at least once
and was lying on the driveway in front of a residence. As
Deputies approached the victim, who was being attended to
by neighbors and uninvolved
passersby, several rounds of
gunfire were fired from within
the residence at the Deputies
and citizens. The victim, who is
believed to have been involved
in a domestic relationship with
the suspect, was transported to
a local hospital with life-threatening injuries. No one was
additionally shot or injured.
A perimeter was immediately set up on the residence
wherein the gunshots were fired
and nearby residences were
evacuated and a local elementary school placed on lockdown
for precautionary purposes.
Throughout the ensuing standoff, which lasted more than five
hours, the barricaded suspect
held firm inside the residence,
ultimately firing multiple rounds
at perimeter officers an additional three times throughout the
incident.
Sacramento Sheriff Special
Enforcement Detail members,
along with the Sheriff’s Critical
Incident Negotiation Team were
successful in safely apprehending the suspect upon his eventual
surrender just after 3:00 p.m.
The suspect, Jeremiah
Hankins, 35, has been
transported to the Sacramento
County Main Jail where he
has been booked on five felony charges including attempted
murder, assault with a deadly
weapon causing great bodily
injury, assault with a deadly
weapon on a peace officer, possession of a firearm by a felon,
and domestic violence.

Take It from the Tap During Drinking Water Week
SACRAMENTO REGION, CA (MPG)
- This year marks the 40th anni-
versary of the Safe Drinking
Water Act, which was signed
into law by President Ford and
gave the U.S. Environmental
Protection Agency power to set
health-based standards to protect
drinking water.
The Sacramento Suburban
Water District (SSWD) is
encouraging people to help celebrate this special occasion by
passing on the bottled water and
having a drink from the tap during Drinking Water Awareness
Week (May 3rd through May
9th). SSWD recommends it as a
great way to stay refreshed and
help conserve water.
The Pacific Institute estimates
that the production of water bottles uses the equivalent of 17
million barrels of oil and that it
takes three liters of water to produce one liter of bottled water.
It’s also estimated that of the
50 billion plastic water bottles
Americans use annually, only
23% are recycled.
Help SSWD mark this anniversary by filling up a glass
straight from the faucet, and if

Gaylord Perry Honored, 2015 Brings Big Changes for River Cats

Chumps or Champs, and Sometimes Both
“Hey, sweetheart, at least
I’m not one of those guys that
lies around all weekend watching golf or chugging beers while
I turn the volume up on the
NASCAR madness, neglecting the ‘to-do list’ through it all.
“I don’t get up early and slink
out to go fishing, leaving you
a note to have fun shopping
alone at OSH and Home Depot,
and I’ll be home for dinner.
“I just like to relax in the evenings when I get home from
work while watching some
baseball or basketball. During
football season I like to catch
some of that on the weekends
and Monday nights. And I’m so
considerate these days --- I DVR
all of it so I can skip through the
commercials to cut down my
hours before the tube, freeing
up more time for your HGTV
and Food Network shows.
“And I really love it when you
settle in for awhile and watch
the games with me. I appreciate
your level of sports knowledge
and I’m sometimes surprised at
the things you say (and I try not
to let you see me roll my eyes at
other times). And I only watch
hockey when your not home
or after you have gone to bed.
“So tell me, honey, am I
still your champ, or just a
chump? Don’t answer that!
At best, the answer is probably, ‘A little of both.’”
You could say the same thing
about most of the people all
around the wide world of sports;
and, then, there are some that are
just champs (we think) and an
awful lot more that are chumps.
You don’t necessarily have
to have a championship on
your resume to be a “champ.”
Keeping it relatively local,
when you think about the cream
of the crop you would likely
name people such as Steph
Curry, Tim Flannery, Bruce
Bochy, Buster Posey, Madison
Bumgarner and a number of
current Giants, Ronnie Lott,
Steve Young, Brent Jones,
Dave Stewart, J.T. Snow,
Vlade Divac, Kevin Johnson,
Tara VanDerveer, Mike
Montgomery, Nate Thurmond,
and of course, Willie Mays
and Willie McCovey. And
there is the injured Hunter
Pence, hanging on the railing supporting his teammates,
waiting to get healthy and for
his PenceFenceCatch bobble-head to go public and
claiming, “I would rather die
than not make that catch.”
You never hear anything bad
about those people, but you can
still never be 100% positive
about their pure “champness.”
Now, what the heck is
going on with the Kansas City
Royals? That team was universally admired last fall for the
great run they had, and for the
character and drive they displayed right through to Game
7 of the World Series where
they came up short against the
Giants. Maybe that frustration has gotten to them, because
they seem to be taking it out
on everybody they play. The
Royals have been having beanball wars and bench-clearing
rumbles on a regular basis
this season --- already squaring off with the Athletics,
Angels and White Sox, prompting Cleveland pitcher Trevor
Bauer to wear boxing gloves
in the dugout when the Royals
came to town. K.C. --- almost
a champion, but not quite.
But when it comes to rumbles on a regular basis, turn
to the NBA Playoffs that are
looking more and more like
WrestleMania than basketball. All the talk is about
Kevin Love’s dislocated shoulder that will likely keep him
out of the rest of the playoffs
for Cleveland, suffered when
he tangled with Boston’s Kelly
Olynyk chasing after a loose
ball. Afterward, Love stated he
felt Olynyk’s play was an intentional attempt to injure, which
Olynyk flatly denied. Love,
who hooked up with Cleveland
and LeBron James in a quest for
a championship after wallowing
in NBA limbo in Minnesota for
years, was clearly speaking out
of emotion and disappointment.
That play appeared a bit
reckless but rather mild compared to some others and to
the general tenor of the action
throughout the playoffs. The
NBA basketball crowd thinks
things should be completely
different in the playoffs and
that the officials should just
“let them play.” Okay, but to
what extent? Instead, maybe
they should clean the playoffs up a bit before somebody
takes a two-forearm shiver to
the chops followed by a swat to
the face, or somebody catches
a swiping, backhanded punch
to the chin and wrecks his knee
when he falls, or somebody
suffers “accidental” multiple
fractures to his mug, or….oh,
those things already happened.
Add Kendrick Perkins and J.
R. Smith to the “chumps” list.
Whenever you hear the
announcers say, “That’s a good
no-call,” you should interpret that as, “There should’ve
been a call there.” It’s a good
bet that the chump that got his
chest bruised by a high-flying LeBron James knee when
he was run over as the twotime NBA champion scored a
clock-beating lay-up was not
lying on the floor in pain thinking, “That was a good no-call.”
There seems to be plenty of
chumps around the NBA and a
bunch of them are on one team,
the L. A. Clippers…DeAndre
Jordan, just because he couldn’t
sink a free throw to save his
life; Matt Barnes, with his look
and attitude; Blake Griffin, who
has the reputation that nobody
likes him; Chris Paul, with his
little flops and falls that force
the refs to call fouls on the
defenders on punk-like plays
that have nothing to do with
the spirit of the game. On the
other hand, the Warriors seem
to have a roster and staff full
of “golden boys,” good dudes
on a roll. Perhaps it would be
fitting if Golden State, awaiting the start of the second round
after sweeping New Orleans,
was to go on to win its first
championship in, like, forever.
There are some cases of a
kind of transformation --- from
once a champ, but now a horrible chump…or much worse
--- guys like Ray Rice, Adrian
Peterson, Lance Armstrong,
Oscar Pistorius, Aaron
Hernandez and the like. Those
probably had a most awful
“chumpness” in them all along.
The vast majority seem to
have some of both qualities,
to varying degrees and categories: Alex Rodriguez,
Barry Bonds, Brian Wilson,
Pablo Sandoval (sigh), Tiger
Woods, Mark McGuire, Jose
Canseco, Richard Sherman,
Kobe Bryant, Urban Meyer,
John Calipari, Jim Boeheim and
on and on with the endless list.
“So, my dearest, whatever label you might apply, or
whatever you or anybody else
might think of me and my relative sports addiction, it is safe
to say that I am not alone.” H

SACRAMENTO REGION, CA (MPG)
- The Sacramento River Cats sea-
son is officially underway. It is the
first year of the much anticipated
association with Major League
Baseball’s World Champion San
Francisco Giants. The River Cats
spent the majority of the summer
making improvements throughout
Raley Field, helping both players
and fans.
Season ticket holders will now
have the luxury of the Legacy
Club, a 5,000 square foot renovation to the suite level on the third
base side. It features a full bar with
a wide variety of California wines
and a microbrew made specifically
for the River Cats by Rubicon
Brewing company called RBI IPA.
If the life size LED screen casting
the game isn’t impressive enough,
then guests can stroll around the
balcony to see a stunning view
overlooking the field and the
Sacramento skyline.
Fans were also treated to an
appearance by Gaylord Perry, who
was being honored with an induction into the Pacific Coast League
(PCL) Hall of Fame. He only
played four seasons before moving up to the majors, where he
continued his career for 22 years.
While in the minors, he achieved
the Pitcher of the Year title and
helped lead the Tacoma Giants to
a PCL championship.
Perry was known for his spitball
and lackadaisical attitude towards
having the upper hand on batters. While in the Majors, he was
caught with an emery board in his
back pocket to scuff up the ball. In
an era before center field cameras
and close ups on pitchers, baseball
was a very different game.

Also as part of the new affiliation are some exciting events
planned for the future, such as
Star Wars Night on July 10th.
The event was started by the San
Francisco Giants, who celebrate
the cultural phenomena of Star
Wars that started in the Bay Area.
With ticket sales up 1200%
in comparison to last year,
Sacramento baseball fans may
have a tricky time getting in to
see not only the upgrades, but the
world class baseball that comes
along with being associated with
the San Francisco Giants. Roster
names include multiple world
champions that’ll have the town
star struck. H

for her first campaign stop. Or, to
be more precise, she decided to be
driven to Iowa by a Secret Service
agent as part of a three-car caravan
in keeping with her security needs.
For a former first lady and global
celebrity, this is traveling light and

Perhaps Hillary can pull this off.
It is easier to be a wealthy champion
of the downtrodden as a Democrat.
Consider Franklin Delano Roosevelt.
But, with enough political hamfistedness, it’s entirely possible to
come off as an out-of-touch phony.
Just ask John Kerry. Hillary is far
closer to the leaden Kerry or Al Gore
than she is to her husband or Barack
Obama.
As potentially the first woman to
be elected president, of course, she
has “history” on her side. Kerry and
Gore didn’t. But it’s not clear that this
will work for her as powerfully as it
did for Obama. His history-making
first wasn’t just another item on his
resume. It reinforced his case that
America needed a thoroughgoing
break with the politics of the past.
Hillary will have many strengths -an electoral map that tilts toward the
Democrats, a Republican Party that
is still suffering a hangover from the
Bush years, prodigious fundraising.
But her planned road trip to the
White House, even if she manages to
get to her destination, will be more
a grim forced march than a joyful
excursion. Its motto might as well
be: Oh, the fun we will pretend to
have!

cringe-inducing blatant calculations.
It is her curse as a politician of
stamina and determination, but not
of natural grace, that her maneuvers
to reveal her “real” self always feel
like obvious maneuvers. To say that
she lacks the light touch is almost as
much of an understatement as saying
her husband is not a monk.
Hillary’s worst moments on
her book tour last year were her
exaggerations, from the heights
of her power, fame and wealth,
of her own economic struggles.
Negotiating the contrast between
her middle-class message and her
longtime upper-1-percent lifestyle
would challenge an even more gifted

THE SAN JUAN UNIFIED SCHOOL DISTRICT
BOARD OF EDUCATION
ON THOMAS EDISON LANGUAGE INSTITUTE
(To Intent To Convey an Easement for Public Utilities)
WHEREAS, section 17556, et seq. of the Education Code authorizes the San
Juan Unified School District (“district”) to dedicate or convey an easement/real
property to municipal corporations for public streets or highways and to a public
corporation, to lay, construct, reconstruct, maintain and operate water, sewer, gas,
or storm drain facilities or ditches, electric or telephone lines, and access roads
used in connection therewith, either with or without consideration and without a
vote of the electors of the district being taken;
WHEREAS, the district desires to dedicate a permanent easement for utility
access and maintenance to the Golden State Water Company for the purpose of
maintaining the water lines at Thomas Edison Language Institute, located at 2950
Hurley Way, Sacramento, California 95864. The proposed easement is specifically
described in Exhibit “A” attached hereto and incorporated herein by the reference
(hereinafter referred to as the “Easement”); and
WHEREAS, the district desires to give notice of its intent to dedicate to the Golden
State Water Company the Easement described above and to call a public hearing
in connection therewith.
NOW, THEREFORE, the San Juan Unified School District Board of Education
does hereby resolve as follows:
Section 1. The foregoing recitals are hereby adopted as true and correct.
Section 2. The district declares its intent to dedicate and convey the Easement to
the Golden State Water Company, as described and depicted in Exhibit “A” for the
purpose set forth in the Grant of Easement Document attached hereforth.
Section 3. The superintendent or a designee thereof is hereby directed to give
notice that on May 12, 2015 at 6:30 p.m. or as soon thereafter as practicable,
at the district board room, located at 3738 Walnut Avenue, Carmichael, CA the
board will hold a public hearing on the question of making the conveyance of the
Easement to the Golden State Water Company. The public hearing shall be given
by posting copies of this resolution, signed by the majority of the board, in three
public places within the district at least ten (10) days prior to the hearing, and by
publishing the notice once in a newspaper of general circulation in the district, at
least five (5) days prior to the hearing. At the time and place of the hearing, if no
legal protest is entered, the board may adopt a Resolution by a two-thirds vote
of all its members authorizing and directing the conveyance of the Easement to
Golden State Water Company.

substituting the word Fourth for
Force). Since May 4th is on a
Monday in 2015, the organizers
have elected to expand the event
to the preceding weekend and
include more fandoms for even
more fun. The 2015 event title
“Intergalactic Expo” was chosen
via a Facebook contest.

$5,000 (the amount on average needed to grant one child’s

Elks Classic Car Show Is Great Success

annual Carmichael Elks Classic
Car Show was held on Saturday,
April 18th. A variety of classic cars
were on display, including classic
collectors’ cars from 1919 through
1975. The show also featured hot
rods, pick-up trucks, muscle cars,
customized rat rods, and cruisers.
This year’s Best of Show winner
was a 1947 Ford Coupe owned by
Ron Bellavia of Roseville.
This event was fun for the whole
family with kids’ activities and
raffle prizes. The silent auction featured a variety of items, including a
fabulous five-day, four-night ocean
cruise that was won by Lisa and
Steve Blodgett.
In the Fifty-Fifty Raffle, which
raised a total of $1,365, half the
total pot benefitted the Elks Lodge
and the other half went to raffle
winner Courtney Parrish.
There was a great turnout at this
year’s event, and they sold out of
all the pulled pork and hot dog
sandwiches. They will definitely

to the 14th annual Celebration of
Independence Gala that benefits
Women’s Empowerment, a local nonprofit job training and empowerment
program for women who are homeless
and their children. The event, which
raises funds for the organization and
honors the group’s 1,223 graduates, will
take place from 5:30 p.m. to 8:30 p.m.
on May 14th at the Red Lion Woodlake
Hotel, 500 Leisure Lane, Sacramento.
Guests will mingle with graduates from
the program and enjoy a formal dinner,
live and silent auctions, live music, and
presentations from the graduates.
Tickets are $100 and are on sale until
May 7th. Those who cannot attend, or

program combines self-esteem courses,
job training, health classes, and support services to help homeless women
across diverse ages, races, and cultures.

There are millions of people in the U.S. who are edentulous (meaning without teeth) who struggle daily with dentures.
A majority suffer from discomfort as a result of loose or illfitting dentures. Many prosthetic wearers simply withdraw from any
type of social engagement as a result of having to wear their dentures.
Lower dentures almost never fit properly. They are loose fitting due to less surface area which can’t create a suction, shrinking
gum tissue and bone loss, which can cause irritation in the mouth, sores and pain. The only relief is using sticky dental
adhesive to help it, but it is very messy, hard to clean off and needs multiple applications throughout the day.
Upper dentures are better than lower dentures due to a suction in the upper palate that keeps the denture in place.
However, having the palate covered reduces the tastes of foods and the ability to tell the temperature of foods.
Partial Dentures can be a source of discomfort due to lack of supporting teeth or an illfitting partial. Partials also use clasps
to secure to existing teeth which can be noticeable and can put added pressure to the existing teeth.

A snap on denture gets some support from the implants that it snaps onto. Unlike conventional dentures that rest on the gums, a

denture will be. Much like a four legged chair would be more stable than a three or two legged chair, the use of denture snaps
