Call for HC3 Ebola Francophone and Anglophone SBCC Consultants
The Health Communication Capacity Collaborative (HC3), a five-year USAID-funded project
supporting strategic health communication programs in developing countries, is currently
recruiting national and international SBCC consultants to support work under the HC3 Ebola
Response project. HC3 has been tasked by USAID to assist with the communication aspects of the
Ebola response, with particular emphasis initially on support to communication programming in
Ebola-affected countries and support to UNICEF which has been named the global coordinator of
Ebola social mobilization and program communication.
Consultants will
• Support the development, design and implementation of strategies for health
communication projects that are part of the effort to control and prevent the spread of
Ebola in West Africa,
• Conduct training and facilitate strategic planning for SBCC and social mobilization activities
related to EVD preparedness and prevention,
• Provide short term technical assistance remotely or in-country, as needed, and
• Support USAID and UNICEF’s regional Ebola Response coordinating efforts.
Consultant positions will require specialized advanced knowledge, education and/or training in
strategic health communication or disaster/risk communication. Preference is for consultants with
previous experience in assigned countries that are affected by EVD or at risk of EVD, and for
consultants able to travel to and within the Ebola-affected countries of Guinea, Liberia and Sierra
Leone. All support for Francophone African countries will require fluent French language skills,
both written and spoken.
Essential Duties and Responsibilities will vary according to assignment but may include the
following and other duties as assigned.
• Provide substantive recommendations to the design and implementation of strategic
communication activities that are part of the effort to control and prevent the spread of Ebola
• Serve as expert advisor on the design and management of Ebola communication programming
• Conduct training and facilitate strategic planning in Ebola communication as requested
• Develop communication strategies, training programs, and communication media and materials
as requested
• Generate reports, publications and strategy documents
• Monitor program implementation
• Mentor international and in-country staff in SBCC strategy development and implementation
• Assist the HC3 Ebola program team in translating research findings into programmatic
recommendations
• Oversee implementation of recommendations

Support capacity strengthening of local health structures, institutions, and NGOs as they
develop Ebola response communication
Collaborate with country partners in the West Africa region

Education and/or Experience
• A minimum of an MPH or MS degree in related discipline, e.g. communication, public health or
related behavioral science
• Required Experience
o 7-10 years’ experience providing SBCC technical support to senior-level teams from
national Ministries of Health and other national government agencies in developing
countries
or
o 5-10 years’ experience supporting capacity strengthening of local health structures,
institutions, and NGOs as they develop health communication and SBCC strategies
o Previous experience conducting Ebola preparedness technical assistance to at-risk
countries, or technical assistance experience in EVD affected countries preferred
o Proven track record in developing and managing SBCC programming in West Africa or
similar environments
• Technical Competencies
o Strong analytical, research, writing and communications skills.
o Strong skills in providing substantive inputs to heath communication or SBCC strategies
o Event planning and facilitation ability
o Excellent communication and presentation
Language Skills
• Fluent French and advanced skills in English, both written and spoken, are required for work
supporting Francophone African countries.
• Fluent English, both written and spoken, is required for work supporting Anglophone African
countries.
