PROCEEDINGS OF THE WORKSHOP
ON
“NEED ASSESSMENT OF RESOURCE INSTITUTES WORKING WITH
FARMER PRODUCERS ORGANIZATIONS”

CCS NATIONAL INSTITUTE OF AGRICULTURE MARKETING
(CCSNIAM) AND
SMALL FARMERS’ AGRIBUSINESS CONSORTIUM (SFAC)
ON 17TH – 18TH APRIL 2015 AT CCSNIAM CAMPUS
In a rapidly changing economic scenario the small farmer can hope to be part of
the transformation if he can access the best agricultural practices, post harvest
management, a modern infrastructure and timely information. However this is
contingent on the small farmer operating on an aggregated paradigm.
The farmer can improve price realization and be linked to the global markets if
he is part of modern and well-coordinated value chains. The fragmented traditional
value chains permit the operation of middlemen who appropriate a large part of the
profits. The Producer Company has been conceived as an organizational entity that
would be run by the producers and for the producers.
Keeping in mind the challenges faced by Farmers Producer Organization (FPO) ,
CCS NIAM in collaboration with SFAC organized a two days workshop on “Need
assessment of Resource Institutes working with Farmer Producers Organizations” on
17th -18th April 2015 at NIAM, Jaipur.
The workshop was aimed at providing an opportunity to share ideas and to
assess the needs of Resource Institutes working with farmer producer organizations

(FPO) in different states and to enable NIAM to design effective training course for
them. Keeping this in mind, the workshop was broadly divided in three technical
session’s i.e.
TECHNICAL SESSION I - Identifying training needs of the personnel of the
Resource Institutes working with nascent Farmer Interest Groups for enabling them
to register as FPO’s,
Two Resource Institute i.e. Access Development Services and Indian Society of
Agribusiness Professional made a presentation regarding their experience in formation
of FIG and their training needs.
The session was chaired by Mr. T Satyanarayan, Secretary and Managing Editor,
Indian Society of Agricultural Marketing.
Key Points that emerged were:
 Capacity
organization

 The
focus
should
be
on
the
Development of skills in members of
FPO in a professional manner.
 The Resource Institute should only
provide external support for 5 or 6 years otherwise the FPO will continue to
remain dependant. They need to begin with an exit strategy.

a) To enable the farmers to understand the economic benefits of aggregating
their resources.
b) This would require a shift of focus on their enrolment strategy which is
presently based on encouraging the farmers to get Government subsidy for
this scheme.

 Community
Mobilization,
building
loyalty
and
trust
towards
Farmer Producer Organization.
 Value addition, processing and
marketing.
TECHNICAL SESSION II: IDENTIFYING TRAINING NEEDS TO ENABLE FPOS
TO BECOME FARMER PRODUCER PROCESSORS (FPP)
Two Resource Institutes i.e. Indian Grameen Services and National Institute of
Women Child and Youth Dev made presentation regarding their experience and
training needs. The session was chaired by Mr. Shashi Ernath, ILRT (BASIX).
Key training requirements:
 Awareness creation on FPO concept in target region (holding workshops,
meetings etc)
 Programmes for extension support (Trainings on proven cropping techniques,
field demonstrations, exposure visit etc.) to help them increase marketable
surplus

 Trainings on institution building (record keeping, maintaining meeting registers,
group cohesion aspects, group saving etc.)
 Training Programmes on selling of aggregated produce to help them realize the
advantage of economy of scale. (Linking Groups with potential buyers for their
produce)
 Training Programmes on responsibility of CEO, Board of Directors and others.
 Programmes on Value Chain and other business opportunities
like input
business (seed, fertilizer, pesticides, vermi-compost etc), processing, value
addition at farm gate, output trading (wholesale or retailing to residential
societies), dairy, fishery, poultry, plant nursery, custom hiring, service centre
(Farm machinery Centre) etc.
TECHNICAL SESSION III: IDENTIFYING TRAINING NEED OF FPOS FOR
LINKING THEM WITH NATIONAL MARKETS AND E-TRADING

Mr Majoj Rajan, IFS, Managing
Director and CEO, Rashtriya e Market
Services Private Limited interacted with
the group through video conferencing.
He talked about the possibilities of connecting Farmer Producer Organization to E
Trading platform.
The session was an eye opener for the participants and participants had several
queries regarding linking FPOs to the E trading platform.

Key Points:
 Producer Company incorporated
under
PART
IX
A
of
the
Companies Act 1956 enjoys the
freedom of a Private Limited
company and works on mutual
benefit principle, but it has to pay
tax at 30.9% at par with any
normal company. The participants felt that this tax was a major disincentive in
incorporating the FPOs. It was suggested that CCSNIAM play an active role in
getting an exemption for Farmer Producer Organizations from tax liability.
 It was suggested that a visit of the group may be organized to Bangalore for
better understanding the concept of E Platform.
 Training Programmes should be framed where FPOs would be trained on
 Market Intelligence
 Market Analysis
 Handling of software at E Trading
 Operation and Price management at E Platform
 Value Addition by processing
 Branding
